Distance by itself cannot tell you which outcome to expect. The defensible way to assess an individual scheme is to establish a pre-scheme baseline, track transaction prices in the affected area and compare their change with similar areas that did not receive the route. You also need to identify the facility design, its connections, the timing of announcements and construction, and other local changes that could move prices.
Published averages are context, not a valuation of your home. Existing studies report mixed results, and even a statistically positive area-wide association does not guarantee an uplift for a particular property.

Will a new cycle route affect my house value?
Possibly, but neither a price increase nor a decrease is the default. A separated track on a quiet street, a busy on-road lane outside a bedroom, and a route that links directly to shops and schools are different interventions. Their effects can also differ between neighbourhoods with different housing stock, traffic conditions, parking arrangements and access to the wider cycle network.

What the available evidence actually shows
There is no universal cycle-route premium
The Transport for London 2017 review of earlier studies reports positive, negative and statistically insignificant findings. One Vancouver corridor had an estimated 8.8% increase within a 500-metre catchment, while another had a 5.8% fall; neither estimate was statistically significant. The corridors and facilities were not directly comparable, and the review identifies limitations in the underlying analysis.
The same review describes higher city house prices associated with off-street cycle tracks in Minneapolis–St Paul, while cited studies of on-street lanes and suburban facilities produced different or negative associations. These contrasts demonstrate variation by design and setting, not a transferable forecast.
A large network study is useful context, not a prediction
David Hearne and Erez Yerushalmi’s 2024 Greater Manchester analysis covered approximately 253,000 transactions over nine years. Its hedonic and spatial regressions associated a one-kilometre reduction in distance to the nearest bicycle network with property values about 2.8% higher on average and 7.7% higher in Manchester borough. Those are associations with proximity to an existing network across the study area. They are not an estimate for a proposed route, a particular street or an individual home, and they do not establish that the network caused every observed difference.
| Finding | What was measured | How to use it |
|---|---|---|
| Greater Manchester, 2024 | Approximately 253,000 transactions over nine years; a 1 km decrease in distance to the nearest bicycle network was associated with values around 2.8% higher on average and 7.7% higher in Manchester borough. | Useful context about an existing network; not a forecast for a new route or a specific property. |
| Vancouver corridor A, reviewed by TfL in 2017 | 8.8% increase within a 500 m catchment; not statistically significant. | Illustrates a reported positive estimate whose uncertainty prevents treating it as settled. |
| Vancouver corridor B, reviewed by TfL in 2017 | 5.8% fall within a 500 m catchment; not statistically significant. | Illustrates that a nearby corridor can have a negative estimated association without proving a causal loss. |
| Minneapolis–St Paul and other cases in the TfL review | Different associations for off-street tracks, on-street lanes and suburban facilities. | Compare like with like; do not pool unlike designs into one expected percentage. |
Why a simple near-versus-far comparison misleads
Homes close to a route may already differ from homes farther away. They might be nearer town centres, have smaller gardens, face busier roads, sit in denser terraces or benefit from different schools and employment access. If those characteristics are not controlled, a distance-price pattern can be wrongly attributed to cycling infrastructure.
The Department for Transport’s 2016 evaluation framework warns that “a simple cross-sectional analysis on how similar or average property prices vary with distance from cycle facilities would be problematic given the very many other factors that lead to marked unevenness in prices and rents across postcodes within a single city.”
Decide what “effect on value” means before collecting data
Use a precise outcome. A sale price is an observed transaction; an estate agent’s asking price is not. You may be interested in the sale price of comparable homes, a price per square metre, the time needed to sell, or a professional valuation of one property. Choose one primary measure and record any secondary measures separately.
Timing matters as much as the outcome. A market can react when a route is announced or receives planning consent, before machinery arrives. Construction disruption may produce a temporary response, while the opened route may create a different long-term response. Record announcement, planning-consent, construction-start, opening and any major redesign dates rather than treating “the route date” as a single point.

- any phased sections or later alterations.
Do not combine separate facilities simply because they carry the same project name. The TfL review shows that route type and local setting can accompany different price associations.
2. Map each property’s exposure
Use one distance rule for every observation. The DfT framework describes a GIS-based, crow-fly distance from the household to the nearest cycle path as a treatment measure. That is a straight-line measure, not the distance along roads or the time needed to reach an entrance. If access points, barriers or route quality matter, record those characteristics as additional variables instead of quietly changing the distance definition.
Create a property-level map containing the route alignment, existing network, transaction locations and boundaries of candidate comparison areas. Keep the original coordinates and the calculated distance so another analyst can reproduce the result.

3. Choose the affected and comparison areas before looking at results
Define an exposure band or continuous distance measure in advance. A band might cover homes within a specified radius, while a continuous measure uses each property’s distance. There is no universally correct radius: it should reflect the scheme’s likely catchment and be tested for sensitivity.
Select comparison areas that resemble the affected area in property type, baseline price trend, density, tenure and access to amenities, but did not receive the intervention during the study period. Set the boundaries before interpreting price movements. Avoid a comparison area that is undergoing its own major transport, housing or regeneration project.
4. Assemble a suitable transaction series
Use a consistent transaction source, such as the relevant Land Registry price data, and document its coverage and fields. For every sale, retain the date, price, location, property type and any available characteristics needed to match the route area with the comparison area. Remove duplicates, correct obvious data errors and apply the same inclusion rules to both groups.
Use enough transactions to describe local movements without allowing one unusual sale to determine the result. If the route area has few sales, widen the observation period or use a better-matched comparison area rather than presenting a fragile percentage as precise.

5. Establish the baseline around planning consent
The DfT framework recommends a baseline around planning consent because prices can adjust in anticipation of construction. A post-opening-only baseline can therefore miss part of the market response. At minimum, separate observations into a pre-consent period, an anticipation or construction period where data allow, and a post-opening period.

Check whether the market trend in the proposed route area was already diverging from the comparison area before consent. A difference that begins years earlier is a warning that the areas are not valid counterfactuals, or that another factor is responsible.
6. Compare changes with a difference-in-differences design
The DfT framework calls difference-in-differences (DiD) the more robust approach. It compares the change over time in the affected group with the contemporaneous change in the comparison group:
Estimated route-associated change = (affected post-period price − affected pre-period price) − (comparison post-period price − comparison pre-period price).
In a regression, include property characteristics and time indicators where the data support them, and report the uncertainty around the estimate. The method relies on a credible parallel-trends assumption: absent the route, the affected and comparison areas would have followed similar trends. Inspect and plot pre-intervention trends rather than assuming that condition.
The DfT describes its preferred treatment as DiD combined with crow-fly distances from each household to the nearest cycling infrastructure. That combination lets you test whether the size of the change varies systematically with exposure instead of relying only on a single boundary.
7. Test whether the result survives reasonable alternatives
Repeat the analysis with sensible variations:
- different exposure bands or a continuous distance measure;
- sale-price levels and a logarithm of price, with the choice explained;
- property types analysed separately where the sample permits;
- alternative but defensible comparison areas;
- exclusion of sales during an exceptional construction-disruption period; and
- placebo dates or placebo routes that should not have an effect.
If the sign or size changes materially, report that instability instead of selecting the most favourable specification.
8. Record other changes that could move prices
Create a contemporaneous events log covering major road works, new housing, school or hospital projects, commercial openings, parking changes, flood or environmental events, and significant planning decisions. A route may be part of a wider regeneration package, making it difficult to isolate its contribution. Explain which events are measured, which are only noted, and how that limitation affects confidence.

An area-wide coefficient is not a guaranteed uplift for your address. A valuer still needs to inspect the property’s aspect, access, parking, noise, privacy, layout and condition, then compare it with recent sales. Use the statistical estimate to frame a range of plausible local scenarios, not to add a fixed percentage to an asking price.

Compare routes and areas on the same axes
If you are reviewing two proposed alignments or comparing your neighbourhood with another, use an identical checklist. Differences that look small on a map can change the expected experience and the validity of the comparison.
| Axis | Questions to answer for every route or area |
|---|---|
| Facility and design | Is it off-street, protected on-road, painted on-road or shared use? Are crossings, traffic filters and parking changes included? |
| Exposure | What is the crow-fly distance from each property, and how close is the nearest usable access point? |
| Network connection | Does the facility connect to an existing network, station, school, shopping area or employment centre? |
| Timing | When were announcement, consent, construction and opening dates, and were works phased? |
| Transactions | Are the before-and-after windows the same length, with comparable numbers and property mixes? |
| Counterfactual | Does the comparison area have similar pre-trends and no competing intervention? |
| Concurrent changes | What other transport, development, environmental or planning changes occurred? |
| Uncertainty | How wide are the confidence intervals, how sensitive is the sign, and how complete is the transaction sample? |
How to read published percentages without overclaiming
Start with the population and exposure described in the study. “2.8% higher” in the Greater Manchester analysis refers to an association with a one-kilometre reduction in distance to an existing bicycle network across approximately 253,000 transactions over nine years. It does not mean that every home moved exactly 2.8%, that a newly built route will produce the same result, or that distance caused the entire difference.
Next, check statistical significance and uncertainty. The two Vancouver estimates reported by TfL were not statistically significant, so the observed 8.8% increase and 5.8% fall are compatible with substantial uncertainty. A non-significant estimate is not proof of no effect; it means the study did not distinguish the estimated effect reliably from zero under its model and sample.
Finally, check transferability. A facility’s design, surrounding land uses, network connectivity, parking treatment and local housing market may differ from the place studied. Treat an external percentage as a hypothesis for your local analysis, never as a valuation adjustment.
A worked example using a hypothetical scheme
Suppose a council proposes a protected track along one arterial street, with consent in 2027 and opening in 2029. An analyst could define homes within a pre-specified distance of the alignment as the affected group and select a nearby set of streets with similar property types and 2019–2026 price trends but no cycle scheme.
- Collect transactions from 2019 through 2031, retaining separate periods for before consent, consent-to-construction, construction and post-opening.
- Calculate each home’s crow-fly distance to the nearest cycle path and flag whether it lies in the affected group.
- Plot annual or quarterly price measures for both groups before 2027. Investigate any pre-existing divergence.
- Estimate the DiD after opening, then repeat it excluding the construction interval and using alternative exposure bands.
- Log any simultaneous bus-priority works, housing development or parking changes.
- Report the estimate with its uncertainty, sample counts, property mix and the assumptions needed for interpretation.
This example shows the sequence, not an expected percentage. The result would depend on the actual transactions and local events.
Practical data and quality checklist
- Scheme file: keep the adopted alignment, design drawings, consultation material and every dated decision.
- Geography: use a consistent coordinate system, preserve the route version used, and record whether distances are to the line or an access point.
- Transactions: apply identical filters to affected and comparison areas; document missing records and unusual sales.
- Property mix: check type, size and tenure composition in each period so a change in what sold is not mistaken for a price effect.
- Time: use matched before-and-after windows and mark consent, construction and opening dates on every chart.
- Confounders: maintain an events log and explain which concurrent changes cannot be separated.
- Uncertainty: publish confidence intervals or another appropriate uncertainty measure, not only a point estimate.
- Reproducibility: retain the analysis code or spreadsheet, distance rule, boundary files and inclusion decisions.
Common mistakes and how to fix them
Using one distance snapshot
Mistake: comparing current prices of homes near and far from the route. Fix: compare changes through time and use a defensible comparison area.
Starting the baseline after opening
Mistake: treating the opening date as the first possible market response. Fix: collect or verify data from before planning consent and model anticipation separately where possible.

Pooling unlike facilities
Mistake: combining protected tracks, painted lanes and suburban paths into one “cycle route” effect. Fix: classify design and analyse comparable facilities separately or explain why pooling is justified.
Ignoring network connections
Mistake: measuring distance to an isolated segment without noting whether it provides a useful journey. Fix: map links to the existing network and record access to destinations.
Presenting an association as causation
Mistake: adding a published percentage to a property’s value. Fix: state the study population, period, model and uncertainty, then explain why the estimate may not transfer.
Overlooking construction and access effects
Mistake: assuming any short-term fall during works is a permanent loss, or any post-opening rise is solely caused by the route. Fix: separate construction and operating periods and log other events.
When a property-specific valuation is worthwhile
Commission an independent valuation when you need a figure for a sale, refinance, dispute, compensation discussion or purchase decision. Give the valuer the dated scheme plans, route design, parking and access changes, and any transaction analysis you have completed. Ask for comparable sales and a written explanation of how the route was treated, rather than requesting an automatic percentage adjustment.
A statistical assessment is most useful for understanding neighbourhood-level change and uncertainty. A valuation is the appropriate tool for an individual property’s condition, outlook, access and marketability.
How to report your conclusion
A clear report should let a reader reproduce the reasoning. Include:
The Tool Desk

- the consent, construction and opening dates used;
- the DiD specification and sensitivity tests;
- concurrent changes that could not be separated; and
- the estimate, uncertainty and a plain-language statement of what it does not prove.
Use wording such as “prices changed differently in the studied area after the scheme, relative to the comparison area, under these assumptions.” Avoid “the route added” or “the route removed” a fixed amount unless a design with stronger causal identification supports that claim.
The Bottom Line
Assess a new cycle route with local before-and-after transaction data, a carefully matched comparison area and a difference-in-differences design anchored around planning consent. Treat published figures as context, classify the route’s design and connections, account for anticipation and concurrent changes, and keep any conclusion about an individual property appropriately qualified.
