Housing associations usually select repair and planned-maintenance contractors through a defined procurement process: they specify the work and outcomes, choose a lawful route to market, check whether suppliers are capable of performing the contract, then evaluate compliant tenders against criteria disclosed in the procurement documents. Price matters, but the winning bid may also depend on technical ability, service quality, delivery arrangements, risk, sustainability and social value.
There is no single process used by every association. The applicable law, contract value and type, jurisdiction, the association’s procurement policy and any framework rules determine whether the work is openly tendered, run through a competitive flexible procedure, or called off from an eligible framework.

The basic contractor-selection process
For a repairs or planned-maintenance contract, an association normally moves through five connected decisions. Each one should be documented because it affects who can bid, how bids are scored and how performance will be controlled after award.
1. Define the work and the required outcome
The association first describes what it needs done. For day-to-day repairs this may involve response arrangements, diagnosis, appointments, access to homes and completion standards. Planned or cyclical work may require a defined programme, property information, materials, sequencing, resident communication and handover documentation.

A good specification states the service requirement, technical standards, locations, timing, expected outputs and reporting obligations. It should also identify assumptions and known constraints, such as occupied properties, access arrangements or dependencies on other trades. The aim is to compare like with like rather than invite prices for an undefined problem.
2. Choose the route to market
The association decides whether to run its own competition or use an eligible framework. A framework can provide a quicker route where the association, contract and proposed work fall within its scope. A standalone tender may be more appropriate where the requirement is unusual, the value or risk is significant, or no suitable framework exists.
Some associations also use joint procurement with other organisations when a business case supports it. The chosen route must comply with the association’s policy and any applicable legal regime. Framework terms can impose their own rules on lots, eligible buyers, competition and call-off contracts.

Participation conditions are the gatekeeping stage. Under the Procurement Act guidance for covered procurements, conditions may concern a supplier’s legal and financial capacity or technical ability. They must be proportionate to the contract’s nature, complexity and cost.
These conditions answer, “Is this supplier capable of doing the work?” They are different from award criteria, which answer, “How good is this supplier’s particular tender?” Mixing the two can produce an unfair process. Requirements should be tied to the actual contract rather than used to exclude smaller or newer firms without a defensible reason.
4. Invite and receive tenders
Where a competitive procedure is required, the Procurement Act recognises the open procedure and the competitive flexible procedure. Tender notices and associated documents provide the information suppliers need, including specifications, participation conditions, award criteria and the assessment methodology.
The competitive flexible procedure can be designed around the requirement, for example with stages that narrow the field before detailed proposals are assessed. Whatever route is chosen, the association should apply the published rules consistently and keep an audit trail of clarifications, submissions and decisions.

5. Evaluate, award and manage the contract
Evaluation identifies the most advantageous tender under the disclosed criteria. A successful award is not the end of the process: the association must then finalise scope, pricing, risk allocation, reporting and performance arrangements before work starts.
The Housing Forum’s supplementary guidance recommends funding the project before tender, checking costs against viability, preparing priced risk registers and agreeing monitoring protocols. Those controls help prevent a low-looking tender from becoming unaffordable or unmanageable during delivery.
Do housing associations have to put maintenance work out to tender?
Not every housing association procurement follows the same statutory route. Whether the Procurement Act 2023 applies depends on the organisation, the contract and the relevant legal tests, as well as jurisdiction. An association’s own standing orders may require competition even where a particular procurement is outside the Act.
Work may be competed through an open or competitive flexible procedure, called off from a framework, or procured under another permitted route. A framework call-off generally requires competition in accordance with the framework and applicable rules, although the exact method depends on the framework terms. The fact that a contract is called “maintenance” does not by itself determine the route.
For a specific opportunity, suppliers should read the notice, procurement documents and framework instructions together. Those documents, rather than a general sector assumption, establish the deadlines, lots, eligibility, scoring and submission requirements.
What criteria do associations use to evaluate contractors?
There is no universal weighting. The notice and tender documents control the test for that contract. Common comparison areas include the following.
| Evaluation area | What the association may examine | Important qualification |
|---|---|---|
| Capability and capacity | Relevant technical ability, qualifications, experience, staffing, legal standing and financial capacity. | Participation conditions must be proportionate and connected to the contract. |
| Quality and delivery | Method statements, mobilisation, scheduling, resident communication, supervision, quality assurance and how the specification will be met. | Only criteria and methods disclosed in the procurement documents should be scored. |
| Price and cost certainty | Rates, pricing schedules, cost plans, assumptions and the affordability of the proposed service. | The published price methodology governs; the cheapest total is not automatically the best tender. |
| Risk and contract terms | Design or site risks, supply-chain dependencies, inflation treatment where relevant and proposed risk controls. | Risk should be priced and allocated fairly rather than transferred without analysis. |
| Social value and sustainability | Relevant employment, community, environmental or resource-efficiency commitments. | These should be relevant to the contract and stated as award criteria if they will affect the score. |
| Performance management | Reporting systems, cost monitoring, service data, escalation and corrective-action arrangements. | Promises need measurable requirements and owners in the contract. |
These are comparison axes, not a standard sector-wide scorecard. A repairs framework might emphasise response performance and resident service, while a planned programme may place greater emphasis on sequencing, technical proposals and cost certainty.

Does the cheapest contractor always win?
No. An association may award on the Most Advantageous Tender (MAT), which balances price and non-price criteria, or on a Lowest Acceptable Cost basis where the procurement documents define an acceptability threshold. A published notice can use either approach.

Even where price is heavily weighted, the evaluation method should account for whether the tender is deliverable. The Housing Forum advises that a price method should not automatically give the lowest price the maximum score. A bid that omits necessary work, relies on unrealistic assumptions or leaves major risks unpriced may be less advantageous than a higher, better-supported bid.
Associations should therefore compare the priced scope, assumptions, programme, resources and risk treatment—not just the headline total. They must still follow the scoring model they published; evaluators cannot introduce a new preference for quality after seeing the bids.
How frameworks and mini-competitions are used
External housing-maintenance frameworks
The Government Commercial Agency lists a Housing Maintenance and Repair agreement covering repairs and maintenance to tenanted and vacant properties. Its housing-association material also identifies damp and mould remediation and Section 20 consultation as potential use cases. The agreement information reported an expiry date of 23 February 2029, but that date should be checked against the live agreement documentation before reliance because the underlying page was not available for verification. Buyers must confirm eligibility, current lots, suppliers, terms and call-off rules.
An association’s own framework
Gardeen Housing Association’s published policy describes a maintenance framework for day-to-day repairs and planned and cyclical works. For higher-value, planned, cyclical or repeat requirements, it may run a mini-competition among contractors on the relevant lot. That is an organisation-specific example, not a rule that applies to all housing associations.

- a specification defining the work, standards, locations, outcomes and exclusions;
- contract terms covering payment, variations, defects, reporting, insurance, health and safety and termination;
- participation conditions and evidence requirements;
- an activity schedule, pricing document or rate card with instructions for assumptions;
- the award criteria, weightings where used, scoring descriptions and assessment method;
- the timetable, clarification process, submission format and contact rules;
- information about access, resident liaison, data, safeguarding and other operational constraints; and
- draft performance measures, reporting templates and escalation arrangements.
Suppliers should raise ambiguities during the permitted clarification period. Quietly making different assumptions from competing bidders creates an uneven comparison and can lead to variations later.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Risk sharing, viability and contract oversight
Maintenance work contains risks that cannot be eliminated by contract wording. Existing-condition information may be incomplete, access can fail, material prices can change and occupied homes require careful sequencing. The Housing Forum’s November 2022 supplementary guide describes a value-based, collaborative approach: establish a clear project vision, provide leadership and governance, involve contractors early where suitable and monitor delivery throughout.
Its practical recommendations include having funding in place before tender, using a suitable framework or an exhaustive pre-selection process, requesting detailed proposals and cost plans as the shortlist narrows, and preparing priced risk registers. The guide states, “Risk sharing is absolutely vital.” This is sector guidance rather than a statutory rule, but it explains why a sustainable appointment normally allocates each risk to the party best able to manage it.
After award, reporting should cover progress, quality, costs, resident issues, defects, variations and corrective actions. Cost-monitoring protocols are particularly important on programmes where a series of small changes can materially affect the final account.
What the Radius Housing example shows
Radius Housing’s 2025 planned-maintenance framework notice illustrates one possible structure. It describes pre-qualification followed by competitive tendering. The notice states that award may use the Most Advantageous Tender or Lowest Acceptable Cost basis. It also allows optional post-tender dialogue with the leading tenderer to refine the service, specification, social-value offer, sustainability commitments or cost.
This example demonstrates why suppliers must read the individual notice carefully. Post-tender dialogue, if permitted, is not a general right to renegotiate every bid, and the existence of a pre-qualification stage does not mean every housing association uses one. The notice’s own rules determine what can be clarified and how the final decision is made.
Practical checklist for contractors preparing a bid
- Confirm eligibility. Check the procurement route, lot, jurisdiction, participation conditions, insurance and financial evidence requirements.
- Map the specification. Create a compliance schedule showing where the tender answers every mandatory requirement.
- Price the full obligation. Include labour, materials, supervision, access problems, reporting, resident liaison and stated assumptions rather than pricing only visible repair tasks.
- Explain delivery. Set out mobilisation, staffing, scheduling, subcontractor control, quality checks, emergency escalation and communication with residents.
- Identify and price risk. Use the tender’s risk allocation, flag dependencies and avoid exclusions that contradict the scope.
- Evidence capability. Provide relevant examples, qualifications and resources that match this contract; irrelevant corporate history is less useful than comparable delivery evidence.
- Address disclosed social and environmental criteria. Make commitments specific, measurable and deliverable during the contract.
- Check the submission mechanically. Follow file formats, page limits, naming conventions, portal instructions and deadlines, then retain a complete copy of what was submitted.
Transparency and fair competition
Cabinet Office competitive-tendering guidance describes effective competition and transparency as key enablers of value for money and being seen to act with integrity. In practice, that means publishing the rules before bids are evaluated, giving bidders the same material information, recording moderation and conflicts decisions, and awarding only against the disclosed method.

Transparency does not require an association to publish every internal discussion or to choose the lowest price. It requires the process and reasons to be sufficiently clear that suppliers can understand how the decision was reached and the association can demonstrate that it acted consistently.
Common mistakes and how to avoid them
Treating qualification as the quality score
A supplier can meet minimum capacity conditions and still submit a weak method statement. Keep the pass-or-fail capability gate separate from comparative award scoring.
Using vague specifications
“General repairs” or “high quality service” is not enough on its own. Define response, completion, inspection, reporting and resident-service expectations so tenders can be compared.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsChoosing a route without checking eligibility
A framework is usable only when the association, contract, lot and call-off comply with its terms. Confirm current documentation rather than relying on an old supplier list or expiry date.
Transferring every risk to the contractor
Unpriced or uncontrollable risks usually return as inflated prices, claims or poor performance. Use a priced risk register and agree fair allocation before contract signature.
Assuming a named example is a sector rule
Gardeen’s framework policy and Radius Housing’s notice show how particular organisations operate. They do not establish a universal process or guarantee any contractor’s later performance.
Bottom line
Housing associations choose contractors by matching the procurement route to the work, setting proportionate capability conditions, inviting compliant tenders and evaluating them against published criteria. The decision may balance price with quality, capacity, risk, sustainability and social value, or may use a lowest-acceptable-cost method. The notice, association policy, applicable law and framework terms—not a generic assumption about housing work—determine the actual selection test.
