Start with the exact parcel in FEMA’s Map Service Center. Open the effective Flood Insurance Rate Map (FIRM), record the mapped zone, panel and effective date, and note any base flood elevation (BFE). Then use NOAA viewers to screen storm-surge, high-tide and sea-level-rise exposure, and use the USGS Coastal Change Hazards Portal and HERA to investigate observed and modeled shoreline change. Finally, ask the local floodplain administrator and the relevant state or local coastal authority to confirm the parcel, current map status, erosion designation and applicable setbacks.
This workflow is for U.S. properties. Federal viewers provide essential evidence, but they do not decide every local erosion rule, disclosure duty, building restriction or parcel-specific engineering question.

What to check, in the right order
A coastal property can have several different hazards. A FEMA flood zone describes mapped floodplain conditions used for insurance, building-code and floodplain-management decisions. It does not, by itself, describe every form of coastal flooding, future sea-level rise or shoreline retreat. Erosion is a separate investigation.

- Locate the parcel precisely. Search the full street address and compare the map pin with parcel lines, roads and the map scale.
- Read the effective FEMA FIRM. Record the community and panel number, effective date, zone label, BFE and any Limit of Moderate Wave Action (LiMWA) line.
- Add NOAA screening layers. Compare FEMA zones with storm surge, tsunami, high-tide flooding and sea-level-rise scenarios.
- Investigate shoreline change. Review USGS historical shoreline positions, rates, future-change products and HERA exposure layers.
- Confirm locally and preserve evidence. Ask officials about map revisions, elevation certificates, erosion setbacks, coastal construction designations and transaction-specific requirements.
Use the same source date and method when comparing properties. A colored layer or address marker is not a legal parcel determination.

How do I locate the exact coastal parcel?
Enter the complete address in the FEMA Map Service Center, then zoom until parcel boundaries and nearby roads are recognizable. Check whether the marker sits inside the parcel or merely near it. Coastal maps can be difficult to interpret at a small scale, and an address point close to a zone boundary is not enough to establish which zone applies.
- Match the street number, road alignment and neighboring parcels.
- Check the map scale before judging a boundary that appears to run through a lot.
- Save a dated image or PDF showing the parcel, panel and legend.
- Contact the local floodplain administrator when the marker, parcel line and zone boundary do not align clearly.
Do not infer a legal result from a real-estate listing map, a screenshot without a legend or a broad regional hazard display.
How do I check if a coastal property is in a FEMA flood zone?
Use the effective FIRM, not an old listing map
FEMA’s Map Service Center is the starting point for the current effective FIRM or National Flood Hazard Layer. FloodSmart identifies the Map Service Center and the local floodplain administrator as the routes for learning a community’s mapped zone. Record the community, panel, map effective date, zone, BFE and any notes in the panel legend.

Describe the result precisely: “The parcel is mapped in FEMA Zone [zone] on the effective FIRM dated [date].” That wording distinguishes an official mapped result from a planning estimate. Flood maps are updated periodically; FloodSmart advises checking the current status annually.
What the common coastal labels mean
| FEMA label or feature | Meaning to investigate | What it does not establish by itself |
|---|---|---|
| Zone VE | A coastal high-hazard area where waves and/or high-velocity water can cause structural damage. | The exact damage a particular building will suffer or the local erosion setback. |
| Zone AE | An inundation area with less hazardous wave action than a VE area; a BFE is generally provided. | That the property is safe from waves, erosion, drainage problems or future sea-level rise. |
| Zones V and VE | High-risk coastal categories with added storm-wave hazard. | A guaranteed insurance premium or a complete measure of total coastal risk. |
| Zone A categories | High-risk areas subject to the mapped flood hazard represented on the effective FIRM. | That areas outside the category have no flood risk. |
| Zone D | Flood hazard is undetermined on the map. | A finding that the property is safe. |
| Low- or moderate-risk categories | Lower mapped probability than high-risk categories. | Zero risk, low insurance cost or immunity from coastal flooding. |
| Base flood elevation (BFE) | The elevation to which floodwater is anticipated to rise during the 1%-annual-chance event. | The height of every future flood or a finished-floor elevation for the specific structure. |
| LiMWA | When shown, the inland limit of waves 1.5 feet or greater for floodplain-management purposes. | A complete boundary for all wave, erosion or storm impacts. |
Read the current panel’s legend and notes with these definitions. FEMA mapping details and zone boundaries can vary by community and revision.

Insurance requirement is not the same as insurance price
For federally backed mortgages in NFIP-participating communities, a high-risk zone can trigger a mandatory flood-insurance requirement. The requirement and the premium are separate questions. FloodSmart says current NFIP premiums also use factors beyond the map zone and BFE. Obtain a property-specific quote from a qualified agent rather than estimating cost from the color on a map.
FloodSmart also reports that one in three flood-insurance claims come from low- and moderate-risk zones. Its practical warning is direct: “Every zone carries a flood risk — it’s just a question of how big the risk is.”
How can NOAA show broader coastal flood exposure?
Coastal Flood Exposure Mapper
NOAA’s Coastal Flood Exposure Mapper can display a FEMA Flood Zones layer alongside storm surge, tsunami, high-tide flooding and sea-level-rise hazards. Use it to see how hazards overlap roads, buildings, utilities and other exposed features.
Report the result as screening context: “The NOAA viewer shows potential scenario exposure.” Do not substitute it for the effective FIRM or a local determination. A NOAA overlay may use a different scale, date, shoreline representation or scenario than the FEMA panel.
Questions to ask while reviewing the overlay
- Which hazard layer is active: storm surge, tsunami, high-tide flooding or sea-level rise?
- What scenario, date and confidence information does the layer provide?
- Does the display show a parcel boundary, or only a regional raster and nearby features?
- Could roads, drainage, bridges or utilities fail before water reaches the house?
Does a flood map show future sea-level rise?
No. An effective FEMA FIRM is a regulatory map of mapped flood hazards under its stated conditions; it is not a complete projection of future sea-level rise. For future scenarios, use NOAA’s Sea Level Rise Viewer as a planning reference.

What the NOAA Sea Level Rise Viewer can show
The viewer lets you explore local scenarios, potential water depths, high-tide flooding and mapping confidence. NOAA’s 2022 scenarios, as presented in the viewer, project relative sea-level rise by 2050 compared with 2000 in these broad regions:
| Region | Projected relative sea-level rise by 2050, relative to 2000 |
|---|---|
| East Coast | 0.40–0.45 meters |
| Gulf Coast | 0.55–0.65 meters |
| West Coast | 0.20–0.30 meters |
| Caribbean and Hawaiian Islands | 0.20–0.35 meters |
These are regional scenario ranges, not a prediction for a particular lot. NOAA also reports that annual tidal-flooding occurrences have increased five- to tenfold since the 1960s in several U.S. coastal cities; that is a multi-city observation, not a property-specific probability.
Limits that matter for a purchase decision
NOAA states: “The data and maps in this tool illustrate the scale of potential flooding, not the exact location, and do not account for erosion, subsidence, or future construction.” Do not describe a colored pixel as an official parcel boundary, a guaranteed flood depth or a legal building restriction. Sea-level-rise layers are not a substitute for a survey, elevation certificate, permitting review or local determination.
How do I find out whether a beach house is at risk of erosion?
Start with observed shoreline change
The USGS Coastal Change Hazards Portal organizes products for present-day storm scenarios, observed shoreline change, future shoreline change and future coastal hazards. Its observed shoreline products include historical shoreline positions and rates of change along open-ocean sandy shorelines.
For each layer, record:
- the shoreline type and geographic coverage;
- the date range used to calculate change;
- whether the result is an observed rate or a modeled scenario;
- the measurement method and resolution;
- the distance and direction between the shoreline product and the parcel.
A regional rate is not automatically the erosion rate at a particular house. Beaches, dunes, inlets, seawalls, bluffs and tidal marshes behave differently, and a national layer may not resolve an individual parcel.

Use HERA for exposure scenarios
USGS HERA provides shoreline-change exposure mapping for scenarios involving erosion, sea-level rise, storms and coastal management. Review which scenario is active and whether the map is describing exposure of land, structures, infrastructure or another asset. Treat the output as awareness and preparedness information, not a guarantee that a property is safe or unsafe.
Check the legal erosion designation locally
Many erosion setbacks and coastal construction rules are established by state or local agencies. Ask the state coastal-management agency and the local planning or building office:
- Which erosion or setback designation applies to the parcel?
- Is the lot in a coastal construction control line, shoreline-management area, dune protection area or similar jurisdictional category?
- Are seawalls, nourishment, dune alteration, additions or rebuilding subject to special permits?
- What surveys, setbacks, geotechnical reports or vegetation protections apply?
Federal shoreline layers cannot settle these questions without the property’s state, county and municipality.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should I confirm the map before buying or building?
- Ask the local floodplain administrator to verify the parcel. Request confirmation against the effective FIRM, including whether a map revision, map amendment or other correction affects the lot.
- Ask what site records exist. An elevation certificate, survey, prior permits or site-specific review may clarify building elevation and floodplain status.
- Contact coastal authorities. Confirm erosion setbacks, coastal construction designations, disclosure requirements and permit triggers with the state and local offices that administer them.
- Match the evidence to the decision. A purchase may justify an insurance quote and due-diligence review; new construction, reconstruction or a disputed boundary may require professional surveying or coastal/geotechnical advice.
- Save the record. Keep dated map panels, parcel location, zone and BFE, NOAA layer and scenario, USGS product and date range, official emails and any certificates or surveys.
Disclosure rules are jurisdiction- and transaction-specific. Obtain the applicable state or local legal guidance rather than assuming a federal map answers the seller’s disclosure duty.

Common mistakes and how to correct them
“The property is outside the blue area, so it cannot flood.”
Correct this by checking the effective map’s zone and notes, then reviewing NOAA storm-surge and high-tide layers. FloodSmart says every zone carries some flood risk, and claims occur in low- and moderate-risk zones.
“The NOAA sea-level-rise color proves the lot will be underwater.”
Read the scenario, confidence and disclaimer. NOAA depicts the scale of potential flooding, not an exact location, and excludes erosion, subsidence and future construction from the tool’s depiction.
“A historical erosion rate is the legal setback.”
Use USGS products to understand observed or modeled change, then ask the state and local coastal authority for the enforceable designation and setback.
“The address pin crosses the boundary, so I can choose the safer side.”
Do not make that inference. Have the local floodplain administrator resolve the parcel against the effective FIRM, especially when the map scale is coarse.
“The old report is good enough.”
Recheck the current map and save the effective date. FEMA maps are updated periodically, and coastal conditions and local rules can change.
What evidence should stay in the due-diligence file?
Keep one dated folder for each property containing the FEMA panel and legend, the parcel location, zone and BFE, NOAA screenshots with layer names and scenarios, USGS shoreline products with date ranges and methods, local agency responses, certificates or surveys, and the insurance quote and coverage terms. Label every image with its source date. This prevents a planning display from being mistaken for the legal map in force at the time of the transaction.
For a high-value purchase, a disputed boundary, planned addition or coastal repair, consider a qualified surveyor or coastal/geotechnical professional after the public-map review. The appropriate level of investigation depends on the parcel, proposed work and local requirements.
