Districtwide Facility Condition Assessment: Scope, FCI, and Capital Planning Guide

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A districtwide facility condition assessment (FCA) gives school leaders a defensible baseline of what every building and site needs now, what is likely to fail next, and what renewal may cost. A qualified team inventories assets, observes condition, reviews records and maintenance history, estimates remaining useful life, calculates facility-level costs and Facility Condition Index (FCI), and turns the results into a prioritized, multi-year capital forecast. It is decision evidence—not a code certificate, safety guarantee, educational-adequacy study, or automatic project list.

Austin Independent School District captures the practical question an assessment should answer: “What does this building need today, and what will it need in the future?”

What a districtwide facility condition assessment covers

An FCA is a systematic review of an entire school portfolio rather than a one-time inspection of a single building. The assessor establishes a consistent asset and system inventory, records observed deficiencies, rates condition, estimates remaining useful life (RUL), and prices repair, renewal, and replacement work. Results are organized by facility, system, priority, and planning year so the district can connect physical needs to its capital process.

Buildings, systems, and site assets

A typical school portfolio scope includes the following:

  • Structure and envelope: foundations, structural framing, roofs, waterproofing, walls, windows, doors, and exterior finishes.
  • Mechanical systems: heating, ventilation, air conditioning, controls, boilers, chillers, pumps, and distribution.
  • Electrical systems: service and distribution, panels, emergency power, lighting, grounding, and site utilities.
  • Plumbing and fire protection: domestic water, sanitary and storm sewers, fixtures, fire alarms, suppression, and other life-safety systems.
  • Interiors: ceilings, flooring, finishes, casework, interior doors, and high-use spaces.
  • Security and communications: access control, surveillance, communications infrastructure, and related controls when included in the procurement.
  • Site infrastructure: parking, sidewalks, drainage, play areas, athletic facilities, utilities, retaining features, and accessibility routes.
  • Accessibility and safety: observed barriers, emergency egress concerns, and other items requiring urgent escalation or specialist follow-up.

A 2022 facilities-condition RFP issued by Dresden, Hanover, and Norwich school districts (SAU 70) illustrates how a district may expand the scope to foundations, security, communications, lighting, utilities, emergency power, sewers, and ADA access. That RFP is an example of detailed procurement language, not a universal specification or current legal requirement.

Methods that produce usable evidence

Reliable assessments combine several evidence streams:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Site visits: assessors walk accessible areas, observe components, document defects, and photograph representative conditions.
  • Records review: drawings, prior studies, warranties, project histories, utility information, and regulatory records help explain age and installation history.
  • Staff interviews: custodians, maintenance personnel, principals, and facility managers identify recurring failures that a short visit might miss.
  • Maintenance-data analysis: work orders, emergency calls, downtime, and deferred tasks reveal frequency and operational impact.

Component- and system-level observations should be traceable to a facility record, a condition rating, an RUL estimate, a cost assumption, and a priority. Areas that cannot be accessed should be identified explicitly rather than treated as inspected.

What the district should receive

Specify deliverables before selecting an assessor. A useful package lets a capital planner move from a photographed deficiency to a funded project without rebuilding the data.

Deliverable What it should contain How the district uses it
Asset and system inventory Facility identifiers, spaces, systems, components, age or installation date where known, and location Creates a common taxonomy for maintenance, budgeting, and future refreshes
Condition and deficiency register Observed condition, cause or symptom, affected component, urgency, and photo reference Separates immediate response from planned renewal
Remaining useful life Estimated years to renewal or replacement, with assumptions and uncertainty noted Places needs in a realistic capital-planning horizon
Cost model Repair, renewal, and replacement estimates; escalation, quantities, and cost basis Builds project allowances and tests funding scenarios
FCI by facility Formula, numerator, denominator, date, and included asset costs Compares condition only when methodologies are consistent
Accessibility and safety findings Observed barriers, urgent life/property-safety issues, and specialist referrals Triggers immediate controls and separate compliance work
Capital forecast Annual expenditures for a stated horizon, grouped by facility, system, priority, and category Aligns needs with budgets, grants, bonds, and board decisions

Oregon Department of Education describes reports containing assessor observations, photographs, RUL, deferred-maintenance cost analysis, FCI, ADA accessibility findings, and a five-year capital improvement plan. SAU 70’s RFP requested ten-year expenditure planning and annual forecasts. Choose a horizon that matches the district’s budgeting and capital-improvement cycles; five and ten years are planning choices, not universal requirements.

How to calculate and interpret the Facility Condition Index

NCSI presents the basic formula as:

FCI = Total Cost of Existing Renewal/Repair Costs ÷ Total Estimated Replacement Value

The result is a ratio, usually shown as a percentage. Lower values indicate fewer identified renewal dollars relative to the cost of replacing the facility. NCSI illustrates bands of good (0%–25%), fair (26%–50%), and poor (51%–100%). Those bands are illustrative for NCSI’s method, not a universal standard.

Why two FCIs may not be comparable

Before comparing buildings or districts, document four items in every report:

  1. Numerator: whether it includes only deferred renewal, or also routine maintenance, repairs, replacement, accessibility, site work, and other deficiencies.
  2. Denominator: how current replacement value is calculated, including regional construction costs, escalation, soft costs, and exclusions.
  3. Scope and date: which buildings and assets were assessed, when values were set, and whether inaccessible areas were included.
  4. Depletion method: whether the model uses a standard replacement value or a depleted-value approach.

SAU 70 describes FCI as deficiencies plus regular and deferred maintenance, repair, and replacement costs divided by current replacement value. Montgomery County Public Schools in Maryland uses an “FCI Depleted Value” approach. A percentage without these definitions can create a false ranking.

FCI is a capital-condition metric, not an adequacy score

NCSI summarizes the distinction by attributing this statement to Jerry Roseman, Acting Director of Environmental Science and Occupational Safety & Health for the Philadelphia Federation of Teachers: “FCI measures capital condition — dollars needed for repair versus replacement, and system age.” A low FCI does not prove that occupants experience a suitable learning environment. Rooms can have failed temperature control, inadequate ventilation, unusable bathrooms, or visible mold while a building’s capital-cost ratio remains low.

Pair FCI with urgent work orders, operations and maintenance records, occupant and staff input, health and safety reviews, accessibility needs, and educational suitability. Kentucky’s state model demonstrates one approach: the Kentucky School Score combines a Condition Index weighted at 75% with Educational Suitability weighted at 25%, for facilities completing the required audits and surveys.

How to procure an FCA

Use a performance-based request for proposals (RFP) that makes data quality and planning usefulness as important as the lowest fee.

  1. Define the portfolio and objectives. List owned, leased, and operated facilities, site assets, desired planning horizon, reporting deadlines, and decisions the assessment must support.
  2. Assemble records. Provide drawings, prior assessments, warranties, project lists, utility information, maintenance history, work orders, and known hazardous or inaccessible areas. Identify a district contact for each site.
  3. Set access and scheduling rules. Coordinate escorts, operating hours, testing restrictions, security procedures, and school calendars. Require bidders to explain how they will handle occupied spaces and areas they cannot enter.
  4. Require a transparent taxonomy and rating method. Ask for the proposed facility-system-component hierarchy, condition scale, RUL rules, deficiency definitions, priority categories, and treatment of deferred versus routine work.
  5. Specify cost assumptions. Require the cost basis, unit rates, location factors, escalation date, design and contingency allowances, replacement-value method, and whether costs are opinions of probable cost rather than bids.
  6. Plan urgent-finding escalation. The contract should require immediate notification of life-safety or property-threatening conditions, with a written record of the observation and interim-control recommendation.
  7. Set data and quality requirements. Request machine-readable files, photographs linked to asset IDs, validation checks, duplicate detection, reviewer sign-off, version history, and district ownership of the collected data.
  8. Define the capital-planning phase. Require facility reports plus portfolio-level prioritization, annual forecasts, scenario options, and a workshop that explains how assumptions affect the plan.

Qualifications to evaluate

  • Relevant experience with school portfolios of similar size, age, and geographic conditions.
  • Licensed professional engineers, registered architects, certified project managers, or appropriately qualified specialists for the systems they inspect.
  • Independence from contractors whose later work could influence condition ratings or project recommendations.
  • Experience with accessibility, health and safety coordination, cost estimating, asset databases, and public-sector records.
  • A named quality-assurance manager and a clear process for correcting disputed observations.

Turning findings into a capital program

An FCA should inform decisions, not make them automatically. Chicago Public Schools says its independent professional assessments evaluate systems and service life, identify district needs, and inform short- and long-term capital planning and project prioritization. Montgomery County Public Schools likewise describes assessments as a baseline for major systems and sites while expressly warning that FCI data alone do not dictate or sequence construction projects.

Use a transparent prioritization framework

After validating the data, classify needs by consequence and timing. A district may use categories such as:

  • Immediate: credible life-safety or property-loss risk requiring prompt controls and specialist evaluation.
  • Near term: failures likely within the budget cycle, severe service disruption, or accessibility barriers that require action.
  • Planned renewal: components approaching end of life where bundling or scheduled outages can reduce cost and disruption.
  • Monitor: acceptable condition with a defined inspection or maintenance trigger.

Then test projects against educational use, enrollment and program changes, energy goals, sequencing constraints, temporary-space needs, grants, debt capacity, and equity considerations. Document why a project moves ahead of another when the FCI ranking alone would suggest a different order.

Maintain the baseline

Condition data decay as roofs are replaced, systems fail, and projects close. Establish an owner for the database, require project closeout updates, retain photographs and invoices, and set a refresh interval. Oregon’s statewide program describes a five-year assessment cycle. Maryland’s Interagency Commission on School Construction covers approximately 1,400 schools and refreshes 25% of the portfolio each year. Those are program-specific models; a district should choose an interval that matches risk, staffing, and funding.

Limits, safety, and date-sensitive examples

An FCA records observed conditions at the time of inspection. It does not replace specialized environmental testing, structural engineering, fire-code review, indoor-air-quality investigation, accessibility compliance work, or commissioning when those services are required. A finding that appears urgent should be controlled and referred to the appropriate licensed or regulatory specialist.

Published statistics also require date and geography labels. Oregon task-force material estimated more than $7 billion in deferred-maintenance costs for Oregon schools in 2014. Oregon Department of Education has said it lacked a standard statewide dataset showing the exact current level when describing the need for its program; the 2014 estimate is not a current national total. Oregon’s statewide assessment is intended to provide updated reports and a standardized database on a five-year cycle.

Program details can change. Montgomery County Public Schools reported an assessment rollout beginning in 2024–2025 and continuing through 2025–2026, with public reporting targeted for summer 2026; verify the current schedule before relying on it. Chicago’s biennial comprehensive assessments apply to facilities it owns, leases, or operates under Chicago-specific practice. Kentucky’s system requires submitted data to be reviewed and published before a facility appears in the state report.

Decision checklist for district leaders

  • Does every facility and relevant site asset have a stable identifier?
  • Can each deficiency be traced to a component, photograph, condition rating, RUL, cost, and priority?
  • Are inaccessible areas, assumptions, and confidence limits disclosed?
  • Does the FCI report show its numerator, denominator, formula, date, and depleted-value treatment?
  • Are routine maintenance, deferred renewal, accessibility, health, and safety costs separated?
  • Does the forecast match the district’s budget and capital-plan horizon?
  • Are urgent findings escalated immediately rather than waiting for the final report?
  • Does the district own reusable, machine-readable data and have a refresh plan?
  • Have staff, occupants, educational planners, and operations records been considered alongside FCI?
  • Can the board see the assumptions behind project sequencing and funding scenarios?
