The listing price and down payment are only the beginning of an apartment-buying budget. In the United States, the Consumer Financial Protection Bureau (CFPB) says closing costs typically run 2% to 5% of the purchase price, excluding the down payment. You also need cash for inspections, prepaid interest, insurance and tax escrows, moving, furnishings, utilities, repairs and an emergency reserve. Your actual figure depends on the unit, location, loan, association documents and purchase contract, so use the percentages below as planning ranges—not a quote.
Start with three separate budgets
Do not treat every dollar you have as available for the down payment. A workable plan separates the money needed to complete the purchase from the cost of living in the apartment and the reserves that protect you after move-in.

- Cash before or at closing: down payment, lender charges, third-party services, government charges, prepaids, initial escrow and any expenses due before closing.
- Recurring housing cost: principal, interest, property taxes, homeowners insurance, mortgage insurance, association dues, utilities, maintenance and supplementary insurance such as flood coverage when applicable.
- Move-in and resilience reserve: movers, furnishings, renovations, repairs, setup charges and an emergency cushion that remains after closing.
The CFPB’s plain-language warning is useful: “Buying a home costs more than the price on the for-sale listing.” That applies whether “new apartment” means a newly constructed unit or simply the next home you are buying.

What the 2%–5% closing-cost range does—and does not—cover
The CFPB’s 2%–5% figure is a broad U.S. planning range for closing costs and does not include the down payment. It is not a nationwide quote. Purchase price, loan type, down payment, lender, property, state and local charges, and the closing date can move the result substantially.

For example, a buyer may need a large down payment but relatively modest lender charges, while another buyer may put less down and pay mortgage insurance, points or higher loan costs. A newly built unit can also have contract-specific builder or association charges. The sources do not establish any single new-construction fee as universal.
| Budget layer | Typical timing | How to estimate it |
|---|---|---|
| Down payment | At closing, with any deposit credited | Use the loan program and contract terms; keep it separate from closing costs. |
| Closing costs | Mostly at closing, with some paid earlier | Use 2%–5% of purchase price as a CFPB planning range, then replace it with lender and local estimates. |
| Recurring payment | Monthly or on the association’s schedule | Add principal, interest, taxes, insurance, mortgage insurance and association dues. |
| Move-in and reserve cash | Before closing, immediately after, and ongoing | Price moving, furnishings, setup, repairs and an emergency cushion separately. |
Map every dollar needed before and at closing
Down payment and earnest money
The down payment reduces the loan balance; it is not a closing cost. Confirm how much of an earnest-money deposit has already been paid and how it will be credited on the final statement. A larger down payment may reduce the loan or mortgage insurance, but it can leave too little cash for moving, repairs and emergencies. Decide the down payment only after pricing the other three budget layers.
Lender charges and discount points
Mortgage-related charges can include origination, underwriting, processing, application and administrative fees. Discount points are optional upfront charges exchanged for a lower interest rate. Compare the fee and rate together: paying more at closing can reduce the rate, while a loan with fewer upfront charges can carry a higher rate and payment.

An appraisal and title insurance are common examples of third-party closing services. Some services can be shopped separately, so ask the lender which providers you may choose and when selections are due. Owners title insurance, unlike lender-required coverage in some transactions, may not be required to obtain the mortgage; determine what your contract and local practice require.
Inspection and non-loan expenses
A home inspection is associated with buying the apartment but may not be a mortgage requirement. The CFPB advises buyers to schedule an inspection and shop for homeowners and title insurance. An inspection can reveal defects, incomplete work or systems that need attention before you commit to the unit. Agent fees and owners title insurance are other examples of expenses that may sit outside the lender’s required charges.
Taxes, recording and transfer charges
Government fees, mortgage-recording charges and transaction or transfer taxes vary by location. The contract or state law may assign some of these costs to the seller, but do not assume that allocation without checking the contract and local settlement statement. Ask for a local estimate based on the unit, price and closing date.

Prepaid interest and initial escrow
Prepaid interest generally covers the period from closing through the end of that month. The closing statement may also collect the first year of homeowners insurance and an initial escrow deposit for future property-tax and insurance bills. These are not duplicate charges: prepaids cover an upcoming period, while an escrow deposit establishes the account used for later bills. Verify the number of days and months shown in the paperwork.
Credits and amounts already paid
Buyers generally pay transaction costs, but the contract or state law can assign individual items to the seller. A seller credit may reduce the cash you bring, yet it can be reflected in a higher purchase price. A lender credit can reduce upfront charges but may come with a higher interest rate or larger loan. Treat either credit as a different funding arrangement, not automatically as free money.
Calculate the full monthly cost, not just the mortgage quote
A quoted principal-and-interest payment is only one component of the housing budget. The CFPB identifies the following items as part of the full monthly cost:
| Component | Where it appears | What can change |
|---|---|---|
| Principal and interest | Mortgage payment | Loan amount, interest rate, term and any rate adjustment. |
| Property taxes | Paid directly or through escrow | Local assessment and tax changes; confirm the estimate for the specific unit. |
| Homeowners insurance | Paid directly or through escrow | Coverage, deductible, insurer, location and claims risk. |
| Mortgage insurance | Often included with the mortgage payment when applicable | Loan structure, down payment and insurer rules. |
| Association dues | Often billed separately from the mortgage | Building budget, services included and association decisions. |
| Supplementary insurance | Separate policy or payment | Flood or other coverage requirements tied to the property. |
| Utilities | Separate household bills | Local rates, season, energy efficiency and unit characteristics. |
| Maintenance and repairs | Owner-paid reserve or invoices | Age, workmanship, appliances, climate and building responsibility. |
Taxes and insurance can rise over time. Utilities and repairs vary with local rates, climate and the apartment’s systems. A payment that looks affordable on a lender worksheet can become uncomfortable once association dues and ordinary household bills are included.
Verify association costs before buying an apartment
For a condominium or other apartment with an owners’ association, obtain the building’s own documents rather than relying on a generic estimate. Confirm the current dues, payment frequency and exactly which services they cover. The available guidance establishes association dues as a possible recurring cost, but it does not establish a universal amount, coverage list, special-assessment policy or fee for any particular building.
- Ask whether dues cover items such as building insurance, exterior maintenance, water, waste service or amenities; record the answer from the association documents.
- Check for separate move-in, transfer, application, parking, storage or administrative charges in the contract and association schedule.
- Ask whether a special assessment is approved, proposed or disclosed, and how it would be collected.
- Confirm whether the mortgage payment estimate excludes association dues; many lenders show them separately.
For a newly constructed apartment, read the purchase contract and builder disclosures for any construction-period, utility-connection, completion, transfer or association-startup charge. Such fees are property- and contract-specific; do not budget a universal percentage without written evidence for the unit.

Preserve cash for moving, setup and emergencies
The CFPB advises keeping an emergency cushion that is usually three to six months of expenses. This is guidance, not a mandatory lending rule. Calculate it using your expected post-purchase expenses, not just the mortgage payment.
Keep a separate allowance for costs that arrive around move-in:
- Moving labor, truck hire, packing materials, storage and travel.
- Furniture, window coverings, appliances, locks, internet installation and other setup.
- Renovations, decorating and upgrades you choose after taking possession.
- Immediate repairs, replacement equipment and deductibles.
- Utility deposits, association deposits or building-specific move-in requirements.
Do not spend the emergency reserve on finishes or furnishings. A new building can still have defects, delays or systems that require attention, and an older apartment can need repairs even when the unit appears move-in ready.
Use the Loan Estimate and Closing Disclosure as control documents
Request a Loan Estimate from each lender and compare both the interest rate and the loan costs. A lower monthly payment may result from paying more upfront; a higher payment may reflect a larger loan amount. Comparing only the payment can hide the trade-off.
- Review the Loan Estimate. Separate lender charges, services you can shop for, government charges, prepaids, escrow and projected monthly costs.
- Ask about every unfamiliar line. Confirm whether it is required, optional, paid before closing or included in another charge.
- Update the estimate for the actual apartment. Provide the unit address, association information, loan terms, expected closing date and contract credits.
- Read the Closing Disclosure before signing. It distinguishes total closing costs from the cash due at closing.
- Reconcile the two forms. Check that fees, credits, deposits and amounts already paid match the Loan Estimate or have an explained change.
- Confirm cash to close. Make sure the final figure includes your down payment, credits, earnest-money deposit and all prepaid or escrow amounts.
If a charge changed, ask the lender or settlement agent what caused it and whether a corrected disclosure is required. Do not rely on a verbal promise that a fee will be removed later; have the agreed treatment reflected in the closing documents.

| Column | Entry to record |
|---|---|
| Item | Down payment, appraisal, inspection, tax, insurance, dues, moving or another named cost. |
| Amount | Written estimate for this unit and loan, not a generic internet figure. |
| Due date | Before contract, before closing, at closing, monthly or annually. |
| Payee | Lender, inspector, insurer, government, association, mover or utility. |
| Funding source | Your cash, seller credit, lender credit or another contractually documented source. |
| Variability | Fixed, estimated, escrow-adjusted, usage-based or subject to association action. |
Total the worksheet in three columns: cash required before or at closing, recurring monthly cost and post-closing reserve. Then test the budget against a higher insurance premium, a tax change, a special assessment or a repair without using the emergency cushion.

| Comparison axis | Questions to answer |
|---|---|
| Upfront cash | What is due for down payment, closing costs, prepaids, escrow, inspection, deposits and move-in? |
| Ongoing monthly cost | What is the total after adding taxes, insurance, mortgage insurance, association dues, utilities and maintenance? |
| Variability | Which amounts can change with taxes, insurance, usage, association decisions or repairs? |
| Payment timing | Is each cost paid before closing, at closing, through escrow, monthly, annually or separately? |
| Documentation | Is the amount supported by the contract, Loan Estimate, association records, insurance quote or local government estimate? |
For mortgage choices, weigh the rate and all loan costs together. For apartments, compare association dues and included services only when the building’s records support the figures. If a value is unknown, label it as an open item and obtain a written estimate before setting your maximum price.
Common budgeting mistakes and how to correct them
Counting the down payment as the whole upfront budget
Why it fails: the CFPB’s closing-cost range excludes the down payment, and inspections, prepaids, escrow and moving can require additional cash.
Correction: calculate down payment, closing costs and reserves as separate totals before making an offer.
Assuming the seller or builder pays every extra fee
Why it fails: allocation depends on the contract and state law, while builder and association charges are not universal.

Correction: identify each fee in writing, state who pays it and confirm any credit on the Closing Disclosure.
Using only principal and interest to test affordability
Why it fails: taxes, insurance, mortgage insurance, association dues, utilities and maintenance can sit outside the quoted payment.
Correction: budget the full monthly cost and model changes in taxes and insurance.
Emptying savings for a lower rate or larger down payment
Why it fails: you may have no cash for moving, repairs or an emergency.
Correction: preserve the three-to-six-month emergency cushion recommended by the CFPB, plus a realistic move-in allowance.
Signing without reconciling the disclosures
Why it fails: fees, credits, deposits or escrow amounts may differ from the initial estimate.
Correction: compare the Loan Estimate with the Closing Disclosure and question every unexplained change before signing.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesQuestions to resolve with the right professional
Ask the lender for loan-cost, rate, prepayment, escrow and cash-to-close details. Ask the settlement agent how taxes, recording charges, credits, deposits and prepaid items are allocated. Ask the association or its manager for current dues, included services and disclosed assessments. Ask the insurer for a unit-specific premium and required supplementary coverage. Ask the inspector about defects and recommended follow-up. These professionals can estimate the actual apartment and closing; a general percentage cannot replace those figures.
Budgeting is complete only when every material amount has a source, a due date and an identified payer—and when the cash left after closing still protects your household.
