How to Apply for a Minneapolis Home Improvement Permit (2026 Guide)

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For most Minneapolis home-improvement work, start by checking whether the project needs a permit, then email the City’s completed fillable building-permit application. An owner applicant attaches valid photo ID; do not attach construction plans to that first email. A development coordinator will open the permit and, when plans or other documents are required, send an invitation to upload them through ProjectDox. Wait for plan approval, pay when the City says the permit is ready to issue, download and post the permit and approved plans, and complete every required inspection before closing the project.

The City’s process is project-specific. A remodeling permit for a one- or two-family home may involve zoning, public-works, mechanical, plumbing, preservation, or other reviews in addition to the building permit. Confirm the requirements for your address and scope with Minneapolis Development Review before work starts.

Decide whether your project needs a permit

Minneapolis requires a building permit for almost all construction projects. The exceptions are narrow and conditional: the project must meet every applicable code condition, including limits on size, location, and how the work is performed. Treat the City’s examples as screening clues, not automatic exemptions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Work that may be exempt in limited circumstances

  • Certain small detached decks.
  • Fences no higher than seven feet.
  • Gutters.
  • Some detached sheds smaller than 200 square feet.
  • Interior painting and floor-covering replacement.
  • Limited plumbing repairs.

A similar-looking project can still require a permit if it exceeds a size threshold, affects a structural component, changes a building’s use, or falls under another code or review. Check the City’s permit overview and work-exempt requirements for the exact conditions. If the description does not clearly match an exemption, ask Minneapolis Development Review or Construction Code Services before beginning.

Emergency work

Emergency repairs may proceed before the application is filed, but the permit application must be submitted by the next working business day. Keep records of what failed, what was made safe, and what was repaired so the City can evaluate the work.

Other approvals may be required

A building permit is not necessarily the only approval. Ask the City about the address and complete scope if the project changes a building’s footprint, use, exterior appearance, plumbing, mechanical systems, site access, or public infrastructure. Depending on the work, you may need zoning, public-works, mechanical, plumbing, preservation, or a separate land-use review.

Confirm who is eligible to apply

Owner-occupants

An individual who owns and lives in a unit in a one- to four-unit dwelling may apply for work they will perform. The owner must show valid photo ID. Eligibility is tied to the dwelling and trade, so owner status does not automatically authorize every kind of construction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For attached or detached single-family homes, Minneapolis specifically allows an owner-occupant to perform their own plumbing or mechanical work. The City does not allow that owner route for gas-fired heating equipment. Verify the rule for your exact project before doing trade work yourself.

Contractors

A contractor applying for a Minneapolis building permit must show a City residential specialty contractor license or an applicable Minnesota license, such as a residential building contractor, residential remodeler, or residential roofer license. Anyone who builds or improves more than one property during any 24-month period must hold a valid Minnesota Residential Building Contractor or Residential Remodeler license.

License requirements can change and may depend on the trade and project. Check current City and state license status before naming a contractor on the application.

Choose the standard or express route

Most homeowners use the standard application process. Minneapolis also has an express permit tool, but it is restricted to a pre-approved, licensed Minneapolis contractor working on an existing one- or two-family home and on work the City has confirmed as eligible.

Process Who may use it Project conditions Examples
Standard building-permit process Eligible owner-occupant or properly licensed contractor Projects requiring the City’s normal intake, plan upload, department review, issuance, and inspection process Remodeling, additions, new construction, and other scopes determined by the City
Express permit tool Pre-approved, licensed Minneapolis contractor Existing one- or two-family home; the City must confirm the work qualifies Siding, same-size windows, drain tile, tuckpointing, stucco or plaster, reroofing, certain gas or plumbing fixtures, water heaters, HVAC work, and certain temporary dumpsters or storage containers

The express tool is not a general homeowner shortcut. If the contractor, property, or scope does not meet every listed condition, use the standard process or ask the City which route applies.

Prepare the application and supporting information

Complete the fillable building-permit application

Download Minneapolis’s current fillable building-permit application. Save a blank copy first, complete every applicable field, and save the finished file with the applicant’s first and last name. Email the completed application to the City. An owner applicant must attach valid photo ID.

Do not attach construction plans to this initial email. The City’s workflow sends plans and supporting documents through ProjectDox after a development coordinator starts the permit.

Know which drawings may be requested

Plans are scope-dependent. The City’s administrative preservation materials illustrate the kinds of measured drawings that can be required in relevant projects:

  • An aerial map or site plan for certain exterior or landscape features.
  • Elevation drawings for each affected side of a building when windows, doors, siding, dryer vents, or similar wall features are added or changed.
  • Floor plans for some interior alterations or exterior changes caused by interior work.

Those examples come from preservation review and are not a universal checklist. The City may ask for structural, architectural, mechanical, plumbing, zoning, or other documents based on the actual scope. If you cannot prepare accurate drawings, investigate a qualified residential designer or architect; the City does not endorse a particular provider.

Gather project facts before sending the email

Have the property address, applicant and contractor information, a concise scope of work, estimated project value, and any known trade or zoning details ready. A clear scope helps the coordinator identify the departments and documents needed. Do not guess at a fee or review requirement when the scope is still changing.

Follow the Minneapolis application process

  1. Check permit and exemption requirements. Review the City’s permit overview and work-exempt requirements. If the work is not clearly exempt, contact Minneapolis Development Review or Construction Code Services before mobilizing a crew.
  2. File a wrecking permit when applicable. If an existing structure must be removed, submit the City’s wrecking-permit application. You can skip this step when no structure is being demolished.
  3. Email the completed building-permit application. Use the current fillable form, save it with the applicant’s first and last name, and attach it to the City’s designated email. Include valid photo ID when the applicant is the owner.
  4. Wait for the ProjectDox invitation. A development coordinator starts the permit and sends instructions when the project needs plans or other documents. ProjectDox is Minneapolis’s electronic plan-submission and review system.
  5. Upload the requested plans and documents. Follow the invitation, add the files requested for the project, and click the ProjectDox submit button. The initial email is not the final plan submission.
  6. Resolve intake deficiencies. The coordinator checks whether the required items are present. If something is missing, ProjectDox sends a “Resubmit Task.” An incomplete intake is not forwarded to department reviewers, so answer the task and resubmit the complete package.
  7. Respond during department review. Construction Code Services may review building-code compliance; Zoning Administration may review zoning; Public Works may review curb cuts or infrastructure work; and other departments may participate when the scope requires it. Answer questions promptly and upload revised sheets through ProjectDox.
  8. Submit a land-use application if requested. Minneapolis identifies new construction and accessory dwelling units as examples that require a land-use application, along with other projects zoning staff may identify. Zoning staff will contact you when this separate application is needed.
  9. Pay when the permit is ready to issue. After the required departments approve the plans, the City notifies you that the permit is ready and payment is due. Pay through the City’s issuance process, then download and print the permit and approved plans.
  10. Post the documents and begin work. Display the permit and approved plans at the site where inspectors can access them. Do not start construction before the permit has been issued.
  11. Schedule and pass inspections. Coordinate every inspection the City requires for the scope. The number varies by project, and every project requires a final inspection.

Understand review times and permit fees

Plan-review estimates

For the City’s one- and two-family home process, Minneapolis estimates 15 business days for an initial plan review and five business days for each resubmission review.

Review event City estimate What the estimate means
Initial plan review 15 business days Estimated time for the first review after a complete package is accepted
Each plan resubmission review 5 business days Estimated time for a subsequent review after revised materials are submitted

These are review estimates, not a guaranteed application-to-issuance schedule. Intake corrections, zoning or land-use decisions, missing information, outside-agency approvals, project complexity, and applicant response time can add calendar time.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How fees are calculated

Building-permit fees are based on project valuation, including labor and materials. The City’s application PDF updated October 9, 2026 describes the calculation as the building-permit fee plus the plan-review fee plus the Minnesota state surcharge. The schedule includes a minimum fee and valuation bands, but the amount for your project depends on the current City schedule and declared valuation.

Payment is collected when the permit is ready to issue, not with the initial application email. Check the current Minneapolis permit-fees information for accepted payment methods and refund rules.

Why starting early is expensive

If work starts before the permit is obtained, the City warns that fees may be doubled. It may also require some or all of the work to be demolished so inspectors can verify code compliance. Waiting for issuance protects the project from those enforcement and rework risks.

Post the permit and manage inspections

Once payment is complete, print the issued permit and approved plans and keep them available at the job site. Build only from the approved documents. If the scope changes, ask the City whether revised plans or another permit is required before proceeding.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inspection requirements depend on the work. Arrange the required on-site visits as construction reaches each inspection stage, and leave enough access for the inspector to see covered work. The final inspection is required for every project; do not treat a passed rough or trade inspection as project completion.

Common mistakes that delay Minneapolis permits

  • Assuming a small project is automatically exempt. A deck, shed, fence, plumbing repair, or exterior change must meet the City’s exact exemption conditions.
  • Emailing plans with the first application. The City instructs applicants to submit the initial form first and upload plans through ProjectDox when invited.
  • Submitting an incomplete package. A ProjectDox “Resubmit Task” means intake is missing required items; department review does not begin until the package is complete.
  • Using the owner route for restricted work. Owner-occupant eligibility depends on dwelling type and trade, and it excludes gas-fired heating equipment in the stated single-family owner-work rule.
  • Using the express tool without confirmation. The express route is limited to pre-approved licensed contractors, existing one- or two-family homes, and confirmed eligible scopes.
  • Leaving out related approvals. A building permit may not cover zoning, land use, public works, preservation, plumbing, or mechanical requirements.
  • Starting while the application is under review. Submission or payment is not the same as issuance. Begin only after the City has issued the permit.
  • Forgetting the final inspection. Every project requires one, even when the number of earlier inspections differs.

Use this pre-start checklist

  • Confirm whether the work is permitted, conditionally exempt, or subject to emergency-filing rules.
  • Identify every likely review: building, zoning, land use, public works, plumbing, mechanical, preservation, or other applicable department.
  • Confirm that the applicant is an eligible owner-occupant or properly licensed contractor.
  • Complete and save the current fillable building-permit application.
  • Attach valid photo ID for an owner applicant.
  • Submit a wrecking-permit application if a structure will be removed.
  • Watch for the City’s ProjectDox invitation and upload the requested plans and documents.
  • Resolve every “Resubmit Task” before expecting department review.
  • Budget for valuation-based building, plan-review, and state-surcharge components.
  • Wait for approval, pay at issuance, and print the permit and approved plans.
  • Post the documents at the site and schedule all required inspections, including the final.

Where to verify project-specific requirements

Minneapolis Development Review handles construction-permit questions at 612-673-3000. The City lists its service location as the Public Service Building, 505 Fourth Ave. S., Room 220, Minneapolis, MN 55415; confirm current service hours before visiting. Ask about your exact address, dwelling type, project valuation, drawings, separate permits, fees, and expected review path. The process described here is framed around remodeling or building one- and two-family homes; other property types may follow a different procedure.

Minneapolis describes the purpose plainly: “A building permit gives you legal permission to start construction.” Treat that permission as the point at which work may begin—not the date you email the application or upload plans.
