It is broader than filling today’s vacancies: a durable system must help employers and workers adapt as projects, technologies, credentials and local labor markets change.
For employers, educators, workforce planners, policymakers and prospective workers, the practical starting point is to connect a specific occupation to a credible training provider, an actual employer and a clearly defined progression. National statistics show substantial demand, but apprenticeship rules, openings and wages must be verified locally.

What does construction workforce development include?
Workforce development is a continuum rather than a single course or hiring campaign. Its parts reinforce one another, but each answers a different operational question.

Recruiting and outreach
Recruiting brings new people into construction through schools, community organizations, career centers, veterans’ services, unions, trade associations and direct employer outreach. Effective outreach explains the work, entry requirements, pay structure, safety expectations, advancement and the training available after hiring. The U.S. Department of Labor identifies industry image and recruitment, reaching Americans across the country and impending retirements among the construction industry’s stated workforce challenges.

Preparation for an occupation
Preparation may include an introductory course, safety orientation, work-readiness support, mathematics or blueprint-reading instruction, or a pre-apprenticeship. The appropriate preparation depends on the occupation and sponsor. A general construction course is not automatically a substitute for the requirements of an electrical, plumbing, operating-engineer or other craft pathway.
Learning while working
Registered Apprenticeship is one documented pathway. Apprentices generally combine paid, on-the-job training with related technical instruction under a sponsor and employer arrangement. The sponsor sets the occupation, curriculum, progression, supervision and completion requirements. Completion can lead to an industry-recognized credential that may be portable and stackable, but the exact credential and its recognition should be confirmed before enrollment.
Upskilling and reskilling existing workers
Workforce development continues after entry. Employers and training partners may update workers on new equipment, codes, methods, digital tools, supervisory responsibilities or safety practices. The Department of Labor specifically lists keeping training current with industry advances and using training models that effectively develop and upskill talent as ongoing challenges.
Retention and progression
Retention means giving workers a reason and a path to stay: reliable work, competent supervision, useful instruction, transparent progression and credentials that have value beyond one project. The Department of Labor’s construction apprenticeship page quotes Texas Workforce Commission Executive Director Aaron Demerson: “Registered Apprenticeships are your Human Resources Recruitment, Retention and Retooling plan. In this tight job market, Registered Apprenticeships are a great way to attract and retain talented employees through training, competitive wages and industry recognized credentials that are portable and stackable.” The quotation describes the intended role of apprenticeship; it does not guarantee that every program produces the same outcomes.

What do the latest national numbers show?
The figures below describe different populations and time periods. They should not be combined into one shortage count or treated as a prediction for every state, trade or employer.
| Measure | Published figure | What it measures |
|---|---|---|
| Construction and extraction occupations, BLS 2025–2035 outlook | About 587,000 openings per year on average; employment projected to grow faster than the average for all occupations; 2025 median annual wage of $59,540 for the group versus $50,980 for all occupations | National occupational openings over a decade, including growth and replacement demand. The group median is not a wage promise for a particular trade. |
| Construction laborers and helpers, BLS 2025–2035 outlook | 6% projected employment growth; about 137,000 openings per year on average; 2025 median annual wage of $46,680 | National outlook for one occupational category. Openings include people leaving or changing occupations. |
| Construction Registered Apprenticeship, Apprenticeship.gov | 480,399 apprentices served in 2025, 28% higher than five years earlier | A count of apprentices served, not a count of current vacancies or guaranteed completions in a particular locality. |
| Associated Builders and Contractors (ABC), 2026 model | 349,000 additional workers needed in 2026 | An association estimate of industry need for one year, based on a model; it is not a Bureau of Labor Statistics projection. |
| ABC report of fiscal year 2025 apprenticeship activity | Approximately 324,000 participants and 40,000 completers | ABC’s reported analysis of construction federal and state Registered Apprenticeship Programs. ABC says eight states did not report complete data and that rough adjustments were used for missing state data. |
See the Bureau of Labor Statistics construction and extraction outlook, the BLS laborers and helpers profile, and the Department of Labor’s construction apprenticeship page for the underlying national measures. ABC explains its 2026 estimate and its data caveat in its 2026 workforce release and describes model inputs in its workforce shortage methodology.
Is there a shortage of construction workers?
There is strong evidence of demand, but the word shortage needs a qualifier. BLS projects openings across construction and extraction occupations from 2025 through 2035. Those openings include both new positions and replacement needs when workers leave an occupation, retire or change jobs. They are not a direct count of unfilled jobs.
ABC’s 349,000 figure is an association estimate for additional workers needed in 2026. ABC’s model uses labor-market inputs including BLS employment data, the Job Openings and Labor Turnover Survey and the Current Population Survey. Because the time frame, occupational coverage and method differ from BLS, the two figures are not contradictory and should not be added together.

Local conditions can diverge from national indicators. A state may have a waiting list in one craft, immediate openings in another, or no active class when a sponsor’s next recruitment window has closed. Confirm current demand with employers, sponsors and the state apprenticeship agency.
How do I get into a construction apprenticeship?
Apprenticeship terms are local. The following process helps a prospective worker compare legitimate options without assuming that one sponsor’s rules apply everywhere.
- Choose an occupation. The Department of Labor lists examples such as bricklayers, carpenters, cement masons, construction laborers, electricians, HVAC technicians, operating engineers, plumbers and pipefitters, roofers, sheet-metal workers and welders. Treat that list as an illustration of breadth, not a promise that every occupation is offered near you.
- Find sponsors and employers. Start with the Department of Labor’s construction resources, then check your state apprenticeship agency, local unions, trade associations and employers. Ask whether applications are open now, when the next cohort starts and where the work will occur.
- Verify entry requirements. Ask about minimum age, education or equivalent experience, driver requirements, physical or medical conditions, aptitude testing, interview steps, documentation and any prerequisite course. Do not infer requirements from a different occupation or state.
- Compare paid work and instruction. Get the expected work schedule, classroom or online hours, wage progression, supervision, transportation expectations and how missed instruction is handled. A sponsor should explain how on-the-job training and technical instruction fit together.
- Check duration and progression. Ask how long the program normally takes, what milestones lead to raises or new duties, which assessments are required and what credential is issued at completion.
- Confirm portability and openings. Ask where the credential is recognized, whether hours transfer if you change employers or locations, and whether an employer connection is guaranteed, arranged or competitive. Obtain these terms in writing before committing.
- Apply and keep records. Save the sponsor’s contact information, application confirmation, eligibility documents, interview date, class schedule and wage schedule. If you are not selected, ask when you may reapply and what preparation would strengthen the next application.
What training do construction workers need?
Needs vary by occupation, employer and project. Construction laborers and helpers typically do not need a formal educational credential to enter, although some employers prefer a high school diploma or equivalent, according to BLS. Employers may still require site orientation, safety training, equipment familiarization or demonstrated competence before assigning particular tasks.

For apprenticeable crafts, the usual model is supervised work combined with technical instruction. The curriculum should match the occupation and current industry practice. Ask who teaches, how practical skills are assessed, how safety is integrated, and whether the credential is recognized by the employers and jurisdictions where you intend to work.

Continuing development matters because methods, equipment, codes and project requirements change. A useful plan identifies the next skill or responsibility a worker must master, the instruction or supervised practice available, and the evidence that the worker can perform it safely and consistently. National sources establish that updating training is a challenge; they do not establish one universal curriculum or a guaranteed completion rate.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should an employer build a workforce-development plan?
- Map work to occupations. List the roles needed for current and expected projects, separating entry-level, skilled, supervisory and technical responsibilities.
- Define the progression. For each role, document required skills, supervised practice, technical instruction, assessments, credentials and the experience needed for the next level.
- Choose a delivery partner. Compare a Registered Apprenticeship sponsor, community or technical college, union or trade association, or an internal program against the occupation, geography, schedule and employer connection.
- Make recruitment specific. State the occupation, work location, schedule, wage progression, instruction requirements and application steps. General claims about a construction career are less useful than a clear pathway.
- Support completion. Coordinate work and class schedules, provide qualified supervision, explain progression decisions and address transportation or scheduling barriers where the employer can.
- Review and update. Revisit curriculum and equipment training as methods and requirements change. Track participation, progression and completion for internal management, while recognizing that national sources do not provide a universal employer return-on-investment benchmark.
What should educators and workforce planners coordinate?
Start with the occupation and the local employer demand, then design instruction backward from the tasks and credential. A strong partnership makes the employer connection explicit, gives learners a realistic view of schedules and work conditions, and explains which prior learning or credentials can transfer.
Planners should distinguish enrollment, participation, completion and employment. ABC’s fiscal-year 2025 figures illustrate why: its participant and completer counts are different measures, and incomplete reporting from eight states required rough adjustments. A dashboard that labels each measure, date and geography prevents a participant count from being mistaken for a completion rate or a vacancy count.

What can a prospective worker do before applying?
- Research one or two occupations and the conditions of the work, rather than applying to an undefined category of construction jobs.
- Check local sponsors and employers for application windows, transportation needs and class locations.
- Prepare documentation requested by the sponsor and review basic mathematics, reading or mechanical concepts if an aptitude test is used.
- Ask how wages progress, how instruction is scheduled and what credential is awarded.
- Compare more than one sponsor when available, using occupation, employer connection, paid work, instruction, duration, recognition, entry requirements, geography and current openings as your checklist.
What are the common pitfalls?
Using a national number as a local promise
National projections and association estimates describe broad conditions. They cannot tell you whether a particular sponsor is accepting applications this month or whether a specific trade is busy in your county.
Confusing openings with new jobs
Replacement demand is part of BLS openings. A high openings figure does not mean the same number of net new positions will be added.
Comparing unlike shortage estimates
Always record the publisher, year, occupations covered, geography and method. BLS projections and ABC’s one-year model answer different questions.

Assuming every apprenticeship has identical terms
Sponsors set requirements, schedules, progression and credentials. Get current terms directly from the sponsor or state agency.
Relying on outdated availability
Class openings and entry rules change. Recheck the program’s date, contact person and application status before traveling, leaving a job or paying for preparation.
Bottom line for employers and workers
Construction workforce development works best when recruitment, occupation-specific preparation, paid learning, continuing instruction and retention are planned as one pathway. The national evidence points to substantial ongoing demand and a large apprenticeship presence, while also showing why precision matters: BLS openings, DOL apprentice counts and ABC shortage estimates use different definitions and dates. Choose a specific occupation, verify a local sponsor and employer connection, and document the training, progression and credential terms before you enroll or build a program.
