To create a beautiful reflecting pool, first decide whether you want a still, mirror-like basin or a more active water garden; then choose a suitable site and shape, check drainage and local requirements, select a basin construction, prepare and line the excavation, finish the edge, and commission the pool. A simple still pool does not automatically need a pump. Plants, fish, fountains and filtration each add design and maintenance demands.
1. Decide what the pool is for
Start with the experience you want. A quiet reflecting pool is designed to show the sky, architecture and planting on a calm water surface. A planted water garden, fish pond or feature with a fountain or cascade is a different system: circulation, filtration, aeration and water quality become part of the design.

Make that choice before you size or build the basin. Specialist guidance on formal water features cautions that drains, skimmers, pumps and oxygenation need to be considered together rather than added as disconnected parts (POND Trade Magazine’s formal-pond guidance).

2. Choose a location and shape
Place the pool where it can be seen from the viewpoints that matter, such as a patio, a garden path or a room window. Avoid a low spot that collects runoff from higher ground: runoff can carry contaminants and sediment into the water and create water-quality problems, according to Oklahoma State University Extension.

- Widely Use: Pond Liner can be used in different sizes of koi ponds, fish ponds, garden fountains, waterfalls, pond waterfall, garden pond. A pond liner can last for decades with proper care and maintenance, offering a beautiful and sustainable backyard oasis for you, your family, and your aquatic pets.
Let the garden style guide the outline. The Royal Horticultural Society notes that square, rectangular and circular ponds suit formal gardens; flexible liners allow more freedom for informal shapes. Mark a few possible footprints with a garden hose or rope, then view them from the places where the pool will be seen before committing to excavation.
3. Check the site before digging
Work out how the basin will be filled, where overflow will go, how it can be drained or emptied, and how you will reach equipment for maintenance. Decide where any pipes, pump, filter or lighting would run, even if you are not installing them immediately. Direct surface runoff away from the pool.

Check local building or zoning requirements and ask your insurer about conditions that may apply. Permit and safety rules vary by location and installation. Oklahoma State University Extension discusses possible permit and insurer requirements in its local context; its reference to water gardens deeper than 18 inches is not a universal legal threshold. If young children have access to the garden, plan appropriate protection. The RHS also recommends that pond equipment requiring electricity be installed by a qualified electrician.

Match the construction to the shape, finish, site, climate, budget and skill available. Costs depend on size, materials and labor; the sources do not establish a current, generally applicable price range.

| Construction | Advantages and best fit | Trade-offs to plan for |
|---|---|---|
| Flexible pond liner | Relatively accessible to install and allows a wide range of shapes. | Can be punctured, so the excavation and protective layers matter. The 2004 Texas A&M/SRAC publication lists 10 to 20 years as a typical liner lifetime; this is a general estimate, not a warranty for a particular liner or installation. |
| Fiberglass or plastic shell | Durable and practical for smaller features, often with a predefined shape. | Shells are generally suited to smaller or shallower pools. The Texas A&M/SRAC publication warns that shallow products are not suitable for larger fish habitat and can crack if water freezes. |
| Concrete | Can support a formal shape and a long-lasting, built-in finish. | More demanding in skill, time and expense; it must cure and may need a suitable coating to limit mineral leaching. Check the construction and finish with experienced professionals if you are not equipped to do this work. |
| Earthen basin | May suit a larger pool where the soil has adequate clay. | Seepage and unwanted plant growth can be concerns; suitability depends on the soil and site. |
5. Excavate and prepare the base
Excavate to the planned outline and elevations. A preformed shell requires a hole shaped to fit it. For a flexible liner, remove sharp stones, roots and other protrusions, and create a smooth base that will not damage the material. Use a cushioning layer appropriate to the site and the liner maker’s instructions; the RHS describes allowing additional excavation depth for cushioning when fitting a mould.
There is no single underlay thickness or liner specification established for every pool. Follow the product manufacturer’s installation directions and seek local professional advice where soil, groundwater, frost or the proposed size complicates the work.

6. Install the basin and finish the edge
Set a shell level and support it as specified by its manufacturer. Lay a flexible liner so it reaches the intended waterline without damaging strain, then secure and conceal its edge with suitable coping or planting. Keep enough of the edge accessible to inspect it, and make sure surrounding paving and soil remain stable. Grade the area so rainwater flows away from the basin rather than into it.

A POND Trade Magazine retrofit case study used a 45-mil liner and geotextile fabric. Those were specifications for that project, not a universal requirement for every reflecting pool.

7. Add only the equipment your design needs
A still basin may not need a pump. If you want a fountain, waterwall, jets, circulation, filtration, aeration or underwater lighting, plan its plumbing, electrical supply, space and maintenance access before the pool is finished. A pump serving a waterfall must be sized to handle that additional load, according to the Texas A&M/SRAC construction guidance. Have electrical work performed by a qualified electrician, as advised by the RHS.
8. Fill, inspect and maintain the pool
Before filling, check the liner or shell, edge details, overflow route and drainage. Fill gradually and watch for leaks, movement or settlement as the water level rises. Keep leaves and debris out of the basin and maintain any installed pump or filter according to its manufacturer’s directions.
The cited guidance does not establish a standard water-treatment formula or maintenance interval for a purely reflective pool. A planted or fish-bearing water garden has different water-quality needs; use equipment and management advice suited to that system rather than assuming a still ornamental basin needs the same treatment.
