A suction hopper dredger lifts seabed sand and gravel, retains the useful fraction in its hold and delivers it to a wharf. The cargo may be screened on the vessel, processed through a wet plant ashore, or handled by both. The exact circuit depends on the deposit, the products required, the vessel and plant design, and local environmental permissions.
What marine aggregate processing is designed to achieve
Marine aggregate is sand and gravel recovered from the seabed for construction. The processing objective is not simply to dry the dredged cargo. It is to turn a variable, water-bearing mixture into saleable size fractions with controlled cleanliness and grading.

Construction specifications generally require clay fines and other impurities to be removed. A plant therefore separates the feed into fractions such as sand and several gravel sizes, sends each fraction to the appropriate storage location, and redirects material that is too coarse or otherwise unsuitable for further treatment. Some aggregate is used close to the wharf; some is shipped onward or supplied to concrete manufacture.
There is no universal marine-aggregate flowsheet. A relatively clean deposit may need only screening and stockpiling. A mixed deposit may need bar-grizzly scalping, multiple vibrating screens, washing, sand classification, dewatering and a crushing-and-rescreening loop.

How the material moves from seabed to stockpile
1. Dredging the seabed deposit
A suction hopper dredger pumps seawater and seabed sediment into a hold. The vessel can dredge while moving along the deposit or while anchored, depending on the dredging method and site conditions. The required sand and gravel are retained as cargo; water and suspended sediment may be returned to the sea.
The dredging operation is distinct from maintenance dredging, in which material is removed to keep a channel or harbour usable, and from disposal of unwanted dredged material. A cargo intended for aggregate production follows a product route, while disposal projects follow different environmental and licensing requirements.
2. Optional screening aboard the vessel
Some dredgers screen the cargo before reaching port. Onboard screens can remove finer sand to produce a gravel-rich cargo, or remove coarser particles to produce a sand cargo. A scalping arrangement can retain particularly large pieces and keep them out of a sand-and-gravel load; the 2017 British Marine Aggregate Producers Association and The Crown Estate guide gives material typically greater than 30 mm as an example threshold, not a universal product limit.
Offshore screening selects a cargo for a particular market and can make better use of a naturally variable deposit. It also takes longer to load, lowers vessel productivity, consumes additional fuel and increases wear on screening equipment. The screened sediment is returned to the marine environment, where fine material can create a visible water-column plume. Whether screening is allowed, limited or conditioned depends on the environmental assessment and the applicable licence.
3. Transport and discharge at the wharf
Construction cargo is carried to a port or harbour and discharged into a holding area. From there it can be used as delivered if its grading and cleanliness already meet the customer’s specification, or fed to a shore-side plant for additional processing.
Because the cargo is saturated, the receiving area and conveyors must be arranged for wet, heavy material and drainage. The plant operator normally controls feed rate so that screens and washing equipment receive a steady load rather than intermittent surges from vessel discharge.
4. Hopper feed and primary scalping
A wet-processing plant commonly starts with a feed hopper. A bar grizzly across the hopper rejects rocks too large for the plant and protects downstream equipment. The remaining material passes to a scalping screen, which separates oversize from smaller feed before the main sizing stages.

Scalping is a protection and control step, not a guarantee that the final product is correctly graded. Oversize may be stored for a separate use, sent to a crusher, or removed from the product stream if it cannot be economically processed.
5. Washing and screening
Water sprays are applied while the material passes over vibrating or revolving screens. Washing loosens and carries away clay, coatings and other impurities; screening divides the clean feed into size fractions. The screen arrangement is selected according to the number of products the market requires. A simple plant may make one sand and one gravel product, while a larger plant may produce several gravel sizes plus more than one sand cut.
Screen apertures, deck arrangement, vibration or rotation and feed rate determine how accurately particles are separated. Wet screening is particularly useful when fines cling to gravel or when the feed contains clay that would otherwise blind a dry screen. The water used in washing becomes part of the plant’s process-water circuit and must be managed with the site’s sediment and discharge controls.
6. Sand classification and dewatering
The sand fraction leaves the sizing section with substantial water. Classifying equipment separates the sand by settling or hydraulic behaviour, while dewatering equipment removes excess water before storage. These stages help produce a sand product with a more consistent size distribution and a moisture condition suitable for stockpiling, transport or concrete batching.

Sand and gravel are normally directed to separate bins, conveyors or stockpiles. Keeping products physically separated prevents a correctly sized fraction from being contaminated by a neighbouring pile and allows the operator to blend or dispatch material against a customer specification.
7. Crushing and rescreening oversize
Oversize aggregate can be sent to a crusher when the deposit and market justify it. Crushing reduces the particle size; the crushed material then returns to screens so that the required grading can be recovered. The crusher loop may be bypassed when the oversize has another saleable use or when crushing would add cost without producing a needed product.
Crushing is therefore a conditional step, not an automatic part of every marine-aggregate plant. The suitable route depends on particle shape, strength, contamination, the available crusher and the specification for the final aggregate.

8. Stockpiling and delivery
After classification and dewatering, products are conveyed to separate stockpiles or bins. They may be loaded directly for construction work, transferred to another transport mode, or used at the same site for ready-mix or precast concrete production. Concrete manufacture is downstream of aggregate production: the aggregate plant’s job is to supply the correctly graded, clean mineral fractions.
Offshore screening or shore-side processing?
Both routes can be technically valid. The choice is an operating and environmental decision rather than a fixed rule.
| Decision factor | Screening aboard the dredger | Processing at the wharf |
|---|---|---|
| Where sizing occurs | Part of the cargo is separated before delivery. | Material is sized through a shore-side wet plant after discharge. |
| Main product effect | Can deliver a sand- or gravel-rich cargo selected for a market. | Can make several saleable fractions from one delivered cargo. |
| Vessel operation | Longer loading and lower vessel productivity, with extra fuel use and equipment wear. | Shorter vessel loading is possible, while more work is concentrated at the plant. |
| Fine sediment | Screened sediment is returned to the marine environment and may form a plume. | Fines are handled in the plant’s washing and process-water system. |
| Permission and controls | May be restricted or conditioned after assessment of sediment movement and plume effects. | Requires controls for wash water, stockpiles, drainage and any discharge at the receiving facility. |
| Best fit | A deposit and customer requirement that justify selecting cargo offshore. | A variable feed or product range that needs several shore-side treatment stages. |
The 2017 industry guidance treats these as variants rather than declaring one universally superior method. Deposit characteristics, required gradation, vessel capacity, plant layout, throughput, fuel and maintenance costs, and local permissions all influence the decision.
What determines the final aggregate quality?
Clay and other impurities
Clay content varies by deposit and by the part of the deposit being dredged. The U.S. Environmental Protection Agency’s 1975 construction-industry survey reported clay contents from 5 to 30 percent in the sand-and-gravel deposits examined. That is a historical survey range, not a current universal feed specification.
In a separate 1979 EPA discussion of dredged sand-and-gravel facilities, the material was described as usually averaging less than 5 percent clay. The report attributed the lower clay content compared with many land deposits to natural rinsing. That figure also describes the facilities considered in that historical report and should not be treated as a worldwide present-day average.

The required cleanliness and grading are set by the customer, project and governing standard; the available evidence does not establish one global grading limit for all marine aggregate.
Particle-size distribution
Screen selection controls which particles report to each product. A plant making several gravel grades needs multiple screen decks or stages, while a sand-only or gravel-rich route may use a simpler arrangement. Material that falls outside the target ranges is either redirected, crushed and screened again, or kept out of the saleable products.

Moisture and stockpile management
Sand must be classified and dewatered before storage because excess water changes its handling behaviour and affects batching. Separate stockpiles, controlled conveyor transfers and stable drainage help preserve the grading established by the screens.

Marine sediment movement
Dredging and offshore screening disturb seabed sediment. Fine particles can remain suspended as a plume and later settle elsewhere. The industry guidance says sediment movement and likely effects are considered through environmental assessment; screening can be restricted or made subject to licence conditions where impacts are unacceptable.

Licensing in the United Kingdom
The Marine Management Organisation states that aggregate dredging in English waters and Northern Ireland offshore waters always requires a marine licence. An application may need sediment-sample analysis, particularly where disposal at sea is involved. Work in protected areas can also require impact assessment and monitoring. These statements apply to the named UK jurisdictions; requirements for another country, coastline or water body must be checked with the relevant authority.
Marine disposal and beneficial use
Japan’s Ministry of the Environment explains that marine disposal is subject to legal restrictions. Where beneficial use of sediment is claimed, the purpose, material suitability and management method need to be clear. This is Japan-specific policy context, not a rule that can be applied to every marine-aggregate project.
Plant water and land-side controls
At the wharf, washing creates a stream carrying fine sediment. The facility must control that water, prevent uncontrolled release from stockpiles and manage drainage around the receiving and dispatch areas. The exact treatment and discharge arrangement depends on the site permit and local water regulations.
How to choose a processing route for a deposit
Before selecting equipment, the operator needs a deposit and market assessment. The following questions define the circuit:
Recommended Free Tools
- What particle sizes and gradation ranges are present in the dredged feed?
- How much clay, silt or other impurity must be removed?
- Can the vessel screen economically, or is the full cargo better delivered to shore?
- How many saleable sand and gravel fractions are required?
- Will oversize be crushed, sold separately or rejected?
- How much washing, classification and dewatering capacity is needed for the vessel’s discharge rate?
- Where will each product be stored without cross-contamination?
- How will rejected sediment and process water be contained, treated or returned under the applicable permit?
- What monitoring is required for plumes, seabed deposition, protected habitats and water quality?
A route that is efficient for a clean, uniform deposit may be unsuitable for a clay-rich or highly variable one. Likewise, offshore screening may reduce shore-side work but become unattractive if loading time, fuel, wear or licence conditions outweigh the benefit of a selected cargo.

Common process problems and practical responses
Screen blinding or poor separation
Clay-coated particles and excessive feed can block screen openings, causing undersize and oversize to mix. Operators address this by maintaining adequate wash water, controlling the feed rate and checking screen condition and aperture selection. If the feed changes materially, the screen arrangement may need adjustment rather than simply increasing throughput.
Sand leaving with gravel
Carryover can indicate an overloaded or poorly configured screen, insufficient washing or an unsuitable cut point. Rebalancing the feed and reviewing the deck sequence can improve separation; the correct adjustment depends on the target products and the actual feed grading.
Wet, unstable sand stockpiles
Sand that reaches storage with too much water can slump, drain unpredictably or complicate loading and concrete batching. Classification and dewatering capacity must match the wet-screen feed, and stockpile drainage must be maintained.
Oversize accumulating in the circuit
If oversize is neither sold nor crushed, it can restrict the hopper and reduce plant availability. A defined route to a crusher, a separate stockpile or an approved reject area prevents the material from repeatedly returning to the feed.
Environmental limits being exceeded
Unexpected plumes, sediment deposition or water-quality problems require the operator to follow the site’s permit, monitoring plan and stop-work conditions. Changing the screen location, reducing the rate, improving containment or revising the disposal method may be necessary; the remedy must be agreed with the competent authority rather than improvised outside the licence.
Why the final product is not identical for every dredging project
Two marine deposits can require different plants even when both are sold as “sea gravel.” One may be naturally rinsed and close to the required grading; another may contain clay, broad particle sizes and oversize that require several wet screens and a crusher loop. Vessel screening can remove part of the variability before landing, but it cannot replace all shore-side classification when a customer needs several precise fractions.
The dependable principle is therefore a sequence, not a single machine: recover the deposit, remove material that the plant cannot accept, wash and size the feed, classify and dewater sand, direct gravel to the correct bins, crush and rescreen oversize when justified, and store each finished fraction separately. Environmental assessment and licensing determine which version of that sequence is permissible at a particular site.
