A Garden Can Cultivate an Inmate: Reimagining Youth Incarceration is Sarah Maloney’s award-recognized landscape architecture project for San Luis Obispo, California. It combines a juvenile-detention garden, a youth curriculum, and design guidance for making gardening compatible with correctional safety requirements.
The project is important because it treats a garden as part of rehabilitation and relationship-building rather than as a way to occupy time. Its ASLA award page documents the design rationale and a reported 2021 program, but it is not a formal evaluation: it does not establish effects on mental health, rehabilitation, or reoffending.

What the project actually is
Maloney developed the project while studying landscape architecture at Cal Poly State University. The 2021 American Society of Landscape Architects (ASLA) Student Awards entry received an Award of Excellence in Student Community Service. Located in San Luis Obispo, California, it addresses how therapeutic garden education could fit inside U.S. juvenile corrections.

| Project strand | What the ASLA project page describes | Why it matters for a facility |
|---|---|---|
| Youth-incarceration and garden-education research | An investigation of youth incarceration and the possible role of gardens in learning, coping and relationships. | It supplies the rationale for treating horticulture as educational and restorative programming. |
| Landscape-design recommendations | Guidance for adapting gardens to carceral settings, with attention to youth safety and security. | Design decisions must be made with facility rules, supervision and controlled access in mind. |
| Printable curriculum booklet | Teaching material, suggested activities and garden lessons for people under 18; some activities can be shared with friends and family outside detention. | Programming can continue beyond a single work period and can create a common subject for young people and their communities. |
Maloney states the central ambition plainly: “Integrating therapeutic garden education into the rehabilitation practices of U.S. juvenile corrections will empower young people to build valuable skills, connect with loved ones, and escape the adult prison system.” The wording describes an intended contribution, not a measured result.
Why put a garden in a juvenile-correctional setting?
The project’s design logic starts with a distinction between a meaningful program and a time-filling activity. Gardening gives participants a shared task, a vocabulary for discussing living systems and opportunities to practice skills. The project presents those possibilities as ways to support learning, relationships and coping with stress.
That logic also changes what a successful space must do. A facility garden has to support instruction and participation while remaining observable, maintainable and compatible with institutional routines. A beautiful landscape that staff cannot supervise or that volunteers cannot reliably operate will not function as a program. Conversely, a highly controlled space can lose the qualities that make gardening engaging. The design challenge is to reconcile both needs rather than treating security and therapeutic value as opposing afterthoughts.

It creates a curriculum that illustrates the benefits of gardening rather than just presenting it as another activity that fills the time: gardening becomes more than merely growing food, it becomes about healing. The model could be easily replicable—it can be adapted in many different settings and conditions.”
— ASLA Awards Jury
The jury’s statement explains why the project was recognized, but it is not an independent outcome study. It identifies a replicable model in principle, not proof that every facility will obtain the same results.
Project history and the people involved
The reported history shows a gradual partnership rather than a one-off construction job. Maloney began collaborating with a nonprofit and a local juvenile detention facility in 2017 to conceptualize a garden for youth programming and visitation. The garden space was fully established in 2020. She then reported designing and leading a weekly youth gardening program beginning in February 2021.

The named community partner is Restorative Partners, working with San Luis Obispo Juvenile Hall staff. The project narrative describes regular coordination with nonprofit volunteer coordinators, feedback from young people and staff, and attention to consistent engagement. Those relationships are part of the model: a facility supplies oversight and access, community partners help sustain programming, and youth and staff feedback informs adjustments.

Designing a garden that a juvenile hall can safely use
The source identifies safety and security as design concerns but does not prescribe a universal plan. Conditions differ by facility, population, supervision model and local policy. The following questions turn the project’s principles into a practical briefing for an owner, designer or construction team; they are planning guidance, not features that the award page claims were installed.
Start with security and supervision
- Ask correctional staff to define sightline, access-control, tool, storage and emergency requirements before drawing the layout.
- Place teaching and work areas where staff can maintain the level of observation required by the facility, without creating blind corners or uncontrolled routes.
- Specify how tools, soil amendments, water controls and harvests are issued, counted, secured and returned. The permitted inventory is a facility decision, not a generic gardening standard.
- Use durable, cleanable materials and details that can withstand intensive use and scheduled maintenance. Durability lowers the chance that a neglected repair will close the program.
Design with the people who will operate it
Maloney’s account emphasizes feedback from youth and staff and regular coordination with volunteer coordinators. A construction process should therefore include structured review points: staff confirm operational constraints, young people comment on usability and interest, and the nonprofit checks whether volunteers can teach and maintain the space. Documenting decisions prevents a well-intentioned design from drifting away from daily practice.
Plan for access, weather and continuity
A garden is seasonal, but detention schedules and staffing changes are continuous. Layouts should allow a class to work safely in the available time, provide tasks during less productive growing periods and make routine watering or inspection manageable. Consider accessible routes, working heights, shade, drainage and weather protection in the same review as planting areas. These are not decorative upgrades: they determine who can participate and whether sessions are cancelled when conditions change.
Make visitation and community connection intentional
The project was conceived for youth programming and visitation, and its curriculum includes activities that can be shared with friends and family outside detention. Designers should identify where supervised conversation, showing a plant or exchanging a completed activity can occur without disrupting security procedures. The physical setting cannot by itself guarantee stronger relationships, but it can provide a neutral subject and a structured opportunity for contact.

What the curriculum booklet contributes
The printable booklet is the bridge between a physical garden and a repeatable educational program. The ASLA description says it contains teaching material, suggested activities and garden lessons for youth under 18. Some activities are designed to travel beyond the facility so that a young person can involve friends or family members who are not detained.
For implementation, a booklet should be treated as an adaptable teaching tool rather than a script. Staff and volunteers can select activities that match the season, the group’s age and the security rules. A practical review asks:
- Can the activity be completed within the session length and staffing level?
- Does it use only materials approved by the facility?
- Does the language suit the participants’ reading levels and learning needs?
- Is there a clear way to share or discuss the activity with family or community members outside?
- Can a participant see progress from one session to the next?
The project does not establish that the booklet was commercially sold or distributed beyond its program context. It is described as printable curriculum material, so facilities considering similar work should plan their own permissions, printing and revision process.

The project narrative reports a weekly program beginning in February 2021, coordination with Restorative Partners and Juvenile Hall staff, feedback from youth and staff, and a proposed handoff to a new volunteer lead. Those details support a picture of active implementation at that time.
They do not constitute a controlled study. The ASLA page does not provide attendance records, a comparison group, validated mental-health measures, educational assessments or recidivism data. It also does not document what happened after 2021. Statements that gardening may alleviate mental stress, build skills or help young people cope are presented by the project as benefits of garden therapy; the page supplies no citations or measured effects to verify those claims for this program.
The project statement also says that the United States incarcerates more juveniles than any other nation and that nearly 50,000 minors are held in detention centers on any given day. That figure is undated and has no underlying source, definition or methodology on the award page. It should be read as a claim appearing in the 2021 project statement, not as a verified current national statistic.

For a new facility, an evaluation plan would make the results more useful. Possible measures include session attendance, completed activities, skill demonstrations, participant feedback, staff observations, volunteer retention and the number of family-linked activities completed. If a program wants to study reoffending, it would need an appropriate design, privacy protections and a defined follow-up period; this project supplies none of those measurements.
A practical framework for adapting the idea
The jury called the model adaptable to different settings. Adaptation still requires a disciplined sequence so that programming, construction and institutional policy agree.
- Secure institutional sponsorship. Identify the facility decision-maker, the community partner and the staff members responsible for daily supervision. Confirm that gardening fits the site’s youth-program and visitation policies.
- Map constraints before concepts. Record controlled entries, staff stations, emergency routes, accessible paths, available water, sun and shade, seasonal weather and maintenance access. Have security staff approve the assumptions.
- Co-design the program and space. Gather youth, staff and volunteer feedback on preferred activities, session length, storage and family connection. Translate feedback into written requirements rather than treating it as a one-time consultation.
- Match materials and tools to policy. Build an approved inventory and a check-in/check-out procedure. Select robust, maintainable components only after the facility confirms what can be brought into and stored in the area.
- Phase construction around operations. Schedule work so that contractors, deliveries and inspections do not compromise security or remove the garden from use longer than necessary. Establish a maintenance responsibility before handover.
- Prepare the curriculum and staffing. Print or adapt age-appropriate lessons, train volunteers, define staff roles and create a substitute plan for absences. Consistency matters more than a large number of activities.
- Launch with feedback loops. Start with a manageable group, record what works, and invite youth and staff to identify barriers. Adjust the layout, lesson sequence or materials through an agreed change process.
- Evaluate and report carefully. Decide in advance which participation, learning and experience measures will be collected, who owns the data and how results will be shared. Separate participant impressions from evidence of long-term outcomes.
Common failure modes and their fixes
A garden is treated as an installation instead of a program
Failure: Capital work is completed without a curriculum, trained leader or maintenance budget.
Fix: Approve the operating plan, staffing coverage and lesson materials before final construction sign-off.
Security review happens too late
Failure: A layout or tool list conflicts with institutional rules after money has been spent.
Fix: Require documented reviews by facility staff at concept, detailed-design and pre-opening stages.

Volunteer enthusiasm is mistaken for continuity
Failure: Sessions depend on one person and stop when that person leaves.
Fix: Use shared lesson plans, train a backup leader and define the handoff process. Maloney’s reported plan to mentor a new volunteer lead illustrates why succession belongs in the original scope.
Benefits are promised without measurement
Failure: Promotional language implies that a garden cures stress or prevents reoffending.

What decision-makers should take from the project
Maloney’s work offers a documented example of landscape architecture serving youth rehabilitation: a garden space established in 2020, a reported weekly program in 2021, a printable curriculum and collaboration among a designer, Restorative Partners, Juvenile Hall staff, volunteers and young people. Its strongest lesson is organizational as much as physical. The garden has value only when design, supervision, teaching, maintenance and relationships are planned as one system.
