The correct size follows from your required hydrogen flow, operating hours, load range, electricity profile, product pressure and purity. The installed price then depends on the rectifier and transformer, gas treatment, water plant, cooling, compression, civil works, engineering, permitting and financing as much as on the stack.
For most projects, alkaline water electrolysis (AWE) is the lower-cost choice for steady, high-utilisation operation. Proton-exchange-membrane (PEM) systems are usually the better fit when renewable power varies quickly and rapid response or high gas purity has value. Solid-oxide electrolysis (SOEC) can be highly efficient where suitable high-temperature steam or waste heat is available, while anion-exchange-membrane (AEM) systems remain less commercially mature. Compare every offer on the same electrical boundary, water specification, availability assumption and balance-of-plant scope.

What you are actually buying
An electrolyser project converts electricity and treated water into hydrogen and oxygen, but the stack is only one part of the plant. A bankable specification normally includes:
- electrolyser stacks and stack enclosures;
- rectifiers, transformers, switchgear and the site electrical connection;
- gas-liquid separation, drying, purification and gas crossover protection;
- feed-water filtration, reverse osmosis, deionisation or polishing, storage and recirculation;
- cooling, heat recovery, ventilation and drains;
- hydrogen compression, storage and the export or user interface;
- controls, analyzers, alarms, emergency shutdown and safety systems;
- buildings, foundations, fire protection and hazardous-area equipment;
- engineering, procurement, construction, commissioning, permitting, contingency and financing.
A stack-only price cannot be compared with an installed-plant quotation. The World Bank’s ESMAP assessment says EPC, civil works, permitting and financing commonly account for 40–50% of total project cost, while the stack is usually about one-third. It concludes that the largest cost-reduction opportunities are in balance of plant, construction and system integration rather than the stack alone.

Start with the hydrogen duty, not the electrolyser model
Define the product requirement before asking suppliers for a model number. Your design basis should state:
- hydrogen output in kilograms per hour and tonnes per day;
- annual operating hours, planned maintenance outages and target availability;
- minimum stable load, maximum load, ramp rate, start-up time and cycling frequency;
- electricity source, tariff structure, renewable-power profile and grid-connection limits;
- hydrogen delivery pressure, purity, moisture and downstream contaminants;
- oxygen handling or venting requirements;
- site elevation, ambient-temperature range, cooling-water conditions and available space;
- source-water analysis and the required treated-water quality;
- future expansion, redundancy and on-site or downstream hydrogen storage.
Use annual demand and the operating profile to determine plant capacity. A unit that meets an instantaneous flow but runs only during short renewable-power windows may need storage, oversizing or both. Conversely, a baseload plant may be cheaper and simpler when sized for a high utilisation factor and supplied with firm electricity.
Convert output into capacity
For an initial electrical estimate, multiply hydrogen production by the quoted plant electricity consumption:
Electrical load (kW) = hydrogen flow (kg/h) × specific consumption (kWh/kg)
For example, 1 tonne per day is 41.7 kg/h. At a stated 51 kWh/kg, the electrolyser’s average electrical demand would be about 2.13 MW before any additional loads that the vendor excludes. This is a sizing illustration, not a guaranteed project performance figure. The final number must use the supplier’s AC-plant consumption at your intended load, including auxiliaries and any compression or water-treatment loads that belong in your site boundary.
Allow for degradation, outages and redundancy
Do not size only for beginning-of-life nameplate output. Ask the vendor for guaranteed hydrogen production and electricity consumption at beginning and end of life, the expected degradation curve, stack-replacement interval and maintenance duration. Apply those values to the number of operating hours you can actually achieve. If hydrogen delivery is critical, compare a single large train with multiple trains that permit maintenance while the remainder operates. A spare train or buffer storage can be more economical than forcing every stack to run at an inefficient part-load point.

How to compare efficiency without misleading yourself
Use kWh per kilogram of hydrogen as the primary comparison unit, but require the supplier to define the boundary. A figure may describe stack DC consumption, the complete rectified DC system or the AC plant at the site meter. It may or may not include feed-water treatment, cooling, controls, gas purification, drying, compression and storage.

|---|---|
| Stack voltage and current density | Shows electrochemical operating conditions and helps compare degradation and turndown claims. |
| DC-system consumption | Includes the rectifier but not necessarily transformers, cooling, pumps or treatment. |
| AC-plant consumption | The most useful figure for the electrical connection and operating-cost model when all auxiliaries are included. |
| Compression and export energy | Needed if hydrogen leaves the electrolyser at a pressure higher than the plant outlet. |
| Beginning- and end-of-life values | Prevents a new-stack laboratory number from being used for a replacement-cycle business case. |
| Load-dependent curve | Shows how consumption changes at minimum, nominal and maximum load rather than hiding part-load penalties. |
The International Energy Agency cautions that efficiency values depend on system design and reporting scope. Put the boundary, hydrogen heating-value basis, ambient conditions and auxiliary loads in the contract. Require a guaranteed performance test at the intended load range, not only a single design-point number.
Reference performance figures
The U.S. Department of Energy’s liquid-alkaline reference table records a 2022 status of 0.5 A/cm² and 1.9 V per cell, corresponding to 51 kWh/kg of hydrogen and 65% lower-heating-value (LHV) efficiency. Its 2026 targets are 1.0 A/cm², 1.8 V per cell and 48 kWh/kg, or 69% LHV efficiency. These are reference status and targets, not a promise that every commercial plant will achieve them at your site boundary.
For high-temperature electrolysis, the IEA reports 84% electrical efficiency on an LHV basis for a Sunfire SOEC system where high-temperature heat is available. That result uses a heat-input boundary that is not directly comparable with a low-temperature plant supplied only with electricity. A vendor must state how steam and external heat are credited before you use the number in a comparison.
Choosing alkaline, PEM, SOEC or AEM
| Technology | Best-fit operating context | Main buying strengths | Main cautions |
|---|---|---|---|
| Alkaline (AWE) | Steady or high-utilisation operation | Mature technology, generally lower-cost stacks and a strong fit for baseload duty | Electrolyte circulation and recovery are required; rapid cycling is generally less attractive than PEM; gas separation and purification remain essential. |
| PEM | Variable renewable electricity and rapid response | Flexible operation, compact equipment and high gas purity | Higher installed cost than alkaline; strict water-quality control; use of critical materials must be addressed in supply and maintenance planning. |
| SOEC | Industrial sites with suitable high-temperature steam or waste heat | Potentially very high electrical efficiency when useful heat is available | Operation above about 650 °C, thermal cycling and material degradation constrain deployment. |
| AEM | Emerging decentralised or lower-cost concepts | Potential for lower-cost materials and simpler electrolyte handling | Less mature and less commercially established than alkaline and PEM, so bankability, references and long-term degradation evidence require particular scrutiny. |
The IEA describes alkaline and PEM electrolysers as having comparable efficiency and says that, depending on design, both can operate flexibly with variable renewable electricity. The practical distinction is therefore the complete operating envelope, response requirement, gas-quality specification, water system and cost rather than a single headline efficiency number.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsWhen alkaline is the sensible default
Choose alkaline when the plant can run steadily, the electricity supply is relatively firm and lowest installed cost is important. Confirm electrolyte concentration, circulation, storage, recovery and spill-management arrangements. The gas-liquid separation and purification package must be included in the offer; it is not optional simply because the stack is mature.

When PEM justifies its premium
PEM is attractive when the power profile changes rapidly, the plant must follow renewable output or frequent starts and stops are unavoidable. Its compact footprint and high gas purity can reduce downstream equipment, but only if the supplier guarantees those outcomes at your specified load range. Include replacement-material availability and water-polishing requirements in the total-cost model.
Where SOEC can work
SOEC is a specialised choice for an industrial site that can continuously supply suitable steam or recoverable high-temperature heat. Without that heat integration, an electrical-efficiency comparison can be misleading. Check thermal start-up time, cycling limits, degradation, steam quality and the consequence of a heat-source outage before selecting it.
How to treat AEM proposals
AEM may appeal for decentralised installations or projects seeking alternatives to established electrolyte systems. Treat it as an emerging technology: require independently documented operating references, guaranteed lifetime, replacement strategy, safety case and financing acceptance before assigning it the same risk profile as alkaline or PEM.
Water quality is a design input
Obtain a laboratory analysis of the proposed source water before selecting equipment. At minimum, provide conductivity or resistivity, silica, hardness, chlorides, iron, organics, microbial indicators and temperature. The supplier should state the allowable range for each parameter and the consequences of excursions.
Build the treatment train around the analysis
Depending on the source, treatment can include particulate filtration, softening, reverse osmosis, deionisation or final polishing. Include treated-water storage, recirculation, level control, conductivity or resistivity measurement, temperature monitoring and sampling points. Size storage and treatment for production, cleaning, regeneration, blowdown and maintenance rather than only the theoretical stoichiometric water requirement.
Alkaline plants also need electrolyte or lye management, including make-up, recovery, containment, transfer and disposal procedures. PEM plants generally demand very high-purity feed water and continuous monitoring because contaminants can damage the membrane-electrode assembly. In either case, make water quality a guaranteed interface condition, not an assumption buried in a process description.

Prepare a site water balance
Map every intake and discharge: raw water, treated feed, cooling make-up, cleaning, regeneration, blowdown, drains, evaporation and any oxygen-side or process uses. UK government guidance for hydrogen production by electrolysis says operators should monitor overall water use by quality and purpose by carrying out a water balance across the installation. It also calls for energy efficiency to be monitored as energy consumption per kilogram of hydrogen produced. Set alarms, sampling frequency, calibration duties and reporting responsibility in the operating procedures.
What an installed electrolyser costs
The IEA Global Hydrogen Review 2024 reports that, in 2023, an installed water-electrolyser system including gas treatment, plant balancing, EPC and contingencies cost about USD 2,000/kW for alkaline and USD 2,450/kW for PEM. It reports Chinese alkaline systems at roughly USD 750–1,300/kW. These are market reference ranges, not a site quotation; geography, scope, labour, financing, import content, utilisation and electricity infrastructure can move the result substantially.

The IPCEI Hydrogen Observatory’s 2025 methodology includes water-treatment equipment, cooling, hydrogen compression, controls and related engineering, procurement and installation in utilities and balance of plant. Its categories are based on a 100-MWel project and a 2025 reference year, so use them as a bid-comparison template rather than a universal price.
Electricity determines operating economics
Model electricity as a variable cost, not a footnote. A 2025 Applied Energy review found electricity contributed more than 60% of levelised hydrogen cost in the cases it examined. Your model should therefore show hourly or time-block electricity prices, renewable curtailment, grid charges, demand charges, capacity factor, start-up losses and the efficiency curve at each load.
Add stack replacements, planned maintenance, water-treatment consumables, cooling, labour, insurance, compression, storage, financing and carbon or network charges where applicable. Test low-utilisation and high-price years. A lower stack CAPEX can lose its advantage if it requires expensive electricity, operates poorly at your load profile or needs more frequent replacement.

Procurement procedure
- Freeze the duty. State hydrogen flow, pressure, purity, delivery pattern, annual hours, minimum and maximum load, ramp rate and redundancy philosophy.
- Characterise utilities. Give each bidder measured source-water data, electrical-connection limits, cooling conditions, available steam or waste heat and site constraints.
- Set the efficiency boundary. Require AC consumption, auxiliary loads, compression assumptions, hydrogen basis, ambient conditions and beginning- and end-of-life values.
- Define the operating envelope. Request minimum stable load, ramp rate, start-up time, permitted cycling, turndown, response at each load and recovery after trips.
- Separate the price. Break out stack, balance of plant, utilities, EPC, civil works, permitting, commissioning, contingency and financing assumptions.
- Specify guarantees. Include hydrogen output, purity, pressure, electricity consumption, water consumption, availability, degradation and safety-system performance, with test methods and remedies.
- Check safety and codes. Verify gas crossover controls, drying, purification, pressure relief, ventilation, hazardous-area classification and applicable local codes with qualified engineers.
- Validate references. Ask for projects with similar capacity, water source, operating profile, jurisdiction and downstream pressure, and request operating data rather than only an installed-capacity list.
- Run the economic model. Include electricity, capacity factor, stack replacement, maintenance, financing, compression, storage, water and any incentives or network charges.
- Plan acceptance and operations. Define factory and site tests, operator training, spare parts, remote support, cybersecurity, emergency response and the handover documentation required for permitting.
Common buying mistakes and how to prevent them
Comparing stack prices with plant prices
Prevent this by requiring a common, itemised installed-cost boundary. If a supplier omits a line, mark it explicitly as owner-supplied and carry its cost in your comparison.

- 4 per pack Features Clog Resistant Marker Tip Writes through Dusty, Wet and Oily Surfaces Durable Marker Tip for Writing on Concrete, OSB and Rough Surfaces
- Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete

Using one efficiency number
Prevent this by demanding a load-dependent AC curve, parasitic-load list and end-of-life guarantee. A stack figure cannot answer what the site meter will record.
Ignoring water variability
Prevent this by testing seasonal source-water quality, sizing pretreatment and polishing for the worst credible condition, and specifying alarms and automatic shutdown for out-of-limit water.
Oversizing for nameplate output
Prevent this by modelling annual hours, outages, degradation, renewable intermittency and storage together. Multiple trains may offer better availability and maintenance flexibility than one oversized train.
Recommended Free Tools
Choosing technology by reputation alone
Prevent this by matching the technology to duty: steady baseload, fast renewable-following, high-temperature heat integration or an emerging decentralised concept. Require evidence for the exact operating profile you intend to run.
Market context for a realistic budget
The IEA reported dedicated electrolysis capacity of 1.4 GW at the end of 2023, nearly double the 2022 level, while manufacturing capacity remained underutilised. ACER’s 2025 monitoring report recorded European electrolyser capacity of 308 MW in 2024, a 51% increase, while average renewable-hydrogen production costs remained about EUR 8/kg. These figures describe market conditions, not a quotation for a particular site.
Actual project cost varies with geography, electricity, water, labour, financing, import content, scope and utilisation. Treat every published figure as a dated reference with stated boundaries, then replace it with supplier bids and a site-specific model.
