How Often Should You Inspect a Safety Harness and Lanyard? OSHA Rules and a Practical Checklist

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inspect a safety harness and lanyard before every use. For U.S. construction fall-arrest systems, OSHA requires a pre-use inspection for wear, damage and deterioration; an annual inspection cannot replace that check. You must also follow the exact product instructions for periodic inspection by a competent person, which commonly means annually or at least every 12 months for the manufacturer examples discussed here.

Any component exposed to impact loading, chemicals, burns, cuts or other significant damage must be removed from service immediately. Whether it can ever return to service depends on the applicable OSHA rule, a competent-person determination and the manufacturer’s instructions.

The two inspection intervals you must keep separate

“Inspect it annually” is incomplete advice. Fall-protection programs use two inspection layers: a user’s check before each use and a more detailed periodic examination by a competent person. The first protects against damage that occurred since the last use; the second provides a documented, systematic review of the equipment and its history.

Inspection layer When Who What governs it Extra trigger
Before-use inspection Before every use of a construction personal fall-arrest system An employee trained by a competent person to perform the inspection OSHA construction standard, 29 CFR 1926.502(d)(21), plus the product instructions Repeat or expand the check whenever conditions change
Periodic detailed inspection At the interval stated by the equipment manufacturer, employer program and applicable jurisdiction; the examples below call for annual or at-least-12-month reviews A competent person or other person specified by the manufacturer Product instructions, workplace program and applicable law Shorten the interval for harsh use, contamination or an exceptional event
Post-event decision Immediately after impact loading or suspected damage Employer’s competent person, following the standard and manufacturer instructions OSHA removal-from-service rule and the equipment instructions Do not use for employee protection until disposition is decided

OSHA’s December 18, 2003 construction interpretation is explicit: “Therefore, annual inspections instead of inspections prior to each use would violate §1926.502(d)(21).” That statement applies to the construction requirement; it is not a universal annual schedule for every industry or every harness model.

What to do before every use

Perform the check in a well-lit area before connecting the system to an anchor. Inspect the complete assembly, not just the belt portion of the harness. Use the manufacturer’s inspection illustrations and rejection criteria for the exact model.

  1. Confirm identity and configuration. Read the labels and markings, verify that the harness, lanyard, connectors and any energy absorber are approved for the intended system, and check that labels are present and legible. Missing identification can prevent you from confirming compatibility, service history or instructions; quarantine the item until it is identified.
  2. Run your hands and eyes over every webbing surface. Look for cuts, tears, frayed or pulled fibers, abrasion, holes, mold, burns, melted areas, chemical attack, paint or other contamination, unusual stiffness and stretching. Turn the webbing so you can see both faces and the edges. Damage near a buckle, attachment point or stitching deserves particular attention.
  3. Examine stitching and load-bearing areas. Check for broken, loose, missing or pulled stitches, distorted patterns, thread damage and separation around dorsal, sternal, front, side or rescue attachment points. Do not cover damaged stitching or attempt to sew it back together in the field.
  4. Operate every buckle and adjuster. Buckle tongues must seat correctly, locking mechanisms must close fully, and adjusters must hold the webbing without slipping. Look for bent, cracked, corroded or sharp-edged metal; loose rivets; damaged grommets; and mountings that move in a way the design does not permit.
  5. Inspect connectors and hooks. Check gates, springs, locks and noses for distortion, cracks, corrosion, contamination or failure to close and lock. A connector that does not function smoothly or that can be opened without its intended action is defective.
  6. Inspect the lanyard along its entire length. Rotate it while checking the full circumference, including both legs of a twin-leg lanyard, energy absorber, rope or cable sections and protective sleeves. Pay special attention to spliced ends, terminations, sewn eyes and areas that contact edges. Look for cuts, glazing, pulled fibers, knots, kinks, bird-caging, broken wires, heat damage, chemical damage and unauthorized alterations.
  7. Check the energy absorber and indicators. Follow the product’s instructions for deployment indicators, stitching or cover condition. If an indicator shows deployment, if the pack is torn or extended, or if you cannot establish its condition, remove the complete lanyard from service.
  8. Function-test and clean only as instructed. Open and close gates, engage locks and adjust the harness according to the manual. Do not use solvents, bleach, paint, lubricants or improvised cleaners unless the manufacturer permits them. Dry wet equipment as instructed before storage.
  9. Decide before you climb. If any defect, missing label, failed function or uncertain condition is found, tag the item “do not use,” isolate it from serviceable equipment and notify the responsible supervisor or safety manager.

OSHA’s examples of rejectable conditions include cuts, tears, abrasion, mold, undue stretching, alterations, fire or corrosive damage, distorted hooks, faulty hook springs, improperly fitted buckle tongues, loose or damaged mountings, nonfunctioning parts, wear and internal deterioration. Treat that list as a prompt to inspect; the exact product manual controls the model-specific acceptance criteria.

How the periodic competent-person inspection works

A periodic examination is more than a quick glance at the harness. The inspector should use the manufacturer’s checklist, review the equipment’s identification and history, inspect every subsystem and record the result. The person must be qualified under the employer’s fall-protection program and the product instructions to recognize defects and make a service decision.

Manufacturer schedules are examples, not one OSHA-wide interval

The Protecta/3M Compliance in a Can Instruction Manual, section 8.10, states: “Harnesses must be inspected on an annual basis by a competent person.” The same manual calls for inspection before and after use where hazards such as cuts, burns, caustic chemical exposure or abrasives are prevalent.

Petzl’s harness instructions recommend a detailed inspection by a competent person at least once every 12 months. They state that the interval depends on regulations and conditions of use. These two documents demonstrate common manufacturer practice; they do not establish that OSHA mandates an annual inspection for every harness and lanyard.

Shorten the interval when use is severe

Dust, cement, welding heat, sharp edges, marine exposure, solvents, acids, frequent tie-off changes, outdoor weather and heavy daily use can hide or accelerate damage. Your employer’s risk assessment or the manufacturer may require a check at the start and end of each shift, after cleaning, after contamination or before the next assignment. A 12-month date is a maximum only when the instructions and workplace conditions allow it, not permission to ignore visible deterioration.

What happens after a fall or other impact

Impact loading is an immediate removal event. In construction, OSHA requires equipment that has been subjected to impact loading to be removed from service immediately. It may not be returned to employee protection until a competent person determines that it is undamaged and suitable for reuse. The manufacturer may impose a stricter rule, including mandatory retirement after deployment, so follow the manual before relying on the OSHA minimum.

Remove the harness, lanyard, connectors and any connected component that could have shared the load. Mark and isolate them so another worker cannot select them accidentally. Record who was wearing the system, what happened, the equipment identification and the decision made. Never test a suspect lanyard by dropping a load, and never cut away an energy absorber or repair a damaged part to make it appear serviceable.

How to record inspections and control equipment

Use a paper or electronic log that stays with the equipment or is readily retrievable by its unique identity. Petzl’s guidance advises recording the product identity, serial or individual number, inspection dates, problems found, comments and inspector identity. Keep failed equipment in a physically separate quarantine area. A tag that says “failed” or “do not use” should remain attached until the manufacturer or authorized program decision is complete. If the item cannot be positively identified, inspected against its instructions or traced through its records, treat that uncertainty as a reason to keep it out of service.

Construction and general industry are not interchangeable

The legal interval depends on the work. The construction rule cited here is 29 CFR 1926.502(d)(21), which requires inspection before each use. OSHA’s general-industry materials are different: the nonmandatory appendix to 1910 Subpart I recommends inspection before initial use in each workshift and removal of components with listed damage. General-industry employers must consult the applicable requirements, state-plan rules and their written program rather than silently substituting one sector’s language for another’s.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

State-plan jurisdictions can adopt requirements that differ from federal OSHA, and some activities fall under other standards. Confirm the rule for your location, industry and task with the employer’s safety professional or the relevant authority. Regardless of jurisdiction, the equipment manufacturer’s instructions remain essential for inspection points, cleaning, storage, service life and retirement.

Common inspection mistakes and the safer alternative

  • Relying on a calendar-only annual check: Keep the documented periodic examination, but still inspect before every construction use.
  • Checking only the harness: Inspect the lanyard, energy absorber, connectors, anchor-connection hardware and labels as one system.
  • Looking only at the front: Rotate webbing and lanyards; inspect backs, edges, splices, terminations and concealed areas.
  • Using a “minor” repair: Do not sew, tape, heat-seal, drill, weld or replace parts unless the manufacturer’s written process authorizes it.
  • Leaving questionable gear in the truck: Tag and quarantine it immediately so it cannot be grabbed for the next task.
  • Assuming a clean appearance proves safety: Chemical, heat and impact damage can reduce strength without obvious dirt or a large tear.
  • Ignoring missing labels or records: Remove unidentified equipment until its model, instructions and history are established.

A workable inspection schedule for a construction crew

  1. At the start of each task, the trained user completes and documents the pre-use check required by the employer’s procedure.
  2. The supervisor verifies that defective or unidentified equipment is tagged and quarantined, not returned to the gang box.
  3. A competent person performs the manufacturer-specified periodic inspection, at least annually or every 12 months where those instructions apply, and sooner when conditions warrant.
  4. After a fall, dropped load, severe contamination, burn, cut or other exceptional event, the affected equipment is removed immediately and evaluated under the impact and manufacturer rules.
  5. The responsible manager reviews inspection records, due dates and recurring defects, then replaces equipment that cannot be verified as suitable.

This approach gives workers a practical decision at the point of use while preserving the more thorough review and traceability expected by manufacturers and safety programs. Buying a replacement harness does not remove the obligation to inspect the equipment that remains in service.

Frequently Asked Questions

Is an annual harness inspection enough for construction work?

No. Under the U.S. construction requirement cited here, the system must be inspected before each use. An annual competent-person inspection is an additional periodic review when required or recommended by the product instructions.

Who is allowed to perform the before-use inspection?

The construction rule describes an employee trained by a competent person to perform the inspection. Your employer’s written program and the product manual should identify the required training and qualifications.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can a harness be reused after it arrests a fall?

Remove it immediately. Return to service is allowed only after the applicable competent-person determination and manufacturer instructions are satisfied; some manufacturers require retirement after deployment.

What should I do if the serial number or label is missing?

Quarantine the equipment. Without reliable identification, you cannot verify the correct inspection criteria, compatibility or history, so it should not be used for fall protection.
