Build yours from comparable written estimates, record exactly what each price includes, keep a separate household cash cushion, and require any price or scope change to be explained and agreed in writing before work proceeds.
Why a builder’s number can change
An estimate is a price based on stated assumptions, not a guarantee that every later decision will cost the same. The amount can move when the work changes, when a specified material is replaced, when an allowance proves inadequate, or when the timing and payment terms are different from what you expected. Your first job is therefore not to choose a percentage contingency. It is to make the original scope and price comparable, then identify what could cause either one to change.

Do not treat a low bid as the best value by itself. The Federal Trade Commission (FTC) advises homeowners to obtain multiple estimates, compare them, and ask for an explanation when they differ substantially. A low total may omit demolition, permits, preparation, finish work, or a material that another builder included. A higher bid may be pricing a more complete scope or a different quality level.

Establish a comparable written baseline
Write the scope before comparing totals
Give each builder the same written description of the project. Identify the rooms and surfaces affected, dimensions where they matter, the work to be removed, the work to be installed, and the finish standard you expect. List owner-supplied items separately from builder-supplied items. Note known constraints such as access, working hours, occupied rooms, structural investigations, or a required completion date.

Ask each builder to state exclusions as clearly as inclusions. “Kitchen renovation” can mean cabinets, worktops, appliances, plumbing, electrical work, flooring, decoration, waste removal, and making good—or only some of those items. An exclusion is a future budget decision, not a free item.
Request several written estimates
Ask at least a few qualified contractors for written estimates for the same scope. In disaster-rebuilding guidance, the Consumer Financial Protection Bureau (CFPB) refers to obtaining two or three written estimates; that advice is specific to rebuilding after a disaster, not a universal legal minimum for every renovation.
The FTC’s consumer guidance states: “A written estimate should include a description of the work to be done, materials, completion date, and the price.” Use those four items as the minimum comparison, then request enough detail to understand allowances, labor, payment milestones, and exclusions.

|---|---|---|
| Scope and exclusions | Is every demolition, preparation, installation, cleanup, and making-good task listed? What is specifically excluded? | An omitted task becomes a later addition or a cost you must arrange separately. |
| Materials and allowances | What exact products, grades, quantities, or brands are assumed? Which items are allowances rather than selected products? | An allowance is an assumption about a future selection; the final item can cost more or less. |
| Labor and total price | Is labor separated from materials? Is the total stated clearly, and what assumptions support it? | Different labor descriptions can make two totals look comparable when they are not. |
| Timing | What are the estimated start and completion dates, and what events could move them? | Longer work can affect temporary accommodation, storage, financing, and other household costs. |
| Payment schedule | How much is due at signing, at each milestone, and at completion? What triggers each payment? | A manageable total can still create a cash-flow problem if payments are front-loaded. |
| Price-change wording | How must a change be described, priced, approved, and recorded? | Clear written procedures make it easier to distinguish a genuine change from an unexplained increase. |
When two estimates are far apart, ask both contractors to walk through the difference line by line. Do not force every bid into a single average. First determine whether the builders priced the same work and materials.
Turn the estimate into a working budget
Keep one worksheet for the project and update it only from written information. The following fields are practical organization tools; they are not presented as a legally required checklist.
| Worksheet field | What to record |
|---|---|
| Agreed work | The current scope, drawings or specifications, quantities, and finish level. |
| Exclusions | Tasks, permits, surveys, appliances, fixtures, decoration, landscaping, or repairs not included. |
| Quoted materials | Specified products and quantities, plus any allowance and the date on which it was quoted. |
| Labor and total | Labor cost, material cost where provided, taxes or fees if stated, and the quoted total. |
| Dates | Estimated start, substantial completion, final completion, and assumptions about access or working hours. |
| Payments | Deposit, milestone amounts, retention or final payment, due dates, and the event that earns each payment. |
| Owner selections | Items you must choose, the latest decision date, the allowance, and the effect of choosing a different product. |
| Change log | Date, reason, revised scope, price difference, schedule effect, and written approval status for every proposed change. |
| Available funds | Money allocated to the project, money already spent, accessible reserve, and funds that must remain available for household emergencies. |
Save the original estimate as a locked reference. If a revision arrives, keep the earlier version and label the new document with its date. This prevents a moving total from erasing the assumptions that produced the first number.

Separate project reserves from your household emergency fund
The household cushion comes first
The CFPB explains that estimates are imprecise and describes an emergency cushion usually equal to three to six months of expenses. That figure is a household budgeting guideline, not a recommended renovation contingency percentage. Keep it available for ordinary emergencies, income disruption, medical costs, or urgent repairs rather than treating it as money the builder can draw down.
Calculate the cushion from essential household expenses, not from the renovation contract. If using project money would leave you unable to meet those expenses, the renovation is larger than your safe budget even if the builder’s estimate appears affordable.
Plan for renovation uncertainty without pretending there is a universal percentage
The official guidance reviewed here does not establish one contingency percentage for all renovations, nor does it provide a renovation-specific statistic for how much builder prices change. Instead, build a reserve from identifiable exposures:
- Items you have not selected, such as fixtures, finishes, or appliances.
- Allowances that may not match the products you ultimately choose.
- Known investigation risks, such as concealed conditions that have not yet been opened up.
- Work excluded from the bid that you may decide to add.
- Temporary accommodation, storage, cleaning, or other household costs caused by timing changes.
- A cash-flow buffer so a payment does not depend on receiving money on the same day.
Price each exposure where possible. For an unknown, write the assumption and the decision that will reduce it. For example, “bathroom wall condition unknown until removal” is more useful than an unexplained round percentage. If the remaining reserve cannot cover a plausible change, reduce scope, delay a discretionary selection, or postpone the project before signing.
Put the assumptions and promises in the contract
The FTC advises putting the actual scope and cost promises in a written contract. Check that the document identifies the contractor, describes the work and materials, states estimated dates, and includes the other terms that apply to your project. Requirements vary by state, so a document that is adequate in one location may not satisfy another location’s rules.
Clarify what the quoted price means
Ask the contractor to identify whether each line is a specified price, an allowance, an estimate, or work billed under another method. Do not assume that a heading such as “fixed price” resolves every possible change; the contract language and local law control what happens when the scope, conditions, or selections change. Have the builder state what event permits a revision and what evidence must accompany it.

Record dates and decisions
Write down the estimated start and completion dates, the selections you must make, and the latest date for each decision. A late selection can affect both price and schedule. Keep emails, drawings, signed change documents, invoices, receipts, and proof of payment together with the contract.
Use a written change process
Before work proceeds on a proposed change, require a document that identifies the original scope, the requested or discovered change, the added or removed work, the revised total, and any schedule effect. Both parties should sign or otherwise approve it as the contract requires. A conversation on site is not a reliable record of the final price.
Handle a proposed price revision step by step
- Pause the decision. Do not accept a new total verbally or pay an additional amount simply because an invoice has arrived.
- Return to the baseline. Open the signed scope, original estimate, drawings, allowances, exclusions, and payment schedule.
- Ask for the cause in writing. Request the changed assumption, requested owner work, allowance difference, concealed condition, timing issue, or other reason the builder says the price moved.
- Request the revised scope and total. The document should show what is added, removed, or substituted, the price difference, and any change to completion or payment dates.
- Check the arithmetic. Compare quantities, unit prices where supplied, credits for deleted work, taxes or fees, and the new project total against your worksheet.
- Decide before authorizing. If the revision fits available project funds without using your household emergency cushion, approve it in the required written form. If it does not, ask what scope can be deferred, substituted, or removed.
- Escalate uncertainty appropriately. Check your state or local consumer-protection requirements or obtain qualified local legal advice when the contract’s effect is unclear.
The FTC and CFPB guidance supports documenting terms and costs, but it does not determine the outcome of a particular contract. The reviewed sources also do not supply a universal rule for escalation clauses, change orders, or disputed increases. Your signed terms and applicable state and local law matter.

Protect cash flow with a documented payment schedule
Ask for the total price and payment schedule in writing. The FTC cautions homeowners not to pay the entire project amount up front, and it notes that some states limit down payments. Confirm the rule where the property is located rather than assuming a national limit.
Each payment should correspond to a recognizable stage or deliverable: for example, a stated deposit, a completed construction milestone, delivery of an identified item, or final completion. The exact stages depend on the project and contract. Do not release a milestone payment merely because a date has arrived if the contract ties payment to work that has not been completed.
Keep a running payment record showing the invoice date, amount, payment method, milestone, and cumulative total. Compare it with the contract total and approved changes. If an invoice includes an increase that has not been documented, ask for the written change explanation before paying the disputed difference.

Some contracts signed in the home or away from the seller’s permanent place of business may carry a three-business-day cancellation right under circumstances described by the FTC. The conditions and exceptions matter, and requirements vary, so read the notice in your contract and verify local rules rather than assuming every renovation has this right.

Classify the proposed change before deciding. A change you requested—such as a larger tile, an extra outlet, or a different appliance—is a choice to price and approve. A builder-identified condition may require technical information, photographs, or an independent assessment before you can judge it. An unexplained increase is neither a scope decision nor a documented condition until the contractor supplies the missing information.
- Proceed: The reason is documented, the revised scope is clear, the price is understandable, and the total remains within funds allocated for the project.
- Redesign: The work is useful but exceeds the available amount; remove optional items, select a different specified product, or defer a phase.
- Obtain another view: The claimed condition or price is difficult to verify, or the increase could materially affect safety, structure, or the contract.
- Pause: The contractor will not provide a written explanation, the change process in the contract is not being followed, or approving the amount would consume the household emergency cushion.
Keep the original and revised totals visible on the worksheet. A lower revised total is not automatically good if it removes work you still need; record the new exclusion so the apparent saving is not mistaken for a completed project.
Illustrative budget worksheet
The numbers below are only an illustration of the method, not a market estimate or a recommended contingency. Replace them with your own written figures.
| Item | Illustrative amount | Budget treatment |
|---|---|---|
| Builder’s written scope | $72,000 | Baseline only after checking inclusions, exclusions, materials, and dates. |
| Owner-selected items above allowances | $4,000 | Decide before signing or record as a known exposure. |
| Known excluded work | $3,500 | Obtain a separate written price or remove the work from the plan. |
| Project reserve for identified uncertainties | $6,000 | Keep separate from the household emergency fund and release only against approved changes. |
| Household emergency cushion | Calculated from essential expenses | Do not allocate this amount to renovation work. |
| Working project budget | $85,500 | Baseline plus identified selections, exclusions, and project reserve. |
If the builder later proposes a $2,000 documented change, the project worksheet shows $83,500 committed or expected. If the proposal is $9,000, the correct response is not to silently borrow from the household cushion; revisit scope, obtain the information needed to verify the change, or pause.
Common budgeting mistakes and the corrective action
Choosing the lowest total without comparing scope
Correction: Put bids side by side and ask the contractor to explain substantial differences. A missing line is not a saving until you decide who will perform and pay for that work.

Calling every allowance a final price
Correction: Record the allowance, select the product by the stated deadline, and ask how a higher or lower selection changes the total.
Using the emergency fund as the renovation reserve
Correction: Preserve the CFPB’s three-to-six-month household cushion and create a separate project reserve based on identified exposures.
Approving changes by text or conversation only
Correction: Request a dated written change showing scope, reason, price, credits, schedule effect, and approval before authorizing the work.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsPaying the whole contract at the start
Correction: Use a documented milestone schedule, verify local down-payment rules, and maintain a cumulative payment record.
Assuming federal guidance answers a local contract question
Correction: Treat FTC and CFPB material as consumer guidance, then check the state or local consumer-protection agency and obtain qualified local advice when the contract or cancellation rules are unclear.
Final pre-signing checklist
- At least a few written estimates describe the same work, materials, dates, and total-price assumptions.
- Large differences between bids have been explained rather than judged by price alone.
- Inclusions, exclusions, allowances, owner selections, and known uncertainties are recorded.
- The contract identifies the contractor, scope, materials, estimated dates, payment terms, and the procedure for changes.
- The total price and every payment milestone are in writing; the full amount is not due up front.
- The project reserve is separate from a household emergency cushion of roughly three to six months of essential expenses, where that CFPB guideline fits your household planning.
- You know which state or local agency to contact about licensing, deposits, required terms, cancellation rights, and complaints.
- You will not authorize a revised price until the reason, revised scope, amount, and schedule effect are documented.
A renovation budget remains useful when it is treated as a controlled record rather than a single optimistic number. Preserve the original written baseline, price decisions before approving them, protect household cash, and make every change visible in the contract and the worksheet.
