A quarry-gate price is therefore not a delivered price. Distance, route, transport mode, loading efficiency, taxes, planning controls, supply reliability and local environmental effects all belong in the decision.
There is no universal cheapest or lowest-emission source. The right choice depends on the specification, project location, available supply, permitted capacity and the evidence available for the whole journey. The framework below shows how to compare those factors without treating historical UK estimates as current prices or worldwide rules.

What makes aggregate extraction part of the construction cost?
Primary aggregate is won from quarries, pits or marine deposits, then commonly blasted or excavated, crushed, screened, washed and stockpiled. Each operation consumes energy and requires labour, equipment, maintenance, land, planning compliance and environmental controls. A supplier’s ex-works or quarry-gate figure may cover only some of those activities.
The amount ultimately paid by a project normally combines:

- costs caused by delay, limited capacity, unsuitable grading or a required alternative source.
The British Geological Survey describes transport as an important element of the final delivered cost because aggregates have low value relative to their weight and resources are unevenly distributed. UK supply uses road, rail and sea movement, so a source that looks cheap at the extraction site can lose that advantage after delivery.
For a project budget, request a current delivered quotation for the exact postcode, quantity, specification, delivery window and unloading conditions. A national average or an old modeled rate cannot replace that quote.
How aggregate transport affects delivered cost
Distance is multiplied by mass
Haulage is usually priced by tonne, load, mileage or a combination. Every additional kilometre adds fuel, labour and vehicle time, while a truck normally carries a legally limited payload. Congestion, gradients, waiting at the site and an empty return leg can make the practical cost higher than a simple map distance suggests.

Its arithmetic gives £4 per tonne (0.08 × 50) in 2018 prices. This is a historical modeling input, not a current freight quote; actual rates vary with fuel, wages, vehicle type, route, payload and market conditions.

Mode and transfer points change the answer
| Option | Cost questions | Environmental and practical questions |
|---|---|---|
| Road | How far is the one-way route? Is payload used fully? Are there tolls, congestion, access restrictions or waiting time? | What are the vehicle emissions, local traffic, noise and road-safety effects? Is an empty return likely? |
| Rail | Can a siding, terminal and suitable wagons handle the volume? What are the loading, unloading and first/last-mile costs? | Can a high-volume movement reduce long-distance road kilometres, and what energy source and train utilization apply? |
| Marine | Are wharf charges, dredging limits, tides, storage and onward trucking affordable for the schedule? | How do vessel emissions, port handling and the final road leg compare with a direct truck journey? |
Rail or sea is not automatically cheaper or cleaner. A transfer can add handling, storage and delay, and a poorly filled train, vessel or truck spreads its impacts over fewer tonnes. Compare the complete origin-to-site chain, not one mode in isolation.
Availability can outweigh a small unit-price difference
A source with permitted reserves, consistent grading and reliable dispatch may reduce programme risk even if its quoted tonne price is not the lowest. Conversely, a distant source may become economical when a nearby quarry has a shortage, a planning restriction, a quality problem or no capacity during the required period. The official UK Aggregate Minerals Survey tracks sales, inter-regional flows, transport, consumption and permitted reserves; the Great Britain 2023 survey was added to the collection on 6 August 2025. It helps explain regional supply, but it does not substitute for a project-specific quotation.
What environmental effects come from extraction?
Local disturbance at the site
HM Treasury’s 2019 review lists noise, dust, visual intrusion, loss of amenity and potential biodiversity damage among the effects associated with fresh aggregate extraction. The scale depends on the geology, footprint, operating hours, water management, restoration plan, nearby receptors and the mitigation required by planning conditions.
- Noise and vibration: blasting, crushing, screening and vehicle movements can affect nearby homes, wildlife and businesses.
- Dust and air quality: drilling, crushing, stockpiles and unpaved roads require suppression, enclosure or monitoring.
- Landscape and amenity: faces, overburden, plant and traffic can alter views and recreation.
- Water and land: dewatering, runoff, sediment and altered drainage need site-specific controls.
- Biodiversity: habitat loss or fragmentation may occur, although phased working and restoration can change the long-term outcome.
These effects are not a reason to assume every recycled load is preferable or every quarry is unacceptable. They are reasons to examine the site assessment, planning conditions, restoration commitments and monitoring for the actual source.

Policy costs and the UK Aggregates Levy
The UK Aggregates Levy was introduced in 2002 as an environmental tax on commercially exploited virgin aggregate. HM Treasury’s 2019 discussion paper described a rate of £2.00 per tonne, unchanged since 2009 in that account, and said the levy was intended to address quarrying costs, reduce demand for virgin material and encourage alternatives. The paper also said it generally represented a small share of construction costs and could be passed through the supply chain.
That £2 figure is a dated description, not a guarantee of the current rate in every UK jurisdiction. Tax treatment must be checked for the project date, material and location.
HM Revenue & Customs guidance says the levy applies when taxable aggregate is commercially exploited in the UK and UK waters. It sets out exemptions and exclusions, including aggregate that has previously been used for construction, and explains that a charge can arise when material is removed, used in construction, mixed or supplied, depending on the circumstances. A change effective 1 October 2023 primarily affects construction-site borrow pits: aggregate returned unmixed to the land is commercially exploited unless it is returned for a purpose connected with winning aggregate or other minerals. HMRC updated the guidance on 26 February 2026 to add information about devolution to Scotland from 1 April 2026. Obtain current advice for the relevant UK administration and the precise site activity.
Does transporting aggregates farther increase emissions?
Usually, additional distance adds transport fuel and emissions, but the size of the increase depends on payload, vehicle efficiency, route, congestion, transfer losses and mode. A nearer source can have more energy-intensive processing or a lower load factor; a farther source may move large volumes efficiently by rail or vessel. That is why comparisons must use the same system boundary and functional unit, such as kilograms of carbon dioxide equivalent per delivered tonne.

The Scottish Government evidence review estimated average emissions of 8.7 kilograms of CO2 per tonne for land-based aggregate production and transport, using UK production data from 2005 and an earlier cited estimate. It is a historical modeled result, not a current universal emissions factor.
A peer-reviewed 2013 England-and-Wales study modeled emissions under scenarios that changed where aggregate was produced, where demand occurred and how material was transported. Its design demonstrates that geography and logistics can reverse a simple “local is always best” assumption.
HTS Group’s 2025 summary of UK aggregate use reports transport emissions at nearly twice production emissions in an analysis cited to an unpublished 2023 manuscript. That comparison should be treated as a source-specific finding, not a settled universal ratio: its boundary, data and scenario need to be checked before applying it to a project.
Are recycled and secondary aggregates cheaper or better for the environment?
Recycled aggregate can reduce demand for newly won material and may shorten journeys when a demolition or processing site is close to the project. It can also require sorting, crushing, screening, testing and contamination control. A recycled product is not automatically interchangeable with primary aggregate: grading, strength, cleanliness, water absorption, durability and permitted uses must meet the design and relevant specification.

HM Treasury’s 2019 review estimated that recycled and secondary materials represented nearly 30% of the Great Britain aggregates market, compared with around 10% in the rest of Europe. Those are dated market estimates, not a promise that a particular product is available, compliant or cheaper today.
Compare alternatives on delivered cost and performance rather than material label. A primary source may win on consistent grading or a short route; a recycled source may win on avoided extraction, local availability or reduced disposal, but lose if processing or haulage is extensive. Ask for test data, conformity documentation, source history and any restrictions in the project specification.
A practical comparison framework for two supply options
Use the same quantity, delivery point, time period and accounting boundary for each option. Record assumptions so a change in route, fuel price or specification can be tested without rebuilding the estimate.

A simple delivered-cost calculation
- Confirm the net tonnes required, including any justified allowance for compaction or waste.
- Obtain the material and processing price at the source.
- Map every leg from source to site and identify payload, transfer and waiting assumptions.
- Price haulage and add applicable taxes, tolls, handling and site charges.
- Test a sensitivity case for fuel, distance, delay and a second source.
- Reject any option that fails the specification or programme, even if its headline tonne price is lower.
For emissions, calculate production and processing plus each transport leg, then divide by delivered tonnes. Do not compare a quarry-gate emissions number for one option with a delivered-material number for another.
Common mistakes and how to avoid them
- Using a historical model as a quote: the Scottish 8 pence-per-tonne-kilometre assumption and £4-per-tonne result are from 2018 price conditions.
- Applying one levy rate everywhere: the £2-per-tonne figure comes from HM Treasury’s 2019 discussion paper; current UK and devolved rules require verification.
- Assuming distance alone determines impact: mode, payload, transfers, congestion and production energy can change the result.
- Calling recycled material a drop-in replacement: check engineering properties and approvals for the intended use.
- Ignoring local effects: a short haul does not remove quarry noise, dust, habitat or amenity impacts.
- Mixing accounting boundaries: use the same origin, destination, tonne definition and lifecycle stages for every option.
What a defensible procurement decision looks like
Document the specification first, then obtain comparable delivered quotes and evidence for capacity, route, tax treatment and environmental controls. Use the Aggregate Minerals Survey to understand regional flows and reserves, but validate every assumption with suppliers, the project engineer, the transport planner and the relevant planning and tax authorities.
The strongest option is the one that meets the technical requirement, can be delivered on schedule, has a transparent whole-chain cost and presents manageable local and transport impacts. Sometimes that is a nearby primary quarry; sometimes it is a recycled or secondary source, or a longer movement using an efficient high-volume mode. The decision is project-specific, and the comparison should make that fact visible rather than hide it behind a single price or emissions number.
