Shared ownership lets an eligible buyer purchase a leasehold share of a home—usually 25% to 75%, although some homes start at 10%—while paying rent on the landlord’s remaining share. Your budget must cover the mortgage, that rent and property-specific charges such as service, estate, management and reserve-fund fees. The deposit is normally calculated on the share you buy, not on the home’s full value.
What shared ownership means
Under England’s general shared ownership scheme, you buy a percentage of a property from a housing association, council or another registered landlord and rent the percentage it keeps. The arrangement is set out in a lease. Every shared ownership home—whether a flat or a house—is leasehold.

The initial share is commonly between 25% and 75%. Some developments allow a 10% starting share. You can fund your share with savings, a mortgage or a combination of both. The landlord remains responsible for the unsold share, while you occupy the entire home as your main residence and meet the obligations in the lease.
Shared ownership is an England scheme. Scotland, Wales and Northern Ireland have separate arrangements and eligibility rules. “Right to Shared Ownership” is also a separate England route for some existing social or affordable tenants; it is not the standard way to buy a newly marketed shared ownership home.

Who can apply for the general scheme?
For the general England scheme, household income must be no more than £80,000 a year outside London or £90,000 in London. You must also be unable to afford the full deposit and mortgage for a suitable home. Applicants normally need to meet at least one qualifying circumstance:
- You are a first-time buyer.
- You previously owned a home but can no longer afford to buy one now.
- You are forming a new household, for example after a relationship change.
- You are an existing shared owner moving to another suitable shared ownership home.
A particular property can add conditions, including a local-connection requirement. Meeting the national income test does not guarantee that you qualify for every listing. The landlord or selling agent will carry out an eligibility and affordability assessment, and the property’s key information document will identify any local or scheme-specific conditions.
How much deposit do you need?
The usual deposit is 5% to 10% of the share you are purchasing, rather than 5% to 10% of the home’s total market value. This distinction can substantially change the cash you need at the start. The percentage is general guidance, not a promise from a lender; a mortgage provider can require a different amount, and you must also fund transaction costs.

| Full property value | Initial share | Value of purchased share | Typical 5% deposit | Typical 10% deposit |
|---|---|---|---|---|
| £300,000 | 40% | £120,000 | £6,000 | £12,000 |
In this example, the 40% share costs £120,000, so 5% to 10% of that share is £6,000 to £12,000. It is not £15,000 to £30,000, which would be 5% to 10% of the entire £300,000 home. Ask the lender and conveyancer to confirm the deposit basis in your specific offer.
Your cash requirement can also include a reservation fee, legal work, valuation or mortgage fees and potentially stamp duty. A landlord may charge a reservation fee of up to £500. If the purchase completes, that fee is deducted from the completion money; it is usually not refunded if you do not complete, so read the landlord’s terms before paying.

- Mortgage repayment: the payment on the share you bought, based on the loan amount, interest rate and term.
- Rent: payment to the landlord on its unsold share.
- Service charge: common on flats and other homes with communal areas; it pays for services and maintenance identified in the lease.
- Estate or management charges: possible charges for shared estates, private roads or professional management.
- Repairs-reserve contribution: a fund that some leases require you to build for future major works.
- Buildings insurance, ground rent or other lease charges: these depend on the property and lease structure.
Charges are property-specific, so there is no reliable universal monthly total. Request a written breakdown from the landlord showing how each service charge is calculated and what it covers. For a Right to Shared Ownership purchase, the offer notice should list charges payable after completion.

How rent on the landlord’s share is calculated
For a new-build shared ownership home, the official rent limit is 3% a year of the landlord’s retained share. Most landlords charge 2.75%. The percentage applies only to the value the landlord still owns, not to the full property value. Your lease sets the review mechanism; rent is normally reviewed annually and can rise.
| Full home value | Buyer’s share | Landlord’s share | Annual rent at 2.75% | Monthly rent |
|---|---|---|---|---|
| £400,000 | 40% (£160,000) | 60% (£240,000) | £6,600 | £550 |
| £200,000 | 40% (£80,000) | 60% (£120,000) | £3,300 | £275 |
These are UK Government worked examples in current guidance, accessed in 2026. They illustrate rent only; they do not include a mortgage, service charge, insurance or other housing costs. For a resale home, the starting rent is set at the level the previous shared owner was paying, subject to the lease and the transaction terms.

How to buy a shared ownership home
- Check the route and eligibility. Confirm that you meet the England income ceiling, cannot afford a suitable home outright and satisfy any first-time-buyer, previous-owner or household-formation condition. Check whether the listing has a local-connection rule.
- Set an affordable ceiling. Include the mortgage on the proposed share, rent on the retained share, service and estate charges, insurance, reserve contributions and ordinary household costs. Obtain independent mortgage advice if you need help testing income and outgoings.
- Read the property information. Ask for the key information document, lease summary and the landlord’s service-charge budget. Confirm the initial share, rent percentage, review date, lease length, staircasing rules and every recurring charge.
- Reserve the home. A landlord may request up to £500. Establish in writing when it will be refunded or credited and what happens if the sale does not complete.
- Arrange the mortgage and conveyancing. A lender assesses the loan and its own deposit requirement. Use a solicitor or licensed conveyancer familiar with shared ownership to review the lease, rent provisions, repairing obligations and restrictions on subletting or resale.
- Complete and budget for ownership. At completion, pay the balance of your share price and transaction costs. Keep the landlord’s charge schedule and calendar the annual rent review and service-charge statements.
Staircasing: buying a larger share later
Buying additional equity is called staircasing. When your ownership percentage increases, the landlord’s retained percentage falls, so the rent charged on that remaining share falls too. The lease determines the increments available:
| Lease or scheme feature | What may be allowed |
|---|---|
| Many current leases | Additional purchases of 10% or more |
| Some older leases | Minimum increments of 25% |
| Some newer leases | Increments of 5% or more |
| Eligible homes bought on or after 1 April 2021 | One 1% purchase per year during the first 15 years |
The 1% facility applies only when the key information document and lease confirm eligibility. An unused 1% allowance cannot be carried into a later year.

For a staircasing purchase of 5% or more, the price is based on the home’s value when you staircase, not automatically on the original price. You will generally need a valuation from a RICS-registered surveyor. The landlord may charge an administration fee; official guidance gives an approximate range of £150 to £500. Completion normally must take place within three months of the valuation date, otherwise a new valuation may be required. Budget for valuation, administration and legal fees as well as the additional share price.

Can you staircase to 100%?

Right to Shared Ownership for existing tenants
Right to Shared Ownership allows some tenants in England to buy a share of the rented home they already occupy. The home generally needs grant funding from the Affordable Homes Programme 2021–2026, must be the tenant’s only or main home, and the tenant usually must have lived there for at least one year. The detailed eligibility page also sets income ceilings of £80,000 outside London and £90,000 in London, requires at least three years as a social or affordable tenant, and excludes applicants with overdue rent or credit payments. Other conditions and exceptions apply.
The tenant guide, updated 7 November 2025, confirms that this route applies in England and remains on shared ownership terms. Rent falls as the tenant staircases. Ask the landlord to confirm eligibility and provide the home’s offer notice, lease and charge schedule before deciding.

Common mistakes and how to avoid them
- Using the full property value to calculate the deposit. Apply the typical 5% to 10% range to the share being purchased, then confirm the lender’s actual requirement.
- Forgetting non-rent charges. Ask for every recurring charge, including estate, management and reserve-fund contributions.
- Treating 2.75% as a permanent rate. It is the common new-build rent level cited in official guidance; the lease controls reviews and increases.
- Assuming every buyer can reach 100%. Protected-area and Older Persons Shared Ownership leases can impose lower caps.
- Leaving staircasing costs out of the plan. Include a RICS valuation, possible £150–£500 administration fee and legal costs for a 5% or larger purchase.
- Paying a reservation fee without reading the refund terms. Up to £500 may be at risk if you do not complete.
- Confusing Right to Shared Ownership with the general scheme. Confirm which route applies before relying on its eligibility rules.
Documents to obtain before committing
- The property’s key information document, including initial share and rent.
- The full lease and any lease summary explaining rent reviews, repairs and staircasing.
- A service-charge and estate-charge budget with the calculation method.
- The offer notice listing costs payable after purchase.
- The reservation terms, including when the fee is credited or forfeited.
- Your lender’s mortgage illustration and deposit requirement.
These documents let you test the complete monthly bill and identify restrictions before exchange. A conveyancer can explain clauses that affect resale, subletting, repairs or future staircasing.
