How to Build a WBM Road: Subgrade Preparation, Stone Layers, and Rolling

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build a water-bound macadam (WBM) road by creating a firm, correctly shaped and draining formation; adding an approved granular layer where the soil requires separation or support; placing the specified clean, graded crushed stone; rolling it until the particles interlock; then working screenings or binding material into the voids with controlled water and compacting to the project requirements. Finish by checking thickness, camber, surface regularity, drainage and density against the approved drawings and current contract specification.

WBM is a construction system, not one universal recipe. Aggregate size, compacted layer thickness, moisture, roller type, density and tolerances must come from the project’s pavement design, drawings, method statement and applicable standards.

What a WBM road is and why the sequence matters

Water-bound macadam is built from clean crushed aggregate that is mechanically interlocked by rolling. Screenings and, where specified, a binding material are worked into the spaces between the coarse particles, with water helping the material settle and compact. The Kerala Public Works Department defines it as: “Water bound macadam (WBM) is constructed with clean crushed aggregates, mechanically interlocked by rolling and bonded together, by screening and/or binding material and water.” The definition is available in the Kerala PWD Quality Control Manual.

Each operation prepares the next one. A weak or ponding formation will transmit defects into the stone layer. Poor grading or excessive thickness prevents the particles from locking properly. Rolling without enough void-filling material leaves an open, unstable surface; flooding the layer can soften the support or wash fines away. The finished road therefore depends on the whole chain: formation, drainage, aggregate quality, spreading, packing, rolling, screenings, water and inspection.

Start with the approved design and construction controls

Before earthwork begins, obtain the latest approved alignment, longitudinal levels, cross-sections, pavement composition, layer thicknesses, material sources, testing plan and acceptance criteria. Confirm whether the WBM is serving as a subbase, base or finished rural-road surface. The same material may be appropriate in one pavement role and unsuitable in another.

The Kerala manual refers to IRC:19 and MoRTH Specifications for Road and Bridge Works, fifth revision (2013), Clause 404, for WBM materials and construction procedures. Treat that reference as a starting point only: the contract’s current edition, project drawings and engineer’s instructions govern the work. Neither a department schedule nor a typical detail establishes a universal WBM thickness, aggregate grading or roller size.

Information to confirm at the preconstruction meeting

  • Required formation levels, crossfall or camber, side drains, outlets and tie-ins.
  • Whether the foundation is natural subgrade, a prepared subbase, an existing pavement or a granular separation layer.
  • Specified aggregate grading, nominal size, compacted thickness and permitted sources.
  • Required tests for abrasion, impact, flakiness and elongation, absorption, soundness, gradation, moisture and field density.
  • Rolling equipment, trial-section procedure, number and sequence of passes, and the point at which the engineer will approve the layer.
  • Surface tolerances, thickness checks, drainage checks and documentation required for payment or acceptance.

Step 1: Inspect, repair and prepare the formation

WBM must rest on a firm, even foundation. Strip unsuitable material, correct soft spots, remove standing water and compact the approved formation to the project requirement before placing stone. Set out the centreline, edges, levels and cross-sections so the crew can control thickness and camber rather than relying on the appearance of the loose aggregate.

Keep water out of the pavement structure

Shape the formation and side drains so rainfall sheds away instead of collecting beneath the WBM. The Kerala PWD manual describes WBM as being laid on a properly prepared subgrade, subbase, base or existing pavement and finished to approved lines, grades, cross-sections and thickness. Its 2021 manual also warns that a foundation must provide adequate drainage; this is especially important where WBM is placed over a thin blacktop and water could accumulate at the interface. See Kerala PWD Manual 2021, Clause 2225.1.

Do not place WBM directly on unsuitable fine soil

RDSO states, “WBM should not be laid directly over a silty or clayey sub-grade.” Where the formation is moisture-sensitive, provide the granular intervention shown in the approved design. The RDSO guideline for roads on railway premises gives a context-specific example for black-cotton soil or capillary-water conditions: moorum or coarse sand beneath stone or boulder soling, watered and lightly rolled to at least 150 mm unless otherwise specified. That 150 mm dimension is not a general rule for every road; soil investigation, drainage and the project section determine the treatment.

Formation checks before aggregate arrives

  • Verify that the surface is at the approved elevation and has the specified crossfall.
  • Proof-roll or otherwise inspect for yielding areas using the project’s approved procedure; excavate and replace defects rather than burying them under stone.
  • Confirm that drains, culverts, shoulders and outlets are open and at the required levels.
  • Remove loose mud, vegetation, debris and ponded water.
  • Record the accepted formation with levels and photographs before covering it.

Step 2: Select and approve the stone

Use clean, durable crushed or broken stone from an approved source. The aggregate must be hard enough to survive handling and rolling, angular enough to interlock and graded so screenings can fill the designed voids. Do not substitute a locally available material merely because it looks similar; obtain source approval and test results first.

Grading and thickness are project values

The Kerala manual includes examples of WBM aggregate sizes from 40 mm to 75 mm and a 75 mm compacted layer in its grading table. Those are examples from that manual, not universal dimensions. The approved pavement design may call for a different grading, one or more layers, or a different compacted thickness. Loose spread thickness must account for the specified compaction; never use a rule of thumb in place of the project’s layer-control calculation.

Item Value shown in the Kerala manual How to apply it
WBM aggregate size 40 mm to 75 mm examples Use only where the current drawing and specification select that grading.
Compacted layer thickness 75 mm example Measure and accept the thickness required for the particular pavement; do not generalize the example.

Material tests and the meaning of the limits

For the listed WBM contexts, the Kerala manual gives the following example maxima. They are table values with stated footnotes, so the engineer should confirm that the same limits apply to the project’s layer and current specification.

Test Example maximum in the cited table Qualification
Combined flakiness and elongation index 35% Applies in the contexts identified by the manual’s table.
Los Angeles abrasion 40% The manual allows higher values for subbase in the stated circumstances.
Aggregate impact value 30% Subbase allowances may differ where the table permits them.
Water absorption 2% If absorption exceeds 2%, the manual calls for soundness testing.

Do not accept a stockpile on visual inspection alone. Check the approved laboratory reports, verify that the sample represents the delivered material and quarantine material that is dirty, segregated, excessively flaky, weathered or outside the specified grading.

Step 3: Spread the aggregate in a controlled layer

Deliver stone to the prepared formation without contaminating it with soil. Spread it uniformly to the lines, width and loose thickness calculated for the required compacted layer. Keep the stockpile and haul routes arranged so trucks do not rut or pollute the accepted formation.

Control segregation and thickness

  • Use the specified plant or approved labour method to distribute the aggregate evenly.
  • Prevent coarse stone from rolling to the edges and fines from collecting in isolated patches.
  • Check loose depth with pins, templates or level readings at the frequency in the inspection plan.
  • Correct pockets of excess or deficiency before rolling; do not expect the roller to create uniform thickness from an uneven heap.
  • Keep the designed camber visible as the layer is shaped.

A Madhya Pradesh PHED work schedule describes laying aggregate in uniform thickness and hand packing before rolling. It is a useful sequence example, not a universal plant requirement. See Internal and Approach Roads.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 4: Hand pack and roll to create mechanical interlock

Rolling is what changes a loose pile of aggregate into a load-spreading macadam layer. The roller seats the larger particles, closes unstable contacts and develops interlock. Start with the approved rolling pattern and work methodically so the edge is supported and the camber is retained. The exact pass count, speed, vibration setting and moisture condition must be established by the specification or an approved trial section.

Roll from the supported edge toward the crown

Unless the project method statement requires another pattern, rolling commonly progresses from the lower or supported edge toward the higher side, with overlapping passes. The operator should avoid sudden turns, braking or vibration changes that shove the aggregate. Keep the roller moving at a controlled speed and stop to correct ridges, waves or displacement rather than compacting a visible defect into the layer.

What the 8–10 tonne example means

The Madhya Pradesh PHED schedule specifies staged rolling with an 8–10 tonne vibratory roller to the required grade and camber. That is an example of equipment in one schedule, not a universal requirement. A different roller may be approved where its static weight, vibration, drum width and performance achieve the specified density without crushing or displacing the aggregate.

Use a trial section when the specification requires it

A trial section can establish the relationship between loose thickness, moisture, roller setting, travel speed and passes. Measure the resulting profile, thickness and density, then obtain approval before extending the method. If the trial shows that the stone is crushing, shoving or remaining open, change the method and document the revised sequence rather than simply adding more passes.

Step 5: Apply screenings or binding material with water

After the coarse aggregate has been seated, spread the specified screenings or binding material in controlled applications and broom it into the voids. The aim is to fill spaces between the interlocked particles without burying the coarse skeleton under a blanket of fines.

Screening and watering sequence

  1. Confirm that the coarse aggregate has reached the required initial shape and is stable under the approved roller.
  2. Spread the specified screenings uniformly over a manageable area.
  3. Broom or otherwise work the screenings into the voids while the roller continues in the approved pattern.
  4. Apply water at the rate and timing directed by the specification, using enough moisture to help the fines settle and bind without creating runoff or slurry.
  5. Repeat applications only as necessary to fill remaining voids, then complete compaction and trim the surface to line and camber.

Water assists the seating and binding operation; it does not replace clean aggregate, mechanical interlock or compaction. Excess water can carry fines into drains, soften a vulnerable formation or hide an under-compacted layer, so the operator should stop watering when the specified condition is achieved.

When binding material is specified

Some designs require a binding material in addition to screenings. Use only the material, proportion and application method named in the contract. Do not improvise a clayey soil or unapproved fines as a binder: that can change drainage and strength and may conflict with the pavement design.

Step 6: Finish the profile and protect the completed layer

Trim high spots and fill low spots with approved material before the final passes. Preserve the specified crossfall or camber so rainwater leaves the carriageway quickly. Where WBM is intended to receive another pavement course, protect the surface from contamination and inspect it again immediately before covering. Where it is the exposed running surface, confirm that the selected grading and surface treatment are intended for that use; a subbase example should not be presented as a finished-road specification.

Quality-control checks and acceptance

Acceptance is based on the project documents, not on appearance alone. Record source approvals, delivery tickets, test certificates, weather and moisture conditions, layer thickness, levels, rolling details, field-density results and corrective work.

Surface regularity with a 3 m straightedge

The Kerala manual’s Table 2200-3 uses a 3 m straightedge and lists maximum deviations of 8 mm for granular subbase/base and 15 mm for subgrade among its surface categories. These figures belong to that manual’s table and must be checked against the contract’s current acceptance limits.

Inspection Example value in Kerala table Acceptance caution
Straightedge length 3 m Use the project’s specified instrument and procedure.
Granular subbase/base deviation 8 mm maximum Manual table value; not a universal limit.
Subgrade deviation 15 mm maximum Manual table value; do not apply it automatically to WBM.

A straightedge is an inspection tool, not a substitute for level checks, thickness measurements, drainage inspection or density testing. Keep it clean, place it in the directions required by the method statement and record the largest measured gap.

Suggested hold points

  • Formation release: levels, crossfall, drainage and soft-spot repairs accepted.
  • Material release: source, grading and laboratory tests approved.
  • Layer release: loose thickness and spread uniformity checked before rolling.
  • Compaction release: rolling pattern, profile, thickness and density meet the specified requirements.
  • Final release: straightedge, camber, edges, cleanliness and tie-ins accepted before the next course or opening.

How site conditions change the method

Choose the intervention by soil and drainage first, then by the WBM layer’s pavement role and design loading. Material availability and plant access matter, but they cannot override the approved section.

Decision question Why it changes the work What to confirm
Is the subgrade silty, clayey or prone to capillary water? Direct placement can allow contamination, pumping or loss of support. Approved granular separation or improvement layer, thickness and drainage details.
Is WBM a subbase, base or surface? The required aggregate quality, grading, thickness and tolerances can differ. Pavement design and current specification for that role.
Can water escape from the formation and edges? Ponding weakens support and can trap water at interfaces. Camber, side drains, outlets and tie-in levels.
What material and roller are available? Different aggregate shapes and plant settings need different spread and rolling methods. Source tests, trial-section results and engineer approval.
Will another layer cover the WBM? Contamination or traffic damage before covering can compromise the bond and profile. Protection, cleaning and release inspection requirements.

Common defects, likely causes and corrective action

Ponding or wet patches

Cause: incorrect camber, blocked drains, a low formation or water trapped at an interface. Action: stop covering the defect, reopen the affected area, restore levels and drainage and obtain approval before replacing the layer.

Open, loose or raveling surface

Cause: insufficient rolling, incorrect grading, inadequate screenings or poor moisture control. Action: determine whether voids can be filled with the specified material without burying the coarse aggregate; otherwise scarify and rebuild the affected area to the approved method.

Shoving, waves or crushed stone

Cause: excessive moisture, unsuitable roller settings, abrupt manoeuvres, weak formation or an over-thick loose layer. Action: stop the roller, correct the formation or loose depth, adjust the approved plant settings and repeat a controlled trial.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Segregated edges and variable thickness

Cause: uncontrolled tipping, long pushing distances or inadequate level checks. Action: remove contaminated or coarse-only pockets, redistribute approved material and recheck loose and compacted thickness.

Roughness outside tolerance

Cause: defects carried forward from the formation, uneven spreading or finishing without a straightedge and level check. Action: correct the source of the irregularity, then verify with the specified 3 m straightedge and survey checks before release.

A practical WBM road work sequence

  1. Review the approved pavement design, drawings, current standards and inspection plan.
  2. Set out alignment, widths, levels, crossfall, drains and layer limits.
  3. Excavate or improve weak formation areas and compact the accepted foundation.
  4. Install the specified granular intervention where soil or capillary-water conditions require it.
  5. Approve the stone source and verify grading, durability and absorption tests.
  6. Spread the specified aggregate uniformly to the calculated loose thickness.
  7. Hand pack where required and begin rolling using the approved pattern and equipment.
  8. Check grade, camber, thickness and stability; correct defects before proceeding.
  9. Apply screenings or binding material, broom them into voids and add controlled water.
  10. Complete rolling and trim the surface to the approved profile.
  11. Measure density, levels, thickness, drainage and regularity; use the project’s acceptance limits.
  12. Protect the accepted layer and release it for the next course or approved traffic.

What to put in the method statement

A useful method statement connects the drawing to the crew’s actions. Identify the material source and tests, delivery and stockpile controls, formation preparation, loose-layer calculation, spreading equipment, hand-packing method, roller type and settings, rolling direction, moisture and screening application, survey points, density testing, straightedge checks, weather limits, defect repairs and hold-point approvals. Include a sketch of the cross-section and drainage paths so operators can see why the camber and edges matter.

The engineer should approve any deviation from the stated grading, thickness, roller, binder or sequence before it is used. A schedule that names an 8–10 tonne vibratory roller or a manual that illustrates a 75 mm layer can inform planning, but neither replaces the project’s governing requirement.

Key takeaways

  • WBM depends on mechanically interlocked clean crushed stone; screenings, binding material and water complete the void-filling and compaction process.
  • A stable, shaped and draining formation is the first structural requirement. Silty or clayey soil needs the treatment shown in the approved design rather than direct WBM placement.
  • Aggregate grading, layer thickness, quality limits, moisture, roller and density are specification-controlled values, not universal recipes.
  • Rolling must be coordinated with spreading, camber control, screenings and water; water alone cannot stabilize a poor layer.
  • Release the work only after profile, thickness, drainage, regularity and density satisfy the current contract documents.
