Engineers inspect a large terminal as a connected structural system, not as a collection of isolated cracks or rust spots. They first establish what the building was designed to do and how it has changed, then map visible distress, use targeted testing to resolve hidden-condition questions, evaluate causes and structural significance, and only then design, execute, and verify repairs. The applicable building code, permits, inspection duties, and professional qualifications depend on the terminal’s jurisdiction and adopted code edition.
What a professional inspection is meant to establish
An inspection should answer five practical questions:
As an Amazon Associate I earn from qualifying purchases.
- Where is deterioration located, and how extensive and severe is it?
- What mechanism could have produced it, and what evidence supports that explanation?
- Has the condition affected load-carrying capacity, serviceability, durability, or another part of the load path?
- What additional information is needed before a repair can be designed?
- Which repair strategy can be built safely while meeting code and the terminal’s operational requirements?
A crack, spall, leak, rust stain, peeling coating, or visibly bent member is an observation—not a diagnosis. The same symptom can result from different mechanisms, and a visually minor defect can matter if it occurs at a critical connection or load path. Engineers therefore document evidence, test defined uncertainties, and connect findings to structural analysis before specifying work.
Step 1: Establish the building’s history and design basis
Collect the record set
The engineer begins with available design drawings, specifications, calculations, construction records, as-built changes, previous inspection reports, maintenance logs, repair records, leak histories, fire or impact reports, and records of changes in occupancy or equipment. Terminal buildings often contain additions, mezzanines, bridges, baggage systems, suspended ceilings, rooftop equipment, and architectural alterations that change loads or conceal members.

The record review is compared with the actual building. Missing or contradictory documents are recorded as uncertainty rather than silently filled with assumptions. The ACI assessment framework treats establishing in-place condition and determining causes of distress as separate steps that must precede selection of a rehabilitation strategy. A historical ACI 562-16 provisional excerpt illustrates that sequence: ACI 562-16 provisional assessment text. That document is not the current code edition.
Define the questions and boundaries
Before field work, the responsible design professional defines the inspection area, accessible and inaccessible zones, suspected mechanisms, required precision, and decisions the findings must support. A question such as “Is this slab damaged?” is too broad. Better questions are “Does the suspected delamination extend beyond the visible spall?”, “Is reinforcing steel losing section at this beam seat?”, or “Can the member carry the revised equipment load?”
Step 2: Map visible concrete and steel distress
Concrete observations
Inspect accessible slabs, beams, columns, walls, decks, joints, and foundations for cracks, spalls, delaminated or hollow-sounding areas, exposed reinforcement, rust staining, leakage, efflorescence, abrasion, impact damage, deformation, and changes in geometry. Record each condition with a repeatable location identifier, such as grid intersection, level, room, column line, elevation, or member mark.
For each indication, record type, orientation, dimensions, extent, severity, and whether it is active or changing if repeat observations exist. Photographs should include an overall view, a close view, a scale, and the location reference. Crack width, length, pattern, relation to joints and supports, and nearby moisture or corrosion evidence can be more informative than a single photograph.

Steel observations
Steel members and connections are checked for coating failure or peeling, visible corrosion, pitting, section loss, distortion, cracking, loose or missing fasteners, weld discontinuities that are visible without specialized testing, and evidence of water traps or drainage problems. The Federal Highway Administration’s visual protocol for steel superstructure deterioration lists paint deterioration, visible corrosion, and pitting as observable indicators: FHWA Steel Superstructure Deterioration protocol. It was written for bridge applications, so it is technical context rather than an automatic terminal-building requirement.
Inspect the surrounding load path
A large terminal transmits loads through connected members, diaphragms, frames, connections, bearings, slabs, walls, and foundations. If distress appears at one member, the inspection scope may need to include adjacent or contiguous members and their connections. The principle is especially important where water, movement, impact, vibration, or a change in loading could affect a wider area. A visibly damaged patch should not be treated as an isolated repair by default.
Step 3: Use targeted tests to find hidden condition
Testing is selected to answer a defined engineering question. No single nondestructive test (NDT) is suitable for every defect, member geometry, access condition, or project decision.

Depending on the question, an investigation may combine visual mapping with sounding, selective opening-up, cores, reinforcement location, moisture measurements, or NDT. FHWA’s bridge-deck resource discusses ground-penetrating radar (GPR), impact echo, and ultrasonic surface waves as examples for locating or characterizing deterioration in concrete bridge decks: FHWA Nondestructive Testing for Concrete Bridge Decks. The resource emphasizes that selection depends on the deterioration of concern and whether the work is broad condition monitoring or project-level maintenance and rehabilitation.

For a terminal, the engineer should state the required output before choosing equipment:
- Extent: Is a suspected delamination, void, or corrosion zone larger or deeper than its visible boundary?
- Properties: Are strength, stiffness, reinforcement location, cover, or material uniformity needed for capacity calculations?
- Mechanism: Is moisture ingress, corrosion, movement, impact, overload, chemical exposure, or another process plausible?
- Access: Can equipment reach the member without closing a concourse, removing finishes, or entering a restricted area?
- Decision: Will the result determine monitoring, localized repair, strengthening, replacement, or a temporary safety measure?
Bridge protocols can provide useful terminology and examples, but they do not establish a universal ranking of tests for terminals. Geometry, finishes, operating constraints, and the suspected mechanism control the investigation plan.
Steel testing and measurement
For steel, visual mapping may be followed by coating-thickness or adhesion checks, dimensional measurements of section loss, ultrasonic thickness measurements, weld or connection examinations, or other tests selected by the engineer. The purpose is to quantify remaining material and determine whether deterioration is localized, widespread, or active. The method, sampling density, and acceptance criteria must be stated in the project documents; a handheld reading without a defined question is not a complete structural evaluation.
Step 4: Evaluate cause, capacity, durability, and system effects
Separate symptoms from causes
Engineers investigate why distress occurred. Possible contributors can include water leakage, inadequate drainage, reinforcement corrosion, restrained movement, thermal or shrinkage effects, overload, impact, vibration, settlement, fire, poor original detailing, incompatible past repairs, or aggressive exposure. These are possibilities, not diagnoses for an unspecified terminal. The cause must be supported by the observed pattern, records, measurements, and analysis.

Check structural significance
The evaluation considers whether deterioration affects:
- Capacity: strength, stability, connection resistance, load paths, and robustness.
- Serviceability: deflection, vibration, movement, leakage, appearance, and operational performance.
- Durability: continuing corrosion, moisture entry, freeze-thaw or chemical exposure where relevant, and the expected service environment.
- System behavior: redistribution of load to adjacent members, restraints, joints, and foundations.
Analyses use measured geometry, material information, reinforcement or connection details, actual loads, and stated assumptions. Where information is uncertain, the report identifies the uncertainty and explains how it affects the conclusion. A condition that is acceptable for monitoring may require immediate stabilization if it compromises a critical connection or causes progressive loss of capacity.

ACI CODE-562-25
The American Concrete Institute describes ACI CODE-562-25, “Assessment, Repair, and Rehabilitation of Existing Concrete Structures—Code Requirements and Commentary”, as its 2025 code for assessing damage and deterioration and designing repair and rehabilitation strategies for existing structural concrete buildings, members, systems, and applicable nonbuilding structures. ACI states that it was developed for use with the International Existing Building Code (IEBC) or as a stand-alone code. The licensed design professional must verify whether the jurisdiction has adopted it, which edition applies, and how it interacts with the locally adopted building code.

ACI also distinguishes the existing-structure focus of ACI 562 from ACI 318’s primary focus on new concrete design. Its guidance on selecting a code for evaluating an existing building before repair is available in the ACI existing-building code FAQ.

FHWA bridge documents: useful context, not terminal law
The National Bridge Inspection Standards (NBIS) are U.S. safety inspection standards for highway bridges on public roads. FHWA identifies the program and its requirements at FHWA National Bridge Inspection Standards. NBIS does not automatically govern an airport, rail, bus, or other terminal building. FHWA NDT and steel protocols can inform terminology, documentation, and technical thinking, but the terminal’s jurisdiction, occupancy, structural system, permits, and adopted codes determine mandatory requirements.
How engineers choose a repair strategy
Repair design follows investigation and evaluation. The strategy must address the underlying mechanism as well as the visible damage, restore required capacity and serviceability, suit the existing materials and details, and remain buildable in the terminal’s environment.
| Repair or intervention family | When it may be considered | Questions that must be resolved first |
|---|---|---|
| Concrete removal and patching | Unsound, delaminated, or locally damaged concrete has been defined and sound substrate can be restored. | What caused the damage? Is reinforcement corroded or section-loss affected? How will the repair bond and protect the area? |
| Reinforcement treatment or replacement | Corrosion or damage has reduced bar condition or anchorage. | How much section remains, what development and confinement exist, and how will corrosion be controlled? |
| Protective or corrosion-mitigation measures | The assessment identifies an ongoing moisture or corrosion mechanism that can be treated. | Will the measure reach the affected zone, remain compatible with existing materials, and be maintainable? |
| Strengthening | Analysis shows inadequate capacity, changed loading, or unacceptable serviceability. | What load path is deficient, and can the strengthening be detailed and anchored without creating a new failure mode? |
| Steel section or connection repair | Measured corrosion, cracking, distortion, or connection distress requires localized restoration or replacement. | What is the remaining section and connection resistance, and what temporary support is required during work? |
| Replacement or broader rehabilitation | Damage is extensive, inaccessible, uneconomical to isolate, or incompatible with a durable local repair. | How will stability, sequencing, interfaces, permits, and continuity of operations be managed? |
These are possible families, not recommendations for a particular terminal. The project assessment determines which option is appropriate and whether monitoring or temporary restrictions are needed before permanent work.

Temporary stability and sequencing
Engineers identify shoring, propping, load restrictions, isolation, weather protection, and other temporary works when removing concrete, cutting steel, unloading a member, or opening a connection could change the load path. The sequence should be designed, reviewed, and inspected—not improvised by the contractor in the field.
Access and public protection
Construction planning coordinates work zones, overhead protection, fall protection, security-controlled access, fire and life-safety systems, emergency egress, passenger and staff separation, and deliveries. Dust, noise, vibration, odors, water, and debris may require enclosures, off-hours work, ventilation, monitoring, or phased closures. These controls are project-specific; the responsible team sets them through the terminal’s safety and operations plans.
Quality assurance and verification
Repair documents should define substrate preparation, material properties, reinforcement or steel details, installation tolerances, curing or coating conditions, inspection hold points, testing, and acceptance criteria. Quality personnel verify that unsound material was removed, reinforcement or steel was prepared as designed, repair materials were installed within environmental limits, connections and welds meet the specification, and protective systems are continuous. Post-repair photographs, test records, as-built changes, and a map of completed work create a baseline for future inspections.
Common inspection and repair mistakes
- Prescribing from appearance alone: A crack or rust stain does not identify its mechanism or required remedy.
- Testing without a decision in mind: An instrument reading is useful only when its accuracy, coverage, and interpretation answer a defined engineering question.
- Stopping at the visible member: Adjacent members, connections, restraints, and foundations may share the load or the deterioration mechanism.
- Treating bridge guidance as a building code: FHWA bridge protocols are valuable technical references but are not automatically terminal standards.
- Ignoring changed loads and operations: New equipment, crowding, partitions, baggage systems, or temporary works can alter demand and access.
- Repairing concrete without controlling the cause: A patch can fail again if water entry, corrosion, movement, or another mechanism remains active.
- Leaving uncertainty undocumented: Missing drawings, inaccessible areas, and unverified material properties should be stated with their effect on the conclusion.
A sound project record connects each observed condition to its location, evidence, evaluation, decision, repair detail, inspection result, and any monitoring requirement. That traceability is what turns a visual survey into an engineering assessment and a repair into a controlled intervention.
