Before a roofer inspects your home or you sign a contract, verify three things independently: the contractor’s credential and business identity, current workers’ compensation and general-liability insurance, and recent references for comparable work. Start with the official licensing or consumer-protection authority for the property’s city and state, then confirm insurance with the carrier or agency and call references yourself. Because roofing rules differ by jurisdiction, an active state license is not a universal requirement; Georgia, for example, says roofers are not licensed by the state, so local requirements and business checks matter there.
What to verify before hiring a roofer
A legitimate-looking website, truck, or online rating does not establish that a contractor is authorized, insured, or dependable. Use a documented check for each candidate and keep copies of what you find.

- Credential and scope: The official record should be active, belong to the business or individual named in your quote, and cover the roofing work being offered.
- Insurance: Confirm current workers’ compensation and commercial general-liability coverage with the insurer or agency, not just from a certificate handed to you.
- References and past work: Speak with recent customers who had similar roofs or projects, and inspect completed work when possible.
- Written deal: Compare equivalent written bids and put scope, materials, schedule, payment terms, cleanup, and warranties in the contract.
- Conduct: Treat pressure tactics, cash-only demands, full payment up front, unsolicited damage claims, and deductible-waiver offers as reasons to pause.
Do these checks before allowing an inspection whenever possible. A contractor who will not provide a credential number, insurance contact, or usable references is not ready to receive your deposit.
Step 1: Find the correct licensing authority for your property
Licensing is a location-specific question. Identify the state contractor-licensing board or consumer-protection agency for the address where the work will occur. Then check whether the city or county has an additional registration, trade license, permit, or business requirement. If the state does not license roofers, local rules become especially important.

Ask for the exact credential and business identity
Request the contractor’s license or registration number and the exact legal name shown on the credential. Also record the name on the estimate, contract, invoice, website, and insurance documents. A sales name may differ from the licensed entity; that difference must be explained before you proceed.
Do not accept a number without checking it. A contractor can accidentally give you an employee’s credential, a number belonging to another company, or an expired record. Ask who will actually contract with you and who will perform the work.
Use the official lookup, not a copied badge
Open the licensing board’s own lookup tool by navigating from the agency’s official website. Search by the credential number and by the business name when the system allows both. Save or print the result with the date you checked it.

Confirm these fields:
- status is active or otherwise eligible for contracting;
- licensed entity or individual matches the contracting party;
- classification or scope covers roofing, reroofing, or the specific work proposed;
- expiration date has not passed;
- any disciplinary action, suspension, bond issue, or complaint information shown by the agency is understood before signing.
California’s Contractors State License Board provides an online license check and advises consumers to verify licensing and workers’ compensation. Oregon’s Construction Contractors Board lookup shows information submitted with licensing and renewal, including insurance proof. These systems illustrate what an official record can provide, but neither example creates a nationwide rule.
When there is no state roofer license
Georgia’s Attorney General says roofing contractors are not required to hold a state license. That does not mean every roofer is automatically acceptable or that no credential applies. Check the city or county for contractor registration, building-permit requirements, business licensing, and any specialty rules. Ask the local building department or consumer-protection office what a roofing contractor must have for your address, and document the answer.

In any state, a permit may be required even when a roofer does not need a statewide trade license. The permit holder, property owner, and contractor roles can differ, so ask who will obtain permits and whose name will appear on them.
Step 2: Verify insurance directly with the carrier or agency
Ask for current workers’ compensation and commercial general-liability details. A certificate of insurance is useful evidence, but a copy alone is not direct confirmation that coverage is active, applies to this contractor, or will remain in force during your project.
What each type of coverage addresses
| Coverage | Why it matters to a homeowner | What to confirm |
|---|---|---|
| Workers’ compensation | Addresses exposure related to injuries to the contractor’s employees, subject to the policy and applicable law. | Whether the named business has a current policy, the policy period, and whether the contractor’s workforce is covered under the applicable jurisdiction’s rules. |
| Commercial general liability | Relevant to accidental property damage or bodily injury claims arising from the contractor’s operations, subject to exclusions and limits. | Named insured, policy dates, carrier or agency contact, and whether roofing operations at your property fall within the policy. |
Coverage obligations and protections vary with the state, business structure, use of subcontractors, and other facts. Do not assume that a particular dollar limit is legally required everywhere. If you are unsure how a loss would interact with your homeowners policy, ask your insurer before work begins.
How to make the confirmation call
- Ask the roofer for the carrier or agency name, policy number, named insured, effective dates, and a certificate or other proof.
- Find the carrier or agency phone number independently from its official website, your existing records, or another trusted source. Do not rely only on a phone number printed on an unverifiable document.
- Call and identify the contractor exactly as it appears on the policy. Ask whether the policy is currently in force and whether it covers the type of roofing operations planned at your address.
- Ask the agency to send confirmation directly to you or your insurer if its procedures allow. Record the representative’s name, date, and what was confirmed.
- Repeat the check if the project is delayed past the policy expiration date or if the contractor changes its business entity or subcontractors.
California CSLB tells consumers to request a certificate or carrier/agency details and verify coverage. Oregon’s lookup can show insurance proof submitted at licensing and renewal, but that submission is not a substitute for asking the carrier or agency whether coverage is current today.
Subcontractors and uninsured workers
Ask whether anyone other than the named contractor will work on the roof. Find out whether subcontractors carry their own workers’ compensation and liability coverage, and obtain their business names and proof. A general contractor’s policy may not automatically protect every separate company or worker. Put responsibility for subcontractor verification in the contract.

Step 3: Check references from comparable, recent jobs
Request at least three references for roofing projects similar to yours. “Similar” can mean the same roof type, material, complexity, storm-related repair, replacement size, or local permitting environment. California CSLB recommends three references and reviewing past work. Florida insurance guidance favors local references less than 12 months old; treat that as Florida-specific consumer guidance rather than a national age requirement.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteQuestions to ask every reference
- What work did the contractor complete, and what materials were installed?
- Did the finished work match the written scope and approved change orders?
- Was the project completed when promised? If not, what explanation and revised schedule were provided?
- How did the crew protect landscaping, siding, gutters, driveways, and interior areas?
- Was cleanup complete, including nails and roofing debris?
- Were there leaks, defects, permit issues, or other callbacks? How quickly and fairly were they handled?
- Did the final price match the estimate, and were extra charges documented before the work?
- How did the contractor communicate during the job?
- Would you hire this contractor again?
Call the homeowner using the number supplied, but also verify that the person and address are real. Ask permission to view the completed roof from a safe location. Never climb onto a roof to inspect a reference project yourself.
Look for patterns, not one enthusiastic answer
A single glowing review does not establish workmanship. Compare what references say about scope accuracy, schedule, cleanup, change orders, and warranty responses. Ask for references with different completion dates so you can learn how the contractor handles both recent work and older service issues. Review scores may help you find questions, but the available guidance supports checking actual past work and direct references rather than ranking contractors by ratings alone.
Step 4: Compare at least three equivalent written bids
Obtain at least three written estimates based on the same plans, specifications, and scope. A low number may omit tear-off, decking repairs, flashing, ventilation, disposal, permits, or warranty obligations. A high number may include better materials or more complete preparation. You cannot compare prices fairly until inclusions and exclusions match.
Build a side-by-side scope table
| Item to compare | Questions for each bid |
|---|---|
| Existing roof | Is the price for repair, one-layer overlay, or full tear-off? How are hidden deck or structural repairs priced? |
| Materials | What exact shingle, membrane, underlayment, flashing, ventilation, fasteners, and accessories are included? |
| Labor and subcontractors | Who performs the work, and are subcontractors identified and insured? |
| Protection and cleanup | How are landscaping and property protected, and what debris, nails, and old materials will be removed? |
| Schedule | What start conditions, expected duration, weather contingencies, and completion definition apply? |
| Payment | What deposit, progress milestones, retainage, accepted payment methods, and final-payment conditions apply? |
| Warranty | Which warranties cover workmanship and materials, for how long, and how are claims made? |
| Changes | Must unexpected work be approved in writing before it is performed, and how is the price calculated? |
California CSLB’s roofing guidance says to get all promises in writing and spell out exactly what the contractor will and will not provide. Apply that standard to every bid, not only the winning one.

Payment terms deserve special scrutiny
Do not let a contractor turn an estimate into a blank check. The contract should tie each payment to a defined stage of work and identify the balance due after cleanup, inspection, and delivery of required documents. Avoid paying the entire price before materials and labor are delivered. Keep receipts, canceled checks, card records, and signed change orders with your project file.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Step 5: Recognize warning signs and pause
Some roofing fraud follows storms, but the warning signs apply to ordinary repairs too. Pause and verify before allowing an inspection or signing anything when a contractor:
- arrives unsolicited and insists that damage must be repaired immediately;
- pressures you to sign before you can check the license, insurance, or references;
- demands full payment up front or insists on cash only;
- offers to waive, absorb, or “cover” your insurance deductible;
- asks you to sign an incomplete contract or blank insurance form;
- will not identify the legal contracting entity or provide a credential number;
- discourages you from calling the insurer, licensing agency, or references.
Florida’s Department of Financial Services identifies high-pressure solicitation, full-upfront or cash-only demands, unsolicited damage claims, and deductible-waiver offers as red flags in its residential-property guidance. Florida homeowners remain responsible for their deductible. Insurance-claim rules differ elsewhere, so ask your own insurer how deductibles, emergency work, documentation, and contractor communications must be handled.
How to choose among contractors who pass the checks
Once candidates have cleared the basic screen, compare them on the same evidence rather than on personality or the lowest headline price.

| Credential | An active record in the correct jurisdiction, with a scope that matches the proposed work and a business identity that reconciles with the contract. |
| Insurance | Current workers’ compensation and liability confirmation obtained from the carrier or agency, including subcontractor information where relevant. |
| References | Recent, local, comparable projects; homeowners who answer detailed questions; and completed work you can safely view. |
| Written scope | Specific materials, preparation, exclusions, cleanup, schedule, change-order process, payment milestones, and warranty terms. |
| Price | A price compared on equivalent work, not a figure made attractive by omitted items or unclear allowances. |
| Communication | Clear answers, reachable contacts, written updates, and a defined process for delays, defects, and warranty calls. |
A contractor who is slightly more expensive may be the better value if the bid includes complete preparation, documented insurance, realistic scheduling, and a credible warranty process. Conversely, a polished proposal does not excuse an inactive credential or unconfirmed coverage.

What official examples can—and cannot—tell you
California and Oregon provide useful examples of state-level lookup systems, while Georgia demonstrates that a state may not license roofers. Those examples show why you must identify the property’s jurisdiction rather than copy another homeowner’s checklist. A license lookup can reveal status, classification, and submitted documents, but it is not a guarantee of workmanship or a real-time insurance certificate.
Oregon’s Construction Contractors Board reported that 95% of Oregon homeowners agreed it is important to hire a licensed contractor in a 2023 figure included in its July 26, 2023 board packet. That is an Oregon survey result from that year, not a national percentage and not evidence that licensing alone predicts quality.

When to walk away
Stop the process if the contractor refuses reasonable verification, changes the contracting name without documentation, cannot explain an inactive or mismatched credential, will not permit direct insurance confirmation, supplies only unverifiable references, or demands payment before the written scope is complete. Report suspected fraud or unlicensed activity to the appropriate state or local agency and notify your insurer when an insurance claim is involved. Keep photographs, messages, estimates, contracts, payment records, and agency lookup results.
