Design-Build Construction: 5 Myths AEC Firms Should Reconsider

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Design-build construction is neither a guaranteed shortcut nor a loss of owner control. It is a delivery method in which one design-builder holds responsibility for both design and construction, while the owner remains responsible for defining outcomes, making decisions and enforcing requirements. The five common objections—uncertainty, weak owner control, lower quality, more change orders and no real competition—describe possible failures of procurement or execution, not inevitable features of the method.

What design-build construction actually means

In design-build, an owner contracts with a single entity for design and construction. That entity may be an integrated company, a joint venture or a team assembled for the project. The arrangement gives the owner one primary point of responsibility, and it allows designers, builders and owner representatives to coordinate earlier than they typically would under design-bid-build.

“Single point of responsibility” does not mean every project is procured or managed the same way. Design maturity at selection, the timing of pricing, the weight given to qualifications and the amount of owner participation all depend on the procurement model and the contract.

Two procurement patterns owners commonly encounter

  • Two-step best-value design-build: Qualified teams submit technical proposals and prices, often after an initial qualification stage. The owner evaluates the combined value of the team, approach, design solution and price rather than automatically selecting the lowest number.
  • Progressive design-build: The owner selects a team before the design and cost model are fully developed. The parties then advance the concept, scope and price together, with an agreed contract price reached later. The Design-Build Institute of America (DBIA) describes the process this way: “The design-builder is selected primarily on the basis of qualifications. After selection, the Owner and design-builder collaborate to progressively advance the design and cost model toward a mutually agreeable design concept and contract price.”

DBIA organizes its Universal Design-Build Best Practices around procurement, contracting and project execution. That framework matters because the potential benefits usually come from decisions in all three stages, not from attaching the word “design-build” to a project.

Myth 1: Design-build lacks clarity and certainty at the beginning

The concern is understandable: if design and construction overlap, an owner may fear that the scope is undefined and the budget will keep moving. In practice, early collaboration can reveal site constraints, constructability issues, operational priorities and budget conflicts while there is still time to address them. Designers and builders can test alternatives together instead of discovering them only after a complete design is bid.

What “early certainty” can and cannot mean

Progressive design-build can provide earlier visibility into cost drivers and risk than waiting for a completed design. It does not create a final guaranteed price before the scope and design are sufficiently developed. A concept estimate, a target value or an open-book cost model is not the same as a fixed contract price.

Owners should define decision gates: the information required to approve the concept, the estimate range that triggers re-scoping, the assumptions behind allowances and contingencies, and the point at which the price becomes binding. They should also specify what happens if the parties cannot agree on the final scope or price.

Questions that turn evolving scope into managed scope

  • Which performance, capacity and operational requirements are non-negotiable?
  • Which finishes, systems or phasing choices can be adjusted to protect the budget?
  • What site, utility, permitting and geotechnical information is available, and what remains an allowance?
  • How often will the estimate be reconciled with the design, and who approves changes to the cost model?

Clarity is therefore a process outcome. A well-structured project can be clearer earlier because the right people are solving the same problem together; a poorly structured one can remain vague regardless of delivery method.

Myth 2: Design-build gives owners less control

An owner gives up some direct control over separate designer and contractor relationships, but that is different from giving up control of the project. The owner still sets the program, performance criteria, budget objectives, schedule requirements and quality expectations. The owner also decides among trade-offs and must make timely decisions.

Control changes form rather than disappearing

Under a separate design and construction arrangement, an owner may direct each consultant independently. Under design-build, the owner directs one accountable team and uses the contract to preserve review rights. The owner can require design submissions, model coordination, cost reports, constructability reviews, commissioning plans, quality records and approval milestones.

DBIA guidance emphasizes continuing owner engagement. A single point of responsibility simplifies escalation, but it does not eliminate the owner’s need for an empowered project representative. Delayed decisions, unclear authority or contradictory stakeholder instructions can still damage the schedule and budget.

Owner controls worth writing into the contract

  • A requirements document that states outcomes and measurable acceptance criteria.
  • A responsibility matrix identifying decisions reserved to the owner and delegated to the design-builder.
  • Review periods and deemed-approval rules that prevent silent schedule slippage.
  • Access to design files, estimates, schedules, submittals and quality documentation.
  • Defined change, allowance, contingency and dispute-escalation procedures.

The practical trade-off is coordination authority: the design-builder can resolve many design-construction interfaces without waiting for the owner to broker every issue. Owners retain strategic control when they specify the outcomes, maintain review and audit rights, and make decisions on time.

Myth 3: Design-build sacrifices quality or creativity for speed

Overlap between design and construction is often presented as a race that compresses design review. It can instead create opportunities for innovation: a builder can price and sequence an idea while the designer is developing it, and the owner can compare whole-life or operational implications before the design is locked.

Why speed does not automatically reduce quality

Quality depends on the requirements, the competence of the design and construction teams, independent checking, materials and workmanship controls, commissioning and the owner’s review process. A fast project with weak requirements can deliver the wrong result quickly. A design-build contract should therefore identify the design authority, applicable codes and standards, submittal and mock-up requirements, testing, commissioning and remedies for nonconformance.

The BD+C article associated with this topic says design-build projects are delivered 102% faster and with 3.8% less cost growth than design-bid-build. The opened passage does not explain the underlying study design, so those figures should be treated as claims reported by that article, not as a promise that any individual project will be twice as fast or experience less cost growth.

Conditions that support creative, buildable solutions

  • Invite the builder and key trade partners into design reviews early enough to influence the solution.
  • State functional and performance requirements instead of prescribing every means and method.
  • Use workshops to compare first cost, schedule, maintainability, resilience and operational effects.
  • Keep design leadership accountable for architectural, engineering and user outcomes.
  • Use independent reviews where safety, code compliance or specialized performance warrants them.

Speed and quality are compatible when the schedule includes disciplined reviews and when early collaboration is used to improve decisions rather than to bypass them.

Myth 4: Design-build results in more change orders

Design-build can produce visible changes while the design is being developed, but not every change is a defect. An owner may choose to add capacity, alter finishes, revise phasing or respond to new operational information. Those are scope decisions. Errors, omissions, coordination failures and concealed conditions are different categories and should be tracked separately.

Separate the reasons for change

Change category Typical example Management response
Owner scope development A revised room program or equipment selection during progressive design Document the decision, cost and schedule effect; obtain owner approval
Design error or omission A missing detail or incompatible system that should have been coordinated Use the contract’s responsibility, correction and notice provisions
Unforeseen condition Unknown utility, geotechnical or hazardous-material condition Verify the condition and apply the agreed contingency or differing-condition process
Regulatory or third-party change A permit authority requires a revised system Record the directive and allocate cost and time under the contract

Progressive design-build makes scope evolution explicit, which can make legitimate decisions appear as “change orders” if reporting is careless. Owners should establish a baseline for each design stage, maintain a decision log and require a cost-and-schedule impact with every proposed change. The available article does not quantify change-order performance, so neither fewer nor more change orders should be assumed from the delivery label alone.

Myth 5: Design-build eliminates competitive bidding

Design-build changes what is competed and when. Competition may evaluate qualifications, relevant performance, technical approach, design concepts, team chemistry, price or a weighted combination. A lowest-initial-price contest is only one form of competition.

How competition works in different models

Feature Two-step best-value design-build Progressive design-build Design-bid-build
Team selected on Qualifications, technical proposal and price, with weighting set by the owner Primarily qualifications and approach before full design development Contractor price for a substantially complete design
Design at selection Often a concept or technical proposal; maturity varies by solicitation Early concept; design advances after selection Generally completed or near-completed owner design
Cost development Price is submitted during competition, subject to defined assumptions Cost model advances with the owner toward an agreed price Bid price follows design completion
Schedule overlap Potentially substantial, depending on contract and packages Usually planned into design and early work Design generally precedes construction procurement
Primary owner interface One design-builder One design-builder, with intensive development collaboration Separate designer and constructor contracts

Owners should publish evaluation criteria, clarify confidential-proposal rules, state how price will be normalized and explain whether unsuccessful teams receive stipends. In progressive design-build, competition is front-loaded into team capability and technical approach; transparency after selection depends on open-book estimating, audit rights and a clear negotiation process.

What the available industry evidence actually says

FMI Corporation’s 2021 market study forecast that design-build could represent up to 47% of construction spending in the assessed segments and geographies in 2025, exceeding $400 billion in those segments. Those were forecasts, not verified 2025 market-share results. In the same 2021 survey, more than 75% of respondents reported a “very good” or “excellent” design-build experience, and more than 50% said design-build exceeded expectations across leading delivery-method selection factors. The results describe respondents’ experiences, not a guarantee for every owner or project.

A 2025 ACEC Research Institute study surveyed 581 professionals from 439 organizations across six sectors; collection and analysis occurred in 2024–2025. Among progressive design-build stakeholders, 79% reported being satisfied or very satisfied. Progressive design-build received an average score of 4.2 out of 5 for effective risk allocation, the highest among the five methods compared in that study: progressive design-build, construction manager at risk, integrated project delivery, best-value design-build and low-bid design-build. Because the study focused specifically on progressive design-build, its findings should not be generalized to every design-build arrangement.

These surveys support the conclusion that many practitioners see value in integrated delivery. They do not establish that design-build alone causes lower cost, faster completion, higher quality or fewer disputes.

When design-build may fit—and when caution is warranted

Conditions that favor consideration

  • The owner can state performance and operational outcomes clearly.
  • Early builder input could materially improve constructability, phasing or value decisions.
  • Schedule overlap has meaningful value and the owner can make timely decisions.
  • The project benefits from a team capable of integrating complex systems or interfaces.
  • The owner is prepared to evaluate qualifications and technical approach, not just a low bid.

Reasons to slow down or choose another structure

  • Regulatory rules mandate a different procurement sequence or restrict proposal development.
  • The owner lacks staff to define requirements, review designs and negotiate evolving cost.
  • Insurance, bonding or market capacity for the required design-builder is limited.
  • The scope is so standardized and complete that separate low-bid procurement offers clearer value.
  • Internal stakeholders cannot agree on decision authority or acceptance criteria.

A practical implementation sequence for AEC firms and owners

  1. Set outcomes before selecting a team. Document capacity, performance, maintainability, schedule, budget and quality requirements. Identify what is fixed and what is negotiable.
  2. Choose the procurement model deliberately. Decide whether price competition at selection or collaborative price development after selection better matches the project’s uncertainty and owner capability.
  3. Write evaluation criteria that reward the desired behavior. Weight relevant experience, key personnel, technical approach, safety, collaboration, schedule logic and price transparently.
  4. Establish the cost-development rules. Define estimate stages, escalation assumptions, allowances, contingencies, open-book requirements, audit rights and the point at which the price becomes contractual.
  5. Define design governance. Name the design authority, review gates, model standards, code responsibilities, independent checks, submittals, testing and commissioning requirements.
  6. Integrate construction planning early. Use pull planning, procurement schedules, long-lead tracking, site investigation and constructability reviews before commitments become difficult to reverse.
  7. Control changes with facts. Maintain a baseline, decision log and categorized change register. Require every change to show scope, cost, schedule, risk and approval status.
  8. Measure the outcome that matters. Track safety, quality, schedule reliability, final cost against the approved scope, commissioning performance and owner satisfaction—not only the initial proposal price.

The bottom line for AEC decision-makers

Design-build can improve coordination and bring cost, schedule and constructability conversations earlier, but those advantages depend on procurement design, contract language, owner engagement and execution discipline. The five myths persist when a delivery method is treated as a guarantee. The better question is whether the proposed team, governance model and risk allocation fit this project’s objectives, complexity, innovation needs and schedule. When the answer is yes, design-build is a credible option; when the owner cannot define requirements or participate actively, changing the contract label will not solve the underlying problem.
