What permanent modular apartment construction is
Permanent modular construction is a delivery method for real estate intended to remain on its site. A volumetric module is a three-dimensional unit—often a room, apartment section or coordinated group of rooms—fabricated or assembled away from the project. Modules are transported to the development, set in their planned positions and connected into one building. Partial systems or elements made away from the site are components; panelized walls and bathroom pods are related off-site methods but are not the same as volumetric modular construction.

The International Code Council and Modular Building Institute describe the basic idea this way: “Large components of a structure can be assembled in a factory-like setting and transported to the building site for final assembly.” The finished apartment building still has to comply with the model building code adopted by the local authority having jurisdiction (AHJ). The AHJ may be a city, county, state or another legally designated body, and its adopted edition, amendments and permitting process control the project.

Modular is not the same as HUD-code manufactured housing
A permanent modular apartment building is designed for the building code that governs its location. ICC/MBI 1210-2023 explicitly excludes manufactured housing built under the federal HUD standards from its scope. Treating the two categories as interchangeable can lead to the wrong design assumptions, approval path and inspection plan.

What must be decided before anything is manufactured
The most important modular work often happens before the first module enters a production line. The architect, modular manufacturer, construction manager and general contractor need a shared plan for the building, the plant and the site. ICC/MBI guidance emphasizes early engagement because a decision that is easy to change in a drawing may be expensive or impossible to change after procurement or fabrication.
Build the factory and site into one schedule
The team coordinates the module layout with the selected plant’s capabilities, material procurement, manufacturing lead times, site-plan constraints and the intended erection sequence. Those decisions affect one another. For example, the order in which modules leave the plant can determine where trucks stage, which sections are lifted first and whether completed portions of the building remain accessible to later deliveries.
Early coordination should establish who owns each interface: the module-to-foundation connection, utility transitions, fire and smoke separations, weather protection, temporary supports, site-installed finishes and final testing. A responsibility matrix is useful because “the factory” and “the site” are not separate projects; they are two workstreams that must meet at precise physical and contractual boundaries.
Design the building around modules and connections
Designers define the module dimensions, permitted tolerances, lifting points, stacking arrangement and the systems each unit will contain. The structural engineer identifies whether modules carry gravity loads, contribute to the lateral-force-resisting system or sit inside a separate structural frame. Drawings must show structural connections, foundation interfaces and erection details for structural modules.
Openings, shafts, corridors, stairs, balconies and shared mechanical or electrical rooms require the same attention. A plan that works as a two-dimensional apartment layout may fail when modules must be lifted, rotated, supported temporarily and joined without damaging finishes or services. Connections should be engineered for the completed building as well as for lifting, transport and temporary conditions.
What happens in a modular construction factory?
Inside the plant, crews build modules or components in a controlled manufacturing environment rather than exposing every operation to weather at the final site. A typical production flow moves through material receiving, floor and wall assembly, structural framing, installation of selected building systems, enclosure, interior work, quality checks and preparation for shipment. The exact sequence depends on the manufacturer, module type and contract.

Structural work and building systems
Factory work can include structural elements and portions of mechanical, electrical and plumbing (MEP) systems. The standards also address energy efficiency and water conservation. A module may leave the plant with substantial interior finishes, wiring, piping, fixtures and equipment installed, while another project may reserve more work for the site. The contract documents, not the word “modular,” determine the factory-completion percentage.

Factory production can provide repeatable work areas, material handling and protection from rain, snow and mud. HUD USER summarizes the method as homes produced “in a climate-controlled factory, mostly using standardized, repeatable design, and then assembled on-site.” Those conditions can support consistent production, but they do not guarantee defect-free work or a particular schedule. Design changes, procurement delays, rework and interface problems can still occur.
How inspection and protection work before delivery
Off-site construction has its own inspection and regulatory-compliance requirements. ICC/MBI 1205 addresses inspection for off-site construction, while fabrication provisions address support, stacking and weather protection. The responsible parties need an inspection plan that explains what is observed at the plant, what records are produced, what is inspected after delivery and how nonconforming work is corrected.
There is no single inspection timetable that applies to every jurisdiction. The AHJ may coordinate with approved third-party inspectors, the manufacturer and the project team under local rules. Factory quality records are valuable, but they do not automatically replace inspections or approvals required at the building site.
Protect modules during storage and handling
Modules may be held at the plant, in a staging area or on the project before placement. Supports must keep units stable and within allowable tolerances. Stacking arrangements, exposure to weather, water intrusion, temporary bracing and access for inspection all need written procedures. A module that is acceptable when it leaves the production line can be damaged by poor storage, an incorrect support point or an unplanned move.
How the site is prepared while the factory builds
Site work proceeds in parallel with factory production. The foundation, underground utilities, access roads, crane or setting areas, drainage, staging zones and permanent connections must match the module dimensions, loads and delivery plan. The project engineer and manufacturer confirm bearing locations, anchor details, tolerances and the sequence in which supports become permanent.

Foundations and interfaces
Foundations are not generic placeholders. Their geometry and capacity must reflect module reactions, concentrated loads, structural connections and local soil conditions. Survey control is needed so that the built foundation aligns with the module grid. Utility stub-ups and sleeves must emerge where the factory-installed or site-installed systems expect them; a small offset can create substantial rework after a unit is set.
Access and staging
The team plans turning movements, delivery windows, temporary storage, traffic control, overhead clearances and the location from which modules will be lifted or otherwise placed. Staging space may be limited on an urban apartment site, so the delivery order and setting sequence often become a design constraint. Confirm the plan with the transport provider, setting crew, engineer, site superintendent and AHJ before deliveries begin.
How modular apartments are transported to the site
Transportation is a distinct phase, not an afterthought. Factory-built sections travel as loads whose dimensions, weight, center of gravity and fragility affect the route and handling method. ICC/MBI planning guidance treats transportation and storage as part of the delivery process, and HUD identifies transportation cost as an ongoing challenge for factory-built housing.
Route and permit planning
Route surveys, permits, escorts, police coordination, bridge restrictions, utility-line clearances and delivery-hour rules depend on the route and jurisdiction. They are not universal requirements for every project. The logistics team verifies the actual route, legal load limits, weather contingencies and the handoff point between highway transport and on-site placement.
Keep the delivery sequence synchronized
Modules should arrive in an order that supports the erection plan. Early arrivals need a secure, properly supported place to wait; late arrivals can stop a crane crew and leave incomplete weather protection. Packaging, tie-down removal, lifting hardware and inspection of transport damage are assigned before the first truck departs.
How modular building units are assembled on site
Once a module reaches the project, the setting crew verifies its identity and condition, positions it over the prepared supports and connects it to adjacent modules and the foundation. Cranes are common for volumetric units, but the equipment and sequence are project-specific. The engineer’s lifting and temporary-support instructions govern each move.

Structural connections and alignment
Crews install the specified bolts, welds, plates, hold-downs, diaphragms or other connection hardware, then survey the module grid and correct allowable alignment issues. Connections are completed between units, at floors and roofs where required, and at the foundation interface. Temporary bracing remains in place until the permanent structural system can safely resist the applicable loads.

Utilities and enclosure
After modules are connected, workers join plumbing, electrical, mechanical, fire-protection, communications and other services at their designed interfaces. Corridors, shafts, stairs, roofs, façades, balconies and site utilities may require substantial work after setting. Weatherproofing and water management are especially important at joints between factory-built sections and site-built elements.
How the building is completed and approved
Final work includes site-installed finishes, utility commissioning, life-safety testing, correction of inspection findings, cleaning and closeout documentation. The project then follows the AHJ’s approval process for the adopted code and local permits. The exact pathway varies by jurisdiction and by the division of factory and site work.
Keep a complete record of approved drawings, connection details, factory inspection reports, transport or damage reports, site inspection results, test certificates and changes. Those records help the AHJ, design professionals, owner and future facilities team establish what was built and how it was accepted.

Modular delivery changes the project’s risk profile rather than eliminating risk. Compared with predominantly site-built work, it moves more fabrication into a plant and creates tighter requirements for early decisions, dimensional control, transport and interfaces. The following questions expose the real differences:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Where does work occur? Major module fabrication occurs away from the site, while foundations, setting, connections, utilities and remaining finishes occur at the project.
- When must coordination happen? Module dimensions, connections, procurement and delivery sequencing must be resolved earlier because factory changes become difficult after production starts.
- What happens to site access? Large loads, staging and setting operations make route, laydown area and crane logistics central planning issues.
- How are inspections handled? The team coordinates plant inspections, transport condition checks, site inspections and the AHJ’s approval process rather than assuming one inspection location covers the whole building.
- Can schedules overlap? Factory production and foundation or site preparation can proceed concurrently when design, procurement and interfaces are sufficiently coordinated.
- What about cost and financing? Outcomes depend on project design, land, transport, financing, permitting, labor, plant capacity and the local market. Modular construction is not automatically cheaper.
What the industry data does—and does not—show
The Modular Building Institute’s 2026 U.S. industry report places the market at $20.5 billion in 2025, representing about 5.1% of construction activity in the segments it analyzed, and projects a 6.5% compound annual growth rate through 2030. The same report cites a potential 20% to 50% reduction in project timelines through factory production. That range is an industry report estimate, not a guaranteed result for an apartment project. The report also identifies financing, permitting, inconsistent project pipelines and industry education as obstacles.

Those figures describe industry conditions, not a pro forma for a particular building. An owner still needs a project-specific schedule and budget that include design, approvals, factory slots, materials, foundations, transport, setting, site work, commissioning, financing and contingency.
Common failure points and how to prevent them
Design changes after production starts
Late changes can affect structural openings, MEP routes, finishes, procurement and the delivery sequence. Freeze decisions through a documented design-review process and obtain written approval for any change that crosses the factory-site interface.
Foundation or utility misalignment
Survey the completed foundation and verify anchor bolts, sleeves, embeds and stub-ups before modules ship. Resolve deviations while correction is still possible, rather than discovering them under a delivered unit.

Assuming factory work replaces local approval
Confirm the AHJ, adopted code, required permits and inspection responsibilities at project kickoff. Factory records support compliance; they do not create an exemption from the governing code.
Calling a project turnkey without checking the contract
List exactly which finishes, fixtures, systems, weatherproofing, façades, corridors and commissioning tasks are factory-complete and which remain site work. The word “modular” alone does not answer that question.
A practical planning checklist
- Identify the AHJ and adopted code editions before design is finalized.
- Select the modular manufacturer early enough to coordinate plant capabilities, procurement and lead times.
- Document module dimensions, lifting points, structural connections, foundation interfaces and temporary conditions.
- Define the factory/site responsibility split for MEP systems, finishes, fire protection, enclosure and testing.
- Coordinate foundation construction, survey control, utility stub-ups, access and staging with the delivery sequence.
- Prepare a route, permit, delivery-window and storage plan based on the actual jurisdiction and load dimensions.
- Agree on factory, transport and site inspection records, hold points and correction procedures.
- Verify module condition, alignment, connections, weatherproofing and utility integration before closeout.
The bottom line for apartment owners and project teams
Permanent modular apartments succeed when the factory and construction site are designed as one coordinated production system. Manufacturing can improve repeatability and allow factory and site work to overlap, but the project still depends on code-compliant design, engineered connections, prepared foundations, transport planning, careful setting, utility integration and local approval. Treat every interface as a design decision, and confirm project-specific requirements with the engineer, manufacturer, contractor and AHJ.
