Colocation usually minimizes the customer’s construction responsibility, modular or phased construction lets an owner add capacity as demand materializes, and a retrofit can reuse a strategically located building or existing plant. The right choice depends on power availability, utility-interconnection timing, workload location and growth, resilience objectives, cooling and water conditions, operating capability, and whole-life cost.
Use the comparison below to identify the option that fits your constraints before commissioning a concept design. Cost and schedule figures should be developed for the specific site: available evidence does not establish a universal cost per megawatt or a standard schedule that applies equally to all three approaches.

What are the three data-centre capacity options?
Colocation: lease capacity instead of developing the whole facility
In colocation, a provider owns and operates the data-centre building and core infrastructure while your organisation leases space, power and associated services. You avoid developing a complete electrical, mechanical and building envelope solution, but you accept the provider’s location, design, operating rules, expansion terms and service commitments.
Evaluate a facility’s contracted power, usable rack or suite capacity, network-carrier access, latency to users and dependencies, physical security, maintenance procedures, incident history, redundancy design and ability to add capacity. Distinguish a provider’s installed capacity from the amount contractually reserved for your workloads. Confirm what happens when you exceed an agreed power-density or cooling limit, and whether expansion is available in the same hall or only at another site.

Recurring charges may include reserved power, metered energy, space, cross-connects, remote hands, installation and planned maintenance. Model termination rights, annual escalators, pass-through utility charges, minimum commitments and the cost of moving equipment. Colocation transfers much of the facility operation to the provider, but your team still owns application availability, equipment lifecycle, security configuration and the verification of the provider’s controls.
Modular or phased construction: add capacity in planned increments
Modular construction delivers a facility in repeatable increments. Modularity can apply to electrical rooms, cooling plant, white-space modules, prefabricated assemblies or other building systems; it does not necessarily mean a complete shipping container. A phased plan may start with a smaller capacity block and add further blocks as demand, funding or power availability develops.
Phasing can defer part of the capital outlay and reduce the risk of building large amounts of unused capacity. It does not remove design work. Each phase needs clear design documentation, interfaces, protection settings, controls sequences, testing requirements and a commissioning plan. Expansion beside live production introduces temporary works, restricted access, shutdown coordination and contamination or vibration risks.
Shared systems require particular attention. A later phase must not undermine the reliability objective of the first phase through common switchgear, cooling headers, controls networks, fuel systems or maintenance paths. Define which failures are isolated by phase, which components are common, and how maintenance is performed while earlier capacity remains in service.

Retrofitting an existing building or data centre
A retrofit adapts an existing structure and, where practical, its electrical, mechanical and architectural assets. It can be attractive when a suitable building is already connected to power and networks or is close to the required users. It can also expose hidden constraints: insufficient utility capacity, low floor loading, poor equipment access, limited heat rejection, inadequate water supply, hazardous materials, restrictive planning conditions or an inability to maintain operations during construction.
Do not assume that a warehouse, office or former industrial facility can support a target data-centre load. Establish feasibility through surveys, utility studies, structural analysis, fire and life-safety review, security design, cooling calculations and a construction phasing plan. The U.S. Department of Energy Federal Energy Management Program (DOE FEMP) material is strongest on improving existing data-centre energy and water performance; it supports a site-specific assessment rather than a universal building-conversion rule.
How do the options compare?
| Decision factor | Colocation | Modular or phased build | Existing-building retrofit |
|---|---|---|---|
| Time to usable capacity | Potentially quick after contracting and fit-out, but dependent on available inventory, network installation, provider approvals and your equipment deployment. | Can deliver an initial block before the ultimate campus is complete; later phases require repeat design, procurement, construction and commissioning. | Depends on surveys, approvals, enabling works, long-lead equipment and whether construction can proceed without disrupting existing operations. |
| Initial investment | Lower direct construction capital, replaced by recurring capacity, energy, service and connectivity charges. | Capital is staged; some shared infrastructure may need to be sized or installed ahead of demand. | Existing structure and plant may reduce scope, but remediation, strengthening, replacement and temporary works can materially increase cost. |
| Expansion | Subject to the provider’s vacant capacity, power-density limits, contract and site master plan. | Explicitly designed for increments; interfaces and common systems must preserve reliability across phases. | Limited by the building footprint, structural capacity, utility intake, cooling and access routes; extensions may be difficult. |
| Power and grid exposure | Provider secures and manages the site supply, but your service still depends on its utility arrangements and contracted allocation. | Owner carries interconnection, substation, generation and distribution decisions, often across several phases. | Existing service may help, but capacity, protection, metering and equipment condition must be verified rather than assumed. |
| Cooling and water | Provider selects the system; contract documents should state environmental ranges, water approach, maintenance and resilience. | Cooling plant and heat rejection can be added in stages, provided controls, hydraulics and redundancy are coordinated. | Existing chillers, towers, pumps and water systems may be reusable only after condition, capacity, water quality and compliance checks. |
| Resilience and maintenance | Defined by the provider’s design, operating procedures, maintenance windows and service-level remedies. | Owner controls the design but must commission each stage and manage live-site interfaces. | Construction and cutovers can create special outage and safety risks; maintainability may be constrained by legacy layouts. |
| Operating responsibility | Facility operations are largely outsourced; tenant operations remain responsible for IT equipment and workload controls. | Owner needs engineering, facilities, commissioning and operations capability or long-term service partners. | Requires capability to operate both retained and new systems, often during a prolonged transition. |
| Cost certainty | Recurring charges are contractually visible but can vary with energy, expansion and service usage. | Capital estimates become more certain by phase, while future phases remain exposed to market and utility conditions. | Unknown conditions and intrusive surveys create greater early uncertainty until the building is opened up and tested. |
Should we build our own data centre or use colocation?
Start with the workload and operating model, not a presumption that ownership is cheaper. In Uptime Institute’s 2025 Data Center Spending Survey, 28% of respondents said provisioning workloads cost less in colocation, 42% said their own data centre cost less, and 19% said the costs were roughly equivalent. The comparison question had 231 responses within a survey of 850 industry respondents conducted from September 22 to October 31, 2025. These are reported respondent comparisons, not a forecast for your project or a market-wide saving.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteOwnership may make sense when you have a durable, concentrated load; suitable land and power; a team able to run critical facilities; and a resilience or security design that is difficult to obtain under a standard lease. Colocation may fit better when demand is uncertain, the required location already has a suitable facility, speed depends more on deployment than construction, or you prefer a predictable operating service over facility ownership.

Use scenario ranges rather than a single optimistic load forecast.
Is modular data-centre construction faster?
It can shorten the path to an initial capacity block when repeatable designs, procurement and site works are ready, but “modular” is not a guaranteed schedule. Utility interconnection, planning consent, transformer and generator lead times, network delivery, site preparation and commissioning can control the critical path just as they do in a conventional build.
A credible phased schedule should show:
- Power and network milestones for each capacity block.
- Long-lead equipment release dates and approved alternates.
- Factory testing, transport, installation and site-integration testing.
- Commissioning scripts, witness points and operational-readiness gates.
- Temporary access, lifting, noise, dust and shutdown controls beside live production.
- Protection, controls and monitoring changes required when a later phase connects.
Freeze the interfaces between phases early. Identify spare breaker positions, busway sections, pipe headers, controls points, fuel storage, fire zones and maintenance clearances. Commission the installed block as a complete system before loading it, then test the effect of future tie-ins without relying on an unverified assumption that expansion will be harmless.
Can an existing building be retrofitted as a data centre?
Yes, in some cases, but feasibility is a project finding rather than a building type. Use the following sequence before committing to detailed design.

A large load may be geographically constrained by latency, require continuous firm power and affect the regional grid.
- Survey the structure and access. Verify floor loading, vibration, clear heights, roof capacity, equipment routes, loading bays, lifting points, fire separations, drainage and the ability to replace large components later.
- Assess electrical distribution. Map incoming service, transformers, switchgear, UPS topology, generators, fuel systems, earthing, arc-flash boundaries, selective coordination and space for maintenance and future expansion.
- Assess cooling and heat rejection. Calculate sensible and latent loads, inspect chillers, pumps, towers, dry coolers and controls, and verify redundancy, water chemistry, plume constraints, acoustic limits and winter or summer operating modes.
- Check water and environmental conditions. Establish source reliability, treatment, discharge permissions, drought restrictions and the consequences of a water outage. Review outside-air quality, humidity, flooding, heatwaves and other local hazards.
- Design security, fire and operations. Separate public and technical circulation, protect critical rooms, provide detection and suppression appropriate to the equipment, and create secure maintenance routes. Plan how contractors work without breaching production controls.
- Plan the live-site transition. Sequence surveys, enabling works, cutovers, testing and occupancy. Define rollback points and a prohibition on loading new capacity until integrated systems testing is passed.
Retrofit opportunities identified by DOE FEMP include improved controls, air management, economizing and replacement technologies. Separating hot and cool air zones can permit higher chilled-water temperatures and lower airflow. FEMP attributes up to 20% lower chiller energy consumption to the referenced best-practice measures; that figure applies to those measures under their stated conditions and is not a guaranteed whole-facility retrofit saving.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should power, cooling and water efficiency be evaluated?
DOE’s Office of Electricity identifies reliable power, grid conditions, tariffs, financing, workforce, interconnection and grid optimisation as planning issues for data-centre growth. Confirming a site’s electrical path is therefore a front-end decision, not a late design check. Latency requirements can limit geography, while continuous firm power can limit otherwise attractive sites.
Use consistent system boundaries when comparing designs. DOE FEMP defines power usage effectiveness (PUE) as total annual facility energy divided by annual IT-equipment energy. Water usage effectiveness (WUE) is annual site water use divided by annual IT-equipment energy. Record the boundary, weather year, operating load and treatment of shared or landlord systems; a low PUE does not by itself describe water use, resilience, cost or workload service quality.

What reliability and commissioning questions matter?
Translate the availability target into failure scenarios and maintenance actions. Ask whether a single component failure is tolerated, whether planned maintenance can occur without reducing protected capacity, how fuel is replenished, how cooling is maintained during a pump or chiller outage, and how controls fail when communications are lost.
For colocation, obtain the provider’s topology, maintenance notification periods, incident and testing procedures, service-credit terms and evidence that the contracted allocation is physically supportable. For modular builds, require phase-specific commissioning and integrated systems testing, including the effect of connecting future blocks. For retrofits, test retained equipment under the new load and prove that temporary construction arrangements cannot compromise live services.
Commissioning should include factory acceptance where appropriate, installation checks, pre-functional inspections, functional performance tests, failure-mode tests, controls trend review, emergency procedures and operator training. Acceptance criteria should be measurable and tied to the operating sequence, not merely to equipment nameplate ratings.

Who will operate and maintain the facility?
Colocation reduces the owner’s facilities staffing burden but increases dependence on contract governance. Name responsibilities for alarms, access, spares, incident command, security events, energy data, planned maintenance and emergency escalation. Ensure your IT team can obtain the information needed to manage workload risk.
An owned modular or retrofit facility needs an operating model before construction starts. Define staffing coverage, competency, control-room procedures, maintenance software, critical-spares policy, vendor support, training and succession. Budget for operations throughout the asset life; a highly efficient design that cannot be maintained safely will not deliver its modeled performance.
A practical decision process
- Set non-negotiables. Record latency, sovereignty, security, resilience, sustainability, noise, water and planning constraints.
- Build the demand curve. Separate current IT load, committed projects, probable growth and uncertain demand. State rack density and diversity assumptions.
- Screen locations. Eliminate sites without a credible power path, network route, physical-security solution or acceptable hazard profile.
- Develop three concept cases. Request a colocation service case, a phased owner-build case and a retrofit case with matching IT capacity and resilience assumptions.
- Price whole life. Use consistent energy, staffing, maintenance, financing, expansion, outage and exit assumptions. Show sensitivity to load growth, utility delays, energy prices and construction inflation.
- Score delivery risk. Rate dependencies such as permits, interconnection, long-lead equipment, unknown existing conditions, live-site work and provider capacity.
- Test operations. Have the future operating team review maintainability, alarm burden, spares, procedures and commissioning evidence before selection.
- Approve a gated plan. Release detailed design and procurement only after site due diligence, utility confirmation, budget range, schedule logic and resilience requirements are accepted.
Common failure modes and corrective actions
- Choosing on headline price: replace a rent-versus-build comparison with a whole-life model that includes power, staffing, maintenance, expansion and exit.
- Assuming utility capacity: obtain written interconnection conditions and dates; do not treat a nearby substation as available firm capacity.
- Calling a project modular without interface control: issue phase-specific documents and maintain a single register of electrical, mechanical, controls and commissioning interfaces.
- Reusing equipment without testing: inspect, load-test and validate condition, redundancy and spare-parts support before assigning it a critical duty.
- Ignoring water constraints: model supply, treatment, discharge and drought conditions alongside energy performance.
- Building beside live production without a transition plan: define work zones, shutdown authority, contamination controls, rollback steps and integrated testing gates.
- Using PUE as the only sustainability measure: report PUE and WUE with boundaries and operating conditions, then add carbon, resilience, cost and workload outcomes.
- Leaving operations until handover: involve operators in design reviews, maintainability reviews, alarm rationalisation, training and acceptance testing.
Which option is most suitable?
Choose colocation when a suitable provider can meet the required location, power density, resilience, security and expansion terms and your priority is avoiding facility ownership. Choose modular or phased construction when demand is staged, you can secure power and operate the asset, and preserving a repeatable expansion path is worth the coordination effort. Choose a retrofit when a specific building offers strategic power, network or location advantages and detailed surveys show that structure, electrical distribution, cooling, water, access and live-site sequencing can meet the target.
The decision is strongest when all three cases are evaluated against the same workload, resilience and whole-life assumptions. A construction alternative is successful only when it can deliver usable capacity, maintain it safely and expand or exit without undermining the service your workloads require.
