A former office is a viable hotel candidate only when four tests pass together: hotel use is legally approvable, the existing structure can accommodate a safe and accessible guestroom plan, building systems can be adapted at a supportable cost, and the resulting hotel works financially in its local market. Start with planning and building authorities, then complete a measured test fit and technical surveys before relying on a room count or budget.
What makes an office building suitable for hotel conversion?
Suitability is not determined by a single floor-plate dimension, a building’s age, or a published conversion-cost premium. It is the result of a property-specific sequence of legal, physical, technical and financial checks. A building that appears inexpensive to acquire can become unworkable if transient lodging is prohibited, if exits cannot meet the new occupant load, if bathrooms cannot connect to usable drainage routes, or if the achievable room count is too low to support the investment.

Assess the property in this order:
- Confirm zoning, hotel licensing and the approval pathway with the authorities having jurisdiction.
- Determine how the proposed hotel occupancy changes fire, egress, structural, accessibility and other code obligations.
- Prepare a measured hotel test fit using the actual window line, columns, core, shafts, stairs and elevators.
- Survey the structure, façade and building systems to separate reusable components from replacements and upgrades.
- Underwrite the room count, operating case, conversion cost, schedule, contingency and financing under both base and downside scenarios.
Do not treat a generic “good” office layout as a guaranteed hotel solution. The applicable rules, market and existing conditions are specific to the address.

Identify the governing jurisdiction and records
Begin with the exact street address, parcel number and local jurisdiction. Collect the zoning map and text, parcel and title records, easements, the existing certificate of occupancy or equivalent, approved plans, permits, violation notices, historic-designation information and any environmental or structural reports. Confirm whether the building’s current use is lawful and whether prior alterations were permitted.

Ask the planning authority whether transient hotel use is:
- Permitted as of right;
- Subject to a conditional-use, special-use or discretionary planning application;
- Controlled by a hotel-specific policy, overlay or adaptive-reuse programme; or
- Prohibited in the district.
Los Angeles City Planning, for example, identifies a Class 3 Conditional Use Permit trigger for specified non-residential-to-hotel conversions in Adaptive Reuse Subareas. That is a Los Angeles rule, not a national threshold. Singapore’s Urban Redevelopment Authority publishes separate hotel development-control guidance and processes hotel proposals through development applications; it also states that its general guidance is not exhaustive. Kyoto City advises prospective lodging operators to check zoning, building and barrier-free requirements and notes that lodging may be barred in some districts. These examples show why a national assumption about “office conversion rights” is unsafe.
Confirm the change-of-use and occupancy process
Ask the building department which existing-building code and local amendments apply, whether a change of occupancy is formally triggered, and whether a new or amended occupancy certificate is required. Confirm which applications must be filed together and which agencies review them separately. Hotel licensing, public-health approvals, alcohol or food-service permissions, fire-authority acceptance and signage or parking approvals may be separate from the building permit.

- The permitted hotel classification and any limits on room count, height, density, parking or ancillary uses.
- Required planning submissions, hearings, neighbour notification and appeal periods.
- The adopted building, fire, accessibility, energy and plumbing codes and their effective editions.
- Whether existing nonconforming conditions can remain, must be corrected, or can be addressed through an approved alternative method.
- Required inspections, commissioning, licensing and pre-opening approvals.
Build the approval timetable into the feasibility model. A technically workable building can still fail if discretionary approval is uncertain or the opening date cannot be financed.
2. Map the code consequences of changing an office to a hotel
Use a local code and life-safety matrix
Retain a local architect or code consultant to compare the existing lawful occupancy with the proposed hotel occupancy. The matrix should identify each affected space, the existing condition, the applicable requirement, the proposed remedy, the responsible discipline and the approval evidence needed.
Chapter 10 of the 2021 International Existing Building Code addresses change-of-occupancy implications for fire protection, means of egress and structural live loads. It is a model code, so the locally adopted edition and amendments control. In England, beginning hotel use where a building was not previously a hotel is described as a material change of use under the Building Regulations 2010. The listed areas include fire escape, structure, ventilation, water, sanitation, drainage, energy and electrical safety. Neither example should be copied across jurisdictions without checking local law.
Review fire protection and means of egress
Compare the proposed hotel occupant load and risk classification with the existing office design. Review:
- Number, width, separation and discharge of exits;
- Travel distances, dead-end corridors and protected routes;
- Fire-resistance ratings of floors, walls, doors and structural elements;
- Automatic detection, alarm, sprinkler and standpipe coverage;
- Smoke control or compartmentation where required;
- Fire-stopping at shafts, risers and new penetrations;
- Fire-department access, staging and firefighting water supply; and
- Emergency lighting, signage and accessible means of egress.
Hotels create sleeping occupants who may be unfamiliar with the building, so an office’s existing life-safety arrangement cannot be presumed adequate. Determine early whether bedrooms need rated corridors, protected stairs, additional alarm devices, sprinkler extensions or a redesigned fire strategy.

Check structural implications
Verify the original design loads, structural system, slab thickness, beam and column layout, foundation capacity and any strengthening history. Hotel bathrooms, partitions, raised floors, plant, water tanks, rooftop equipment and façade changes can alter loads. New shafts, risers, stair openings and elevator work may remove or interrupt structural members. The code review should address live-load changes and the effect of any proposed penetrations or transfer structures, not merely the existing office floor loading.
Assess accessibility and public accommodation duties
Include accessibility in the first test fit rather than reserving leftover rooms for compliance. Under the U.S. Department of Justice 2010 ADA Standards for Accessible Design, alterations affecting usability at a covered place of public accommodation or commercial facility must make the altered portions accessible to the maximum extent feasible, subject to the standards and applicable provisions. Local law may add requirements.
Map an accessible route from arrival and entrance through the lobby, elevators, public rooms, restaurants, meeting areas, pool or fitness facilities, guestroom corridors and accessible bedrooms. Test bathroom clearances, turning spaces, door forces, controls, alarms, signage and service facilities. Confirm the required number, distribution and features of accessible rooms and bathrooms for the jurisdiction and hotel classification.
Use official local guidance as a prompt, not a substitute
New York City’s existing-building guidance illustrates how broad a review may become: fire-resistance elements, egress, accessibility, plumbing fixture counts and building-system upgrades can all be implicated. That FAQ is NYC-specific and notes a future effective date for its new existing-building code. Use comparable local guidance only to formulate questions for the authority having jurisdiction.
3. Test-fit the actual floor plate
Start with measured information
Use a verified measured survey or reliable as-built drawings. Overlay the structural grid, façade and window locations, columns, beams, floor-to-floor heights, existing core, stairs, elevators, toilets, mechanical rooms, electrical rooms, risers, shafts and areas that cannot be occupied. A conceptual plan based on a marketing brochure is not adequate for underwriting.
Lay out guestroom modules at the window line
Place plausible bedroom modules along the perimeter where windows, daylight and any ventilation requirements can be met. Test several room types rather than drawing one repeated rectangle. Include standard, accessible, connecting, corner, suite and staff-serviced rooms if the concept requires them. Record net saleable rooms, rooms lost to irregular bays, and areas that become unusable because of columns, low ceilings or façade constraints.
Commercial feasibility guidance identifies floor-plate geometry, guestroom fit, bathroom stacks and mechanical, electrical and plumbing infrastructure as key office-to-hotel constraints. It also publishes numerical heuristics, but those figures are provider commentary without a universal jurisdictional basis; do not use them as pass/fail rules.

- Housekeeping closets on each guestroom floor;
- Linen, waste and service routes separated from guest movement where practical;
- Back-of-house circulation and receiving;
- Staff rooms, offices, storage and security space;
- Laundry or a documented off-site laundry route;
- Lobby, reception, luggage storage and accessible public toilets;
- Food-and-beverage, meeting or amenity areas if included in the concept; and
- Plant rooms, electrical rooms and maintenance access.
Test whether service elevators can move linen, waste, deliveries and maintenance equipment without blocking guest lifts. An attractive room count that cannot be operated safely is not a viable plan.
Study wet walls, shafts and vertical transport
Bathrooms are usually the most consequential conversion constraint. Trace each proposed bathroom group to a realistic soil, waste and vent route. Check floor-to-floor dimensions, slab penetrations, pipe gradients, acoustic separation, fire stopping and access for maintenance. Identify where new risers would pass through occupied floors and whether the structure can be opened without major strengthening.
Confirm elevator quantity, car size, travel, machine-room arrangement, fire-service requirements and accessibility. A former office may have adequate passenger capacity at peak arrival times but insufficient service capacity, or a core positioned so that it leaves long, inefficient hotel corridors.

Measure the distance from the window line to the core and decide what the interior zone can become. It might accommodate corridors, bathrooms, storage, meeting rooms, plant or back-of-house space, but it may not produce code-compliant bedrooms. Investigate light wells, atria or reprogramming only when their structural, fire, smoke, acoustic and cost consequences are understood. Do not count interior rooms until daylight, ventilation and local lodging rules have been verified.
4. Survey the building’s condition and systems
Commission coordinated surveys rather than relying on a general condition report. The scope should be adjusted to the building’s age, construction type, location and proposed hotel standard.
Structure, envelope and site
- Foundations, frame, slabs, roof and signs of settlement or distress;
- Façade condition, windows, air and water infiltration, thermal performance and replacement obligations;
- Roof membranes, plant supports, drainage and snow, wind or seismic demands where applicable;
- Hazardous materials, mould, contamination and environmental constraints;
- Historic or conservation restrictions on façade and interior changes; and
- Capacity for new openings, rooftop equipment, tanks, generators and other concentrated loads.
Mechanical, electrical and plumbing systems
Determine both capacity and condition. Office systems may be centralised for daytime occupancy, while hotels require continuous domestic hot water, guestroom temperature control, outside air, acoustic comfort and reliable operation at night.
- Domestic water and drainage: calculate peak demand, hot-water generation and storage, pressure, pipe sizes, sanitary and vent capacity, stormwater, grease interceptors for food service and feasible bathroom connections.
- HVAC: verify plant capacity, zoning, outside-air rates, controls, filtration, humidity, redundancy, noise and the ability to meter or control rooms independently.
- Electrical: confirm incoming service, distribution, emergency power, fire pumps, life-safety loads, kitchen demand, electric water heating, EV or parking loads and spare capacity.
- Fire systems: survey alarms, sprinklers, standpipes, pumps, fire doors, rated shafts, smoke management and monitoring connections.
- Vertical transport: inspect lifts, controls, accessibility, fire-service operation, modernisation needs and service-car capacity.
- Technology and security: plan telecommunications, Wi-Fi, access control, cameras, building management and guestroom controls without compromising fire-rated construction.
Classify every system as reusable, reusable after upgrade, or replace. For each replacement, show routing, plant-room area, shutdown requirements, procurement lead time and effect on the room plan.

5. Build a defensible hotel programme
Define the operating concept
State the intended hotel type, service level, target guest, brand or independent model, food-and-beverage offer, meeting or leisure amenities, operating hours and staffing approach. A limited-service hotel needs a different back-of-house and kitchen plan from a full-service property. The concept determines room sizes, public areas, lifts, loading, plant and labour.

Document the room count and mix
Produce a schedule that distinguishes gross floor area, net guestroom area, circulation, back-of-house, public areas, plant and non-revenue support space. Show standard, accessible, connecting, suite and staff rooms separately. Reconcile the schedule to the test-fit drawings and identify every assumption that could reduce keys.
Do not use a generic office-to-hotel room-count ratio. The usable result depends on perimeter geometry, core position, structural grid, bathrooms, exits, accessibility, shafts, amenities and local code.
Compare alternative concepts consistently
| Decision area | Questions to answer |
|---|---|
| Entitlement | Is hotel use permitted, what discretionary approvals and licences are required, and how long and uncertain is the process? |
| Physical fit | How many compliant rooms and room types fit on each floor, with what corridor, daylight, accessibility and service efficiency? |
| Code and life safety | What structural, egress, fire-protection, accessibility and system upgrades are triggered? |
| Reuse potential | Which structure, façade, plant, risers, lifts and finishes can be retained, and what evidence supports that assumption? |
| Hotel market | What rates, occupancy, seasonality, demand sources, competitive supply and management or brand requirements are supportable? |
| Execution and economics | What is the total cost per key, contingency, financing need, construction duration, opening date and downside resilience? |
6. Underwrite cost, schedule and returns
Assemble the full conversion budget
Separate acquisition from conversion and show costs by trade and risk. Include surveys, design and professional fees, planning and permit charges, demolition, hazardous-material abatement, structural work, façade and roof repairs, fire and life-safety upgrades, plumbing and HVAC replacement, electrical service, lifts, windows, guestroom fit-out, public areas, back-of-house, kitchen and laundry, furniture and operating supplies, technology, testing, commissioning, insurance, taxes, financing fees, interest during construction, pre-opening payroll and working capital.
Carry a contingency that reflects the quality of surveys, unknown conditions, approval risk and procurement volatility. A contingency copied from a new-build project may be inadequate for an occupied or heavily altered office building.
Model the schedule around approvals and long-lead items
Show investigation, concept design, planning, building and fire approvals, detailed design, procurement, enabling works, demolition, structural alterations, systems installation, room fit-out, commissioning, inspections, licensing, staff training and opening. Identify long-lead equipment such as switchgear, generators, chillers, lifts and kitchen systems. Model a delayed-approval case and a delayed-opening case; interest, taxes, security and temporary protection continue while the building is not trading.
Use market-supported operating assumptions
Commission a hotel market and operating analysis for the specific location. Support average daily rate, occupancy, seasonality, customer segments, competitive supply, ramp-up, management or brand fees, labour, utilities, repairs, insurance, taxes, food and beverage performance and other operating expenses. Underwrite stabilized and opening-year cases separately.
Run sensitivities for:
- Fewer keys or a less favourable room mix;
- Lower achievable rates and occupancy;
- Higher construction costs or longer duration;
- Unanticipated structural, façade or hazardous-material work;
- Additional accessibility, fire or energy upgrades;
- Approval conditions that remove amenity or floor area; and
- Higher interest rates, reduced leverage or delayed refinancing.
No universal office-to-hotel cost premium, floor-plate range or conversion success rate should be inserted without property- and market-specific evidence. The investment conclusion must follow the verified test fit and local operating case, not a generic benchmark.

Counting rooms before checking exits and accessibility
A high-density sketch can collapse when protected corridors, stair widths, lift access, accessible rooms and fire separations are drawn. Freeze the room count only after the code consultant has reviewed a measured plan.
Reusing systems without capacity evidence
Inspect and calculate. Record test results, remaining service life, spare capacity, redundancy and code compliance. Price replacement where evidence is missing rather than assigning an optimistic reuse allowance.
Ignoring service operations
Guest lifts, housekeeping routes, deliveries, waste, linen, staff welfare and plant access must work every day. Add them to the test fit before comparing alternatives.
Relying on a single budget
Present a base estimate, quantified risk allowances and downside cases. Distinguish known scope from unknown conditions and state who supplied each cost assumption and the date it was prepared.
Treating a model code as local law
The 2021 International Existing Building Code and the 2010 ADA Standards are useful references, but the adopted local code, amendments and interpretations control. Confirm current requirements with the authority having jurisdiction and licensed local professionals.
8. A practical go/no-go checklist
Advance to detailed design only when the following evidence is available:
- Planning confirmation that the proposed hotel use and ancillary uses are legally possible;
- A documented list of conditional approvals, licences, hearings and permit dependencies;
- An existing-building code matrix covering occupancy, fire, egress, structure, accessibility, plumbing, energy and electrical issues;
- Measured plans and a reviewed test fit showing rooms, accessible rooms, corridors, stairs, lifts, shafts and back-of-house;
- Condition surveys for structure, envelope, hazardous materials and major systems;
- A schedule distinguishing retained, upgraded and replaced systems;
- A room schedule reconciled to drawings and operating requirements;
- Market-supported revenue and expense assumptions;
- A cost plan with contingency, financing, carrying costs and pre-opening expenses;
- A permitting and construction programme with long-lead items; and
- Downside cases showing the effect of fewer rooms, higher cost, delayed approval or slower trading.
If any item is unresolved, label the conclusion as preliminary and state exactly what evidence could change it. A former office should proceed only when legal, technical and financial feasibility remain aligned after those uncertainties are priced.
