How to Check Construction Progress Against a Project Schedule

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To check construction progress against a project schedule, use the approved baseline and one clearly defined status date, verify the schedule’s logic, collect actual field dates and objectively measured physical progress, then compare forecast dates, milestones, critical path and float. A late activity matters to the project completion date only when its network position and remaining float make it capable of driving a contractual or project milestone.

The review is reliable when every variance can be traced to field evidence, an approved change, a logic relationship or a documented forecast assumption. The contract, schedule specification and change-control record—not a generic industry rule—control the required update interval and any conclusion about delay entitlement.

What a schedule-status review should establish

A progress check is more than asking whether the job is 60% complete. It should establish six things for the same scope and cutoff date:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Which approved schedule or baseline is the reference.
  • What status date applies to every actual and forecast value.
  • Whether the schedule still represents the contracted work and its logic.
  • What work actually started, finished or remains in progress, supported by field records.
  • How the update changes dates, remaining durations, critical path and float.
  • Whether a variance changes a project or contractual milestone and what action is assigned.

This approach follows the logic of federal construction-schedule clauses and project-controls guidance. For example, the GSA construction clause requires an updated schedule that reflects actual progress and a narrative explaining significant changes; the exact requirements in your contract may differ. See 552.236-15 Schedules for Construction Contracts.

1. Confirm the governing schedule and status date

Identify the comparison baseline

Open the latest schedule that was formally approved for performance measurement. Record its approval date, revision number, scope, calendars, milestones and any approved baseline changes. Do not substitute the latest contractor forecast for the baseline. The forecast tells you what the team now expects; the baseline tells you what the approved plan required at the point of comparison.

If an approved change order, time extension or re-baseline exists, document exactly which activities and milestones it changed and the effective date. Keep the original baseline available so that the history of variance is not lost. A current forecast can be realistic and still be late against the original commitment; those are different findings.

Set one status date for the update

Choose the cutoff date at which all actual progress is measured. Actual starts, actual finishes, quantities installed, remaining durations and forecast dates should be consistent with that date. A report that combines a quantity measured on Friday with an activity finish entered on Monday can create a false sequence of events.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confirm the contract’s required update interval, submission deadline, reporting format and rules for approved changes before doing the calculation. Federal examples demonstrate why this matters:

Clause example Update interval Submission requirement
Basic GSA clause Monthly unless another period is specified Submit within 5 working days after month-end
GSA Alternate I Weekly unless another period is specified Submit by the following Monday

The monthly wording appears in GSA Subpart 552.2; the weekly example appears in 552.236-15 Alternate I. Neither interval is universal. Use the period and deadline written into the actual contract.

Freeze the scope being compared

List the work packages, permits, procurement items, testing, commissioning and handover activities included in both schedules. Reconcile additions, deletions and resequencing approved since the baseline. If scope changed but the comparison still treats the original activity list as unchanged, the resulting variance may be a scope difference rather than a production delay.

2. Check schedule integrity before interpreting progress

Verify that the schedule contains the work

Read the activity list against the drawings, specifications, procurement plan, subcontract scopes and milestone requirements. The schedule should include activities needed to complete the work, not only the visible installation tasks. Include design releases, submittals, long-lead procurement, inspections, testing, energization, commissioning, punch work and turnover when they affect completion.

Inspect predecessor and successor logic

Every activity should have a defensible relationship to the work before and after it. The cited GSA clause calls for predecessor and successor links except at the first and last activities. Look for open-ended activities, missing handoffs, excessive constraints, circular relationships, unlinked procurement and summary tasks that hide unfinished work.

Ask the scheduler or responsible manager to explain each relationship that controls a milestone. A finish-to-start link should represent a real prerequisite; a start-to-start or finish-to-finish link should have a documented reason and lag. Logic that was added only to force a desired finish can make float and critical-path results misleading.

Check calendars, constraints and coding

Confirm that work calendars reflect the project’s approved working days, shifts, holidays and planned shutdowns. Review date constraints, imposed milestones, lags and out-of-sequence progress. Check that activity codes still identify area, discipline, contractor, responsibility and work package consistently. A coding change can make a trend report appear to show production movement when the underlying work did not change.

Document integrity exceptions

Record each missing link, scope omission, calendar error or constraint that could affect interpretation. Correct the schedule through the project’s change process before relying on critical-path or float conclusions. If an exception must remain temporarily, identify the affected activities and qualify the status report.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Collect field status at a consistent cutoff

Capture actual starts and finishes

For each activity that started, enter the date work actually began. For each activity that finished, enter the date the defined completion condition was met—not the date a crew left the area unless that is the contractual completion rule. Support dates with daily reports, inspection records, delivery tickets, test certificates, photographs, survey records, permits or confirmation from the responsible trade.

The Veterans Affairs CPM guidance emphasizes using actual dates as appropriate when updating a network schedule. Its Network Analysis/Critical Path Method (CPM) material is a useful reference for logic-based status reviews.

Measure work in progress with an approved rule

Do not infer physical completion from elapsed calendar time. For an in-progress activity, use the project’s pre-established measurement rule: for example, installed quantities, completed inspection points, accepted units, weighted steps or another objective earning method defined in the control account or schedule procedure.

The rule must be suitable for the trade. A concrete placement may be measured by accepted volume or defined placement stages; a design package may be measured by approved deliverables; commissioning may require passed tests rather than hours spent. The evidence does not support one physical-percent-complete formula for every contract, so use the method approved for this project.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

DoD policy and definitions emphasize predefined measurement criteria and objective indicators. Refer to DoD Policy and Guidance and DoD EVM Definitions for that principle.

Re-estimate remaining duration

For every open activity, estimate the time needed to finish the remaining work as of the status date. Base the estimate on quantities left, production rates, crew and equipment availability, access, inspections, design information, weather assumptions and known constraints. Do not turn a percentage-complete value into a finish-date forecast without considering the work still required.

An activity reported as 80% complete may have only a small amount of work left, or it may contain a difficult final 20% that controls testing and handover. The remaining-duration estimate should be independently explainable by the responsible trade and consistent with the schedule calendar.

Separate evidence from assertion

Ask for the record behind every material status value. A superintendent’s confirmation can be valid, but identify the person, date and basis. Where measured quantity, inspection acceptance and reported percent disagree, retain the discrepancy in the status log and resolve it before publishing the update.

4. Update the schedule without losing the baseline

Enter actuals first

  1. Set the status date in the scheduling system.
  2. Enter actual start dates for activities that began by the cutoff.
  3. Enter actual finish dates only where the defined completion condition was achieved.
  4. Record approved physical progress using the project’s measurement rule.
  5. Enter remaining duration for every incomplete activity.
  6. Apply documented out-of-sequence progress, suspension, weather or access conditions according to the schedule procedure.
  7. Recalculate the network and save the update as a new revision while preserving the approved baseline.

Software conventions differ, so verify how the system handles remaining duration, percent complete, actual dates, calendars, constraints and out-of-sequence work. The method matters more than the product name: the update must retain traceable actuals and produce a logic-linked forecast.

Compare dates against the baseline

For each activity and milestone, compare baseline start and finish, actual start and finish where available, current forecast start and finish, and the resulting variance. Distinguish an actual variance from a forecast variance. An activity that has not started cannot have an actual start variance, but its forecast start can still be later than baseline.

Explain significant changes

Prepare a narrative for material changes in dates, logic, remaining duration, critical path or float. Explain what changed, when it changed, the evidence, the cause, the affected activities and the effect on projected completion. The GSA schedules clause provides an example of requiring narrative support for significant schedule changes; your contract controls the threshold and format.

5. Compare the update on six essential axes

Use the same status date, scope and calendar when comparing a baseline with an update or two successive updates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Comparison axis What to inspect Evidence to retain
Dates Actual and forecast starts and finishes versus baseline dates Schedule revision and date-stamped field records
Physical progress Measured accomplishment against the approved earning rule Quantity records, inspections, accepted deliverables or other objective indicators
Remaining duration Time left to complete each open activity Trade estimate, quantities remaining and production assumptions
Logic, critical path and float Relationships controlling milestones and available time margin Network analysis, constraint log and logic-change record
Milestones Contractual, owner, interim, testing and handover dates Milestone register and approved change documents
Scope and change history Added, deleted or resequenced work Change order, directive, design revision or approved schedule revision

A percentage-complete headline cannot answer these questions by itself. A project can report high physical progress while a low-float commissioning activity remains forecast late, or show a lower percentage after approved scope is added without losing time.

6. Determine whether a variance threatens completion

Trace the logic-linked critical path

Review the chain of activities that currently controls the project finish and each important interim milestone. Compare it with the baseline critical path, but do not assume the old path remains controlling after progress and logic changes. A different path can become critical as work advances.

Use the network, not a single bar’s color, to decide whether a delay propagates. The VA CPM reference explains the role of network analysis and critical-path method in identifying controlling sequences: https://www.cfm.va.gov/consulting/cpm.asp.

Check total and usable float

Determine how much float remains between the activity or path and the milestone it supports. Consider whether the float is already consumed by another forecast change, reserved for an owner decision, or unavailable because of a contractual constraint. Float is a schedule calculation, not an automatic entitlement to additional contract time.

Test the milestone effect

Ask three questions:

  1. Does the delayed or lengthened activity lie on the current path to a contractual or project milestone?
  2. Is its available float less than the forecast variance, after considering linked work and constraints?
  3. Does the recalculated forecast move the milestone date beyond the approved date?

If the answer to the third question is no, the activity may be late against its own baseline while the project finish remains protected by float or resequencing. If the answer is yes, identify the controlling chain, quantify the forecast movement and assign a recovery action. A schedule comparison alone does not establish responsibility, compensability or extension entitlement; those conclusions depend on the contract, contemporaneous records and formal change or claims procedures.

Consider near-critical paths

Do not monitor only the path labeled critical. A near-critical path with little float can become controlling after a small variance. Include activities within the project’s defined near-critical threshold in weekly or monthly conversations, especially procurement, testing, utility connections and turnover tasks that have few alternatives.

7. Turn variance analysis into an action record

Classify the cause

Use a consistent cause category, then describe the facts. Categories might include design information, owner decision, permitting, procurement, labor or equipment, access, weather, inspection, subcontractor performance, changed scope or schedule logic. Avoid assigning blame before the evidence and contract procedure support it.

Assign mitigation that can be verified

For each material variance, record an owner, due date, required decision and measurable outcome. Examples include releasing an approved submittal, adding a second crew, changing work sequence, securing a delivery, opening an access zone, completing a test package or obtaining a design clarification. A statement such as “monitor closely” is not a recovery plan unless it identifies what will be monitored and when.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Preserve the contemporaneous record

Keep the submitted update, native schedule file, PDF or data date report, narrative, field evidence, meeting minutes, approved changes and action log together. Note who supplied each actual date or progress value. When a schedule revision is required, explain its rationale and effect on forecast completion and float in the revision history.

8. A field-to-report checklist

Before the site walk

  • Confirm the approved baseline revision and status date.
  • Review the contract update interval, submission deadline and narrative rules.
  • Print or export the current activity list, milestone register and critical-path report.
  • Identify activities planned to start, finish or reach a progress point by the cutoff.
  • Prepare requests for drawings, permits, inspections, deliveries and approved changes that support status.

During the site walk

  • Verify the location, activity code and responsible trade.
  • Record actual starts and finishes only when the defined condition is met.
  • Measure installed or accepted work using the approved criteria.
  • Record quantities remaining, access limits, rework, failed tests and incomplete prerequisites.
  • Photograph or reference records for material variances.

During schedule updating

  • Enter actuals and progress at the common status date.
  • Re-estimate remaining duration from the remaining work.
  • Check out-of-sequence progress, constraints, calendars and logic changes.
  • Recalculate the network and review critical and near-critical paths.
  • Compare forecast milestones with baseline milestones and approved changes.

Before issuing the report

  • Reconcile the schedule narrative with the native schedule calculations.
  • Explain significant date, logic, float and milestone changes.
  • List cause, evidence, mitigation owner, due date and next review date.
  • Confirm that scope additions or deletions are identified rather than hidden in percent complete.
  • Archive the complete status package under the project’s document-control procedure.

9. Common failure modes and how to correct them

Using the latest forecast as the baseline

Symptom: The report shows little variance because the baseline dates were overwritten. Correction: Restore the approved reference, retain the forecast as a separate current revision and explain every approved re-baseline or change.

Reporting elapsed time as physical progress

Symptom: An activity is marked 50% complete because half its planned days passed. Correction: Apply the trade’s approved objective measurement rule and document the quantity or acceptance evidence.

Leaving remaining duration unchanged

Symptom: The update records a high percent complete but still forecasts the original finish without checking the work left. Correction: Re-estimate remaining duration from quantities, production assumptions, access and testing requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Declaring a project delay from one late activity

Symptom: A late predecessor is treated as proof that the completion date will slip. Correction: Trace the current network, calculate available float and test the milestone forecast after recalculation.

Ignoring schedule integrity problems

Symptom: An activity appears to have large float because a successor or procurement link is missing. Correction: repair logic, constraints and scope representation, then rerun the analysis and disclose the correction.

Mixing status dates

Symptom: Field quantities, actual dates and forecasts come from different reporting weeks. Correction: establish one cutoff, identify late evidence explicitly and prevent later observations from being entered as if they existed at the earlier date.

10. What scheduling software should support

The method does not depend on a particular vendor. A suitable CPM or project-controls system should let the team:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Store an approved baseline separately from current updates and preserve revision history.
  • Set a status date and record actual start, actual finish, physical progress and remaining duration.
  • Maintain predecessor and successor logic, calendars, constraints, lags and activity codes.
  • Calculate critical path and float after every update.
  • Compare baseline, actual and forecast dates at activity and milestone level.
  • Export a narrative-ready variance report and retain the native schedule file.
  • Record approved changes without silently rewriting historical performance.

Software output is only as reliable as the field status, measurement rule and network logic behind it. A polished dashboard cannot repair missing predecessors, unsupported percent complete or an overwritten baseline.

11. When to escalate the review

Escalate to the project manager, scheduler, owner representative or contract administrator when any of these conditions occur:

  • The status date or governing baseline cannot be identified.
  • Scope, calendars or logic changed without an approved record.
  • Actual dates conflict with inspection, delivery or daily-report evidence.
  • Physical progress cannot be measured under the approved rule.
  • A forecast milestone moves, critical-path ownership changes or float becomes negative.
  • A party asserts delay entitlement, acceleration, suspension or time extension.

Escalation does not decide liability by itself. It ensures the right people preserve records, evaluate the contract and approve any schedule or recovery action through the required process.

12. A practical reporting format

A concise status package can contain the following sections in this order:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Basis: contract update requirement, baseline revision, status date, calendar and approved changes.
  2. Progress: actual starts and finishes, measured physical progress and remaining durations.
  3. Variance: baseline-to-current date differences for activities and milestones.
  4. Network: current critical path, near-critical paths, float movement and logic exceptions.
  5. Causes and evidence: factual explanation with linked field records and responsible confirmation.
  6. Actions: mitigation, decision owner, due date and next review.
  7. Forecast: current projected completion and the assumptions supporting it.

This sequence lets a reader move from the contractual basis to field facts, then to network consequences and decisions. It also makes the report auditable when a later update changes the forecast.
