Condo fees pay for the building’s current shared costs and planned savings. A reserve fund sets money aside for major future repairs and replacements. A special assessment is an extra charge when the budget or reserves cannot cover an unexpected or unusually large expense. The names, approval process and owner protections differ by jurisdiction, so the corporation’s declaration, bylaws, legislation and disclosure documents always control.
The three parts of condo finances
A condominium corporation runs a shared property: roofs, foundations, façades, elevators, mechanical systems, corridors, grounds and other common elements. Owners collectively fund that property through three related mechanisms.

| Mechanism | Primary purpose | Typical timing | What it is not |
|---|---|---|---|
| Regular condo fees (also called common expenses, maintenance fees or strata fees) | Pay current operating costs and, under the budget, contributions to reserves | Recurring monthly or periodic payments | A guarantee that no extra charge will ever be needed |
| Reserve fund | Accumulate money for major repairs and replacement of shared property | Built up over years and spent when capital components require work | A pool for ordinary operating services such as routine cleaning or yard work |
| Special assessment or levy | Raise additional money for an unbudgeted expense, shortfall or cost beyond available reserves | One time or temporary, sometimes payable in installments | A substitute for proper budgeting and long-term reserve planning |
The same building can have all three at once: monthly fees fund this year’s utilities and maintenance, a portion is transferred to the reserve fund, and an assessment covers a major repair whose cost or timing exceeded the plan.
What regular condo fees cover
Fees are shared contributions to the corporation’s approved budget. Ontario’s Condominium Authority describes common expenses as funding common-element maintenance, reserve contributions and services such as cleaning, building maintenance and management. The exact package varies by corporation. A building with a concierge, extensive amenities, private roads or utility-inclusive services will budget differently from a smaller building with fewer shared facilities.

Common operating categories
- Cleaning and maintenance of lobbies, corridors, parking areas and other common elements
- Landscaping, snow removal and grounds care where the corporation is responsible
- Building management, accounting, legal and administrative services
- Utilities or shared systems included in the corporation’s responsibilities
- Routine inspections, repairs, insurance premiums and compliance work
- Transfers to the reserve fund for future capital work
Read the budget and declaration rather than assuming a service is included. Two buildings can charge different fees because one includes heat, water, parking, security or amenities while the other bills some of those costs separately.
How a unit’s share is calculated
Allocation rules come from the governing framework, not from a universal national formula. In Ontario, the declaration sets each unit’s percentage contribution, which is applied to the corporation’s budget. For illustration only, if a corporation’s monthly budget were $1,000 and a unit’s declaration share were 5%, that unit’s contribution would be $50. Actual declarations may use different percentages or allocation structures, and other jurisdictions have their own rules.
A fee that looks low is not automatically a bargain. Compare what it covers, the unit’s percentage share, the building’s age and condition, planned capital work, reserve assumptions and the history of fee increases.

A reserve fund is the corporation’s long-term savings pool for major repairs and replacement of common property. It is intended for capital items whose cost and timing are materially different from routine operating work. Alberta guidance, for example, identifies major repairs and replacement as reserve purposes and excludes ordinary tasks such as yard work and window cleaning.
Examples of reserve-funded work
- Roof replacement or extensive waterproofing
- Elevator modernization
- Heating, ventilation, plumbing or electrical equipment replacement
- Garage membrane, structure or parkade repairs
- Exterior cladding, balconies, windows or other envelope components
- Major paving, drainage or fire-safety system renewal
Routine patching, cleaning and day-to-day service calls normally belong in the operating budget. The governing documents and local law determine the boundary for a particular expense.

How reserve studies set a funding plan
A reserve study is a planning assessment, not a promise that the account will be sufficient. An independent professional evaluates the condition of major components, estimates when repair or replacement may be needed, projects costs and models how contributions should be funded. The board then adopts or updates a reserve plan using that information.
Alberta requires a reserve study at least every five years and says it should consider a 30-year timeframe. That requirement is specific to Alberta; other provinces, states and municipalities use different schedules and standards. Even a careful study can be overtaken by inflation, concealed deterioration, a shortened component life, construction-market changes or an emergency.

Pick the symptom - the matching free tool is one click away.
What to examine in a reserve study
- The inventory of components and the assumptions about useful life
- Current condition findings and recommended inspection follow-ups
- Estimated timing and cost of each major project
- Inflation, interest and contingency assumptions
- Current reserve balance and planned annual contributions
- Whether the funding plan leaves large projected deficits or sharp contribution increases
A large balance by itself does not prove that a corporation is well funded. A tower facing a near-term façade project may need substantially more cash than a newer building with the same balance. Review the balance against the study’s timing and cost projections.
What is a special assessment or special levy?
A special assessment is an additional charge imposed on owners to raise money for an expense that the regular budget or reserve fund cannot cover. Alberta’s official description is precise: “A special levy is a one-time or temporary assessment imposed on owners to raise money for an unbudgeted expense or shortfall.” Other jurisdictions may use “special assessment,” “special levy” or another term.
Why an assessment may be needed
- An emergency repair, such as structural damage or a failed building system
- An unexpected insurance deductible or emergency remediation
- A project that costs more than the reserve study estimated
- Under-budgeting or inadequate reserve contributions over prior years
- Litigation, a settlement or another major unplanned liability
- A capital improvement that is outside ordinary repair and replacement
An assessment does not by itself show mismanagement. A severe storm, hidden defect or sudden code requirement can create a legitimate shortfall. Conversely, repeated assessments can indicate that fees, reserve contributions or long-term planning have not kept pace with the property’s obligations.

Can a condo board impose an assessment without a vote?
There is no universal answer. Approval rights depend on the province or state, the condominium statute, the declaration and bylaws, and whether the charge is for repair, replacement or a capital improvement.

Alberta guidance allows a board resolution for a special levy. A special resolution is required for a capital improvement. The corporation’s notice must state the levy’s purpose, total amount, each unit’s calculation, the amount due and payment dates; installment payments may be available. Owners should read the resolution and governing documents to determine the applicable process for their building.
Ontario
Ontario describes board authority to assess owners subject to the corporation’s governing documents. The assessment share uses the same percentage as common expenses. An owner who does not pay can face collection action, and Ontario warns that unpaid common expenses may result in a lien. The notice, approval and challenge process should be checked against the current Condominium Act requirements and the corporation’s documents.
Other jurisdictions
British Columbia uses “strata fees” and “special levy” terminology under a different statutory regime. Florida has detailed 2026 structural-integrity reserve requirements for covered condominiums; specified reserve costs may be funded through regular assessments, special assessments, lines of credit or loans, subject to statutory conditions. These examples cannot be applied to another jurisdiction. Before relying on a voting rule, confirm the current law, regulations, declaration, bylaws and any building-specific disclosure.
How owners are usually charged
The allocation normally follows the same percentage or schedule used for common expenses, but the governing documents control. A notice should make the calculation understandable rather than presenting only a lump sum.

Information to verify in an assessment notice
- Purpose: Identify the repair, emergency, liability or improvement being funded.
- Total project and assessment amount: Check whether the figure includes contingency, taxes, professional fees and financing costs.
- Unit allocation: Confirm the percentage or formula applied to your unit.
- Authority: Identify the board resolution, owner resolution or statutory provision authorizing the charge.
- Payment schedule: Note the deadline, installment dates, interest and consequences of late payment.
- Supporting information: Review engineering reports, bids, insurance information and the reserve analysis used to set the amount.
If the notice is unclear, ask the manager or board for the calculation and underlying records promptly. Do not simply withhold payment while disputing an assessment; collection remedies can apply, and local advice may be necessary.

A buyer needs more than the current monthly fee. Request records that show both the building’s physical condition and its financial trajectory.
Documents to request
- Current operating budget and recent financial statements
- Latest reserve study, reserve balance and approved funding plan
- Meeting minutes, notices and correspondence describing proposed work or disputes
- Maintenance, inspection and repair history, including engineering or building-envelope reports
- Details of recent, current or proposed special assessments
- A status certificate, estoppel certificate or equivalent disclosure where applicable
- Insurance information, deductibles and significant claims affecting the corporation
Compare the monthly fee with the services included, not with a headline number from another building. Then compare reserve contributions and balances with the age, condition and replacement schedule of major components. Examine whether fees have risen steadily, stayed artificially low or been followed by repeated assessments.
These records reveal known pressures but cannot guarantee that no future assessment will occur. A study is an estimate, and a clean set of minutes today cannot eliminate the possibility of tomorrow’s failure or new legal requirement.

A practical comparison framework for two condos
| Question | Why it matters | Evidence to compare |
|---|---|---|
| What does the monthly fee include? | Different services and utilities can make identical fee amounts incomparable. | Budget, declaration and utility responsibility schedule |
| How is each unit’s share set? | A percentage or allocation schedule determines both regular fees and often assessments. | Declaration, strata plan or statutory allocation rule |
| Is the reserve fund adequate for upcoming work? | Cash must be measured against timing, condition and projected cost. | Reserve study, funding plan and current statements |
| What major work is approaching? | Near-term roofs, elevators, façades or garages can create large cash needs. | Inspection reports, minutes, project schedules and bids |
| What has happened to fees and assessments? | Repeated increases or levies may reveal chronic underfunding or unusual events. | Several years of budgets, notices and financial statements |
| What approval and payment rules apply? | Notice periods, voting thresholds, installments and remedies vary by jurisdiction. | Current statute, declaration, bylaws and assessment notice |
Common mistakes and how to avoid them
Mistake: treating the fee as the building’s total cost
Mortgage, property tax, unit insurance, utilities billed directly to the owner and possible assessments are separate obligations. Build a budget that includes those items.

Mistake: assuming a high reserve balance means no risk
Check the balance against the reserve study’s projected expenditures and the condition of components. A large upcoming project can consume a seemingly healthy account.
Mistake: assuming a low fee means efficient management
It may reflect fewer services, a different allocation or insufficient reserve funding. Evaluate the complete budget and contribution trend.
Mistake: treating a reserve study as a warranty
Component lives and costs are estimates. Ask what has changed since the study and whether recommended inspections or contributions were completed.

Rules governing board authority and owner approval are local. Use the current law and the corporation’s documents for the property in question.
What to do when an assessment is announced
- Read the complete notice and resolution, including purpose, allocation and payment dates.
- Request the engineering report, bids, insurance decision, reserve analysis and project schedule supporting the amount.
- Check whether the charge is for repair, replacement, emergency work or a capital improvement, because the approval rule may differ.
- Ask whether installments, financing or an insurance recovery are available and what interest or fees apply.
- Confirm the amount with the manager and keep proof of payment.
- Obtain local condominium legal or accounting advice if the authority, notice or calculation appears inconsistent with the governing documents.
Prospective buyers should make any offer conditional on reviewing the relevant certificate or disclosure package and should determine who is responsible for an assessment approved before closing. The contract and local law govern that allocation; do not assume the seller or buyer automatically pays.
Bottom line for owners and buyers
Regular fees keep shared operations running and, when properly budgeted, build the reserve fund. The reserve fund finances major future repairs and replacements according to a long-term plan. A special assessment fills a gap when an unexpected expense, underfunding or unusually large project exceeds the available budget and reserves. Evaluate all three together, then verify the jurisdiction-specific approval, allocation and collection rules before making a purchase or challenging a charge.
