Short answer: the names do not establish one universal distinction. In the documented examples, a Development Industry Working Group is a recurring communication forum between a municipality and development-industry representatives, while a Construction Advisory Committee can either address impacts from a specific construction project or advise a city on municipal construction-contract oversight. Those bodies may have different authority, members, outputs and meeting schedules even when their names sound similar.
The available official records concern different settings: the City of Courtenay’s 2018 Development Industry Working Group terms of reference, Battery Park City Resiliency’s project committee, and the City of Austin’s municipal committee. They do not prove that these are the pair intended by the title or that they operate in the same jurisdiction. Treat the comparison below as an example-based guide, then verify the local terms of reference, enabling ordinance or project page before relying on it.

Why the title alone is not enough
Committee names are labels, not complete legal mandates. “Development Industry Working Group” and “Construction Advisory Committee” can describe bodies created for different purposes, by different authorities and at different stages of a project or policy process. A city may use a working group to maintain a regular channel with developers, while a project sponsor may create a construction committee to manage neighborhood disruption. Another municipality may use the same construction label for a labor, wage or contract-administration advisory role.
That variation matters because a group’s name does not tell you whether it can approve a change, issue a recommendation, receive confidential information, represent a defined constituency or simply exchange updates. The three official examples available here illustrate those differences, but they should not be treated as a single cross-jurisdictional system.

What Courtenay’s Development Industry Working Group did
Purpose and relationship
The City of Courtenay’s 2018 terms of reference describe its Development Industry Working Group as a communication channel between the City and the Comox Valley development industry. Its role was to facilitate communication rather than exercise regulatory power. The terms expressly say that the group was not a decision-making body and was not intended to make formal recommendations.
That wording creates an important boundary. Participants could raise issues, explain how municipal processes affected development work and seek a shared understanding, but the group itself was not the body that approved applications, changed bylaws or issued binding directions. Any authority remained with the City’s established political, administrative or statutory decision-makers.
Membership
The Courtenay terms listed City staff from several departments, two elected officials and three development-industry representatives. This mix placed municipal and industry perspectives in the same forum. It also shows why membership must be checked rather than inferred: the document identifies particular seats and numbers for that group, not a standard formula for every working group with the same name.
How it was meant to operate
The group was to operate by consensus. Its terms called for quarterly meetings and provided for a one-year evaluation. Consensus in this setting describes the group’s method of working together; it does not convert the group into a decision-making authority. Likewise, a quarterly schedule indicates an intended cadence in the 2018 terms, not proof that the group still meets on that timetable today.
What the Courtenay example does not establish
The document is dated 2018. It does not, by itself, establish the group’s current status, later membership, present meeting schedule or whether the terms were renewed or replaced. Anyone assessing a live development proposal should locate a current City page or the latest terms of reference before assuming that the forum still exists or has the same remit.

Why “Construction Advisory Committee” can mean two different things
Battery Park City Resiliency: a project-impact forum
Battery Park City Resiliency describes its Construction Advisory Committee as an ongoing information-sharing forum linking community stakeholders, the Battery Park City Authority and the project team. The committee gives stakeholders a way to provide feedback on project impacts. It also collaborates with the Authority and team on recommendations and problem-solving concerning community construction impacts.
This is a project-specific model. Its center of gravity is the experience of construction in the surrounding community: information flows in both directions, affected stakeholders can identify problems, and the committee can work with the project team on possible responses. The description does not say that the committee awards contracts, adopts regulations or has final approval power. Its influence comes through feedback, collaboration and recommendations within the project’s governance structure.
Austin: municipal construction-contract oversight
The City of Austin describes a different Construction Advisory Committee. Its listed responsibilities include monitoring prevailing-wage scales and job classifications on municipal construction contracts. The committee also advises the city council and city manager on construction-contract matters and related municipal matters.
This is an institutional oversight and advisory remit rather than a neighborhood-impact forum. Its subject matter includes wage scales, job classifications and the administration of city construction contracts. The Austin description demonstrates that a committee carrying the same label may be oriented toward municipal policy and contract oversight instead of a single project’s construction impacts.
The Austin example does not establish the committee’s meeting frequency, membership numbers or authority to make binding decisions. Those details must be taken from the current Austin materials if they are relevant to a particular contract or public meeting.

The table compares the records that are actually available; it is not a universal specification for either label. In particular, the two construction-committee examples differ from each other, which is the central reason to read the governing document for the body you mean.

What the difference means in practice
Authority: discussion, advice or a binding decision
Start by identifying the words used for authority. “Communication channel,” “information sharing,” “feedback” and “problem-solving” usually describe participation and influence. “Advises,” “monitors” and “makes recommendations” describe an advisory or oversight function. “Approves,” “orders,” “adopts” or “decides” would indicate a stronger formal power, but none of the available examples gives the Courtenay group such authority.
For a developer or contractor, this distinction determines where an answer must ultimately come from. A working group may help clarify a process or surface a recurring obstacle, yet a permit, contract change or policy decision still has to be handled by the office or governing body named in the applicable law or project documents. An advisory committee’s recommendation may carry practical weight without being self-executing.
Scope: industry communication, project impacts or contract policy
Scope is the second dividing line. Courtenay’s group was organized around the relationship between a city and the development industry. Battery Park City’s committee was organized around effects of a particular resiliency project on the surrounding community. Austin’s committee addressed municipal contract administration, including wage scales and classifications.
Those scopes lead to different agendas. A development-industry forum may discuss recurring application or coordination issues across several projects. A project-impact committee may focus on access, disruption, sequencing or other consequences of construction in a defined area. A municipal contract committee may examine standards that apply across public works contracts. Do not assume that a concern belongs before a committee merely because it contains the word “construction.”

Participants and representation
Membership shows whose perspective the body is designed to capture. Courtenay’s documented mix combines municipal staff, elected officials and industry representatives. Battery Park City identifies community stakeholders, the project authority and the project team, which points to a project-affected stakeholder model. Austin’s listed duties reveal its institutional focus, but the cited description does not establish a seat count.
Check whether participants are appointed, invited, elected, staff members or representatives of affected organizations. Also check quorum, alternates and conflict-of-interest rules if those issues could affect a recommendation. A body that includes industry representatives is not automatically an industry lobbying body, and a body that includes community stakeholders is not automatically authorized to speak for every resident.
Outputs and follow-through
Ask what the committee is expected to produce. Courtenay’s terms emphasize communication and consensus while disclaiming formal recommendations. Battery Park City’s committee works collaboratively on recommendations and problem-solving. Austin’s committee advises the council and city manager and monitors specified contract matters.
Useful governing documents identify how outputs are recorded, who receives them and whether another authority must accept, reject or modify them. Meeting notes, referral logs, staff reports or published recommendations may show influence without changing the underlying allocation of decision power.

Time horizon and review
A recurring working group and a project committee can both meet regularly while serving different time horizons. Courtenay’s terms called for quarterly meetings and a one-year evaluation. Battery Park City describes its committee as ongoing in the context of the resiliency project. A contract-oversight committee may operate as part of a municipality’s continuing procurement or labor framework. The start date, sunset clause, evaluation requirement and relationship to a specific project should be verified in current documents.

How to identify the exact committee before relying on it
- Locate the authoritative document. Look for the current terms of reference, enabling ordinance, council resolution, project governance page or contract policy. A meeting invitation or news article may summarize a role but is not necessarily the controlling text.
- Confirm the jurisdiction and sponsor. Record the city, agency, authority, project and department that created the body. Similar names in different jurisdictions should be treated as separate committees until an official document links them.
- Read the purpose clause. Copy the stated objective and note whether it concerns development-industry communication, construction impacts, municipal contracts or another subject.
- Mark every authority verb. Separate “discusses,” “receives feedback,” “monitors,” “advises,” “recommends” and “decides.” The strongest verb in the document should not be inferred from the committee’s title.
- Map membership and representation. List appointing bodies, staff roles, elected members, industry seats, community stakeholders and project-team participants. Check whether the document sets a quorum or limits who may vote.
- Check cadence, duration and review. Note meeting frequency, whether the body is ongoing or project-limited, any sunset date and evaluation requirement. Courtenay’s one-year evaluation illustrates why an old terms document cannot prove current operation.
- Trace the output path. Find out where minutes, recommendations or monitoring results go and which official makes the final decision. If the document is silent, do not describe the committee as having binding power.
- Use the current version. Compare publication dates and amendments. For a live permit, contract or construction impact, ask the responsible office which document currently governs.
Questions to ask when documents are unclear
- Is this body advisory, informational, oversight-oriented or formally empowered?
- Does it cover one project, a class of municipal contracts or the broader development process?
- Who can place an item on the agenda, and who receives the resulting advice?
- Are participants speaking for an appointing organization, for themselves or for a defined constituency?
- Are recommendations public, and must a council, city manager, agency or project sponsor respond?
- What happens when the group cannot reach consensus?
- Has the mandate been renewed, amended or allowed to expire?
These questions prevent a common error: treating attendance at a committee meeting as equivalent to approval authority. A participant can influence a discussion without being able to issue a permit, alter a contract or bind the sponsoring organization.
Implications for people who interact with these bodies
Developers and design teams
Use a development-industry working group to understand recurring municipal coordination issues and to communicate patterns that affect multiple applications. Do not present a consensus discussion as a formal recommendation unless the current terms expressly provide for one. For an actual approval, follow the permitting or planning route identified by the municipality.
Contractors and subcontractors
Before raising a labor, classification or payment question, determine whether the relevant committee has a municipal-contract remit like Austin’s example. A project-impact forum may be appropriate for access, scheduling or neighborhood disruption, but it may not interpret wage provisions or amend contract requirements.

A project-specific construction committee can provide a channel for documenting impacts and working with the project authority and team on responses. Participation does not guarantee that every suggestion will be adopted; check how feedback is recorded and who has final responsibility for the project decision.
Public officials and agency staff
Clear terms of reference reduce confusion. State the body’s purpose, membership, authority limits, cadence, escalation route and review date. If a committee’s remit changes from communication to formal oversight, update the governing document and public description rather than relying on the old name.
Common mistakes to avoid
- Assuming the title identifies the jurisdiction. The examples here come from Courtenay, Battery Park City Resiliency and Austin; they are not one combined program.
- Assuming “advisory” means powerless or binding. Advisory bodies can shape recommendations and oversight while lacking final approval authority.
- Conflating consensus with a vote or legal decision. Courtenay’s consensus model did not make the group a decision-making body.
- Using an old terms document as proof of current status. Courtenay’s available terms date from 2018 and include a one-year evaluation.
- Assuming every construction committee handles construction impacts. Battery Park City’s committee does; Austin’s listed duties focus on municipal contract and labor-classification oversight.
- Skipping the output trail. A recommendation has practical meaning only when you know who receives it and what authority acts on it.
A reliable decision rule
If you need to know which body to contact, ignore the label for a moment and classify the issue. For communication about development processes across projects, look for the municipality’s development-industry forum. For effects of a named construction project on surrounding stakeholders, look for that project’s impact or stakeholder committee. For wages, job classifications or public construction-contract policy, look for the municipality’s contract-oversight committee.
Then confirm the classification against the current official mandate. The decisive evidence is the body’s stated purpose, authority, participants, scope, outputs and cadence—not the similarity of its name to another committee.
