When fewer homes are built, prices and rents can rise if demand remains strong and existing listings or vacant rentals are already scarce. The effect is not automatic or uniform. Mortgage rates, migration, household formation, vacancies, the pipeline of homes already under construction, and the mix of single-family and multifamily projects can either amplify or offset a construction slowdown.
Renovation costs are a separate question. Remodeling demand, labor, materials, financing and project type have their own drivers. Available evidence shows recent remodeling and builder-input increases, but it does not establish that fewer new homes caused renovation prices to rise.

What happens when fewer new homes reach the market?
Housing supply grows through new construction, conversions, rehabilitation and other additions to the stock. If construction slows while the number of households seeking homes continues to grow, fewer choices are available for each buyer or renter. Competition can then push sale prices or rents upward, particularly where vacancies and for-sale inventory were already low.

A project that is cancelled removes future supply, while a project delayed for several months may simply shift completions into a later period. Homes already permitted, under construction or nearing completion can also cushion a temporary decline in new starts. Conversely, a prolonged slowdown can leave a market short of the additions it needs to keep pace with population and household growth.

This is a supply-and-demand channel, not a universal forecast. A city losing population, adding many vacant units or facing sharply higher mortgage rates may see little price response even as building slows. A growing market with very few listings can experience much stronger pressure.
How a slowdown can affect home prices
Fewer new homes can concentrate buyers in the existing market
New construction gives buyers an alternative to existing homes. When that alternative becomes less available, buyers who would have purchased a new house may compete for resale properties instead. If the number of serious buyers exceeds the number of homes listed, sellers generally gain negotiating power and prices can move higher.
Freddie Mac describes inadequate supply as a condition that can lead homeowners and renters to bid up prices and rents. Its analysis also links lower months of for-sale supply with stronger price growth during the historical period examined. That relationship does not mean every low-inventory market will rise at the same rate: mortgage rates, migration, buyer demographics and distressed sales also affected price movements.
Affordability can weaken even without a dramatic price jump
A supply slowdown can affect the cost of buying through several channels. A modest increase in the sale price raises the required down payment and loan amount. If mortgage rates are high at the same time, the monthly payment can become unaffordable for households that could previously have qualified. Some households then remain renters longer, adding demand to the rental market.
Freddie Mac estimated in September 2024 that a typical single-family renter applicant in its analyzed group would pay about $600 more per month to buy the intended home than to rent it—32% above that applicant’s rent. This is a comparison for a specific applicant group and intended homes, not a measurement for every renter or property.

Price pressure can be delayed or absorbed
Prices do not necessarily react as soon as new starts fall. Buyers may wait, households may double up, and builders may sell from an existing backlog. Higher rates can also reduce purchasing power and suppress demand enough to offset a supply decline. A market with substantial completed inventory may see slower sales rather than immediate price increases.
How a slowdown can affect rents
Rental supply is especially sensitive to apartment construction
Multifamily projects add rental homes directly. If apartment starts and completions decline while employment, migration or household formation keeps attracting renters, landlords have fewer vacant units to offer. A lower vacancy rate can give landlords room to raise asking rents or reduce concessions.

The reverse is also possible. A market may have many apartments under construction that are scheduled to open even while new starts fall. Those completions can temporarily increase availability and moderate rent growth. The relevant measure is the flow of finished, habitable units—not starts alone.
Ownership and rental markets are connected, but not interchangeable
When buying becomes unaffordable, more households remain renters. That can increase rental demand even if the original construction slowdown occurred in single-family homes. However, the size of this effect depends on local incomes, household preferences, investor activity and the number of rental units available.
National evidence supports a general relationship between inadequate supply and higher rents, but no current quantified estimate isolates the rent increase caused by one specific construction slowdown. Local vacancy data and completed-unit counts are needed to judge the likely effect in a particular market.

What the national shortage estimate does—and does not—say
Freddie Mac estimated a U.S. housing shortage of 3.7 million units using data through the third quarter of 2024. Its model accounts for estimated latent households—people who would form separate households if adequate housing were available—and a target vacancy rate. The figure is therefore a modeled national gap, not a literal count of empty homes that every city must build.

Over that interval, the housing stock increased by about 5.8 million units, but households and estimated latent households also grew substantially. New supply can therefore be large in absolute terms while still falling short of the demand generated by population and household formation.
| Figure | What it measures | Qualification |
|---|---|---|
| 3.7 million units | Freddie Mac’s estimated U.S. shortage | Based on data through Q3 2024; model includes latent households and a target vacancy rate |
| 5.8 million units | Increase in housing stock from Freddie Mac’s Q4 2020 estimate to its Q3 2024 data point | Households and estimated latent households also grew substantially |
| 370,000 units | Estimated 2017 production gap under Freddie Mac’s baseline calculation | Historical annual shortfall, not a current estimate |
| 1.24 million starts | Seasonally adjusted annual rate reported for July 2026 by the U.S. Department of Housing and Urban Development and U.S. Census Bureau | NAHB’s August 2026 report described declines in both single-family and multifamily starts; an annualized rate is not the number actually started in July |
These figures provide national context. They should not be applied mechanically to a neighborhood without checking local population growth, vacancies, listings and the type of homes being built.
Why new construction slows
A slowdown can result from several constraints operating at once:
- Financing: Higher interest rates increase the cost of construction loans and reduce the number of buyers who can afford completed homes. Builders may delay projects until sales or financing conditions improve.
- Land and regulation: Scarce developable land, zoning limits, permitting delays, impact fees and infrastructure requirements can lengthen schedules or make marginal projects uneconomic.
- Labor: The Associated General Contractors of America reported in a 2020 survey, cited by Freddie Mac in its 2021 supply analysis, that 81% of surveyed construction firms reported a shortage of available construction labor. This is a dated survey result, but it illustrates how staffing constraints can limit output.
- Materials: Freddie Mac’s 2021 report described pandemic-era lumber price increases of more than 150%. That figure describes that period, not current material inflation, but sudden input-price shocks can still cause bids to be withdrawn, projects to be redesigned or starts to be postponed.
- Demand uncertainty: If reservations, presales or expected rents weaken, a builder may slow starts even when the long-run market needs more housing.
In July 2026, housing starts were reported at a 1.24 million seasonally adjusted annual rate, and NAHB’s August report said both single-family and multifamily starts had declined. NAHB Chairman Bill Owens said builders faced “significant challenges from elevated construction costs and affordability pressures.” That is an industry leader’s description of builder conditions, not independent evidence that the decline caused higher home prices, rents or remodeling costs.

Renovation costs follow a different market
Why fewer new homes do not automatically make remodeling more expensive
Existing-home remodeling uses a different set of contractors, materials, financing sources and project decisions than ground-up construction. Renovation prices depend on the scope of work, local labor availability, the material basket, design complexity, structural surprises, permit requirements and whether homeowners can finance the project.
A possible substitution effect is that households unable to buy a new home may renovate an existing one instead. That could increase demand for remodelers in some locations. It is a plausible hypothesis, not a measured causal result in the available evidence. The evidence does not show that a specific decline in new construction raised renovation prices.
What the recent remodeling figures actually measure
The National Association of Home Builders reported that inflation-adjusted remodeling spending increased by more than 10% from 2023 to 2025. NAHB associated that growth with factors including an aging housing stock, aging-in-place improvements and gains in home equity. The figure describes total remodeling spending after inflation; it is not a direct index of the price of a particular kitchen, bathroom or addition.
In a July 2026 survey, NAHB reported that builders’ median annual material-cost increase for the same house was 6.7%. This is a builder input-cost measure, not a renovation-price index. A contractor’s final remodeling quote can move differently because labor, overhead, design, demolition, project mix and local competition are not captured by that single material figure.
| Reported measure | Result | What it can tell you | What it cannot prove |
|---|---|---|---|
| NAHB remodeling spending, 2023–2025 | More than 10% increase after inflation | Remodeling activity and spending expanded nationally | That slower new construction caused renovation prices to rise |
| NAHB builder survey, July 2026 | 6.7% median annual material-cost increase for the same house | Builders reported higher material inputs | The final price of a renovation project or the cause of any increase |
How to evaluate a renovation quote
For a real project, compare the quote’s components rather than using national construction or remodeling statistics as a forecast:

How to judge the effect in a specific city or neighborhood
A national shortage estimate cannot tell you whether your local market is undersupplied. Use the following sequence before drawing a conclusion about prices or rents.
- Measure demand: Check population and household growth, employment changes, migration and school-enrollment trends where available.
- Measure completed supply: Count recently completed homes and apartments, not just permits or announced projects. Identify how many units remain under construction and when they are expected to deliver.
- Separate housing types: Compare single-family additions with multifamily additions. A large apartment pipeline may ease rents without solving a shortage of owner-occupied houses.
- Check vacancies: Review rental vacancy and homeowner vacancy rates. Low vacancies leave less room for a construction slowdown to be absorbed.
- Check existing listings: Track months of for-sale supply, new listings, contract activity and price reductions. A fall in starts matters more when resale inventory is also tight.
- Review financing: Compare mortgage rates, construction-loan conditions and local buyer qualification. Rates can suppress demand or push would-be buyers into rentals.
- Identify constraints: Look for land, infrastructure, permitting, labor and material bottlenecks that could make the slowdown temporary or persistent.
- For renovations, use project-level evidence: Obtain current local quotes and identify the exact labor and material drivers instead of inferring a price from housing-start data.
Practical scenarios
High demand, low inventory
If households are arriving, vacancies are low, resale listings are scarce and new completions fall, the strongest likely result is upward pressure on both sale prices and rents. The pressure may be greater for move-in-ready homes and units because those are the options households can occupy immediately.
High rates, weak demand
If construction slows because financing is expensive while mortgage rates also reduce buyer demand, sales volume may fall without a rapid price increase. Builders may offer incentives, and owners may delay listing. Rents could still rise if households cannot qualify to buy, but that depends on local vacancy conditions.

If starts decline but many permitted projects are close to completion, newly delivered homes can temporarily expand choices. Prices and rents may remain stable until that pipeline is absorbed.
Renovation substitution
If homeowners stay put because purchasing is unaffordable, remodeling demand may increase. Whether that raises quotes depends on local contractor capacity, materials and the type of work requested. The available national figures do not quantify this pathway.
Bottom line for buyers, renters and homeowners
A slowdown in new construction removes part of the normal flow of additional housing. Where demand remains strong and existing supply is tight, that can increase competition and put upward pressure on home prices and rents. The size and timing of the effect depend on local conditions and on whether single-family or multifamily construction is slowing.
Renovation costs should be analyzed separately. Recent NAHB figures show more remodeling spending and higher reported builder material costs, but they do not demonstrate that a construction slowdown caused renovation prices to rise. For a local decision, use vacancy, listings, household growth, completions and current project quotes rather than a national construction figure alone.
