How Road Construction Affects Local Businesses—and How Drivers Can Still Reach Them

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Road construction can hide a storefront, remove familiar parking, change a driveway, slow deliveries, and send through traffic on a different route. Those conditions can make a business look closed even when customers can still reach it. A closure of the main road is not proof that local access has ended.

The reliable approach is to check the transportation agency’s current notice, follow temporary business-access signs, and confirm the entrance and parking instructions published by the business. Routes, entrances, and restrictions can change with each work phase, so an old map or a navigation app’s fastest route may be wrong.

What road construction changes for a local business

A work zone changes the way customers perceive and physically approach a business. Lane closures and shifted traffic can reduce the number of passing motorists who notice a sign. Fences, equipment, dust, or a temporary barrier can obscure the storefront. A driveway may be closed, narrowed, moved, or reachable only from the opposite direction. Parking spaces can be removed for staging, sidewalks can be rerouted, and a familiar turning movement may be prohibited.

Deliveries face a separate set of problems. A truck may need a different turning radius, a time window, or an approach that is unsuitable for passenger cars. Noise, vibration, and construction traffic can make normal operations difficult even when the front door remains open. These effects vary with the business’s position along the project, the active construction phase, the project’s duration, and whether customers arrive by car, on foot, bicycle, transit, or delivery vehicle. The Federal Highway Administration’s business guide treats customer and delivery access, visible entrances, and understandable directions as core mitigation needs: Safe Access for Everyone Is Good for Business.

In practical terms, a customer may encounter one or more of these conditions:

  • The usual lane is closed, but a parallel lane or side street still reaches the property.
  • The main driveway is unavailable and a rear, side, or laneway entrance is temporarily in use.
  • Parking is reduced or moved, with a longer walk to the entrance.
  • A pedestrian route is open but not obvious from the road.
  • A detour adds time and makes a quick stop feel impractical.
  • A sign or barrier is missing, misplaced, or changed between work shifts.

None of those conditions alone establishes that the business has closed. They do establish that the normal approach should no longer be assumed.

Local access is different from through traffic

Transportation agencies often separate people who need to reach a property from motorists who are merely passing through. A project can divert through traffic to another road while preserving a route for customers, residents, employees, and deliveries. Minnesota Department of Transportation (MnDOT) describes its approach this way: “The road being worked on can still be used for business access during construction, but ‘through traffic’ (spelled as ‘thru traffic’ on signs in the field) will be detoured elsewhere.” See MnDOT’s Helping Businesses During Construction.

That statement explains a Minnesota practice; it is not a promise that every project in every jurisdiction will keep a road open. Some phases require a full closure, and access may be restricted to certain hours, vehicle types, or directions. Read the project’s current notice and the signs at the work zone rather than inferring access from the fact that a road appears on a map.

What “local access” can mean on the ground

  • A signed turn from the open end of the project to the business’s driveway.
  • A side-street approach when the frontage lane is closed.
  • A temporary driveway or alternate entrance approved by the project team.
  • Access for pedestrians or small vehicles while larger trucks are restricted.
  • Access that is available only before or after a particular daily work operation.

If a sign says “local access only,” it generally means the road is intended for destinations within the restricted area, not that every movement is permitted. Follow the exact lane-control signs and any direction from a flagger.

How drivers can reach a business during roadwork

  1. Check the current project information before leaving. Look up the responsible transportation agency’s closure notice, project page, or travel advisory. Confirm the dates, work phase, hours, and stated local-access arrangements. A notice written for last week may not describe today’s driveway.
  2. Read the business’s latest directions. Check its website, business listing, social channels, or a recent phone message for an approach map, alternate entrance, parking instructions, and any delivery or pedestrian notes. If the entrance is unclear, call during business hours and ask which street and side of the property are currently usable.
  3. Use temporary signs as the controlling directions. Follow detour arrows, local-access signs, lane-control devices, and flaggers. Do not make an illegal or sudden turn toward the familiar entrance because an app shows it nearby. MnDOT notes that navigation apps may select the fastest route rather than the official detour; its guidance is available at Helping Businesses During Construction.
  4. Compare the route with your vehicle. A path suitable for a car may have a weight, height, width, turning, or commercial-vehicle restriction. Delivery drivers should confirm the detour’s suitability and any time windows before entering it. Agencies may inspect alternate roads for different vehicle types, but that does not remove posted restrictions.
  5. Allow time for the actual approach. Add time for a slower work-zone speed, a queue, a temporary stop, or a longer walk from relocated parking. Keep extra space from construction equipment and expect the layout to change between visits.
  6. Confirm that the route reaches the entrance, not just the neighborhood. A road can lead to the general address while the driveway, loading bay, or accessible entrance remains blocked. Look for the final turn and the walking connection.
  7. Arrive safely and report a problem. Never cross a barrier, drive against traffic, or stop in a live lane to reach a business. If a signed access route is blocked or a sign is missing, tell the business and the project contact when you can do so safely.

Choosing between possible approaches

When more than one route appears possible, use the criteria below rather than choosing the shortest line on a map.

Route option What to verify Typical risk Best evidence
Official signed detour That it is active for the current date and reaches the business entrance It may add time or end at relocated parking Agency notice and signs in the field
Business-published approach That the map is current and identifies the usable side of the property An old screenshot may show a previous phase Dated website update, call, or social post
Navigation-app suggestion Whether it follows the official detour and permits your vehicle The app may optimize speed and ignore temporary access rules Agency signs take priority over the app
Side street or alternate entrance Parking, turning space, pedestrian connection, and any permit or time restriction It may serve cars but not trucks, wheelchairs, or deliveries Business instructions and on-site signage
Walking, cycling, or transit approach Continuous, accessible paths and the open entrance A sidewalk or crossing may move during a phase Project pedestrian plan and current signs

The “best” route is therefore project-specific. An official route may be slower but legally usable; an app route may be shorter but lead to a closed driveway; and an alternate entrance may work for a shopper but not a delivery truck.

What a business can do before and during construction

Get a phase-by-phase access plan

Contact the agency or project manager early. Ask for the construction schedule, work phases, anticipated driveway and parking changes, delivery access, accessible routes, sign rules, and a named contact. The Minnesota guidance on mitigation of construction impacts on local businesses emphasizes identifying and addressing access, parking, and visibility problems. Keep the answers in a dated log because the usable route can change when crews move to a new phase.

Publish one simple, current route

Give customers the information they need in one glance: the project name or location, the date of the update, the street to use, the final turn, the current entrance, parking location, and a pedestrian alternative. MnDOT recommends simple route maps on doors, social media, and mailings, along with delivery-route and timing plans. Remove superseded maps rather than leaving several versions online.

Make the entrance visible and lawful

Ask the agency or project engineer whether temporary roadway signs, directional boards, or an alternate entrance are feasible. Coordinate placement with the project team and local government; businesses should not install signs in a traffic-control area without approval. The FHWA guide lists clear signs to entrances, temporary or secondary access where feasible, alternate parking, staged construction, and work outside peak periods as measures to request, not guaranteed services: Safe Access for Everyone Is Good for Business.

Brief everyone who directs customers or goods

Send the same route details to employees, suppliers, couriers, and neighboring businesses. Put the instructions in delivery orders and appointment confirmations. For large vehicles, include turning limits, height or weight restrictions, and permitted delivery times. If a driver arrives at the wrong end of the closure, staff should be able to give a safe correction without asking the driver to reverse into a live lane.

Offer practical alternatives

Where they fit the business, consider curbside pickup, delivery, appointments grouped outside the busiest work period, extended hours, or a rear and laneway entrance. Toronto’s Construction Mitigation Strategies Retailer Guide recommends explaining timing and access, updating online listings, using social media and newsletters, coordinating with nearby businesses, and exploring alternate entrances. These are local recommendations, so confirm any permit, loading, accessibility, or traffic-control requirements.

Report failures quickly and keep records

Tell the named project contact when a driveway is blocked, a promised sign is missing, or a pedestrian route is unsafe. Include the location, time, direction of travel, and a photograph only when it is safe and lawful to take one. Keep copies of notices and correspondence. A clear record helps the project team correct a condition while it is active; it does not by itself create a right to payment.

Mitigation helps, but it cannot erase every business effect

Agencies and businesses can reduce confusion and make access safer, but no measure guarantees normal sales, visibility, parking, or delivery performance throughout a project. CDOT’s general construction guidance advises businesses to stay informed, communicate with customers, suppliers, and employees, coordinate signs with local government or a project engineer, and consider promotions, extended hours, or delivery options. It also says projected lost revenue is not compensated by CDOT under that guidance. Read the jurisdiction-specific information at Colorado Department of Transportation: Construction Information & Resources; do not apply that statement to another agency without checking its rules.

Mitigation Problem addressed Questions to settle first
Entrance and detour signs Customers miss the property or assume it is closed Who approves the sign, where may it stand, and when will it be removed?
Temporary or secondary access Main driveway is closed or hard to reach Can cars, accessible users, emergency vehicles, and delivery trucks all use it?
Alternate parking Spaces are lost to staging or lane work Is the lot available, signed, lit, and connected by a safe path?
Staged or off-peak work Long continuous disruption Does the schedule fit the project’s safety and seasonal constraints?
Regular progress updates Outdated directions and surprise closures Who sends updates, through which channel, and how often?

What the available business-impact figures do—and do not—show

A MnDOT report published in February 2009 found that nearly 60% of surveyed businesses said they had enough project information to develop and implement a construction-period business plan, while fewer than 30% said the project included adequate signs directing customers to area businesses. Those figures come from a historical Minnesota report, not a current national survey or a prediction for an individual project. The report is available as a PDF from MnDOT.

The same report describes responses such as advertising, distributing route maps and updates, and arranging signs themselves. No broadly representative recent national statistic establishes a typical sales loss for every business affected by road construction. Sales effects depend on the project, location, customer mix, duration, and access arrangements.

When a project may qualify for a formal impact process

MnDOT describes “substantial business impact” for its Minnesota mitigation process as impairment of road access, parking, or visibility lasting one month or longer, while directing consideration of shorter impacts as well. That threshold is Minnesota-specific and does not create a general entitlement or apply automatically elsewhere. Businesses should ask the responsible agency what criteria, notification process, and documentation apply in their jurisdiction. The agency’s subject guidance is at Mitigation of Construction Impacts on Local Businesses.

Common access problems and the safest response

The app says the road is closed, but the business says it is open

Check the agency’s notice and the signs at the work zone. Ask the business for the current entrance and use the signed local-access route if one is provided. Do not infer that an app’s closure label covers every destination inside the project.

The business is visible, but the driveway is blocked

Continue to the next legal approach shown by temporary signs or the business’s dated map. If no route is marked, call the business or project contact rather than crossing barriers or stopping in traffic.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You can reach the address, but there is nowhere safe to park

Ask about relocated or shared parking and the walking route. A route that reaches the property is not complete if it leaves customers in a travel lane or an inaccessible path.

A delivery truck cannot use the customer route

Confirm vehicle restrictions, turning space, clearance, and delivery hours with the business and project team. Arrange a different entrance, smaller vehicle, or time window only when the agency permits it.

The route changed again

Replace old maps and messages immediately, date the new instructions, and notify staff, suppliers, and customers through the channels they actually use. Construction phases can change quickly; treating each update as temporary prevents a previous direction from becoming a new hazard.
