Construction Labor Shortage: Causes, Project Impacts, and Practical Responses

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The construction labor shortage is both a supply problem and a matching problem. Employers are competing for too few experienced people in several trades, while applicants may lack the skills, credentials, reliability, or working conditions that a particular project requires. In the 2025 U.S. contractor survey from the Associated General Contractors of America (AGC) and NCCER, 92% of companies reported difficulty filling positions and 88% reported openings for key positions. Those figures describe responding firms, not every construction employer, but they show how broadly the pressure is being felt.

The practical response is not one hiring campaign. Companies need a coordinated plan covering recruitment pipelines, apprenticeships and craft training, retention, safer and more predictable work, cross-training, technology, and project-level workforce planning. The right mix depends on the trade, location, project stage, schedule, and credentials required.

What is the construction labor shortage?

A construction labor shortage exists when available workers cannot meet the quantity, timing, skill, or credential requirements of active projects. A company can have applicants and still experience a shortage if candidates cannot perform the work safely, do not hold required licenses, or leave before becoming productive.

That distinction matters. A vacancy is a headcount gap; a workforce constraint is a capacity gap. A missing superintendent can slow decisions across several crews. A shortage of welders, electricians, plumbers, operators, concrete workers, or carpenters can limit how many work fronts a contractor can run at once. Seasonal demand, local project pipelines, travel distance, union or licensing rules, and the construction phase all change which roles are scarce.

There is no established worldwide shortage count in the evidence available for this article. U.S. survey results and Great Britain’s official statistics measure different populations and should not be combined into a global rate.

How large is the shortage in the United States?

The AGC and NCCER 2025 Workforce Survey captures employer experience rather than a census of all workers or projects. Its principal findings are:

Survey finding What it measures How to interpret it
92% reported difficulty filling positions Responding companies’ hiring experience A widespread recruiting problem among surveyed firms, not 92% of all construction jobs
88% reported openings for key positions Responding companies with important vacancies Open roles remain common even when firms are actively recruiting
45% reported worker shortages as a cause of project delays Contractors’ reported causes of delays Not the percentage of all projects delayed, and not a measured average delay
57% cited missing skills or qualifications Candidate quality and fit Applicants may exist without meeting the job’s technical requirements
48% cited no-shows or early quits Attendance and early retention Hiring does not add lasting capacity when new workers do not start or quickly leave
41% cited missing credentials or licenses Formal eligibility to perform regulated work Credentialing can keep positions open even when interested applicants are available

The survey infographic identifies difficulty hiring superintendents, supervisors, operators, concrete workers, carpenters, pipefitters and welders, electricians, and plumbers. Conditions are not identical across these occupations: a project may have enough general laborers but no qualified foreman, or enough electricians in one region but not another.

Why is there a construction labor shortage?

Demographic and migration pressures

In Great Britain, the Office for National Statistics (ONS), reporting 2024 data in 2025, points to an aging workforce, Brexit, and a reduced supply of EU labor as contributing factors behind skilled labor scarcity. ONS recorded 1.4 million construction-related employees excluding self-employment after a 0.6% increase in 2024, while vacancies remained elevated compared with pre-pandemic levels. These are Great Britain-specific findings; they should not be presented as universal explanations for every country.

Skills and credential mismatch

The U.S. survey’s 57% figure for missing skills or qualifications and 41% figure for missing credentials or licenses show two related but distinct barriers. A worker may have useful experience but lack a required license. Another may hold a credential but not have the task-specific proficiency needed for a complex installation. Employers therefore compete not only for people, but for verified competence at the right level.

Attendance and early turnover

Forty-eight percent of surveyed firms identified candidates failing to show up or quitting soon after starting. That pattern reduces the value of recruitment spending and disrupts crew planning. Causes can include unreliable transportation, unclear job expectations, unsafe or inconsistent conditions, weak supervision, limited progression, or schedules that conflict with workers’ lives. The survey reports the hiring challenge; it does not establish the share attributable to any one cause.

Demand is local and role-specific

Construction demand follows local development, infrastructure programs, industrial investment, weather, and the mix of trades in a project pipeline. A contractor building concrete structures faces a different constraint from a firm finishing interiors. Shortages can also move between project stages: earthwork may be fully staffed while mechanical commissioning becomes the critical path months later.

Competition from other industries

Many construction occupations require physical work, travel, variable schedules, and strict safety compliance. Employers compete with manufacturing, utilities, logistics, maintenance, and other sectors for people with overlapping mechanical, electrical, supervisory, and equipment skills. Pay is important, but predictable hours, respectful supervision, advancement, and safe conditions affect whether an offer becomes a sustained hire.

How does the construction labor shortage affect projects?

Schedule and sequencing

In the AGC and NCCER survey, 45% of contractors reported worker shortages as a cause of project delays. This is a reported contractor experience, not a causal estimate for all projects. On an individual job, a shortage can still become critical when a missing specialist blocks inspections, commissioning, concrete pours, enclosure, or handover activities.

Reduced crew productivity

When a crew is assembled with less experienced workers than planned, supervisors may spend more time coaching, checking, and correcting work. A practical consequence is that the nominal crew size overstates productive capacity. Reassigning a scarce supervisor to cover multiple areas can also increase travel and coordination time.

Quality and rework risk

The AGC/NCCER infographic identifies workforce shortages and skills gaps as threats to timelines, quality, and profitability, but it does not quantify those losses. The risk is straightforward: unfamiliar workers, rushed onboarding, or inadequate supervision can increase installation errors and rework. Contractors should track punch-list items, first-pass inspection rates, rework hours, and near misses rather than assume a shortage has a fixed quality cost.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Profitability and commercial exposure

Labor constraints can raise overtime, subcontracting, travel, temporary housing, and supervision costs. They can also reduce the number of work fronts a contractor can open. The sources reviewed do not establish a universal dollar cost, average delay duration, or project failure rate, so those figures should be calculated from each company’s records and contract terms.

Safety and fatigue

Covering vacancies with overtime or unfamiliar personnel can increase fatigue and supervision demands. That does not mean every shortage causes an incident. It means workforce planning, task authorization, competency checks, and stop-work authority become more important when staffing is tight.

How can construction companies deal with labor shortages?

Use a portfolio of responses. Evaluate each option by time to impact, the constraint it addresses, coordination and cost burden, and whether it improves both capacity and retention.

Response Primary constraint addressed Time to impact Practical limit
Broaden recruitment pipelines Small applicant pool and underrepresentation Short to medium term More applicants do not guarantee qualified or reliable hires
Apprenticeships and craft training Skills and credential gaps Medium to long term Requires instructors, mentors, equipment, and a progression path
Retention and work-environment improvements No-shows, turnover, and job attractiveness Short to medium term Results depend on local management and feasible schedule changes
Multiskilling and improved methods Dependence on narrow specialties and allocation bottlenecks Medium term Cross-training must remain safe, authorized, and technically sound
Offsite or modular fabrication Onsite labor hours and repetitive work Medium term Design, logistics, tolerances, and procurement must support it
Task-specific technology Repetitive, physically demanding, or monitoring tasks Varies by technology Requires investment, training, data, and integration with field work

1. Build wider recruitment pipelines

Start relationships before a vacancy exists. Deloitte recommends partnerships with schools and vocational programs and outreach to groups underrepresented in construction. A practical pipeline can include site visits, paid work experience, structured referrals, clear job previews, and a named contact for applicants.

Measure the funnel by source: applicants, interviews, offers, starts, 30-day retention, and six-month retention. That reveals whether the bottleneck is awareness, selection, attendance, or early turnover.

2. Expand apprenticeships and craft training

Apprenticeships are most effective when hands-on instruction is connected to actual employer needs. Provide qualified instructors, supervised field practice, mentoring, documented competencies, and a visible path from entry-level work to higher-responsibility roles. Training capacity takes time to expand, so employers should map future project demand and begin cohorts before the peak workload arrives.

Deloitte reported an approximate 4% increase in labor productivity associated with a 5% increase in training participation, citing Ghodrati et al. (2022). This is a relationship reported through Deloitte’s analysis, not a guaranteed return for every employer; the original study should be checked before using the figure for an investment case.

3. Improve retention and the daily work environment

Address the reasons people leave, not only the number of people hired. Review whether job descriptions match reality, whether schedules are predictable enough for workers to plan, and whether supervisors provide timely feedback. Strengthen safety orientation, transportation or travel support where feasible, wage progression, recognition, and access to advancement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use exit interviews and early-tenure check-ins to separate preventable causes from unavoidable mobility. A 30-day conversation can identify missing tools, unclear assignments, poor housing arrangements, or a mismatch between promised and actual hours before the worker resigns.

4. Cross-train without compromising safety

Multiskilling can reduce dependence on one narrow specialty and make it easier to move people between work fronts. Define which tasks may be shared, what formal authorization is required, and which activities remain restricted to licensed or specially qualified personnel. Maintain a skills matrix showing who is trained, assessed, and currently authorized for each task.

5. Use offsite and modular methods selectively

Offsite fabrication can shift repetitive work into a controlled environment and reduce onsite labor hours. It is not an automatic remedy. Check whether the design is standardized enough, transport routes can handle modules, tolerances are documented, and procurement dates support the installation sequence. Early coordination among designers, fabricators, logistics teams, and field supervisors is essential.

6. Apply technology to specific tasks

Automation, drones, digital planning tools, wearables, and monitoring systems can complement scarce workers by reducing repetitive or physically demanding activities and improving visibility. Select technology against a defined constraint: surveying time, material handling, progress verification, safety observation, or clash detection. Budget for training, maintenance, data governance, and field adoption; a device that is not integrated into the crew’s workflow will not create capacity.

7. Use public employment matching where it exists

Japan’s labor ministry describes public employment offices that support matching in regions with construction vacancies. This is a country-specific institutional example, not a universal service. Where similar services operate, employers should provide precise occupation, credential, location, schedule, and experience requirements so referrals are more likely to fit.

8. Plan workforce capacity at sector scale

Ireland’s 2026 framework summary calls for tracking workforce needs, expanding apprenticeships and training, improving career attractiveness, raising productivity, and supporting skilled inward migration. The summary is a government-published overview; its linked full report was not available for direct review, so its recommendations should be treated as policy direction rather than proof that any intervention has already worked.

A practical workforce-planning process for a project

  1. Map the critical path by trade. List every activity whose start or completion depends on a specific role, license, or certification.
  2. Forecast demand by week. Convert the schedule into crew-hours and identify peaks, handoffs, and periods when one specialist serves several work fronts.
  3. Compare required and available capacity. Include internal employees, committed subcontractors, apprentices under supervision, leave, travel time, and realistic productivity—not just headcount.
  4. Classify each gap. Mark it as an applicant shortage, skills gap, credential gap, attendance risk, retention risk, or planning problem. Each category needs a different response.
  5. Choose interventions by lead time. Use redeployment or vetted subcontracting for an immediate gap; use targeted hiring and retention changes for the next phase; use apprenticeships, cross-training, and modular redesign for recurring gaps.
  6. Set control points. Review starts, 30-day retention, competency sign-offs, absenteeism, overtime, rework, safety observations, and schedule float at weekly coordination meetings.
  7. Escalate early. If a scarce role threatens a milestone, notify the project owner and commercial team while alternatives still exist. Late escalation leaves fewer safe and affordable choices.

What employers should measure

  • Time to fill by occupation, location, and credential requirement.
  • Offer acceptance, start rate, 30-day retention, and six-month retention.
  • Training participation, competency sign-offs, and time to independent productivity.
  • Overtime, agency or subcontractor use, travel costs, and supervision hours.
  • Schedule variance linked to labor availability, while separating labor causes from design, material, weather, and client causes.
  • First-pass inspection results, rework hours, near misses, and recordable incidents.
  • Forecast-versus-actual crew-hours for each major work package.

These measures prevent a company from declaring success merely because it filled a vacancy. The objective is dependable, qualified capacity that arrives when the project needs it and remains productive safely.

What the evidence does—and does not—establish

The strongest current survey evidence reviewed here is U.S. contractor data from AGC and NCCER’s 2025 Workforce Survey. It supports statements about reported hiring difficulty, openings, candidate shortcomings, and delays among respondents. ONS provides a separate Great Britain picture based on 2024 data reported in 2025. Neither source supplies a single worldwide shortage rate.

The recommended interventions—training, recruitment partnerships, retention measures, multiskilling, modular work, technology, public matching, and migration policy—are practical approaches, not guaranteed causal fixes. Their results depend on project economics, local labor markets, safety rules, design, logistics, management quality, and the time available to implement them.

As Boyd Worsham, NCCER President and CEO, put it: “These are high-paying, high-wage jobs that literally will break a poverty cycle.” He also said, “For some families, this changes generational poverty, and it makes a difference.” Those are advocacy statements about career opportunity, not measured wage comparisons or proof of a particular program’s outcome.
