Plan on roughly two to six months for a development-scale new water-main project from design through final restoration. That planning range, used in 2026 guidance from the Los Angeles Department of Water and Power (LADWP), includes utility coordination, design, permits, scheduling, construction, testing, disinfection, service connections and site restoration. It is not a guarantee for every location.
The pipe-laying portion can take only days to a few weeks on a straightforward segment. The longer end-to-end schedule comes from work that surrounds the excavation: road-opening approvals, utility-conflict checks, traffic control, inspections, pressure testing, bacteriological sampling, customer tie-ins and final paving. A street can therefore look finished temporarily while the project remains open for closeout.

What the installation timeline actually measures
“Installation” can mean several different milestones. Before accepting a date from a utility or contractor, establish which one is being quoted:
- Construction start: the first day crews mobilize, set traffic controls or excavate.
- Pipe in the ground: the main has been placed and joined, but testing and approvals may still be outstanding.
- Water available: the new main has been connected, disinfected, tested and approved for service.
- Substantial completion: temporary backfill or asphalt is in place, with punch-list work remaining.
- Final restoration: permanent paving, sidewalks, landscaping and other disturbed surfaces are complete.
A schedule that says “four days” may describe only a connection activity. A schedule that says “90 days” may run from quote acceptance to a planned main, not from the first excavation to permanent paving. Ask for the start and finish definitions in writing.

Published planning windows from water utilities
The following figures are local guidance, not a universal production rate. Conditions, project size and approval requirements differ by authority.
| Work or milestone | Published time | What the figure covers |
|---|---|---|
| Most tracts requiring new water-system facilities | 2–6 months | LADWP’s 2026 planning guidance for the broader design, permitting, scheduling and construction process. |
| New-main plan after quote acceptance | Within 90 days | Thames Water’s 2026 developer guidance; confirm whether local approvals and final restoration are included. |
| Permit lead time for relevant connection work | Approximately 3–5 months | Philadelphia Water Department’s 2026 development-services guidance; review and installation still vary by project and tap size. |
| Connection activity itself | Up to 4 days | Thames Water’s 2026 statement for the work itself once required permissions are in place. |
| Self-lay commissioning | 7 days total | Thames Water’s 2026 self-lay process, including pressure testing, chlorination and bacteriological samples. |
These figures should be read together. A four-day connection does not replace months of design or permit lead time, and a seven-day commissioning period does not include every construction or restoration task.
Stages from concept to a live, restored main
1. Feasibility, design and utility coordination
The owner, designer or developer first confirms demand, pipe diameter, alignment, easements and the point where the proposed main will meet the existing network. The design must account for roads, lot boundaries, hydrants or other appurtenances, grades and separation from other utilities. The utility may require plan revisions before it accepts the design.
Existing records are not enough for safe excavation. The project normally includes utility locating and potholing—small exploratory excavations that verify the depth and horizontal position of gas, electric, telecommunications, sewer and other water lines. An unexpected conflict can force a redesign, a different installation method or a new traffic-control plan.
2. Permits and agency review
Road-opening, traffic-management, environmental, inspection and water-connection approvals may be handled by different agencies. Philadelphia Water Department guidance puts permit lead time for relevant connection work at approximately three to five months, while the installation and review period varies with the project and tap size.
Permit reviewers can return plans for corrections. A revision cycle may affect the alignment, restoration detail, work hours, lane closures or protection of nearby utilities. Do not treat a contractor’s mobilization date as firm until the required approvals are issued and their conditions are understood.

3. Scheduling, notification and mobilization
After approvals, the utility or contractor reserves crews, materials, inspection coverage and traffic-control equipment. Thames Water’s self-lay guidance requires a 10-day construction notification before main construction. Other authorities may impose moratoria, restricted work hours, school-zone controls or seasonal paving rules.
Do these 3 things before closing this tab:

The first visible activity may therefore occur before any pipe is installed.
4. Saw-cutting, excavation and pipe placement
Crews saw-cut pavement, excavate a trench, manage groundwater or unstable soil when encountered, prepare the bedding and place pipe sections. Sections are joined according to the approved material and jointing method. The physical work on a simple, accessible segment may take days to a few weeks, but no responsible source provides a universal feet-per-day rate. Diameter, depth, ground conditions, trench support, crew size, traffic controls and utility conflicts determine productivity.
Open excavation is often completed in sections so that a crew can maintain access and limit the length of street under construction. A long main, many intersections or numerous service connections can make the overall construction period substantially longer than one straight run.
5. Backfill and temporary restoration
Once a section passes the required inspection, it is backfilled in controlled lifts and the surface is made safe for traffic or pedestrians. Temporary asphalt or plates may reopen a lane while other blocks, tie-ins or tests continue. Temporary restoration is a usable milestone, not necessarily project completion.

6. Connections to the existing network
The new pipe must be tied into the existing main, and individual properties may need new service connections. Tie-ins can require a planned shutdown, valve operation and customer notification. The connection itself may be short; Thames Water states that its connection work is likely to take up to four days after permissions are in place. That statement does not include every preceding approval or subsequent restoration activity.

7. Pressure testing, flushing and disinfection
Before the main carries potable water, the utility or its inspector typically requires pressure or leak testing. Crews then flush the line and disinfect it, commonly with chlorination, following the authority’s procedure. The system remains out of service if a test fails, chlorine residual is unacceptable or flushing does not remove construction debris.
8. Water-quality or bacteriological sampling
Samples are collected after disinfection. The utility reviews bacteriological or other required water-quality results before authorizing service. Thames Water’s self-lay guidance describes seven days as the total commissioning time in that process, including pressure testing, chlorination and bacteriological samples. A failed sample can require additional flushing, repeat disinfection and new samples.
9. Final paving and site closeout
Permanent paving may be scheduled after settlement, after all tie-ins in a block are complete or during a later paving operation. The San Francisco Public Utilities Commission (SFPUC) explicitly notes that final asphalt restoration occurs later in the project and may be months after a block is initially completed. Closeout can also include sidewalk, curb, landscaping, markings, record drawings and inspection sign-off.
How long will your street be dug up?
The answer depends on whether you mean active excavation or visible evidence of the project. A crew may excavate one short section, install and backfill it, then move forward. The street can reopen to traffic with temporary asphalt while testing, service tie-ins or work on another block continues.
Ask the project manager for three separate dates:
- The expected duration of active trenching and lane closures at your address.
- The date temporary access or asphalt will be restored.
- The date permanent paving and all surface repairs are expected.
SFPUC’s process guidance is a useful warning: final restoration of asphalt can happen later in the project. If a quote calls the road “complete” when temporary asphalt is installed, obtain the permanent-restoration commitment separately.
Why one project takes weeks and another takes months
Utility conflicts
Records may not show an abandoned line, an unrecorded service or the actual depth of a live utility. Potholing can reveal a conflict before excavation, but redesign, relocation or hand digging can still extend the schedule. Gas, electric, telecom, sewer and water crossings each add coordination and inspection requirements.

Permit and plan-review revisions
Road authorities may require different lane closures, working hours, pedestrian routes or restoration materials than the initial design assumed. Every revision can move procurement and the construction slot. Philadelphia’s three-to-five-month permit-lead estimate illustrates why permit time must be separated from pipe-laying time.
Traffic and neighborhood constraints
A main in a narrow urban street, a transit corridor or a route serving emergency services may require phased work, nighttime restrictions or maintained access to driveways and businesses. These controls reduce the length of open trench a crew can work on at one time.
Weather, moratoria and inspections
Heavy rain, freezing conditions, heat restrictions, a local paving moratorium or an unavailable inspector can interrupt otherwise ready work. The authority may also require hold points before backfill, pressure testing or connection.
Testing and failed results
Testing and sampling are acceptance steps, not paperwork that can safely be skipped. Leaks, inadequate disinfection, poor chlorine residuals or a failed bacteriological sample lead to corrective work and repeat testing.
Final restoration sequencing
Utilities often defer permanent paving until all nearby excavations are finished or the surface has stabilized. This avoids cutting new asphalt for a later tie-in, but it means the final-paving date can be months after the first block is backfilled.

An ordinary open-cut installation exposes the full trench but is straightforward to inspect and connect where space allows. A trenchless or phased approach may reduce the amount of pavement opened at one time, yet it still requires design approval, utility locating, launch or receiving areas, connections, testing, disinfection and restoration. There is no universal trenchless productivity advantage that can be applied without project data.

| Decision factor | Open-cut approach | Trenchless or phased approach |
|---|---|---|
| Permits and traffic | Usually requires permits for the full excavation and lane-control footprint. | May reduce surface opening in some locations, but launch pits, access and traffic controls still need approval. |
| Utility-conflict risk | Conflicts are visible in the trench but can require redesign or relocation. | Existing utilities must be located accurately because they may be harder to see during installation. |
| Length and diameter | Suitability depends on trench width, depth, soil and available work space. | Suitability depends on the approved method, alignment, diameter, ground conditions and entry/exit areas. |
| Service connections | Individual connections are exposed as the crew progresses. | Connections and access points may still require separate excavation and shutdowns. |
| Testing and commissioning | Pressure testing, flushing, disinfection and sampling remain required. | The same acceptance sequence remains required. |
| Completion date | Confirm whether the date means temporary or permanent restoration. | Confirm the same distinction; reduced surface excavation does not automatically mean faster closeout. |
Questions to ask before accepting a schedule
- Is the estimate for design and permitting, pipe-laying only, or the complete project through final paving?
- Which agency controls the road-opening and traffic-management approvals, and have those permits been issued?
- Have potholing and conflict checks covered gas, electric, telecommunications, sewer and other water mains?
- What pipe length, diameter, material and number of service connections are included?
- What are the planned inspection hold points before backfill, testing and tie-in?
- How long are pressure testing, flushing, chlorination and bacteriological sampling expected to take?
- What happens if a pressure test or sample fails, and who carries the resulting cost and time?
- Will a shutdown interrupt existing customers, and how much advance notice will they receive?
- What traffic controls, driveway access and pedestrian routes will apply at each phase?
- Is temporary asphalt included, and when is permanent paving scheduled?
- Are sidewalks, curbs, landscaping, markings and record drawings included in closeout?
- Which dates are firm commitments, and which depend on another agency, inspection or laboratory result?
How to build a realistic project schedule
Put the work into separate schedule lines rather than one “installation” bar. A useful baseline contains design, utility locating, permit review, procurement, notification, mobilization, excavation and placement, tie-ins, testing and disinfection, sampling and approval, customer connections, temporary restoration and final restoration.
Attach an owner to every dependency. The designer owns plan revisions; the permitting authority controls review; the utility or contractor controls crew scheduling; the laboratory or utility controls sample acceptance; and the road authority may control permanent paving. A date that depends on another party should be shown as a window with its condition, not as an unconditional promise.
Use the local authority’s published window as the starting point. LADWP’s two-to-six-month range is appropriate for many tracts requiring new water-system facilities, while a project facing Philadelphia-style three-to-five-month permit lead time may spend much of its calendar before excavation. Thames Water’s 90-day planning statement and seven-day commissioning example show why quote acceptance and commissioning are separate milestones.

Expect noise, dust, equipment, restricted parking and changing access during active work. Keep children and vehicles away from barriers and follow posted pedestrian routes. Maintain contact information with the project team so shutdown notices and access changes reach the right person.
Do not use water from a newly installed line until the responsible utility authorizes it. The line must complete the required pressure or leak test, flushing, disinfection and water-quality checks. If your property receives a new service connection, ask whether interior plumbing work, meter replacement or a separate inspection is required.
When to challenge an unexplained delay
Request a written update when the schedule moves without a stated cause. The update should identify the affected stage, the dependency, the corrective action and the new forecast for temporary and permanent restoration. Reasonable explanations include an undocumented utility, a permit revision, a failed sample, a weather interruption or a paving moratorium. “The main is installed” is not enough if testing, approval or final restoration remains open.
If the contractor cannot identify whether the delay is before or after commissioning, ask the utility’s project representative for the controlling milestone. The authority that accepts the test results and authorizes service is the best source for the live-water date.
