How Small Businesses Can Reduce the Impact of Road Construction on Sales

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Road construction can reduce sales even when a business remains open. Customers may struggle to reach the premises, find parking, see the storefront, tolerate dust and noise, or follow a familiar routine. Deliveries, staff travel, utilities and inventory can also be disrupted. The most reliable response is a staged plan: understand the work, publish precise access information, adjust operations to observed conditions, and measure what changes.

Project details and local rules determine which measures are possible. The recommendations below are planning guidance drawn from public agencies in Australia and the United States, not legal, compensation or insurance advice for a particular jurisdiction.

What road construction can do to a small business

Construction affects more than cars passing the building. Depending on the project, customers may encounter a closed road or footpath, fewer parking spaces, altered public transport, temporary barriers, dust, noise or vibration. A storefront can become harder to see, and a route that was previously familiar may feel inconvenient or unsafe. Suppliers and employees can face the same access problems. Utility interruptions may affect refrigeration, point-of-sale systems, internet service or production.

These effects are not automatic or identical. A short overnight closure on a side street is different from a multistage project that removes parking for months. Identify the actual changes for your frontage, customer base and trading hours before choosing a response.

Build a project brief before work starts

Get the schedule and the right contact

  1. Find the project owner, contractor information line and official update channel.
  2. Record the planned start and finish dates, stages, closures, lane changes, footpath arrangements and expected utility work.
  3. Attend an information session or consultation if one is offered, and identify the person responsible for business-access questions.
  4. Ask specifically how customers, pedestrians, wheelchair users, cyclists, employees, deliveries and emergency services will reach the property during each stage.

Keep the contact details where managers can find them. Workers at the site may not have authority to change a barrier or approve a new delivery route, so report recurring access problems to the designated project contact rather than relying only on conversations at the work zone.

Ask questions that affect trading

  • Will the usual entrance remain open, and will its location change?
  • Which parking bays, loading zones, bus stops or pedestrian crossings will move?
  • Can suppliers use an alternate entrance or a defined delivery window?
  • Will noise, dust, vibration or night work overlap with your busiest periods?
  • Could water, power, gas, telecommunications or drainage be interrupted?
  • Are temporary signs, sandwich boards, cones or directional arrows permitted, and who must approve them?
  • Are there grants, liaison services or other support programs in this jurisdiction?

Confirm answers for the specific project. General statements about a corridor do not establish that your individual driveway, footpath or loading area will remain available.

Record a baseline so decisions are evidence-based

Before construction, save routine records that show how the business normally performs. Useful measures include daily sales, transaction or customer counts when available, average order value, busiest periods, delivery lead times, stock-outs, staffing levels and recurring questions about access. Note seasonal patterns, holidays and promotions that could otherwise be mistaken for construction effects.

Use the same definitions and time periods throughout the work. Add a note for each construction stage, closure, utility incident or unusual event. This creates a practical comparison for management and a contemporaneous record if you later need to discuss a disruption. It cannot, by itself, prove that construction caused a particular amount of lost revenue.

  • Which entrance is usable right now?
  • How should drivers approach the block?
  • Where can customers park, including accessible parking?
  • Is the pedestrian route step-free and safe?
  • Which public transport stop or alternative route is practical?
  • Can customers order online, request delivery or collect from another entrance?

Put the same current information on the website, business profile, social channels, email messages and voicemail greeting that customers actually use. A simple map or annotated photograph is often clearer than a long explanation. Update it whenever the project stage changes; an old map can be worse than no map.

Use a plain-language “open” update

For example: “We are open during the roadworks. Enter from Oak Street, use the rear car park via Pine Lane, and call us if you need step-free access. Our hours are 8 a.m. to 6 p.m. Delivery orders are available.” Replace every detail with the verified arrangement for your site.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make physical wayfinding lawful

Place clear directional signs on your own property or other approved locations where they are visible without obstructing pedestrians, traffic or workers. Coordinate placement with the project authority and check local sign, footpath and advertising rules before installing anything. A product such as a temporary open for business sign can make the entrance and open status obvious, but a generic sign must not be put inside a work zone without permission.

Do not assume a highway detour will direct drivers to individual businesses. Minnesota transportation guidance notes that detour signs may guide drivers to business areas but do not list each business. Your own approved signs and digital directions still need to bridge that final gap.

Choose responses that fit the disruption

No single intervention is proven to restore a standard percentage of sales. Use the following decision axes: how many customers the measure can reach, whether it improves physical access or only awareness, setup cost, staff time, permission requirements, fit with the project schedule and how easily you can observe a result.

During construction: run a short feedback loop

Check conditions and communicate changes

Review the project update channel at a frequency that matches the work, and increase checks when a stage changes. If an entrance, crossing, parking area or delivery route is blocked unexpectedly, document the time and location, tell the project contact promptly and update customers and suppliers. Keep a change log so staff do not give conflicting directions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the business visibly open

Use accurate hours, a current exterior photo, short posts and direct replies to access questions. If a barrier hides the storefront, place approved signs before the last practical turning point and at the property entrance. Tell suppliers the same route customers use, plus any loading instructions that are different.

Adjust deliveries, inventory and rosters

Test alternate delivery windows or entrances before the busiest period. Consolidating orders may reduce repeated vehicle trips, while smaller or more frequent deliveries may protect freshness when storage access is limited. Adjust stock levels to the new lead times, but avoid overbuying products whose demand is falling.

Compare staffing to observed demand and access conditions. A later opening, earlier closing or split shift may help one business and hurt another; make the change only after checking sales by hour, employee travel and customer expectations. Keep posted hours consistent with the hours you can actually staff.

Offer a different way to buy

Delivery, online ordering, telephone orders, curbside collection or a temporary pickup point can serve customers who will not navigate the work area. Define the service area, fees, preparation time, payment method and accessibility arrangements before advertising it. Check that the extra labor and transport cost do not remove the margin the service is meant to protect.

Coordinate with nearby businesses

Neighboring shops can share route maps, opening updates, events or loyalty ideas. A joint message is easier to notice than many conflicting notices. Construction-worker offers may suit some businesses, but any discount should have a defined end date and protect the normal margin. Treat promotions as experiments, not guarantees.

Troubleshoot the problem customers are actually experiencing

“The storefront or parking is blocked”

Publish the nearest usable entrance, legal parking alternatives and a step-free route. Ask the project contact whether a temporary loading or accessible space can be provided. Do not direct customers to private land or unsafe crossings without the owner’s permission and a lawful route.

“Customers say they cannot see us”

Use approved signs at decision points, refresh the online map and include a recognizable landmark in directions. Photograph the approach from a driver’s or pedestrian’s perspective so the instructions match what people see.

“Dust, noise or vibration is putting people off”

Move quiet services, consultations or phone calls to less affected periods where possible. Protect merchandise, increase cleaning, close doors when safe and explain any temporary indoor changes. If work creates a health, safety or accessibility concern, report it to the project authority and follow applicable workplace rules.

“Deliveries or staff cannot get through”

Give suppliers a written route and backup contact, confirm vehicle limits and book a window that avoids closures. Arrange an alternate entrance or nearby transfer point only with permission. Staff need the same instructions as customers, plus a safe arrival and departure plan.

“A utility interruption stops trading”

Ask the utility and project contacts for notice, expected duration and restart requirements. Review backup power, refrigeration, data, payment and communications procedures. Check business-interruption coverage with your insurer; coverage depends on the policy and circumstances and is not guaranteed.

Measure what changed without overclaiming

Review sales and customer activity on a regular cadence, segmented by day and hour where useful. Mark the construction stage, access incident, promotion, weather event and holiday beside the figures. Compare delivery and online orders separately from in-person trade so a channel shift is not mistaken for total loss.

Use customer questions and staff observations as operational data: count how often people ask where to enter, whether they abandon a visit, and which directions solved the problem. Decide in advance what would justify keeping an intervention, such as enough profitable delivery orders to cover its labor, or a sustained reduction in access complaints. The appropriate threshold is specific to your costs and capacity; public guidance does not provide a universal sales-loss or recovery figure.

After the roadworks finish

Tell customers the route has changed again

Announce completion, state the new entrance or parking arrangement, show any streetscape improvement and thank customers for adapting. Invite people who changed their routine to return, and remove obsolete detour instructions immediately.

Keep the adaptations that earned their place

Review the baseline and construction log with staff. Decide whether delivery, online ordering, revised hours, clearer signs or joint promotion produced enough benefit to continue. Record the costs, labor and customer response, then close temporary services that are confusing or unprofitable.

A practical owner checklist

  • Project stages, closures and an authorized contact are recorded.
  • Customer, pedestrian, accessible, staff and supplier routes are confirmed for each stage.
  • Baseline sales, activity and cash-flow records are saved.
  • Website, social profiles, phone messages and staff scripts contain the same current access information.
  • Any temporary sign or route marker has the required permission.
  • Delivery, inventory, staffing and utility contingencies are tested.
  • Sales, customer activity, costs and construction incidents are reviewed together.
  • Completion messaging and a post-project review are scheduled.

What a successful response looks like

Success is not assuming that one sign, discount or post will replace every lost visit. It is reducing avoidable uncertainty, keeping lawful access as clear as conditions allow, shifting service channels when necessary, and using your own records to decide what to change next. Because projects and customers differ, the plan should remain flexible from the first notice of work through the final reopening announcement.
