How to bid for NHS health centre construction contracts

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To bid for NHS health-centre building work, first identify the nation, contracting authority and exact scope, then find the live notice on the correct procurement portal. Register your supplier information on Find a Tender’s Central Digital Platform when you are ready to bid, check whether the opportunity is a direct tender or a framework call-off, and submit a fully evidenced response through the named portal before the published deadline. Framework membership can open call-off competitions, but it does not guarantee work.

Start by identifying the contract you are actually bidding for

“NHS construction” is not one national buying route. A health-centre project may be procured as construction works, design and consultancy, facilities maintenance, or a healthcare service. Those categories can have different notices, eligibility rules and legal regimes.

As an Amazon Associate I earn from qualifying purchases.

Confirm the nation

Establish whether the project is in England, Wales, Scotland or Northern Ireland. The procurement portals and arrangements are not identical across the UK. Contracts Finder guidance directs suppliers to separate procurement portals for Scotland, Wales and Northern Ireland. Do not apply an England-based process to a devolved opportunity without checking the notice and the relevant portal.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confirm the contracting authority

Identify the NHS trust, health board, local authority or other public body named as the contracting authority. The authority determines the procurement documents, evaluation method, contract form, clarification process and submission route. A project that uses an NHS facility is not necessarily bought by the same type of organisation as another project in a neighbouring area.

Confirm the scope

Read the description closely to decide whether you are looking at:

  • construction or refurbishment works;
  • design, project management or other consultancy;
  • maintenance or other estates services; or
  • a specified healthcare service procured under healthcare-service rules.

The Provider Selection Regime applies to specified healthcare services. It should not be substituted casually for the procurement route for construction works. Keep a construction bid separate from a healthcare-service procurement unless the live documents expressly combine them.

What changed under the Procurement Act

The Procurement Act 2023 rules took effect on 24 February 2025. The government supplier guide describes the changes for public-sector suppliers, including NHS suppliers. That date matters when you rely on older tender guidance, templates or assumptions about registration and notices.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Find a Tender is now the central digital platform for supplier registration and opportunity discovery under the new regime. Supplier information can be stored for use across opportunities. The official supplier guide says: But you only need to register at the point that you want to bid for a contract. The guide was updated on 23 June 2026.

Registration does not replace reading the individual notice. The live procurement notice and its linked documents control the eligibility questions, evidence, evaluation, pricing format, portal and deadline for that competition.

Where to find NHS health-centre tenders

Find a Tender and the Central Digital Platform

Use Find a Tender to create the supplier record required for opportunities under the current regime and to search published opportunities. Set searches or alerts around construction works, refurbishment, estates and the geographic areas in which you can deliver. When an opportunity is relevant, open the full notice and every linked procurement document rather than relying on the search summary.

Check that the supplier profile is complete and that the organisation bidding is the same legal entity named in the response. Keep contact details and certificates current so that a buyer can communicate clarifications or award information through the stated route.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Contracts Finder

Contracts Finder remains a discovery route for some opportunities, particularly lower-value procurements. Its guidance directs suppliers to Find a Tender for higher-value opportunities and identifies separate portals for Scotland, Wales and Northern Ireland. Because thresholds and platform instructions can change, use the live official service guidance instead of relying on an old threshold quoted in a blog or tendering manual.

Direct authority notices

Search the contracting authority’s procurement information as well as the national portals. An authority may publish a notice, procurement timetable, market-engagement material or clarification through a named e-tendering portal. The notice should tell you where the definitive documents and submission function sit. Treat an expression-of-interest or market-engagement notice as information gathering unless it expressly opens a competition.

Direct tenders versus framework call-offs

What a framework is

The Cabinet Office framework guidance, quoting section 45(2) of the Procurement Act 2023, defines a framework as a contract between a contracting authority and one or more suppliers that provides for the future award of contracts by a contracting authority to the supplier or suppliers.

In practical terms, the framework establishes terms and a process for later awards. It is an access route, not a promise that a health centre will be built by your company. A supplier normally has to be appointed to the framework before it can compete for the relevant call-offs, and the authority must use the selection procedure stated in the framework and call-off documents.

Check the call-off gate before preparing a response

For every framework opportunity, verify:

  • that your organisation is an appointed supplier in the relevant lot;
  • that the NHS trust or other buyer is an eligible participating authority;
  • that the proposed works fall within the lot and scope;
  • which suppliers are invited to the call-off; and
  • how the framework says the authority will select and evaluate the winner.

Framework appointment alone does not entitle a supplier to a call-off. The individual competition documents remain decisive.

Crown Commercial Service construction frameworks

The Crown Commercial Service describes CWAS3, including ProCure 24, as a closed framework available to the public sector, including NHS trusts, for construction works and related services. The predecessor CWAS2, also known as ProCure 23, is stated to expire on 31 March 2027. The successor CWAS3/ProCure 24 is planned to go live in early 2027.

Those dates and statuses are time-sensitive. Before acting, check the current agreement information and the related Find a Tender notice. A planned go-live is not the same as an open competition, and an expiring agreement may still govern a live call-off already in progress.

NHS Shared Business Services pipeline notices

NHS Shared Business Services published a preliminary market-engagement notice on 9 October 2025 for a planned second-generation Public Sector Construction Works framework. The notice described proposed minor, intermediate and major works lots. It was a planning and engagement notice, not proof that a framework had subsequently been awarded or that a tender was open.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A separate preliminary market-engagement notice, published on 30 July 2025, concerned renewal of the Healthcare Planning, Construction Consultancy and Ancillary Services framework. It said the then-current framework was due to expire on 13 August 2027. Consultancy services are distinct from construction works. Check for a subsequent tender notice and the final lot structure before deciding that either notice creates a bidding opportunity.

Seven steps from opportunity search to submission

1. Define the opportunity and your bid/no-bid decision

Record the nation, contracting authority, site, scope, estimated scale if published, route, lot, deadline and named portal. Confirm that your company can deliver the work in the required location and programme. If the notice is for a framework call-off, confirm that you are appointed to the relevant framework lot and that the authority is eligible.

Stop early when the scope, geographic requirement or framework gate makes the opportunity ineligible. A fast, documented no-bid decision protects the team from spending days on a response that cannot be accepted.

2. Register and monitor the supplier record

Use the Find a Tender Central Digital Platform to register supplier information when you are ready to bid. Search the platform regularly and configure alerts for relevant notices. Maintain one controlled set of organisation details, ownership information, financial information and contact details so that answers remain consistent between opportunities.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the notice points to Contracts Finder or a devolved portal, follow that route as well. Registration on one service does not automatically make you compliant on another platform.

3. Read the complete procurement pack

Download the notice and every linked document, then create a requirement register. At minimum, extract:

  • eligibility and exclusion questions;
  • selection criteria and required evidence;
  • technical and quality questions;
  • pricing schedules and assumptions;
  • site information, access restrictions and operating constraints;
  • programme milestones and completion requirements;
  • contract terms and proposed amendments;
  • the clarification process and final question date;
  • file-format, naming and upload rules; and
  • the exact submission deadline and time zone shown by the portal.

There is no universal NHS construction checklist that overrides these documents. The buyer’s published criteria determine what must be answered and how it will be scored.

4. Build an evidence matrix and allocate owners

Turn each requirement into a row in a controlled response matrix. Give every question one accountable owner, a reviewer and a due date. Link each answer to the evidence file that supports it, such as a relevant project record, competency document, programme extract or risk-control description.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the wording of the criterion as the heading of the draft answer. This helps evaluators find the response and exposes gaps before submission. If a criterion asks for experience of occupied healthcare premises, provide the specific project, your scope, constraints, controls and outcome rather than a general statement that your company has “extensive experience”.

5. Write a deliverable method, not a brochure

Explain how the proposed team will deliver the works described in the notice. Tie the method to the actual health-centre site and programme. Address interfaces with the authority, designers, clinical users and other contractors only where the documents require them, and identify who has responsibility for each interface.

Support every material claim with project evidence where the tender asks for evidence. State what your company did, the scale and setting, the constraint encountered, the control used and the result. Do not imply that a named specialist, certification or resource is available unless your bid can demonstrate it and the contract permits the proposed arrangement.

6. Price in the format supplied

Complete the buyer’s pricing schedule rather than replacing it with a preferred quotation layout. Check units, provisional sums, optional items, tax treatment, labour assumptions, exclusions and validity periods exactly as the documents state. Make sure the narrative and the price describe the same scope and programme.

Have a commercial reviewer reconcile arithmetic, rates and assumptions against the technical response. An unexplained qualification or an omitted mandatory line can make a bid non-compliant even where the overall price is attractive.

7. Submit, retain proof and review feedback

Upload through the named portal, using the required file types and naming conventions. Allow time for file conversion, virus scanning and portal congestion. Follow the stated clarification route; do not send material answers to an individual contact if the rules require the portal.

After submission, retain the confirmation screen, reference number, uploaded files and timestamp in your bid record. Government supplier guidance describes more consistent feedback obligations under the Procurement Act. Review any assessment or debrief against your evidence matrix and carry specific improvements into the next opportunity.

How to compare opportunities before committing bid resources

Use the following comparison axes. They help distinguish a genuine fit from a familiar-looking notice with a different route or risk profile.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Decision axis What to verify Why it changes the bid
Nation and regime England, Wales, Scotland or Northern Ireland and the rules named in the notice Portal, terminology, notices and procedure may differ
Scope Construction works, consultancy, maintenance or healthcare service Determines the relevant procurement route and evidence
Route Direct tender or framework call-off A call-off may require prior framework appointment and a specified selection process
Eligibility Eligible authority, lot, supplier status and any stated participation limits Failure at the gate can prevent evaluation of the quality and price response
Delivery fit Project scale, site conditions, programme and operating constraints Tests whether your resources and method are credible for this project
Evaluation and terms Published criteria, weighting or scoring instructions, contract terms and deadline Sets what to write, how to price and whether the risk is acceptable

Common failure points and how to recover

Treating a pipeline notice as a tender

Preliminary market engagement signals that an authority is planning or testing a procurement. It does not establish that a framework has been awarded or that suppliers can submit bids. Monitor for the subsequent tender notice and use the final documents as the source of truth.

Assuming one UK-wide portal

A search that covers only one service can miss opportunities or direct you to the wrong submission route. Check the nation first, then use Find a Tender, Contracts Finder or the devolved portal identified by the authority.

Confusing construction with healthcare procurement

A health-centre setting does not turn building work into a healthcare-service contract. Classify the scope from the notice and use the route the buyer specifies. Ask a clarification question through the published process if the scope is genuinely ambiguous.

Relying on an old framework date

CWAS2/ProCure 23 and the planned CWAS3/ProCure 24 transition illustrate why framework information can become stale. Recheck the current agreement page and notice immediately before bidding, especially near the 31 March 2027 expiry and the planned early-2027 successor launch.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Writing generic capability statements

Replace broad claims with criterion-by-criterion evidence. Name the relevant project, your role, the delivery method, programme, cost assumptions and risk controls where requested. If the tender does not ask for a particular certificate or minimum experience level, do not invent one; answer the published requirement instead.

  • Hard hat clip- attaches for easy access

Missing a portal or deadline rule

Uploading an answer to the wrong portal, using an unacceptable format or submitting after the stated time can defeat an otherwise strong bid. Put the portal address, deadline, file rules and final upload owner at the top of the bid plan and complete a separate submission check before release.

What a bid team should keep on file

Maintain a reusable evidence library, but tailor every response to the live procurement. Useful controlled records include:

  • legal-entity and contact details matching the supplier registration;
  • project sheets showing scope, client type, value or scale where disclosure is permitted, programme and your role;
  • current competency, insurance and financial information requested by the notice;
  • delivery-method templates that can be adapted to the site and operating environment;
  • programme, resource and risk-control examples; and
  • a log of clarifications, amendments, approvals and final submission evidence.

Check that each record is current and that confidential client information is used only in the manner permitted by the tender and your previous contract.

Questions contractors commonly ask

Can a small company bid for NHS building work?

Potentially, if it meets the eligibility and selection requirements in the live notice. The supplier guide and the procurement documents, rather than the NHS label alone, determine what information and evidence are required. Check the lot, financial and technical criteria, insurance requirements, delivery geography and any framework appointment condition before committing.

Do I need to join a framework to bid?

No. A direct tender can be open to suppliers that meet its published requirements. A framework call-off is different: the framework and call-off documents determine whether only appointed suppliers may compete. Appointment gives access to the stated process but does not guarantee an award.

Where should I look first?

Start with Find a Tender and its Central Digital Platform, then check Contracts Finder and the devolved portal relevant to the project’s nation. Review the contracting authority’s notice and linked procurement pack before treating an alert as a live bid.

Are CWAS3 and ProCure 24 open for applications now?

The Crown Commercial Service description identifies CWAS3/ProCure 24 as a closed framework planned to go live in early 2027. CWAS2/ProCure 23 is stated to expire on 31 March 2027. Verify the current framework status and any supplier appointment opportunity before relying on those dates.

Bottom line for an NHS health-centre bid

A compliant NHS construction bid starts with route discipline: identify the nation, authority and scope; use the correct portal; distinguish a direct tender from a framework call-off; and follow the live documents exactly. Register on Find a Tender when you are ready to bid, build evidence against every published criterion, submit through the named route before the deadline and preserve the submission record. Recheck framework and pipeline information immediately before action because dates, status and opportunities change.
