Construction Budgeting

How Much Contingency Should a Construction Budget Include?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a reasonably defined new-build scope, start with 5% to 10% of construction cost for construction-phase contingency. Projects with substantial scope uncertainty or change risk may need an allowance approaching 15%. Renovations and refurbishments usually require more because concealed conditions are harder to price before work starts.

That percentage is only one reserve. Keep design contingency separate while drawings and specifications are incomplete, and keep owner-requested scope changes outside both allowances. The right amount depends on what is known, what remains uncertain, and how much confidence the owner needs in the final budget.

What construction contingency pays for

Contingency is money held for uncertain events that could cause the defined project to cost more than the current estimate. Pennsylvania Department of General Services (DGS) defines it as an allowance for unintended departures from planned scope. It is not a fund for an owner to add a larger kitchen, upgrade finishes or otherwise change the brief after approval.

Appropriate uses can include incomplete design information, inaccurate quantities, unforeseen ground or existing-building conditions, coordination problems between trades, interface failures between contracts, weather exposure, schedule-related costs and legitimate construction change orders. The reserve protects the approved scope against uncertainty; it does not expand that scope.

Show escalation, taxes, permits, general conditions, contractor overhead and profit as separate estimate components where they apply. Folding those items into an unexplained contingency percentage makes the budget difficult to audit and can leave the project underfunded.

The practical percentage range

Federal Highway Administration guidance says construction contingency is normally about 5% to 10% and that projects facing substantial scope creep or change risk can approach 15% (FHWA, 2007). Victoria’s cost-planning guidance describes approximately 5% as a normal minimum for new work and notes that refurbishment generally needs more. Those are starting points, not automatic rules.

Situation Useful starting point How to interpret it
Defined new construction scope 5%–10% of construction cost Common construction-phase range cited by FHWA.
New work with substantial scope or change risk Up to about 15% Use only when the risk profile supports it; document the drivers.
New work under Victoria guidance Approximately 5% minimum A normal minimum for new work, with the allowance changing as scope becomes more specific.
Refurbishment or renovation More than the new-work minimum Concealed conditions and uncertain existing information increase exposure; set the amount from a risk assessment.

A percentage applied to the wrong cost base is just as misleading as the wrong percentage. State whether the allowance is calculated on trade construction cost, the full contract sum or another defined base, and state the estimate date and project location.

Design contingency and construction contingency are different

Design contingency covers uncertainty while the design is being developed. Construction contingency covers risks that remain after the scope is sufficiently defined for procurement and site work. Combining them without labels can either double-count risk or leave a later phase with no reserve.

Design-stage benchmarks

The National Park Service (2011) cites design-contingency ranges of about 15% to 20% at schematic design and 10% to 15% at design development. Pennsylvania DGS’s 2025 standard gives a more graduated schedule:

Design stage Pennsylvania DGS 2025 design contingency National Park Service benchmark
Programming or concept 15%–20% Not stated for this stage.
Schematic design 10%–15% 15%–20%
Design development 5%–10% 10%–15%
Interim or construction documents 0% Not stated for this stage.

These figures describe design uncertainty at particular milestones; they are not percentages to stack on top of one another. Once details are resolved, move the allowance into priced line items or release the amount that no longer represents a live risk. Then establish a construction-phase reserve for the risks that still exist at tender or contract award.

How to set a defensible allowance

  1. Freeze the estimate basis. Record the scope statement, drawings, specifications, site and location, price date, procurement or contract strategy, planned construction period and the cost categories included. A 5% allowance on a concept estimate is not comparable with 5% on issued-for-construction documents.
  2. Separate the reserve types. Identify design contingency, construction contingency and any project-specific risk allowances as separate lines. If an owner wants a discretionary change budget, label it as an owner reserve rather than calling it contingency.
  3. Create a risk register. List each material uncertainty, its probability, potential cost impact, trigger, owner and mitigation. Examples include incomplete utility information, contaminated soil, long-lead equipment, a difficult tie-in to an occupied building, or several contracts sharing a constrained work area.
  4. Quantify expected exposure. For a simple risk, multiply probability by cost impact. A 30% chance of a $100,000 ground condition cost has a $30,000 expected exposure. Sum the material exposures, then decide whether a separate management reserve is needed for residual uncertainty. Record assumptions instead of hiding them in a rounded percentage.
  5. Adjust for project conditions. Increase the reserve when the risk register shows refurbishment, unresolved site conditions, a long schedule, winter or rainy-season work, volatile materials, unusual technology, several contract interfaces or a high likelihood of design changes. Reduce it only when information is genuinely complete and risks have retired.
  6. Reassess at every cost plan. FHWA advises defining and quantifying construction contingencies throughout project development as specific risk elements. Review the register at design reviews, tender, award and major changes; do not leave the original percentage untouched while the project changes around it.
  7. Use probabilistic analysis for major projects. A Monte Carlo model can combine the probability and range of multiple risks and produce an S-curve showing the chance of completing within each budget. GAO (2009) says the reserve should reflect the confidence level management chooses for funding. At least 50% confidence is expected in its guidance, while owners seeking greater assurance commonly select 70% to 80%. State the chosen confidence level and the risks included.

What makes a contingency higher or lower

Existing conditions

New construction on a well-investigated site generally has fewer unknowns than work inside an old building. Refurbishment can expose undocumented structure, asbestos, obsolete services, water damage, unsuitable substrates or code issues only after demolition. A higher reserve is justified when surveys, opening-up investigations or records are incomplete.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Scope and design maturity

Every unresolved decision creates a path to cost growth. A concept design with unconfirmed room areas, performance requirements or equipment selections needs more design contingency than coordinated construction documents. If the estimate excludes items that the brief clearly requires, adding contingency will not cure the omission; the scope must be corrected.

Contract and interface risk

One integrated contract may have fewer owner-managed interfaces than several trade packages, but the answer depends on how responsibilities are written. Multiple contractors, phased handovers, occupied premises and owner-supplied equipment create more opportunities for delay, rework and disputed responsibility. Price those exposures in the risk register.

Schedule and market exposure

A long programme gives weather, escalation and availability more time to affect cost. A short, well-sequenced programme can still be risky if it requires overtime, acceleration or work during a severe-weather season. Escalation should remain a separate estimate component where applicable; contingency should address uncertainty around the risk, not conceal a missing escalation forecast.

How much should you hold for change orders?

There is no universal “change-order percentage.” Change orders arise from different causes, and the reserve should follow those causes. Incomplete drawings, quantity growth and unforeseen conditions belong in the relevant design or construction risk allowance. An owner-directed upgrade is a scope change and should be funded through an owner decision, not charged to contingency.

At tender, review which risks the contractor has priced, which remain with the owner and which are shared. A low bid does not automatically mean the project needs less contingency; it may indicate exclusions, optimistic quantities or unpriced interfaces. Conversely, a well-developed scope with clear responsibility and completed investigations may support the lower end of the range.

Worked examples

Defined new build

Assume the construction cost is $2,000,000 and the design is sufficiently developed for a conventional procurement. A 5% construction contingency is $100,000; 10% is $200,000. The owner should select within that range after reviewing site, schedule, interfaces and the risk register, rather than automatically adding both ends of the range.

High-change-risk project

On the same $2,000,000 construction cost, a 15% allowance would be $300,000. That level is consistent with FHWA’s statement that projects with substantial scope creep or change risk can approach 15%, but it should be supported by identified risks such as unresolved ground conditions, several contract interfaces or an unusually volatile programme.

Renovation

For a $2,000,000 refurbishment, applying 5% simply because it is a familiar number may understate exposure. Start with the existing-condition investigations and risk register, then set a higher allowance where concealed services, hazardous materials, occupied-space constraints or uncertain structure remain unresolved. The evidence should explain the amount; the label “renovation” alone is not a calculation.

Managing the reserve during delivery

Keep a live contingency log showing the opening balance, approved draw, risk addressed, cost evidence, remaining exposure and closing balance. Require a defined approval route for every draw. When a risk occurs, transfer the amount to the affected line item or change order so the remaining reserve still represents future uncertainty.

As design decisions are finalized, convert design contingency into priced scope. As investigations retire risks, reduce the corresponding allowance. Unused funds can then be released at agreed gateways or retained as management reserve if the remaining risks still warrant them. Victoria’s guidance describes this pattern: total contingency generally decreases as project-scope specificity increases.

Common budgeting mistakes

  • Using one percentage for every phase. Early estimates need design contingency; construction documents need a defined construction reserve.
  • Double-counting allowances. Check whether an estimator has already included a risk item, escalation or contractor allowance before adding another percentage.
  • Using contingency to hide omissions. Missing permits, taxes, general conditions, overhead, profit or known scope should be estimated directly.
  • Funding discretionary upgrades from contingency. Pennsylvania DGS explicitly states that contingencies are not provided for end-user scope changes.
  • Leaving the reserve unexamined. A percentage set at concept stage should not survive unchanged when design, contracts and site knowledge have materially improved.
  • Choosing confidence without saying so. A probabilistic budget is incomplete unless it states the selected confidence level and the risk population modeled.

A practical decision checklist

  • Is this new construction, refurbishment or a mixed project?
  • What drawings, specifications and investigations are complete?
  • What exact cost base does the percentage use?
  • Are design, construction and owner reserves shown separately?
  • Which risks are quantified in a current register, and who owns each mitigation?
  • Are escalation, taxes, permits, general conditions, overhead and profit separately covered?
  • How many contracts and interfaces will the owner coordinate?
  • What weather, schedule, market and long-lead exposures remain?
  • What confidence level is required for funding approval?
  • When will the allowance be reviewed, transferred into line items or released?

Bottom line

Use 5% to 10% of construction cost as a starting range for a reasonably defined new build, consider up to 15% where change risk is substantial, and expect refurbishment to require a higher, risk-supported allowance. Keep design contingency separate and reduce it as the design matures. The most defensible budget is not the one with the biggest percentage; it is the one that states its cost base, identifies the risks, sets a clear confidence level and updates the reserve as uncertainty is removed.
