Do Older Buildings Always Have a Lower Carbon Footprint When Reused?

No. Reusing an older building often cuts upfront embodied carbon, but it does not automatically produce the lowest carbon footprint over the building’s life. The result depends on how much structure and envelope can stay, the carbon cost of the retrofit, the building’s operating energy, the energy performance of a comparable new building and the period being assessed.

A fair decision compares functionally equivalent reuse and replacement options with the same study period and boundaries. Demolition, strip-out, new materials, construction, energy use, maintenance and end-of-life treatment all belong in that comparison.

Why reuse often starts with a carbon advantage

Keeping the structure avoids a new-material pulse

Foundations, columns, beams, floor slabs and parts of an envelope can represent a large share of the carbon released before a building opens. If those elements remain serviceable, a reuse project avoids much of the extraction, manufacture and transport required for a replacement building. It also avoids emissions from demolishing and hauling away the existing structure.

The Royal Institution of Chartered Surveyors (RICS) describes reuse and refurbishment as often efficient in whole-life terms because they can reduce demand for new materials and reduce demolition waste. “Often” is important: the guidance treats reuse as a tendency that must be tested against the actual project, not as a guaranteed result.

Demolition and construction waste matter

Demolition can release carbon through equipment, transport and the loss of materials that still have useful service life. A 2019 U.S. Green Building Council Greenprint report, citing U.S. Environmental Protection Agency data, states that U.S. construction and demolition waste reached 584 million tons in 2015—more than twice the municipal solid waste generated that year. Waste tonnage is not itself a carbon total, but it shows the scale of material flows a reuse strategy may avoid.

The same Greenprint report estimates that structural systems can account for up to 80% of embodied carbon, with the proportion qualified by building type. Retaining a structural frame can therefore be consequential, although a project must verify which elements are actually retained and what strengthening or replacement they require.

Why an older building can still lose over the whole life

Operational energy can outweigh the initial saving

An existing building may have poor insulation, leaky windows, inefficient heating and cooling, or ventilation systems that consume more energy than a modern replacement. If a retrofit leaves those weaknesses in place, the operating emissions accumulated over decades can exceed the carbon avoided by retaining the structure. Conversely, a deep retrofit can reduce energy use enough to preserve the initial advantage.

Operational results depend on the energy supply as well as the equipment. Electricity, district heat and fuels have different emissions factors, and those factors can change over time. A comparison should state the assumed energy mix and use the same assumptions for both options.

Retrofit scope can approach rebuild scope

Strip-out, façade replacement, structural strengthening, new lifts, services upgrades, additions and temporary works can add substantial embodied carbon. A project that keeps only a small portion of the original building may have little of the retention benefit while still carrying constraints associated with the old site. The correct question is not whether any part is reused, but how much of the existing material remains in service and what new material is needed to meet the brief.

The time horizon changes the answer

A new building can have higher upfront emissions but lower annual operating emissions. A reused building can begin with a lower carbon pulse but accumulate more operational emissions. The crossover point depends on those rates and on the reference study period. A conclusion based on 20 years may differ from one based on 60 years; neither is meaningful unless the same period is applied to both options.

What a carbon comparison must include

“Carbon footprint” can refer to different parts of a life-cycle assessment. Keep the stages separate before combining them so that an early saving is not confused with a long-term result.

Stage Reuse or refurbishment example Replacement example
Existing-building work Surveying, selective demolition, strip-out, temporary protection and strengthening Full demolition or deconstruction, site clearance and waste transport
Materials New insulation, windows, finishes, services, additions and replacement components New foundations, structure, envelope, services and finishes
Construction Equipment, deliveries, site energy and installation for the retrofit Equipment, deliveries, site energy and installation for the new building
Operation Energy used for heating, cooling, ventilation, lighting, hot water and other loads after retrofit The same loads for the new building, modeled with stated performance assumptions
Maintenance and replacement Planned replacement of systems and components during the study period The corresponding replacement cycles for the new building
End of life Future demolition, recycling, reuse or disposal of the retained and added elements The same boundary applied to the replacement building

RICS guidance recommends assessing refurbishment and retrofit across life-cycle stages over a defined reference study period. Report embodied and operational carbon separately, then show the cumulative total so readers can see both the initial pulse and the point at which operating emissions change the ranking.

How to compare renovating with rebuilding

  1. Define the function. Specify the same use, floor area or capacity, occupancy assumptions, accessibility, code performance and service life for both options. A smaller or less capable reuse scheme is not a like-for-like comparison with a larger new building.
  2. Set the reference study period. State the number of years and apply it to both scenarios. Include the assumed date of practical completion and any staged construction.
  3. Map what remains. Record foundations, frame, slabs, roof, façade, partitions and services that will be retained, repaired, replaced or added. Do not count an element as retained if it is removed and replaced during the work.
  4. Count demolition and strip-out. Include machinery, transport, treatment of waste and any hazardous-material handling assumptions. In the new-build case, include full demolition or deconstruction of the old building; in the reuse case, include selective demolition and strip-out.
  5. Quantify new materials and construction. Measure the materials required for strengthening, insulation, windows, mechanical and electrical systems, finishes, extensions and temporary works. Apply the same accounting boundary to the replacement scheme.
  6. Model operations. Use explicit energy projections for heating, cooling, ventilation, lighting, hot water and other significant loads. State the location and energy-supply assumptions, because the same building performance can produce different emissions in different grids or heat networks.
  7. Add maintenance and end of life. Include component replacement and future disposal or recovery during the study period. If a material is credited for future reuse or recycling, state the method and boundary rather than treating the credit as automatic.
  8. Test sensitivities. Change the energy-performance, grid, retrofit-scope and time-horizon assumptions to see whether the preferred option changes. A robust decision should not depend on one optimistic input.

Inputs that commonly change the result

Retained structure and envelope

Retention is most valuable when major, durable elements remain in service. Keeping a foundation and frame while replacing the façade and all services still avoids some impacts, but the saving will be smaller than a project that also retains floors, roof and envelope. A structural survey should establish condition, load capacity, fire performance and expected service life before carbon is assigned to retention.

Retrofit ambition

Light refurbishment, a deep energy retrofit and a major extension have very different material profiles. An insulation upgrade may add relatively little material compared with a new façade, while a new basement, vertical extension or extensive structural strengthening can materially narrow the gap with rebuilding. Scope descriptions should be specific enough that another assessor could reproduce them.

Actual operating performance

Modeled energy use is not guaranteed performance. Occupancy, controls, maintenance, weather and commissioning affect outcomes after handover. Use realistic projections and, where available, measured energy data from the existing building. For a new option, avoid comparing a proven operating history with an unqualified design target.

Location and energy supply

The CARE Tool from Architecture 2030 identifies location, building use, retrofit scope, energy targets or projections and special conditions as inputs. Those variables can change both embodied and operational estimates. A result for one city or electricity grid should not be presented as a universal result for every project.

Functional equivalence

Carbon comparisons become misleading when the reuse option provides fewer services, less usable area, lower comfort or a shorter life. Define the required function first, then compare the carbon needed to provide it. If the options are not equivalent, disclose the difference instead of presenting one as the clear winner.

What published figures do—and do not—prove

Figure What it covers How to use it
50%–75% embodied-carbon savings The CARE Tool website reports this range for reusing and retrofitting versus constructing similar new buildings. The year of the retrieved About page is not stated. Use it as a site-level summary of potential embodied savings, not as a guaranteed whole-life reduction for every building.
Approximately 65 years The U.S. Environmental Protection Agency says a new, green, energy-efficient office building that includes as much as 40% recycled materials would take approximately 65 years to recover the energy lost in demolishing a comparable existing building. The year of the underlying comparison is not stated on the retrieved page. Keep the office-building scope, recycled-content condition and energy-recovery wording. Do not turn it into a universal carbon-payback period.
Up to 80% of embodied carbon The 2019 USGBC Greenprint report attributes this estimate to building structural systems and qualifies it by building type. Use it to explain why retaining structure can matter; do not apply the percentage to every building or project.
584 million tons of construction and demolition waste in 2015 EPA data cited by the 2019 USGBC Greenprint report for the United States; the report says this exceeded twice the municipal solid waste generated. Treat it as a waste-flow statistic, not a direct carbon saving.

What the CARE Tool can tell you

Architecture 2030’s CARE Tool estimates and compares embodied, operational and avoided carbon for existing, renovated and new scenarios. It is useful at an early stage because it forces a team to state location, use, retrofit scope, energy projections and special conditions.

An online estimate is not automatically a verified, building-specific life-cycle assessment. The output depends on the inputs, databases, boundaries and assumptions selected. Use it to screen options, identify high-impact questions and test sensitivities. For a major investment or planning decision, document project quantities, product data, energy modeling and the assessment method so the result can be reviewed as a project-specific whole-life calculation.

Case context: Kristian August gate 13 in Oslo

The Nordic Council of Ministers report describes Kristian August gate 13, an office building dating from the 1950s. The building was rehabilitated and extended, and the completed project dates to 2021. It features a high degree of reused materials and products, while the report discusses reuse, energy systems and methodology as variables in the carbon outcome.

The available case description does not establish a single, directly comparable whole-life carbon saving for the project. Its value is methodological: it demonstrates why retained elements, new additions, energy systems and assessment boundaries must be stated before a numerical claim is made. A project team should consult the report’s detailed tables and boundary assumptions before assigning a saving.

When reuse is usually the stronger starting option

  • The existing frame, foundations and substantial envelope are sound and can meet the required service life.
  • The building can provide the required capacity and use without extensive new construction.
  • Energy upgrades can address major operational weaknesses without replacing most of the building.
  • The replacement scenario would require large quantities of new structure and envelope material.
  • The reuse plan preserves components that would otherwise be demolished while maintaining equivalent function.

When rebuilding may become competitive

  • Condition, safety or contamination issues require removal of most structural or envelope elements.
  • Meeting the required function demands major additions, deep excavation or extensive strengthening.
  • The existing form cannot achieve acceptable operational performance, while a new design can do so with substantially lower energy use.
  • The reuse option has a shorter service life or significantly lower capacity than the replacement option.
  • Sensitivity testing shows that the reuse advantage disappears under realistic energy, maintenance or study-period assumptions.

Common mistakes that distort the decision

Using age as a proxy for carbon

Age alone says little about the result. A well-built older structure with adaptable floor plates may be an excellent reuse candidate, while a newer building requiring near-total replacement may not be. Assess retained quantities, condition and performance instead of using construction year as the decision rule.

Counting only construction-day emissions

Comparing demolition and material manufacture without operating energy favors reuse by definition. Conversely, comparing only modeled energy use hides the initial carbon pulse of a new structure. Both embodied and operational stages must be shown.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mixing boundaries or study periods

Including future replacements in one option but not the other, or using different service lives, can reverse the result. Record every included stage and apply the same reference period and functional requirements.

Presenting a screening number as a guarantee

Ranges such as the CARE Tool’s 50%–75% embodied-carbon summary describe potential under stated conditions. They do not promise that a particular renovation will achieve that saving. Publish assumptions with the number and identify whether it is an early estimate or a verified assessment.

A practical decision checklist

  • Have both options been defined with the same function, capacity and reference study period?
  • Is the retained structure identified element by element, with condition and service-life assumptions?
  • Are demolition, selective strip-out, waste transport and construction activity included?
  • Are new materials for strengthening, envelope, services, finishes and additions quantified?
  • Are operational energy assumptions, location and energy supply stated?
  • Are maintenance, replacement and end-of-life stages included for both options?
  • Are embodied and operational results reported separately and cumulatively?
  • Has the conclusion been tested against alternative energy, scope and time-horizon assumptions?
  • Is the result clearly labeled as an early-stage estimate or a project-specific whole-life assessment?

Reuse is therefore a strong carbon strategy to investigate, not a conclusion to assume. The lowest-carbon choice is the one that delivers the same function with the lowest combined emissions across the agreed life-cycle boundary—and that answer must be demonstrated for the specific building and project brief.
