Fire safety checks for flats in England: what residents should look for and report

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Residents can help spot obvious fire-safety problems in shared parts of a block and at their own flat entrance, but they are not expected to carry out a fire-risk assessment, inspect concealed construction, test communal systems or make repairs. Look for clear, well-lit escape routes, visibly damaged fire doors, doors that do not close as intended, missing fire-action information and other apparent defects. Report concerns promptly to the building’s responsible person—the landlord, freeholder, managing agent or housing provider—and follow the evacuation instructions issued for that building.

This guide applies to flats in England and focuses on building-level safety. It does not cover fire safety inside an individual flat. The current Residents’ guide to fire safety in blocks of flats, published by the Ministry of Housing, Communities and Local Government on 14 September 2026, is the main source for the resident checks below.

What a resident should check—and what remains the building’s duty

A resident’s role is observational and practical: notice an apparent problem, avoid making it worse, and report it. The responsible person remains responsible for the building’s fire-risk assessment, maintenance and arrangements. Depending on the block, that person may be the landlord, freeholder, managing agent or housing provider.

The building-level scope includes the structure, external walls, flat entrance doors and shared areas. It does not ask residents to assess fire risks inside their own homes. Do not present a visual look at a door, corridor or noticeboard as a technical inspection or certification.

Area What you can look for What to do
Shared escape routes Corridors, stairs and other shared routes are clear and adequately lit. Keep the route clear and report obstructions or lighting faults.
Fire doors Doors appear undamaged and doors designed to self-close close as intended. Keep doors shut when not in use and report damage or faults immediately.
Fire-action information A clear notice is available and residents have received the building’s instructions. Ask the responsible person for missing, unclear or outdated information.
Communal alarms and emergency lighting You know whether systems are provided and how they are maintained. Ask the responsible person about testing and maintenance; do not test or certify equipment yourself.
External walls and building information You have a way to ask about relevant building fire-safety information. Raise questions with the responsible person rather than attempting a cladding or concealed-construction inspection.

The official checklist asks, “Are escape routes clear and well lit?” That is a useful resident question, not a licence to conduct a formal assessment.

Check shared escape routes and lighting

Walk through the shared route you would use to leave the building, including corridors, stairs and the approach to exits. Look for anything that could block or narrow the route, and note areas that are poorly lit or where a light appears not to work. Shared routes must remain usable for ordinary movement and in an emergency.

Residents have a direct part to play here. The government’s resident guidance says, “You should keep shared areas clear of anything that could block escape routes.” Do not leave personal items or other objects in a corridor or stairway, and do not assume that someone else will remove an obstruction. If another person’s item is blocking a route, report it rather than moving something heavy, hazardous or belonging to another resident without permission.

Send the responsible person the exact location, what is obstructed, whether the problem is recurring and when you noticed it. If lighting is intermittent, say when it failed and whether the route is dark at particular times. A report that identifies the floor, stair core or corridor is more useful than “the hallway is unsafe.”

Look at fire doors without treating them as a technical test

Flat entrance doors

From the shared side of your flat entrance, look for obvious damage, severe deterioration or a door that does not close as it normally should. If the door is designed to self-close, observe whether it closes fully when released during normal use. Do not test it repeatedly, adjust its hardware or remove any component.

Never wedge a fire door open, disable a self-closing device or tamper with hinges, closers, seals or other fittings. The Home Office’s fire-door guidance says residents should report faults or damage immediately to the responsible person. If the door slams, fails to latch, sticks, has visible damage or no longer closes as intended, report the symptom rather than attempting a repair.

Doors in shared areas

Apply the same common-sense visual check to fire doors protecting stairs, corridors or other shared areas. A door that is propped open, visibly damaged or not closing as intended should be reported. Do not wedge it open for convenience, even if the corridor feels hot or ventilation is poor. Do not remove a wedge installed by someone else without considering immediate safety; report the practice to the responsible person so it can be dealt with properly.

Changes and repairs

Do not replace or alter a flat entrance door without the responsible person’s knowledge and agreement. A replacement that looks substantial may still fail to provide the required fire and smoke performance if it is unsuitable or incorrectly installed. Residents should report defects and seek the building’s approval, not choose a door specification or carry out remedial work themselves.

Find and understand the building’s fire instructions

Residents should receive information about the building’s fire-safety arrangements when they move in. The information should be provided again annually and when it changes, according to the Home Office’s Information to residents (regulation 9) fact sheet.

Check that you can find the fire-action notice or equivalent instructions in the entrance, lobby or another designated location. Read the building’s stated evacuation strategy, the action to take if fire is in your own flat, and the route or routes identified for leaving. If no notice is visible, it is illegible, or the information conflicts with what residents have previously been told, ask the responsible person for clarification.

Keep a copy of the instructions supplied to you, particularly if you are a new resident, have mobility or sensory needs, or care for someone who may need help. Do not substitute a generic online procedure for the plan issued for your own block.

Ask about alarms and emergency lighting; do not service them yourself

The resident checklist asks whether alarm systems are tested and maintained and whether emergency lighting is regularly tested where it is provided. Those are arrangements for the responsible person to organise. A resident can ask who maintains the systems, how often checks occur and where to report a fault, but should not test, certify, open or repair communal equipment.

Do not infer the building’s evacuation strategy from the presence or absence of a communal alarm. A communal alarm is not automatically appropriate in a stay-put block. The Home Office’s guide to making a small block of flats safe from fire says competent advice should be sought where a stay-put block already has such an alarm.

Report a panel showing a fault, a damaged detector, a missing emergency-light fitting or a repeated false alarm through the building’s stated reporting route. Describe what you saw and where; do not silence, cover or disconnect the device.

External walls: ask questions, do not inspect concealed construction

The responsible person’s assessment includes risks associated with a building’s external walls and, where necessary, an external-wall appraisal. Residents are not expected to open walls, examine concealed cladding, take samples or decide whether a construction system is safe.

If you notice an obvious external defect—such as visibly loose material, damage to a façade or work that appears to have left an opening—report the location and description to the responsible person. You can also ask what fire-safety information is available about the building’s external walls and whether an appraisal has been undertaken where one is needed. The answer should come from the building’s management arrangements, not from a resident’s DIY investigation.

Know which evacuation strategy your block uses

Blocks may use a stay-put strategy, simultaneous evacuation or another strategy set out in the building’s fire-safety arrangements. These are not options for an individual resident to select during an incident. Follow the instructions issued for your building and any directions from fire and rescue services.

Stay-put arrangements

The small-block guidance has limited scope: it concerns specified blocks of no more than three storeys and six flats designed around stay put. Where a stay-put strategy applies, occupants of flats not affected by fire are normally expected to remain in their flats unless they are affected or are directed to leave by fire and rescue services. A resident may leave if they wish and can do so safely. This explanation must not be used to override the plan for a different building or the instructions given during an actual emergency.

Simultaneous evacuation

Where the building’s stated strategy is simultaneous evacuation, residents should leave using the designated routes when instructed. Do not wait for a personal interpretation of an alarm or assume that another block’s procedure applies to yours.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Residents who need extra help

Since April 2026, high-rise residential buildings and buildings between 11 and 18 metres that use a simultaneous evacuation strategy must have a process for Residential Personal Emergency Evacuation Plans for residents who need extra help to evacuate. Ask the responsible person how that process works, who to contact and how changes in your circumstances should be recorded. The requirement described here is tied to those building types and that evacuation strategy; it is not a general instruction that every resident must create a plan independently.

How to report a fire-safety concern

  1. Record the specific issue. Note what you saw, the exact location, when you noticed it and whether it creates an immediate obstruction, damage or loss of information. A photograph may help if it can be taken safely without entering restricted areas or interfering with equipment.
  2. Contact the responsible person. Use the landlord, building owner, managing agent or housing provider’s published reporting route. Ask for confirmation that the issue has been logged and, where appropriate, ask what fire-safety information applies to your building.
  3. Describe the risk plainly. Say, for example, that a stair door does not close fully, a corridor is obstructed on a named floor, or the fire-action notice is missing. Avoid diagnosing the cause or prescribing a repair.
  4. Escalate if there is no response. If the concern is not addressed or you cannot obtain a meaningful response, contact your local fire and rescue service or local council. Explain that you previously reported the issue and provide the dates and reference details.
  5. Keep the correspondence. Retain your report and any reply so you can follow up accurately. Keeping a record is practical good practice; it does not replace the responsible person’s statutory duties.

If there is an active fire or immediate danger, leave or remain as directed by the building’s emergency instructions and fire and rescue services, and contact emergency services without delay.

What residents should not do

  • Do not carry out or claim to complete the building’s fire-risk assessment.
  • Do not inspect concealed cladding or other hidden construction.
  • Do not test, certify, silence, disconnect or repair communal alarms, emergency lighting or other fire-safety systems.
  • Do not wedge fire doors open or tamper with self-closing devices.
  • Do not alter or replace a flat entrance door without the responsible person’s knowledge and agreement.
  • Do not use a generic evacuation rule in place of the instructions for your own building.

Which guidance applies to your block?

This article is England-specific. Scotland, Wales and Northern Ireland have different fire-safety rules and guidance. The broad government publication Fire safety in purpose-built blocks of flats was originally produced in 2011, and its government landing page says it is no longer comprehensive. Use current resident guidance first and treat older technical material cautiously.

The Home Office small-block guide was updated on 20 January 2025 and is limited to specified blocks of no more than three storeys and six flats designed around stay put. Do not apply its stay-put examples automatically to a taller block, a building with a different design or a building using simultaneous evacuation.

For general resident questions, start with the current government pages: Fire safety in flats in England: a guide for residents—Overview and Check if your building has fire safety issues. They explain the resident-facing scope and the route for raising concerns.

A simple routine for residents

When you move in, locate the fire-action notice, read the building’s evacuation instructions and ask for any missing information. During ordinary use of shared areas, keep routes clear and notice whether lighting and fire doors appear to function as intended. If something changes or is damaged, report it promptly with the location and date. Recheck your understanding whenever the building issues revised instructions, and make sure the responsible person knows if you need information about help to evacuate.

The useful boundary is straightforward: residents identify and report visible problems; the responsible person assesses the building, maintains its systems and provides the instructions. Keeping routes clear, respecting fire doors and following the plan issued for your block are the actions within a resident’s control.
