Higher mortgage rates do not produce one predictable cut in every homeowner’s renovation budget. They raise the cost of borrowing for a project, can make moving less attractive for owners with low-rate mortgages, and may change which work households choose to do. The practical effect depends on your existing mortgage, available cash, project urgency, income, and whether the work can be phased.
No available national estimate converts a specific mortgage-rate increase into a dollar change in the typical household’s improvement budget. The useful approach is to separate financing cost, moving decisions, and project priorities instead of treating “higher rates” as a single budget rule.

Three ways mortgage rates can affect improvement spending
1. Financing a particular project becomes more expensive
If you borrow for a kitchen, roof, addition, or other project, the interest rate affects the payment and the total amount repaid. A higher rate can force a homeowner to reduce the scope, extend the repayment period, postpone discretionary work, or use more cash up front. The monthly payment—not the advertised rate alone—determines whether the project fits alongside the existing mortgage, taxes, insurance, utilities, and other debts.
A cash-out refinance can provide renovation funds while replacing the existing first mortgage. That may be costly for an owner whose current mortgage rate is lower than the new rate, because the higher rate applies to the entire refinanced balance, not just the renovation money. A home equity line of credit (HELOC) can allow an owner to keep the first mortgage, but HELOC rates have also risen and are commonly variable. The Federal Reserve’s discussion of equity extraction and the Federal Reserve Bank of New York’s analysis of HELOC demand explain this trade-off without establishing a universal best product.

2. Rates can change whether owners move
Mortgage lock-in can make moving financially unattractive. An owner with a much lower existing mortgage rate may remain in the current house rather than trade that loan for a higher-rate mortgage on another home. High home prices can reinforce the decision. Harvard’s Joint Center for Housing Studies (JCHS) reports that owners staying longer to meet changing needs have undertaken projects to make their current homes work better.
This creates a move-related channel for remodeling: a household that would previously have sold and bought another home may instead renovate. It is not evidence that higher rates make every homeowner spend more. Some locked-in owners remodel; others live with an imperfect layout, defer work, or undertake only essential repairs.
3. National spending can remain high even when individual budgets tighten
JCHS estimated more than $600 billion in home improvement and repair spending in 2022 and $609 billion in 2023, up from $404 billion in 2019—a 51 percent increase over that period. These are broad-market totals covering rental and owner-occupied properties and many kinds of work. They do not isolate mortgage rates as the cause, so they cannot be used to predict what one household should spend.

A preliminary July 2025 Federal Reserve Board staff paper by Giovanni Favara, James Graham, and Geng Li modeled home purchases and spending on home-related goods. In that model, home-related spending accounted for around half of total spending fluctuations over the housing cycle. That is a macroeconomic model result, not an official Board position or a household-level forecast, and it does not say that a particular rate change will reduce a particular renovation budget.
How to evaluate the cost of financing your project
Start with the amount and timing of money required, then compare the complete loan structure. A low introductory rate can be less useful than a higher fixed rate if the project will take years to repay or if a variable payment would strain your cash flow.
- All-in cost: Compare the annual percentage rate (APR), origination or closing fees, appraisal charges, annual fees, and any prepayment costs.
- Rate structure: Establish whether the rate is fixed, variable, or fixed for only an introductory period. For a variable product, ask how often it can adjust and whether a lifetime cap applies.
- Payment design: Identify the expected payment during the draw period and the repayment period. A HELOC payment can rise when the balance moves from borrowing to repayment.
- Mortgage replacement: A cash-out refinance replaces the existing first mortgage. Compare the new rate and term with the remaining balance and rate on your current loan.
- Funding timing: A lump-sum loan may suit a defined contract, while a line of credit can match staged invoices. Do not pay interest on money you will not need for months.
- Project flexibility: A flexible cosmetic project can be resized if financing is expensive; a failed furnace, active leak, or unsafe electrical system may not wait.
HELOC, home equity loan, cash-out refinance, or savings?
There is no universal winner. Eligibility, property equity, credit, income, lender terms, and local regulations affect the available choices. Current lender pricing was not established here, so obtain written quotes and compare them using the same loan amount and repayment horizon.

| Funding method | How funds arrive | Rate pattern | Existing first mortgage | Most relevant questions |
|---|---|---|---|---|
| HELOC | Borrow as needed up to a credit limit | Often variable; current terms not stated | Usually retained | How high could the payment rise? When does repayment begin? What fees and draw rules apply? |
| Home equity loan | Generally a lump sum | Often fixed; current terms not stated | Usually retained as the first lien remains in place | What is the fixed payment, total interest, closing cost, and prepayment policy? |
| Cash-out refinance | Lump sum created by refinancing for more than the existing balance | New mortgage rate and term; current terms not stated | Replaced | What happens to the old rate, remaining term, payment, and total interest on the entire balance? |
| Savings | Use cash already available | No loan interest; opportunity cost applies | Unchanged | Will the payment leave an adequate emergency reserve and cover overruns? |
For a small, clearly priced project, paying from savings can avoid borrowing costs if it does not exhaust your emergency fund. For a multi-stage project, a HELOC may align withdrawals with contractor milestones while preserving a low-rate first mortgage, but its variable rate and future payment require stress-testing. A home equity loan offers a predictable lump-sum payment when the scope and price are well defined. A cash-out refinance deserves especially careful comparison when the existing mortgage rate is substantially below current offers.

Waiting for a lower rate is not automatically cheaper. Rates may fall, remain high, or move unpredictably; meanwhile, a leak, structural defect, or failed heating system can cause additional damage. Decide by separating essential work from optional upgrades.
Do the work now when delay creates safety or damage risk
- Active roof, plumbing, or foundation leaks can worsen the property and increase the eventual bill.
- Unsafe electrical, heating, or structural conditions warrant prompt professional assessment.
- A failed essential system may justify a replacement even when a discretionary remodel is postponed.
For urgent work, obtain a written scope, seek more than one estimate when time allows, and finance only the amount needed for a durable repair. Avoid adding unrelated upgrades to an emergency loan simply because funds are available.

Phase or defer work that is cosmetic and flexible
- Break a large remodel into safe, usable stages, such as design and permitting first, construction later.
- Prioritize work that prevents deterioration or solves a functional problem.
- Use a smaller initial scope, but do not choose materials or methods that create avoidable rework.
- Set a cash reserve for change orders before signing a contract.
A future rate reduction is not a guaranteed saving. If you defer, define the condition that will trigger action—such as accumulating a cash reserve, receiving a fixed-rate quote below a chosen payment limit, or completing a permit—and review that decision rather than postponing indefinitely.

Buying a home is commonly followed by increases in home-related spending, including renovations and repairs, according to Federal Reserve staff research by Favara, Graham, and Li. A move therefore brings a spending burst that may not occur when a household remains in place. When high rates discourage a move, some owners may redirect that would-be purchase budget toward adapting the current property.
The direction and size of this effect vary. A household may remodel to add an office, improve accessibility, or accommodate a larger family. Another may decide that the required project is too expensive and make no changes. The evidence supports a plausible channel from rates to moving behavior and then to remodeling choices; it does not establish a fixed increase or decrease in every owner’s budget.

Income and household differences are large
JCHS reported that owners in the bottom income fifth, earning under $37,500, spent an average of $2,300 on improvements in 2023. Owners in the top income fifth, earning over $172,000, spent an average of $9,100. As Sophia Wedeen, a senior research analyst at Harvard JCHS, put it: “Lower-income homeowners spend far less on improvements than their higher-income counterparts.” These descriptive averages are not estimates of mortgage-rate effects; they show why a single national “typical budget” can mislead.
JCHS also reported 2023 average improvement spending of $5,000 for white homeowners, $3,600 for Black homeowners, $3,700 for Hispanic homeowners, $4,200 for multiracial homeowners or homeowners of another race, and $4,500 for Asian homeowners. These figures describe observed spending and should not be interpreted as causal differences produced by race, ethnicity, or mortgage rates. Income, wealth, home age, property condition, location, financing access, and project mix can all differ across households.
What counts as an improvement versus a repair?
JCHS defines improvements as activities that add value, including remodeling, renovation, restoration, additions, alterations, and replacements. Maintenance and repair preserve current value. The distinction helps set priorities, even though one job can contain both elements.

| Category | Examples | Budget response when borrowing is costly |
|---|---|---|
| Essential repair or replacement | Fixing an active leak, replacing a failed heating system, correcting unsafe wiring | Address promptly; limit financing to the necessary, code-compliant scope. |
| Functional improvement | Accessibility work, weatherization, or reconfiguring space for a changed household need | Assess whether phasing preserves function and prevents future damage. |
| Discretionary upgrade | Cosmetic finishes, luxury fixtures, or a larger-than-needed layout change | Resize, phase, save cash, or defer if the payment compromises reserves. |
A step-by-step budget process
- Define the outcome. Write the problem being solved, the minimum acceptable scope, and optional additions.
- Classify urgency. Mark each item as safety-critical, damage-preventing, functional, or discretionary.
- Get a realistic project price. Use a written scope, labor, materials, permits, disposal, design, and a contingency for unknown conditions.
- Check cash capacity. Keep an emergency reserve and account for existing debt payments before committing savings.
- Compare financing on equal terms. Request APR, fees, fixed or variable rate, payment schedule, draw and repayment periods, and total repayment for each option.
- Stress-test the payment. For a variable line, calculate the budget at a materially higher rate and after the draw period ends. For a refinance, include the payment on the entire new mortgage.
- Stage the contract. Tie withdrawals to verified milestones, document change orders, and avoid borrowing the full amount before it is needed.
- Recheck before signing. Confirm that the final scope, loan disclosure, contractor insurance, permits, and contingency still fit your monthly cash flow.
Common mistakes and how to avoid them
- Comparing headline rates only: Use APR and total repayment, including fees.
- Ignoring the old mortgage: A refinance can increase the cost of every existing mortgage dollar.
- Treating a HELOC as permanently cheap: Model variable-rate increases and the shift into repayment.
- Borrowing the maximum: Set the project scope from the need and cash flow, not the credit limit.
- Deferring a worsening defect: Obtain a professional diagnosis and price the cost of waiting.
- Using national totals as a personal target: Broad spending figures include rentals, owners, repairs, and improvements across the country.
- Assuming lock-in guarantees remodeling: Staying put may lead to renovation, minor repairs, or no project at all.
What the evidence can—and cannot—tell you
The available figures establish that remodeling and repair activity is large, unevenly distributed, and connected to housing-market decisions. They do not provide a causal dollar estimate for a specified mortgage-rate change. Your decision therefore has to be built from the project’s urgency, a documented scope, your existing mortgage, and comparable financing disclosures rather than from a national average.
