They do, however, make light sources more comparable, more efficient and better documented. That regulatory foundation could make it easier for designers, contractors and building owners to adopt lighting that changes in spectrum and intensity over the day.
The distinction matters. EU law presently regulates product performance and energy information; it does not certify that a lamp improves sleep, health or wellbeing. Any human-centric result still depends on the complete installation, its controls, timing, viewing conditions and the people using the space.

What the EU regulates today
The current baseline comes from two separate measures. Regulation (EU) 2019/2020 sets ecodesign requirements for covered light sources and separate control gears. Regulation (EU) 2019/2015 establishes energy labelling for light sources. The obligations apply to manufacturers and importers placing covered products on the EU market.
Recommended Free Tools
| Rule | What it covers | What it does not establish |
|---|---|---|
| Regulation (EU) 2019/2020 | Ecodesign requirements for light sources and separate control gears | A requirement for circadian programming, colour-changing operation or a health outcome |
| Regulation (EU) 2019/2015 | Energy labels for light sources, including the A-to-G scale and energy consumption information | Proof that a product is “human-centric” or suitable for a particular medical or sleep-related purpose |
| RoHS framework, referenced in the ecodesign recitals | Hazardous substances, including mercury in light sources | A mandate for modular LED systems or a prescribed biological lighting spectrum |
These measures are related but not interchangeable. The European Commission cautions that ecodesign and energy-labelling scopes are not identical. A source exempted from ecodesign may still require an energy label, while separate control gears are within ecodesign scope only. Check both regimes for a specified product rather than assuming that one exemption carries across to the other.

How the light-source label and EPREL help buyers
The rescaled light-source label uses classes A through G and reports energy consumption. Its QR code connects to the European Product Registry for Energy Labelling (EPREL), where the registered model information can include luminous flux, colour temperature and cap type.
For a construction project, that information turns a vague lighting schedule into a checkable product requirement. A tender can identify the minimum light output, the intended colour temperature, the socket or cap, and the product’s declared energy class before delivery. The installer can then compare the delivered model with the registered information instead of relying only on a carton description.
EPREL data is not a substitute for a coordinated lighting design. It does not, by itself, tell you whether a lamp will fit a particular luminaire, work with an existing dimmer, communicate with a building-control system or deliver the intended light at a person’s eye. Those checks remain the responsibility of the designer, supplier and installer.

“Human-centric lighting” is a broad design idea rather than a single EU legal category. In practice, it often means adjusting light over the day so that intensity, spectrum or both support the visual task and the building’s daily rhythm. A system may use brighter, cooler light during active periods and lower, warmer light later, but the exact schedule varies by building, occupancy and design brief.

The Commission’s easy-read summary of the Scientific Committee on Health, Environmental and Emerging Risks (SCHEER) opinion states: “All light affects the circadian rhythm.” The summary identifies spectrum, intensity, exposure duration, eye health and viewing conditions as relevant factors. It also notes that relatively few studies had compared LEDs with traditional sources for circadian effects.
That evidence supports biological plausibility, not a product-level health promise. A bulb’s colour-temperature range does not prove that it treats a sleep problem, improves health or recreates a professionally designed lighting system. Any claim of that kind would require evidence and a clearly defined exposure scenario that the cited EU material does not provide.
How existing rules could still usher in better human-centred design
More consistent product information
Designers can only coordinate a changing lighting scheme when the basic properties of each source are known. Energy labels and EPREL records make attributes such as colour temperature, luminous flux and cap type easier to identify across suppliers. Better product data lowers the risk that a proposed replacement has the wrong output or colour even when its marketing name sounds similar.
Efficiency makes longer schedules easier to justify
Human-centric schemes can involve different light levels at different times rather than one fixed setting. Efficient products reduce the energy penalty of operating lighting for occupied periods, although efficiency does not make every schedule appropriate. The Commission reported that existing ecodesign measures covering 31 product groups saved €120 billion in consumer energy expenditure in 2021 and produced 10% lower annual energy consumption by products in scope. Those are aggregate figures for the covered measures and product groups, not a lighting-specific or human-centric result.

Procurement becomes a practical lever
When a public or private client writes measurable requirements, manufacturers have a reason to supply compatible, controllable products. Current rules do not tell a project team to install tunable lighting, but they make it easier to state and verify the product characteristics on which a tunable system depends.
What to specify on a construction project
A human-centric intention should be translated into ordinary, verifiable project information. The following sequence prevents a colour-temperature feature from being mistaken for a complete design.
- Define the visual task and occupancy. Record what people do in each area, when it is occupied and whether the space is used by people with differing visual needs. A corridor, classroom, workshop and bedroom should not receive the same default schedule.
- Set the light-source attributes. State the required luminous flux, colour-temperature range or fixed temperature, cap or base type, energy-label class where relevant, and declared consumption. Use the manufacturer’s technical data and EPREL entry for the exact model.
- Specify control compatibility. Identify whether the lamp is fixed-output, dimmable, remotely controlled or part of a coordinated system. Require the supplier to confirm compatibility with the project’s dimmer, switches and control equipment before order.
- Check the luminaire and installation. Confirm physical fit, heat management, enclosure requirements, minimum clearances and the intended fixture. A lamp that fits the socket may still be unsuitable for the luminaire or its control gear.
- Describe the operating schedule. If the design changes light during the day, document the times, transition speeds, target levels and override conditions. Avoid presenting a generic “circadian mode” as a performance specification.
- Commission and record the result. Verify the installed model, control response and programmed settings on site. Give the building operator the schedule, override instructions and product records so that later lamp replacement does not silently change the design.
Using a tunable-white bulb as a consumer example
A tunable-white LED bulb illustrates what consumers can adjust at home: usually a range from warmer to cooler white, controlled by a compatible switch, remote or smart system. It is a practical example of adjustable lighting, not evidence of a health outcome.

| Check before purchase | Why it matters |
|---|---|
| Colour-temperature range | Shows the available white-light settings, but does not measure circadian performance |
| Luminous flux | Indicates declared light output; compare it with the fixture and task |
| Cap or base type | Determines whether the bulb physically fits the socket |
| Energy-label class and stated consumption | Provides the regulated efficiency information for the registered source |
| Dimming and control compatibility | Determines whether the bulb works with the existing dimmer, switch or smart controller |
| Intended fixture | Enclosed or unusually shaped fixtures can impose restrictions that the label does not show |
Consumers should read the product specification rather than infer compatibility from the colour range. A bulb may offer several white settings but fail to dim correctly, lose control when installed in an incompatible fixture or require a separate control device. The same checks apply at larger scale when a contractor substitutes a lamp during a fit-out.

Common specification and compliance mistakes
Calling a product “circadian” without defining the system
A lamp is only one part of a lighting environment. Spectrum at the eye, intensity, timing, duration and viewing conditions all matter. Use factual terms such as “tunable white” or “programmable colour temperature” unless a project has a documented basis for a broader claim.
Assuming the label proves suitability
The A-to-G label communicates energy information. It does not certify glare control, visual comfort, biological effect, control interoperability or the quality of a complete installation.
Checking only one regulatory scope
Because ecodesign and labelling scopes differ, verify the product against both where applicable. Keep the supplier’s classification and technical documentation with the project records.
Ignoring the control gear
Separate control gears are addressed by ecodesign even though they are not covered by the light-source energy label in the same way. A replacement lamp and its control gear must be considered together, especially in an existing luminaire.

Treating a recital as a current obligation
The 2019/2020 recitals refer to future standardisation work on modular LED products, including luminous flux, radiation spectrum and light distribution. That reference is not a present legal requirement for modular human-centric lighting. Do not write it into a contract as though the regulation already mandates it.
What the Sustainable Products Regulation changes
The Ecodesign for Sustainable Products Regulation (ESPR) entered into force in July 2024 and broadens the EU’s product-sustainability framework. It creates a wider policy setting in which durability, resource use and product information may receive more attention across product groups.
Its existence does not demonstrate that a specific human-centric lighting requirement has been adopted. The Commission’s 2025–2030 working plan continues ecodesign and energy-labelling work for energy-related product groups and includes preliminary work on additional products, but that planning context is not a timetable for a circadian-lighting rule.
What to watch in future EU policy
The unresolved question is not whether light can influence circadian rhythm; the Commission summary already recognises that it can. The policy question is whether a future proposal will define measurable requirements for spectrum, intensity, timing, controls or product information, and how those requirements would apply to lamps, luminaires and building systems.
Until an official proposal sets that detail, project teams should treat human-centric lighting as a design option and procurement objective rather than a compliance category. Monitor published regulations and delegated acts, then update specifications only when the legal text identifies the products, measurements, dates and conformity obligations involved.
Practical decision framework for clients and contractors
- Need only efficient general lighting? Specify the required output, colour, fit and energy information, then verify the delivered model.
- Need different scenes during the day? Add tunable or multi-scene capability, control compatibility, operating times and commissioning requirements.
- Considering wellbeing claims? Separate the design intention from any health assertion and request evidence that matches the actual installation and exposure.
- Working on a renovation? Check the existing fixture, control gear, dimmer and wiring before selecting a replacement source.
- Writing a tender? Use measurable product attributes and require EPREL or equivalent manufacturer documentation instead of relying on terms such as “natural,” “biological” or “circadian.”
EU lighting regulation therefore provides an enabling base, not a finished human-centric standard. Better labels, product records and efficiency rules can make adjustable lighting easier to specify and verify. Whether that lighting benefits occupants depends on the design, controls, installation and evidence behind the particular use case.
