Construction union pay is set locally, not by one national wage scale. A union negotiates a collective bargaining agreement with signatory contractors or an employer association. That agreement establishes the cash wage, employer-paid benefit contributions, apprentice steps, overtime and shift rules, and other terms for a defined trade, classification, jurisdiction and contract period. On a covered federal or federally assisted project, a separate Davis-Bacon wage determination sets legal minimums for the classifications performed. To identify the rate on a particular paycheck, you must match both the correct union agreement and, when applicable, the project’s wage determination.
Who sets construction union wages?
Local unions bargain with signatory employers
Most construction bargaining is conducted by a local union for a particular craft or group of crafts. The other negotiating party may be an individual contractor, but it is often an employer association representing many contractors. The resulting collective bargaining agreement applies only to the employers, workers, geographic jurisdiction, trades and classifications covered by that agreement.

That structure is why two workers with the same job title can have different packages in different cities, or even on different types of work in the same region. A wage card is a local contract document, not a national promise for every member of a construction union.
What the agreement normally addresses
Negotiations cover more than the number printed as an hourly wage. Depending on the agreement, the package can include:

- Grievance and arbitration procedures for disputes.
There is no required national list of benefits. One agreement may allocate a larger share of an increase to wages, while another may direct more to a pension or health fund. The contract and its wage sheet control.
Why union rates vary by job, place and date
Trade and classification
Agreements divide work into classifications such as journeyworker, foreperson and apprentice levels. The classification is tied to the work actually performed, not simply to an employee’s preferred title. A worker moving between classifications may therefore be paid under different lines on the wage schedule, subject to the agreement’s rules.
Geographic jurisdiction
Local agreements cover defined territories. Neighboring locals can negotiate different base wages, fund contributions and overtime provisions because their labor markets, contractor groups and contracts differ.

Some agreements use separate schedules for building, heavy, highway, residential, industrial or other work. The same local may also have special terms for public work, short-term projects or unusual schedules. Never assume that a rate from one project type transfers to another.

Effective date and contract version
Wage packages usually rise in stages. Always identify the agreement’s effective date and any allocation notice. A rate that was correct last year may be obsolete after a negotiated increase, even if the job and employer have not changed.
Cash wages and benefit contributions are separate parts of the package
A wage sheet commonly shows a cash base wage and additional hourly amounts that the employer pays to benefit funds. Those contributions may not appear in the worker’s paycheck as cash, but they are contractual compensation costs and finance specified benefits. The exact funds, amounts and eligibility rules depend on the agreement.
A current local illustration comes from the Construction and General Laborers’ District Council of Chicago and Vicinity’s 2026–2027 allocation. The council reports a five-year agreement with multiple contractor associations and says the overall increase of $3.77 took effect June 1, 2026. The journeyworker base wage rose by $1.60 to $53.00 per hour. Its schedule separates welfare and pension amounts for two different fund arrangements:

How prevailing wages work
“Prevailing wage” can refer to a government-required minimum on a covered project, not automatically to a union’s negotiated rate. Under the Davis-Bacon and Related Acts (DBRA), the U.S. Department of Labor issues wage determinations for covered federal and federally assisted contracts. Each determination lists rates by geographic area, construction type and worker classification. A project can require more than one determination when its work spans classifications or construction categories.
The Department of Labor states: “The prevailing wage rate, both the basic hourly rate and any fringe benefit rate, listed on the wage determination for a particular classification of work is the minimum rate that the contractor can pay to workers who are working in that job classification on the project.” The statement applies to the covered project and classification identified in the determination; it does not establish a universal rate for all construction work. See the Davis-Bacon and Related Acts Frequently Asked Questions.
How a wage determination differs from a union agreement
| Question | Union collective bargaining agreement | Davis-Bacon wage determination |
|---|---|---|
| Where it comes from | Negotiation between a union and signatory contractors or an employer association | U.S. Department of Labor determination incorporated into a covered contract |
| Coverage | Employers, workers, trades and territory defined by the agreement | Covered federal or federally assisted project and the work classifications listed |
| What it establishes | Contractual wages, fund payments and employment rules | Legal minimum basic and fringe rates for covered classifications |
| Geographic and work distinctions | Local jurisdiction and negotiated project or trade schedules | Area, construction type and classification on the determination |
| Who receives the rate | Workers covered by the agreement, subject to its eligibility and classification rules | Workers performing the covered classification, whether or not they belong to a union |
| Effective date | Agreement and allocation dates | Determination and contract rules for the covered project |
Neither category is automatically higher. A union package may exceed a determination, match it, or use different wage-and-fringe allocations. The comparison must use the same classification, locality, construction type and effective contract version.

The Department of Labor says wage-rate information is gathered through voluntary surveys and published in general determinations. The contractor must use the determination incorporated into the contract, not a rate copied from an unrelated project.

When a classification is missing
If the determination does not list a classification needed for the work, the contractor may need a conformance. The contractor proposes a basic wage and fringe package reasonably related to the listed determination, and the Department of Labor must approve it. Until the classification issue is resolved, a worker should not assume that the closest-looking line is automatically correct. The Department’s FAQ explains the conformance process at the same DBRA FAQ.
Posting and access rights
For covered work, contractors must post the applicable wage determination and the Davis-Bacon poster prominently and accessibly at the worksite. A worker can also request the determination from the employer, prime contractor or contracting agency, or retrieve general determinations through SAM.gov.

Apprentice percentages are conditional
Many agreements express apprentice wages as percentages of the journeyworker rate. The Chicago laborers’ schedule, for example, lists 60%, 70%, 80% and 90% steps of the $53.00 journeyworker rate. That produces contractual step rates of $31.80, $37.10, $42.40 and $47.70 per hour before considering any separate benefit allocations, provided the local schedule’s percentage method applies.

The registered program and locality determine the permissible percentage. An unregistered trainee is not automatically entitled to an apprentice rate. See the Department of Labor’s construction-worker protections FAQ.

Overtime requires its own calculation
For covered federal contracts, the Contract Work Hours and Safety Standards Act generally requires at least one-and-a-half times the applicable basic rate for hours over 40 in a workweek. Department of Labor guidance treats the basic rate separately from any listed fringe amount. The contract, classification and applicable exemptions must be checked before calculating an individual paycheck; do not automatically multiply the entire wage-and-fringe package by 1.5.
What Section 8(f) means in construction bargaining
Section 8(f) of the National Labor Relations Act permits certain employers primarily engaged in building and construction to enter prehire collective bargaining agreements with a construction labor organization even when majority support has not been established before the agreement. This is a special construction-industry rule, not a claim that every construction bargaining relationship has identical legal status or that every worker is covered by the same type of agreement. The statutory provision is published by the National Labor Relations Board.
How to identify the rate on a particular paycheck
Use this sequence before relying on a wage card, online table or verbal estimate:
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Identify the employer and agreement. Ask which local union agreement and contractor or employer-association agreement bind the employer on this job.
- Describe the work actually performed. Match the duties to the agreement’s trade and classification, rather than relying only on the employee’s title.
- Confirm the jurisdiction and project type. Check the local territory and whether the schedule distinguishes building, heavy, highway, residential or another category.
- Check status and step. Determine whether the worker is a journeyworker, foreperson, apprentice or another category, and identify the applicable apprentice step or progression rule.
- Read the effective date. Use the wage allocation in force for the dates worked, including any mid-contract increase.
- Separate cash and funds. Verify the base hourly wage and each health, welfare, pension, training or other contribution listed separately.
- Test for public-contract coverage. If Davis-Bacon or a related statute applies, obtain the determination incorporated into the contract and compare its classification minimum with the agreement.
- Resolve missing lines. If the covered work has no matching determination classification, ask whether a conformance was submitted and approved.
- Check hours and premiums. Review overtime, shift, weekend, holiday and travel provisions instead of assuming a standard multiplier.
How to compare two union offers or wage schedules
Compare like with like. A higher headline wage can be offset by a different fund allocation, a later effective date or narrower eligibility rules. Put both schedules into a table using the same assumptions:
| Comparison item | Questions to answer |
|---|---|
| Effective date | Which rate applies on the dates the work will occur? |
| Base wage | What is the cash hourly rate for the exact classification? |
| Benefit funds | What are the separate welfare, pension, training and other hourly contributions, and which fund arrangement applies? |
| Apprentice progression | What percentages, hours, school requirements or advancement rules govern each step? |
| Overtime and premiums | How are overtime, night, weekend, holiday and shift hours paid? |
| Jurisdiction and coverage | Does the employer, project and territory fall under the schedule being compared? |
| Public-work overlay | Is a Davis-Bacon determination incorporated, and does it require a different classification or conformance? |
Common mistakes and how to avoid them
- Using a national-scale assumption: Construction union rates are negotiated locally and can differ by trade, jurisdiction and agreement.
- Treating fringe money as cash wages: Fund contributions are part of the package but may not be paid directly in the check.
- Calling every public project “Davis-Bacon” work: DBRA coverage depends on the contract and funding; it does not apply to every construction job.
- Equating prevailing wage with union scale: A determination is a government minimum for covered classifications, while a union schedule is a negotiated contract. They can overlap without being identical.
- Applying an apprentice percentage automatically: The agreement, registered program, locality and ratio rules must support the rate.
- Choosing a classification by job title: Covered pay generally follows the work actually performed and the classification rules.
- Ignoring effective dates: A wage card from an earlier allocation may no longer control.
- Multiplying the whole package for overtime: Covered federal overtime guidance distinguishes the basic rate from listed fringe amounts; verify the contract and law before calculating.
What workers and contractors should retain
Keep the current collective bargaining agreement or wage card, allocation notices, benefit-fund information, time records, pay stubs and any project wage determination. For a covered public project, also retain the posted determination and any approved conformance. Those documents show which classification, rate, fund contribution and effective date were used and make a disputed calculation reviewable.
