Construction contract plans and specifications are two coordinated parts of the technical contract. Plans (drawings) show where work goes, its dimensions, relationships, and visual details. Specifications state the written requirements for materials, products, execution, testing, quality, and closeout. The executed contract, its incorporated clauses, addenda, referenced standards, and stated precedence rules determine which documents control when information does not align.
Do not treat a drawing set or a specification book as complete on its own. A reliable project decision comes from identifying the operative contract set, tracing the same scope item through all relevant documents, and using the contract’s required discrepancy and notice procedure before changing the work.

What “plans and specifications” means in a construction contract
In federal acquisition terminology, FAR 36.102 defines plans and specifications as “drawings, specifications, and other data for and preliminary to the construction.” That definition is broader than two electronic file folders. Depending on the project, the contract package can include signed agreement forms, conditions, drawings, specification sections, addenda, amendments, schedules, supplemental conditions, standard details, referenced codes and standards, and later authorized changes.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThe contract—not a customary industry assumption—identifies which documents are binding. A bid set, permit set, issued-for-construction set, or an old consultant file may not be the set incorporated into the executed agreement. Confirm the package and revision status before estimating, ordering materials, laying out work, or answering a field question.

Plans or contract drawings
Drawings communicate the designed work visually. Architectural, structural, civil, mechanical, electrical, and other discipline sheets can show locations, dimensions, elevations, sections, assemblies, details, tags, keynotes, schedules, and relationships between systems. A plan may locate a door, while an elevation and detail show its geometry and interfaces. A schedule may identify a type, size, rating, or quantity that is not obvious from the plan view.
“Contract drawings” means the drawings identified in or furnished under the construction contract. Always verify the drawing index, sheet numbers, issue dates, revision clouds, and any superseding addendum or amendment.
Specifications
Specifications are written technical requirements included in or incorporated into the contract. They commonly describe acceptable materials or performance, product quality, execution, tolerances, installation, testing, inspection, submittals, warranties, protection, and measurement or payment provisions. Sections often cross-reference related work in other sections and the drawings.

Shop drawings and record drawings are different
Shop drawings are contractor or subcontractor submittals that explain proposed fabrication, assembly, installation, or equipment details. They help the design team and owner review how a planned product or fabricated component will be made and installed; they do not automatically replace the contract drawings.
Record drawings document the work as actually completed. FAR 36.102 describes them as drawings submitted by a contractor or subcontractor to show the completed work. Their purpose is project record and future operation, not to rewrite the original requirements without an authorized change.

How the documents work together
Plans answer spatial and visual questions: where is the work, how large is it, what connects to it, and what does the assembly look like? Specifications answer written technical questions: which material or performance level is required, how must it be installed, what tests or inspections apply, and what submittals are due?
FHWA guidance says, “The information contained in drawings and specifications should be complementary; there should be no duplication or overlap between these documents.” In practice, some overlap is unavoidable because a note may identify a material and a specification section will define it in detail. The important point is to read the references together rather than selecting whichever statement is easiest to use.
| Question | Where the answer commonly appears | Cross-check before acting |
|---|---|---|
| Where is the work located? | Plans, dimensions, elevations, sections, and details | Check architectural, structural, and trade-specific sheets and their referenced details. |
| What is required? | Specifications, schedules, drawing notes, and referenced standards | Confirm material, grade, performance, finish, and applicable edition. |
| How is it installed and verified? | Specification execution, testing, inspection, and submittal requirements | Check the detail, manufacturer information required by the contract, and inspection hold points. |
| What changed? | Addenda, amendments, revision clouds, ASIs, change orders, and other authorized instruments | Use the document and revision identified by the contract administrator. |
Find the operative contract document set first
- Start with the executed agreement and document index. Identify the incorporated drawings, specification sections, general and supplementary conditions, schedules, and referenced standards.
- Build a revision record. Note the issue date and revision for every applicable sheet and specification section. Include each addendum or amendment and the date it became part of the contract.
- Confirm the work phase. A construction issue may supersede a bid or preliminary design issue. Do not rely on a file name alone; use the contract’s index, transmittal, or official distribution record.
- Check incorporated references. A code, standard, agency supplement, or standard detail may be binding only because the contract expressly incorporates it. Record the edition or version stated in the contract.
- Identify the authorized communication path. Find who may issue interpretations, approve changes, or make the written determination required by the contract.
Keep a controlled copy or register accessible to estimators, supervisors, subcontractors, and inspectors. When a field team is using a superseded sheet, even an accurate interpretation can produce nonconforming work.
A practical plan-and-specification cross-check
- Define the scope item. Write down the exact assembly or operation—such as a roof curb, fire door, equipment pad, or concrete finish—rather than searching for a general topic.
- Trace every reference. Follow sheet references, keyed notes, callouts, schedules, details, and specification section references. Look across disciplines where interfaces occur.
- Compare the actual requirement. Record dimensions and figures, material or performance criteria, installation sequence, testing, submittals, tolerances, and related scope. A detail may govern geometry while a specification governs product performance.
- Test whether both statements can be complied with. Under the GSA clause discussed below, requirements are inconsistent only when compliance with both is impossible. A difference in wording is not automatically a conflict if the requirements can reasonably be satisfied together.
- Record the discrepancy precisely. Capture sheet and detail numbers, specification section and paragraph, exact revision, and the conflicting figure or text. Attach marked-up excerpts to the project question.
- Check for a resolution already issued. An addendum, amendment, clarification, approved substitution, or project-specific note may control the issue.
- Use the required RFI or discrepancy process. Send the question through the contract’s designated channel and wait for the authorized interpretation or change before making an affected adjustment.
Precedence rules: never assume one hierarchy applies everywhere
“Order of precedence” is the contract’s rule for resolving inconsistent requirements. Public agencies, private owners, prime contracts, subcontracts, and jurisdictions can use different language. The incorporated clause, amendments, agency supplement, and governing law control the project at hand.
FAR 52.236-21 when it is incorporated
FAR 52.236-21, Specifications and Drawings for Construction (clause text labeled February 1997), provides a specific federal rule. Paragraph (a) states: “Anything mentioned in the specifications and not shown on the drawings, or shown on the drawings and not mentioned in the specifications, shall be of like effect as if shown or mentioned in both.” It then says: “In case of difference between drawings and specifications, the specifications shall govern.” That rule applies where this clause is included; it is not a universal rule for every construction contract.

The same clause separately addresses discrepancies in figures, within drawings, or within specifications. The matter must be submitted promptly to the Contracting Officer, who is to make a determination in writing. If a contractor adjusts the work without that determination, the adjustment is at the contractor’s own risk and expense under the clause.

GSA supplemental terms
GSA’s GSAM 552.236-21 clause (March 2019 clause text; the current page shows an effective-date change of June 13, 2026) adds detailed provisions. It gives large-scale drawings precedence over small-scale drawings, gives schedules on a drawing precedence over conflicting drawing information, and states applicability conditions for standard details. It also explains that requirements are inconsistent only when both cannot be complied with. These are GSA contract terms, not a general industry hierarchy.
Defense contract terms
DFARS 252.236-7001 (clause text labeled August 2000; the page notes a DFARS change effective May 7, 2026) directs the contractor to check drawings upon receipt, compare them, and verify figures before layout. It requires prompt notice to the Contracting Officer of discrepancies. The clause generally gives large-scale drawings priority over small-scale drawings and figures on drawings priority over measurements taken by scale. Its applicability depends on incorporation into the particular defense contract.
State and private projects
FHWA advises reviewers to check the applicable state department of transportation’s standard order-of-precedence clause and cautions against using plan notes to revise approved specifications casually. A private contract may place precedence in supplementary conditions, general conditions, an amendment, or a custom document list. Read that language before applying a federal or agency example.
What to do when plans and specifications conflict
Stop short of an irreversible interpretation. Protect the site and safety, document the issue, and follow the authorized notice path. On a project containing FAR 52.236-21, promptly submit the discrepancy to the Contracting Officer for a written determination. On another project, the recipient may be the architect, engineer, owner’s representative, or designated contract administrator—but use the person and method named in that contract.

- Describe the work location, affected trade, and schedule or procurement consequence.
- Cite the exact drawing sheet, detail, note, schedule, specification section, paragraph, and revision.
- State whether the requirements can both be met and what physical or cost consequence follows from each interpretation.
- Identify any safety, weather protection, procurement, or sequencing risk requiring an interim direction.
- Request a written interpretation, clarification, or authorized change; do not treat an informal conversation as a contract modification unless the contract says it is authorized.
- Distribute the response through the controlled document system and update affected submittals, drawings, schedules, and field instructions.
Do not quietly choose the cheaper or more convenient option. Unauthorized work can create rework, payment, schedule, warranty, and responsibility disputes even when the chosen result appears reasonable.

Using a superseded set
Prevent this with a current drawing and specification register, revision stamps, and removal or clear marking of obsolete files. Verify the set before issuing purchase orders and subcontract instructions.
Reading one discipline in isolation
Most consequential conflicts occur at interfaces: structure and architecture, envelope and mechanical, electrical power and equipment, or civil utilities and site work. Follow every cross-reference and review the adjacent discipline sheets.
Treating a shop drawing as design authority
A shop drawing proposes fabrication or installation information. It does not automatically amend the contract. Approval of a submittal should be interpreted under the contract’s submittal and change provisions.
Using a plan note to rewrite a specification
FHWA’s guidance warns reviewers to be cautious about plan notes that revise approved specifications. If a requirement truly needs to change, use the contract’s amendment, change-order, or authorized clarification mechanism.

Relying on scale measurements when figures exist
Where an applicable clause addresses scale and figures, follow that clause. DFARS, for example, generally gives figures priority over measurements taken by scaling and gives large-scale drawings priority over small-scale drawings. Do not transfer that rule to a contract that does not contain it.
Who uses which document, and when
| Project role | Primary use | Critical check |
|---|---|---|
| Owner or contract administrator | Confirm the incorporated package, issue authorized interpretations, and control changes. | Use the contract’s designated authority and written procedure. |
| Estimator | Price quantities, scope interfaces, materials, testing, and exclusions. | Include addenda and referenced specification requirements, not drawings alone. |
| Project manager | Coordinate scope, procurement, schedule, submittals, and RFIs. | Track revisions and distribute written answers to affected teams. |
| Superintendent | Lay out and sequence field work. | Verify current sheets, dimensions, details, and approved instructions before installation. |
| Subcontractor or fabricator | Prepare shop drawings and perform specialized work. | Resolve conflicts through the prime contractor’s authorized process before fabrication. |
| Inspector or quality manager | Check materials, execution, tests, and records against contract requirements. | Use the incorporated specification and drawing revision, not an informal copy. |
Learning the system without confusing references with contract requirements
Industry references can help a new estimator or project manager learn specification organization, MasterFormat concepts, and document coordination. USACE identifies CSI practice guides as recognized industry references, and FHWA publishes guidance on interpreting and reviewing project plans and specifications. These materials are educational aids; they do not replace the project’s executed contract, incorporated standards, or written direction.
For a live dispute, obtain advice from the project’s contract administrator and qualified construction or legal professionals familiar with the governing contract and jurisdiction. Federal clauses and agency supplements can change, so verify the current text and whether the clause is actually incorporated before relying on an example.
A field-ready checklist
- Executed agreement and document index located
- Current drawing list, specification sections, addenda, and amendments identified
- Issue dates and revisions verified for the affected work
- All discipline sheets, details, schedules, and specification references traced
- Referenced codes, standards, and agency supplements confirmed
- Potential discrepancy recorded with exact locations and quoted text or figures
- Applicable precedence clause identified rather than assumed
- Written question sent to the authorized official through the required process
- Written response distributed and incorporated into submittals, instructions, and records
- Record drawings updated to reflect the work actually completed
Key takeaway
Plans provide the visual and spatial definition of the work; specifications provide written technical and performance requirements. The contract binds them together and decides how inconsistencies are handled. Identify the operative set, cross-check every affected scope item, and obtain the contractually required written direction before acting on a discrepancy.
