The most defensible way to assess a construction contractor’s government exposure is to build a documented, federal-only picture from matched entity records: measure reported prime-award obligations for a defined period, report subcontract awards separately, then test concentration, trend, status and data coverage. Those award figures are evidence of procurement activity—not the contractor’s government-derived revenue.
This method applies to U.S. federal projects recorded in public award systems. State, local, tribal and foreign work, unreported subcontracting and revenue recognized in the company’s accounts require separate evidence.

Start by defining what “exposure” means
“Government exposure” can mean several different things. A contractor may hold a large federal contract ceiling but have received few obligations, perform recurring small orders for several agencies, or earn substantial public-project income through subcontracts that do not appear as prime awards under its own name. Decide which question you are answering before downloading records.

For this workflow, the geography is the United States federal government. State and municipal procurement portals, school-district records, public-private arrangements, grants and foreign-government projects are outside the scope. State the start and end dates, and say whether you are using calendar years, federal fiscal years or a rolling 12-month period.

Choose the measures
| Measure | What it tells you | Important qualification |
|---|---|---|
| Reported prime-award obligations | Federal funding recorded as obligated directly to the contractor during the chosen period | Use the exact amount field and explain whether records include modifications and orders |
| Number of prime awards | How many award records support the activity | One vehicle can generate many orders or modifications, so record structure affects the count |
| Active prime awards | Which direct awards remain active under the selected status filter | Active status does not reveal how much funding will ultimately be realized |
| Agency concentration | Dependence on one department or a small group of agencies | Compare agencies using the same period and amount definition |
| Project or service mix | Whether activity is concentrated in particular NAICS or PSC categories | Classification codes describe the recorded procurement, not every service the company performs |
| Place-of-performance mix | Geographic distribution of recorded federal work | Place of performance is not necessarily the contractor’s headquarters location |
| Reported subaward amounts | Indirect federal work reported by prime recipients to the contractor | Keep this separate from prime awards; reporting may not capture every subcontract |
If reliable financial statements are available, you may compare these award measures with reported company revenue in a separate analysis. Do not divide an award total by revenue and label the result “government revenue” unless the accounting basis, period and entity perimeter genuinely match.
Resolve the contractor’s legal identity before counting dollars
Identity matching is the first control. A common name can return unrelated businesses, while a corporate group can spread awards across subsidiaries, joint ventures or predecessor names. A total built from the wrong entity can look precise and still be useless.
Use authoritative identifiers
- Search the SAM.gov Contract Awards area using the contractor’s legal business name.
- Add the Unique Entity ID (UEI) when known. A CAGE or NCAGE code can provide another identifier.
- Review the returned legal name, address and entity details against company filings or other authoritative records.
- List subsidiaries, predecessor names, joint ventures and assumed names that should be included—or explicitly excluded—from the analysis.
- Save the identifiers and the date checked so another analyst can reproduce the match.
SAM.gov exposes entity-name and identifier filters, including UEI and CAGE/NCAGE fields. Treat a name-only search as a discovery step, not as proof that every returned row belongs to the target contractor.

There is no universally correct choice between a single legal entity and a consolidated group. A lender may care about the operating company that signs contracts; an investor may want the parent and controlled subsidiaries combined. State the perimeter in one sentence, then apply it consistently to prime and subaward records. Do not combine entities merely because their names look similar.
Build the direct federal-award picture
SAM.gov’s contracting pages support award searches, Data Bank downloads and contract-data APIs. The search interface provides dimensions that let you narrow the result to the entity and work you actually intend to measure.
Apply reproducible filters
- Set the contractor identity using the verified legal name and, where available, UEI or CAGE/NCAGE.
- Choose the date field and period. Record whether you selected action date, signed date or another available date.
- Filter by federal organization when an agency-specific view is needed.
- Use NAICS and PSC filters to isolate construction or a particular project/service category.
- Set place-of-performance filters when geography matters.
- Use award or contract identification fields to investigate a large vehicle, task order or project.
- Choose status filters deliberately, and save separate extracts for active and inactive records if both matter.
- Record competition, socio-economic and other filters when they are part of the question.
- Document the amount field that will be summed and how modifications and orders are handled.
Keep the query date, filter values and downloaded file or API parameters with the working papers. A second analyst should be able to run the same search and understand why the totals differ if the public data has since been updated.
Use the right amount concept
An award can show a potential ceiling, an obligation, a current value or a modification. These are not interchangeable. For a period-based activity measure, reported obligations are usually the clearest starting point, provided you name the field and its date basis. A ceiling describes the maximum potential value of a vehicle; it is not proof that the government funded that amount.

Review modifications and orders rather than counting only the base award. Modifications can increase, reduce or otherwise change the recorded value. If you sum rows without understanding whether they are cumulative or incremental, you can double-count. Explain the treatment in the methodology note accompanying every total.
Summarize by time and operating pattern
Group the selected records by federal fiscal year or the period you specified. Then examine the largest agencies, awards, project categories and places of performance. A single major construction project can make one year look unusually dependent; a broad set of recurring orders may indicate a different risk profile even when the dollar total is similar.
Separate one-time spikes from continuing activity. Look for awards that ended, were cancelled, moved to inactive status or were replaced by follow-on orders. The public record can show the pattern of recorded obligations, but it does not tell you whether the contractor recognized the money as revenue in the same accounting period.
Keep prime and subcontract exposure separate
A prime contractor contracts directly with the government and may manage subcontractors. A subcontractor performs work for a prime contractor rather than signing the federal award itself. SBA’s plain-language role descriptions and USAspending’s award definitions support this distinction.
Report prime awards in their own column
Prime-award exposure is the amount recorded directly to the matched contractor under the selected obligation field and period. Identify the agencies, award vehicles and project categories behind that amount. This is the part of the analysis most directly tied to the contractor’s federal contracting relationship.
Add reported subawards as an indirect measure
A subaward is an agreement a prime recipient makes with another entity for part of the work. Search for reported subaward records using the contractor’s verified identity, then present the result in a separate “reported subcontract exposure” column. State that it reflects reported information and may not include every subcontracting arrangement.
Do not add prime and subaward dollars into one headline number without explaining the different relationships and reporting bases. A subcontract amount can overlap economically with a prime award already counted for the prime contractor, and the two records do not represent the same type of exposure for the company being assessed.

Do not treat subcontracting plans as received work
SBA explains that some contracts awarded to other-than-small businesses above applicable thresholds require small-business subcontracting plans with goals for several small-business categories. A plan or goal shows an intended procurement channel; it does not prove that the named contractor received a subcontract. Count a subaward only when a reported record identifies the contractor and amount.
Measure concentration rather than relying on one total
Two contractors can have identical reported federal obligations and very different vulnerability. One may have hundreds of small orders across agencies; the other may depend on one project or one department. Concentration analysis makes that difference visible.
Agency concentration
Rank agencies by reported prime obligations for the same period. Identify the largest agency and the combined share represented by the largest few agencies. Label any percentage as your calculation from the stated records and amount field; it is not an official federal exposure score.
Project and award concentration
List the largest award identifiers or projects and examine how much of the period total they represent. Investigate whether a large figure is a funded task order, a cumulative modification history or an unspent ceiling. A contractor whose activity is dominated by one project faces a different renewal, completion and cancellation risk than one with a diversified order book.
Classification and geographic concentration
Group records by NAICS and PSC to see whether federal work is concentrated in a narrow construction specialty. Group place-of-performance records to identify dependence on one state, installation or region. These groupings describe recorded federal work; they do not establish the contractor’s complete commercial market mix.
Trend over time
Compare equivalent periods using the same filters and amount definition. Note new awards, declining obligations, inactive records and unusually large modifications. A rising total can reflect a new vehicle or a single large award rather than broad growth, while a falling total can reflect timing or reporting lag rather than lost work.
Check registration, exclusions and performance context
SAM.gov’s Entity Information area brings together registration, exclusions and responsibility or qualification information, and links to CPARS past-performance information. Record what you checked and the date of the check.

Some records are restricted to federal users. Therefore, the absence of a public entry is not proof that no record exists. These checks are risk and status context; they do not measure the share of company revenue tied to government.

SAM.gov states that the contract actions shown on its contract-data page have estimated values of $10,000 or more. Smaller actions may therefore fall outside that displayed scope. Treat the threshold as a data-coverage fact, not as a market statistic.
DoD visibility delay
SAM.gov states that public users cannot see unrevealed Department of Defense award data during the first 90 days from the signed date. A recently signed DoD action can therefore be absent from a public search even though the award exists.
Actions not required to be reported
Federal Procurement Data System reporting rules, reproduced in the FPDS help material, list categories of actions that are not required to be reported. Exclusions and timing rules mean that an apparently complete search can still miss reportable-in-context activity.
Subcontract reporting is not comprehensive
Reported subawards depend on the prime recipient’s reporting obligations and the quality of the submitted information. Use “reported subcontract exposure,” not “all subcontract exposure,” unless you have independent evidence covering the full subcontract population.

Scope beyond federal contracts
The cited systems focus on federal awards. Grants and other assistance, state and local projects, tribal procurements, public-private structures and foreign-government work may require different databases and definitions. Do not infer that a federal result describes the contractor’s entire public-sector business.

Compare two contractors on an equal basis
Comparisons are meaningful only when the research design is held constant. Run the same date range, entity perimeter, identifiers, classification filters, geography, record types, status rules and amount definition for every company.
| Comparison dimension | How to apply it |
|---|---|
| Reported prime obligations | Use the same obligation field and period for each matched legal entity |
| Reported subawards | Show separately and use the same subaward search rules |
| Trend | Compare equivalent fiscal or calendar periods |
| Agency and project concentration | Rank largest agencies and award identifiers using identical grouping rules |
| Project/service mix | Apply the same NAICS and PSC scope |
| Place of performance | Use matching geographic filters and definitions |
| Status | Compare active and inactive records under the same status settings |
| Data confidence | Document identifier quality, corporate complexity, reporting limits and query date |
Do not rank firms on a raw dollar total alone. A larger company, a consolidated corporate perimeter, a recent DoD award still within the 90-day public-visibility window or a different reporting mix can make the totals non-comparable. The federal sources provide fields for a consistent comparison, but they do not prescribe a proprietary exposure score.
Use a documented worksheet and reproducibility record
A short worksheet prevents most interpretation errors. For each contractor, record:
- Legal name, UEI and CAGE/NCAGE, plus included subsidiaries or predecessors.
- Corporate perimeter and the reason for including or excluding each related entity.
- Geography: U.S. federal awards only.
- Start and end dates, date field and fiscal/calendar convention.
- SAM.gov filters for agency, NAICS, PSC, place of performance, award identifier and status.
- Amount field, treatment of modifications and orders, and whether values are cumulative or incremental.
- Reported prime obligations by period, agency, award and classification.
- Reported subaward amounts in a separate section.
- Registration, exclusions, responsibility/qualification and CPARS checks, with dates.
- Known coverage limits, including the $10,000 displayed-action threshold, the 90-day DoD visibility restriction and reporting exclusions.
Present the result with labels such as “reported federal prime-award exposure, January 1–December 31, 2025” and “reported subcontract exposure for the same period.” Those labels tell readers exactly what the number is—and what it is not.
Interpret the result without overstating it
A strong conclusion connects the records to a bounded business judgment. For example, you may conclude that the contractor’s reported federal prime activity is concentrated in one agency and one award vehicle, or that activity is distributed across several agencies and recurring orders. You may identify a meaningful set of reported subawards, while noting that subcontract reporting is incomplete.
You cannot conclude from award records alone that the contractor received the same amount as revenue, that every ceiling will be funded, that a missing public record does not exist, or that federal work represents a particular percentage of total company sales. Those conclusions require accounting records, contract documents, management disclosures or other evidence beyond the public award search.
When the evidence is thin, say so precisely: identify the matched entity, period, fields and records reviewed, then describe the coverage limitation that affects confidence. A transparent “reported federal prime-award exposure” measure is more useful than a broader but unsupported claim about government dependence.
