How Do Regional Labor Shortages Affect Industrial Construction Schedules?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Regional labor shortages can delay an industrial project when qualified crews or subcontractors are unavailable for scheduled work, especially on activities that control the critical path. The 2026 AGC/NCCER Workforce Survey found that 42% of surveyed firms had experienced project delays caused by shortages among their own workers or subcontractors. Reported rates were 45% in the Midwest, 43% in the Northeast, 44% in the South and 35% in the West.

Those percentages show how common firms say the problem is across construction. They do not predict how many days a particular plant, warehouse, refinery or other industrial facility will slip. The survey is not an industrial-only, project-level schedule study and does not separate labor-caused days from delays caused by materials, approvals, redesigns or other constraints.

What the latest evidence actually measures

The strongest current benchmark is the Associated General Contractors of America and National Center for Construction Education and Research 2026 Workforce Survey, conducted in July and August 2026 and published in September. It collected responses from 1,830 people representing firms of different types and sizes.

In that survey, 74% of respondents reported at least one significant project delay during the previous year. Worker shortages were the most commonly reported cause: 42% said shortages among their own employees or subcontractors had delayed projects. The report summarizes firms’ experiences and workforce actions; it does not provide a resource-loaded schedule for an industrial facility, a median delay in days, or a cost assigned specifically to labor.

The survey analysis states, “Labor shortages remain the leading driver of construction project delays.” That is a statement about the share of surveyed firms reporting a cause, not a guarantee that labor will be the dominant risk on every industrial job.

Regional comparison: useful context, not a delay forecast

Region Firms reporting worker shortages as a cause of project delays
Midwest 45%
Northeast 43%
South 44%
West 35%

These are percentages of survey respondents in each regional fact sheet who attributed a project delay to worker shortages. They are not normalized measures of the number of available electricians, millwrights or pipefitters, and they do not represent industrial projects alone. The 10-percentage-point spread between the Midwest and West is meaningful context, but it cannot rank locations for a specific facility without local and project-level information.

A site-selection or execution decision should therefore compare five separate questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • What does the broad regional survey indicator show?
  • Which trades and certifications does this facility require?
  • How many qualified workers and firms are available within the planned travel or mobilization area?
  • What competing projects are drawing the same people?
  • Which schedule activities are exposed to those trades, and which are on the critical path?

How a labor shortage becomes schedule slippage

The survey supports the existence of worker-caused delays and hard-to-fill occupations. The following sequence is a planning explanation of how that condition can affect an industrial schedule; it is not a quantified finding from the survey.

1. A planned activity lacks a committed crew

An activity such as concrete placement, equipment setting, electrical installation or controls work may have a start date but no firm, qualified crew commitment. A subcontractor can have a signed contract and still be unable to staff every planned shift.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

2. The start or production rate changes

The work may start late, proceed with fewer crews, run fewer shifts, or require resequencing. A lower production rate can extend the activity even when the start date is unchanged.

3. Handoffs move

Industrial work is highly interdependent. Delayed foundations affect steel and equipment setting; delayed equipment setting affects piping, electrical and insulation; delayed electrical or controls installation can postpone commissioning. A late handoff can force following trades to wait or return later.

4. Recovery options become constrained

Adding a second shift, overlapping crews or changing sequence can help only if additional qualified people, supervision, work fronts and safe access are available. Overtime or labor substitution is not an automatic fix and can introduce fatigue, rework, safety or coordination risks.

5. The critical path determines the consequence

A shortage on a noncritical activity may consume float without changing the completion date. The same shortage on a critical activity, or on an activity with little remaining float, can move a milestone or commissioning date. The effect must be calculated in the project schedule rather than inferred from a regional percentage.

Why industrial projects can be sensitive to specific trades

Industrial facilities often combine civil, structural, mechanical, electrical, instrumentation, process, controls and commissioning work. The relevant labor risk depends on the facility’s scope and sequence, not simply on total headcount.

In the 2026 survey, firms reported hard-to-fill openings among electricians (81%), mechanics (79%), HVAC technicians (77%) and concrete workers (76%). Superintendents, project managers or supervisors, and estimating personnel were also described as difficult positions to fill. A manufacturing expansion with extensive process power and controls may be more exposed to electrical and instrumentation capacity than a project whose near-term work is mostly earthwork. A distribution facility may have a different exposure again.

Management vacancies matter as well. A project can have enough craft workers on paper yet lack experienced supervision, planning or estimating staff to coordinate multiple subcontractors, approve work packages and recover from disruptions. Treat each trade and management role as a separate resource in the schedule risk analysis.

Labor is one constraint among several

Nationally, the same survey found that firms reported several other major delay causes. Twenty-nine percent cited longer lead times or shortages for electrical equipment; 28% cited owner directives to halt or redesign projects; 26% cited governmental delays such as approvals or inspections; and 26% cited longer lead times or shortages for other materials and equipment.

These causes can interact. A delayed transformer may move the electrical sequence even when electricians are available. Conversely, a fully delivered equipment package can sit because the qualified installation crew is not available. A credible forecast assigns each risk to the activities it can affect and avoids attributing every late milestone to labor.

Headcount is not the same as usable capacity

Three survey findings show why a simple employee count can be misleading. Fifty percent of respondents said available candidates lacked needed skills, certificates or licenses. Forty-two percent said new hires failed to show up or left shortly after starting. Eighty-three percent reported at least some turnover among new field employees during their first 90 days.

For schedule purposes, usable capacity means qualified people available at the right time, with the required credentials, supervision, site access and familiarity with the work. A contractor that plans to add 20 workers should identify how many are fully productive on the specified task, how many require orientation or training, and how many are expected to remain through the work package.

Competing projects can tighten a local market

The survey identifies data-center construction as an additional source of competition for skilled labor. Among firms reporting workforce effects from data-center work, 58% said it increased competition for skilled workers, 49% reported wage pressure, 36% said it made open positions harder to fill and 30% reported increased turnover.

These figures support checking competing demand when an industrial project shares a market with large data-center programs or other major builds. They do not show that every region experiences the same spillover, nor do they quantify the effect on a named manufacturing, energy or logistics project. Confirm local conditions with trade-specific availability, subcontractor commitments and current project pipelines.

A practical method for forecasting labor-related schedule exposure

  1. Define the required workforce. Break the estimate into trades, supervisory roles, certifications, crew sizes, shifts and work locations. Include commissioning and startup resources, not only construction crews.
  2. Resource-load the schedule. Assign planned crews and realistic production rates to each activity. Mark activities with no committed subcontractor, uncertain staffing or a single available specialist.
  3. Map critical and near-critical work. Identify activities with zero or low float, major handoffs and milestones such as mechanical completion, energization and commissioning.
  4. Validate subcontractor capacity. Obtain named crew commitments, mobilization dates, foreman coverage, hiring assumptions and backup plans. A contract award alone is not proof of labor availability.
  5. Check the local market. Compare the project’s trade mix with nearby industrial, infrastructure and data-center work. Review wage pressure, travel requirements, lodging, union or open-shop conditions, licensing and apprenticeship pipelines.
  6. Model scenarios. Test a late crew start, a lower production rate, a missing specialty trade and a recovery option. Show the effect on float and milestones rather than applying the regional survey percentage as a blanket delay factor.
  7. Update the forecast. Reconcile actual staffing, productivity, turnover and subcontractor attendance with the baseline at each schedule update. Escalate a risk when the remaining float is smaller than the expected staffing uncertainty.

What contractors say they are doing

The 2026 survey describes a broad mix of recruiting, retention and training responses. Fifty-five percent of firms increased base pay for hourly craft workers more than they had a year earlier, while 29% increased it by approximately the same amount. Thirty-five percent initiated or increased spending on training and professional development, and 25% implemented or expanded onsite craft training.

Recruiting channels also changed: 49% added or increased online recruitment strategies, and 48% increased engagement with high schools, colleges or career and technical education programs. Structured onboarding, career-building partnerships and better retention practices can improve the probability that planned staffing becomes productive capacity.

The survey reports these actions but does not establish which one reduces schedule delays, by how much or under what project conditions. Select responses according to the scarce trade, the time remaining before mobilization and the project’s safety and quality requirements. Training a new worker cannot instantly replace a licensed specialist needed next week.

Illustrative schedule situations

Electrical installation on the critical path

Suppose a facility’s switchgear installation controls energization and commissioning. A regional labor indicator may show elevated shortage reporting, but the actionable question is whether the electrical subcontractor has the committed crew, qualified foreman and planned mobilization date. If not, the project team should model a delayed start and test whether another qualified crew exists before changing the completion forecast.

Concrete work with available float

A concrete crew shortage on a foundation package may consume float while steel fabrication proceeds on another work front. The project still needs a mitigation plan, but the completion date should move only if the lost float reaches a controlling milestone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Competing major projects

If several large projects begin during the same quarter, a subcontractor may reassign workers, raise rates or reduce the size of a promised crew. Reconfirm staffing before each major release of work and update the schedule when the commitment changes; do not assume that a regional average captures the local competition.

What the historical trend does—and does not—show

Survey year Firms reporting project delays due to worker shortages
2022 66%
2023 61%
2024 54%
2025 45%
2026 42%

This sequence is a change in the share of surveyed firms reporting worker-related delays. It is not evidence that delay durations fell by the same proportion, that labor supply improved uniformly, or that industrial projects became less exposed. The 2026 report also describes softer demand in some segments alongside open positions, hiring difficulty and expected headcount growth.

Limits of regional data when choosing an industrial site

A regional percentage cannot answer whether a specific plant will open on time. Before committing to a location or baseline date, obtain evidence at the level of the actual work:

  • Trade-by-trade labor availability and wage indications.
  • Subcontractor bid coverage, backlog and named crew commitments.
  • Required licenses, certifications, security clearances and site orientation time.
  • Travel, lodging and shift constraints that affect recruitment.
  • Competing projects expected to mobilize during the same period.
  • Float and contingency on scarce-trade activities.
  • Actual staffing and turnover against the baseline during execution.

Use the survey to establish that labor shortages are a widespread construction schedule risk in every covered region. Use project controls and local validation to determine whether that risk changes this facility’s dates.

Bottom line for project owners and contractors

Regional labor shortages affect industrial schedules through uncertain crew availability, lower production rates, delayed handoffs and limited recovery options. The 2026 survey shows the problem is reported in the Midwest, Northeast, South and West, with 35% to 45% of respondents in those regions citing worker shortages as a cause of delay. It does not provide a defensible number of days to add to an industrial schedule. The reliable approach is to connect local, trade-specific staffing evidence to a resource-loaded critical-path schedule, then update that forecast as subcontractor commitments and workforce conditions change.
