Before an existing building is priced, designed or marketed as a hotel, confirm four things: the use is legally approvable, the structure and systems can support hotel operations, life-safety and accessibility upgrades are feasible, and environmental or heritage constraints are understood well enough to set a credible budget and schedule. That requires coordinated legal, planning, architectural, structural, building-services, fire, environmental and preservation investigations—not a single inspection.
The checklist below is a project framework, not a universal code checklist. Hotel permissions, building-code editions, licensing, preservation controls and incentive programs are local and can change. Use it to organize investigations, then confirm every conclusion with the authority having jurisdiction and appropriately qualified advisers.

What to establish before committing to a hotel conversion
Adaptive reuse diligence should verify the property’s legal status, physical condition and constraints relevant to reuse or acquisition. The U.S. Environmental Protection Agency’s reuse-assessment guidance groups the work around ownership and title, land use, codes and plans, building conditions, utilities, environmental conditions, transportation, topography and historic or archaeological features.

1. Confirm the site, title and permitted use
Verify what is being acquired
- Confirm the parcel, legal description, ownership, liens, easements, encroachments, rights-of-way, restrictive covenants and transaction conditions with real-estate counsel and a title professional.
- Collect available deeds, surveys, leases, licenses, certificates of occupancy, permits, inspection reports, maintenance records and records of previous alterations. Treat drawings and records as hypotheses until critical dimensions, construction and services are verified in the field.
- Check access, parking or loading rights, utility easements and any shared-building obligations that could limit hotel operations or construction access.
The EPA identifies title searches and related real-estate review as professional work that may be needed in a reuse assessment. The exact document set depends on the transaction and jurisdiction, so have counsel identify missing instruments before relying on a closing assumption.
Map the planning framework
Review the current zoning map, comprehensive or master plan, overlay districts, development code, historic or conservation areas and any adaptive-reuse ordinance. Ask the planning authority whether hotel use is permitted as of right, conditional, discretionary or prohibited; whether a change of use triggers site, parking, design or neighborhood review; and whether hearings, referrals or design review must occur before building permits.
Do not infer a general entitlement from another city. Los Angeles provides a useful illustration: its City Planning department says the Citywide Adaptive Reuse Ordinance removes many zoning barriers for eligible projects, while a conversion from non-residential use to a hotel in specified Adaptive Reuse Subareas requires a Class 3 Conditional Use Permit. Applicability and eligibility must be confirmed for the actual property with the city through its Adaptive Reuse process.
Separate land-use approval from operating authorization
Planning approval does not automatically authorize hotel operations. Identify the local hotel, lodging, food-service, alcohol, health, signage, assembly and accessibility approvals that may apply, and determine which agency issues each one. The sources available for this checklist do not establish a universal hotel-license process; obtain a jurisdiction-specific list from the relevant authorities and counsel.

2. Build a coordinated investigation plan
Commission investigations as one coordinated program rather than a sequence of isolated reports. The National Park Service’s Architectural-Preservation QA Review Checklist calls for an adaptive-use program narrative, areas, adjacencies and functions, together with coordination among architectural, structural, civil, environmental, mechanical, electrical and fire-protection disciplines.
| Workstream | Questions to answer | Typical lead | Decision output |
|---|---|---|---|
| Title and land use | Can the site legally host a hotel, and what approvals and conditions apply? | Real-estate counsel, planning consultant | Approval path, dependencies and entitlement risk |
| Building and structure | What is the actual construction, capacity, deterioration and alteration history? | Architect, structural engineer | Repair, strengthening and opening-up scope |
| Building systems | Can HVAC, electrical, plumbing, vertical transport and utilities support the program? | Building-services engineers, utility advisers | Capacity upgrades, plant locations and outages |
| Fire and life safety | How will occupancy, compartmentation, detection, suppression and egress be resolved? | Fire-protection engineer, code consultant | Code strategy, variances or alternative methods to test |
| Environment | Are releases, hazardous materials, mold, radon, flood or other site conditions present? | Environmental professional | Further study, remediation and cost allowances |
| Heritage | What significance and fabric must be retained, and what interventions need review? | Heritage consultant, conservation architect | Conservation parameters and approval submissions |
| Operations and cost | Can rooms, services, circulation and back-of-house work at an acceptable cost and schedule? | Hotel operator, architect, cost consultant | Scenario recommendation and investment gates |
3. Investigate the existing building and hidden conditions
Document the fabric before designing rooms
Survey the structure, envelope, roofs, foundations, slabs, shafts, stairs, elevators, partitions and service routes. Reconcile archival drawings with measured surveys and selective opening-up. Record water damage, corrosion, settlement, movement, fire damage, biological growth and previous work that may not meet current standards.
Traditional buildings require particular caution. Scottish Government guidance on conversion of traditional buildings recommends an individual, holistic risk assessment and highlights construction methods and concealed voids. Where opening historic finishes could cause damage, borescope or endoscope surveys can help investigate cavities, but they do not eliminate the need for targeted invasive verification where safety-critical assumptions remain uncertain.

Flag conflicts early: shallow floor-to-floor heights, irregular structural bays, narrow stairs, insufficient shafts, inaccessible entries, long travel distances, weak floor loading, poor acoustic separation or no practical route for kitchen exhaust and replacement plant. A room yield that ignores these constraints is not a feasibility result.
4. Set the code, fire and life-safety strategy
Identify the authority and applicable rules
At the outset, identify the authority having jurisdiction, adopted building and fire-code editions, existing-building provisions, change-of-occupancy rules, accessibility requirements, energy provisions, elevator regulations and local review procedures. The answer to whether an existing building may comply under existing-building provisions or must meet current requirements is site-specific; obtain a written code opinion or formal pre-application response rather than assuming one approach.
Coordinate the architect, code consultant, fire-protection engineer, accessibility specialist, structural engineer and preservation adviser before fixing the layout. The National Park Service checklist calls for identification of building and life-safety code issues and coordination with fire-protection engineering. Scottish guidance likewise recommends specialist heritage and fire input for traditional-building conversions.

- Trace fire compartments, shafts, plenums, roof voids, service penetrations and concealed combustible materials.
- Verify the continuity and rating of walls, floors, doors and protected openings where the fire strategy depends on them.
- Assess detection, alarm, emergency lighting, smoke control, sprinklers or other suppression, firefighter access, stair capacity and travel distances against the adopted rules.
- Record where investigation was non-invasive or incomplete. An uninspected void cannot be treated as compliant simply because no defect is visible.
Do not promise that a particular suppression or alarm system will solve a code problem until the authority and fire engineer have reviewed the complete strategy, including heritage constraints and evacuation assumptions.

5. Check environmental and site conditions
Screen for contamination and hazardous materials
Engage an environmental professional for an assessment appropriate to the transaction and proposed reuse. The EPA describes a Phase I environmental site assessment as one route for identifying potential releases of hazardous substances or petroleum products and other conditions, including asbestos, mold and radon. Older hotels and industrial or commercial buildings may also require targeted surveys for lead-based coatings, polychlorinated biphenyls, underground storage tanks or other hazards as indicated by the site history and local rules.
If screening identifies a release, suspect materials or indoor-air concern, define the next investigation, occupant-protection measures, remediation responsibility and regulatory path before setting the construction scope. Do not bury unresolved environmental work in a generic contingency.
Review the site around the building
- Confirm water, sewer, stormwater, electrical, gas, telecommunications and fire-flow capacity, including connection points and upgrade lead times.
- Assess vehicle access, pedestrian arrival, loading, waste collection, parking, public transport and construction logistics.
- Review topography, drainage and flood exposure. Flood location can affect both design and heritage decisions.
- Identify natural, archaeological or buried infrastructure constraints that could affect foundations, utilities, landscaping or emergency access.
The EPA’s reuse framework treats utilities, transportation, topography, flood-related conditions and natural or archaeological features as part of the reuse assessment, not as late-stage design details.

6. Determine heritage status and acceptable change
Search national, state or provincial and local registers; confirm listing, designation, conservation-area or preservation-district status; and identify archaeological sensitivity. A building can be subject to review even when it is not individually listed, for example through a district or local overlay.

When applicable, obtain a historic structure report or comparable building-history and condition record. The National Park Service checklist includes historic-structure-report recommendations and records of treatment among the material to review. Use that record to identify significant rooms, elevations, materials, plan forms and later additions before placing wet rooms, risers, elevators or new openings.
Historic England’s Heritage Works for Housing: Managing Change advises balancing special interest and original plan form with market expectations, regulations and guidance. Its England-specific discussion flags accessibility, fire safety and flood location, and notes that its list is not exhaustive. In England, discuss building-regulation matters with both the local planning authority’s building-control officer and conservation officer; elsewhere, identify the equivalent officials.
Plan investigations that protect significant fabric
Mark no-go areas, sacrificial finishes and locations where probes can be repaired. Sequence surveys so that non-invasive work precedes opening-up, and photograph and record every intervention. If a fire, structural or services question cannot be answered without damaging significant fabric, document the uncertainty and have the heritage and technical specialists agree on the least harmful evidence-gathering method.
7. Compare reuse scenarios on consistent criteria
If more than one hotel concept or alternative use is possible, compare them with the same criteria rather than selecting the option with the highest untested room count. The following axes synthesize the official assessment themes; they are a practical decision framework, not a published scoring standard.
| Criterion | Questions for each scenario |
|---|---|
| Land-use eligibility | Is the use allowed, and how much entitlement, hearing or discretionary risk remains? |
| Intervention intensity | How much demolition, structural strengthening, new shafts, façade work or plant replacement is required? |
| Life safety and accessibility | Can egress, compartmentation, detection, suppression, elevators and accessible routes be delivered without disproportionate impact? |
| Heritage impact | Which significant spaces, materials and plan relationships would be altered or concealed? |
| Environmental work | What investigation, remediation, disposal and monitoring obligations are indicated? |
| Utility and site capacity | Can incoming services, loading, parking, drainage and emergency access support the concept? |
| Cost, schedule and operating fit | What are the major allowances, approval dependencies, construction duration and practical hotel operating consequences? |
8. Use decision gates before spending into design
Convert findings into a live risk register with an owner, evidence status, cost or schedule consequence and next action for every material issue. Typical risks include conditional hotel approval, unresolved code interpretation, concealed deterioration, utility upgrades, contamination, flood exposure, heritage objections, inaccessible routes and long-lead approvals.
- Land-use gate: obtain a planning pre-application response or equivalent confirmation of the hotel-use pathway, required referrals and sequencing.
- Existing-conditions gate: complete measured surveys, structural and systems assessments, records review and targeted opening-up sufficient to test the concept.
- Environmental gate: complete the transaction-appropriate environmental assessment and define any remediation or hazardous-material work.
- Life-safety and accessibility gate: agree on a code and fire strategy with the authority or its documented review process, including known investigation limits.
- Heritage gate: establish significance, conservation parameters and an acceptable intervention approach with the appropriate heritage authority.
- Investment gate: update cost, schedule, room yield, operating assumptions and contingency using the evidence from the preceding gates; proceed, redesign, change use or stop.
There are no universal numerical thresholds for these gates. The right decision depends on the site, jurisdiction, building significance, operator requirements and the quality of evidence obtained.
Jurisdiction examples—and why they do not transfer automatically
| Place | What the official guidance illustrates | Limit |
|---|---|---|
| Los Angeles | Eligible adaptive-reuse projects may avoid many zoning barriers, but a non-residential-to-hotel conversion in specified Adaptive Reuse Subareas requires a Class 3 Conditional Use Permit. | Confirm current ordinance language, subarea, eligibility and project-specific review with Los Angeles City Planning. |
| Scotland | Traditional-building hotel conversions warrant a holistic, building-specific assessment addressing concealed voids, fire risk, heritage and specialist advice. | This is Scottish guidance and is not a U.S. code rule. |
| Singapore | The Urban Redevelopment Authority says hotel proposals follow development-control guidance and that some sites not zoned for hotels may be considered individually. | The URA states its handbook is not exhaustive; individual consideration is not a general entitlement. Review the current hotel guidance and confirm the site directly. |
| England | Historic reuse decisions must balance significance, plan form, accessibility, fire safety, regulations and flood location. | Historic England’s guidance is England-specific and contextual, not a universal permitting standard. |
What a credible diligence package should contain
- A title, survey and land-use memorandum identifying restrictions, hotel-use status and approval sequence.
- A measured existing-conditions set with a log of drawing discrepancies and inaccessible areas.
- Structural, envelope and building-services reports that identify capacity, defects, investigation limits and upgrade concepts.
- An adaptive-use program with room, public, service and back-of-house areas, adjacencies and circulation diagrams.
- A code, fire, accessibility and evacuation strategy tied to the adopted local requirements.
- An environmental assessment, hazardous-material findings and remediation or monitoring plan where indicated.
- A heritage assessment or historic structure report, significance map and conservation approach when applicable.
- A coordinated risk register, scenario comparison, cost plan and schedule showing approval and investigation dependencies.
The developer’s objective is not to eliminate every uncertainty before design. It is to identify which uncertainties can change the use, scope, budget or schedule, assign them to the right specialists, and resolve them before an irreversible commitment.
