Choose a penetrating silane or siloxane sealer for sound, porous, above-grade concrete exposed mainly to rain and splash when you want water repellency without a visible film and still need vapor to escape. Choose an elastomeric waterproofing coating or membrane when the assembly needs a continuous barrier, must tolerate movement, bridge suitably detailed cracks, or resist intermittent hydrostatic pressure. Neither product repairs active cracks, failed joints, defective penetrations or poor drainage; those conditions must be corrected first.
What each product is designed to do
The word waterproof covers two different approaches. A concrete sealer changes how the near-surface concrete absorbs water. A waterproofing coating adds a continuous layer over the concrete. Selecting between them starts with the moisture source and the performance you need, not with the label on the pail.

Penetrating concrete sealers
Green Seal’s GS-11 definition (2025) includes products intended to prevent water penetration, resist abrasion, alkalis, acids, mildew, staining or ultraviolet light, and harden or dustproof aged concrete. Within that broad category, reactive penetrating sealers enter the concrete and chemically react with it. California air-quality regulators describe them as treatments that line pores with a hydrophobic material without forming a surface film.

They reduce capillary absorption of liquid water and dissolved contaminants while leaving the concrete surface visually close to its original appearance. Because they do not create a thick film, they generally preserve vapor release better than an impermeable coating. They are still surface treatments: they do not turn a cracked wall, open joint or leaking penetration into a watertight assembly.

Waterproofing coatings and membranes
A waterproofing coating is normally a continuous membrane system. ASTM C1471/C1471M-22 covers a high-solids, cold liquid-applied elastomeric membrane for vertical cast-in-place concrete exposed to intermittent hydrostatic pressure. The standard treats the membrane as a system that includes substrate condition, adhesion, terminations, penetrations, reinforced and expansion joints, protection and drainage.
ACI describes traffic-bearing waterproofing membranes as typically impermeable and elastomeric. Their elasticity allows the membrane to accommodate movement while blocking moisture, chlorides and other damaging materials from entering concrete such as parking-structure slabs. A membrane’s success therefore depends on thickness, continuity and detailing as much as on the chemistry of the coating.

| Decision axis | Penetrating concrete sealer | Waterproofing coating or membrane |
|---|---|---|
| Main job | Repel liquid water and contaminants while preserving vapor release | Create a continuous barrier, often with resistance to intermittent hydrostatic pressure and movement |
| Typical exterior uses | Driveways, sidewalks, walls, bridge decks and other porous, above-grade concrete | Below-grade walls, parking decks, tanks and other locations requiring a continuous membrane |
| Appearance | Usually little visible change; reactive products are non-film-forming | A visible film or membrane is common |
| Vapor behavior | Reactive sealers repel liquid water while allowing vapor escape, as described by the California Air Resources Board (2007) | Depends on formulation; an impermeable membrane can trap moisture if the surrounding assembly is not designed for it |
| Cracks and movement | Does not bridge active cracks; cracks and joints need separate treatment | Elastomeric systems can accommodate movement, but joints, penetrations and terminations still require detailed treatment under ASTM C1471/C1471M-22 |
| Wear | Surface treatment can wear under traffic and may need reapplication, as noted by the Federal Highway Administration (2002) | Traffic systems are designed for wear and weather exposure but still require specified thickness, curing and maintenance |
Use a penetrating sealer when these conditions apply
- The concrete is sound, open enough to absorb the specified product and free of active leakage.
- Exposure is mainly rain, splash, deicing water or airborne contaminants rather than sustained water pressure.
- You want to reduce absorption without changing texture or adding a visible membrane.
- Vapor needs to leave the concrete or wall assembly.
- There are no moving cracks, open construction joints or unsealed penetrations that would bypass the treatment.
Typical candidates include an above-grade foundation wall, exposed architectural concrete, a driveway, a sidewalk or a bridge-deck surface. The sealer reduces moisture entering through the treated face; it does not stop moisture arriving from the sides or underside of a slab-on-grade.

Use a waterproofing membrane when these conditions apply
- The wall or slab can experience intermittent hydrostatic pressure.
- The design requires a continuous barrier rather than reduced absorption.
- The substrate or assembly is expected to move and the selected elastomeric system is rated for that movement.
- Suitable cracks can be reinforced and detailed so the membrane can bridge them.
- The project can provide proper terminations, penetration seals, protection and drainage.
Below-grade walls, occupied spaces below exterior decks, tanks and traffic-bearing structures commonly fall into this category. “Waterproofing” on a label is not proof that a product can resist pressure; verify the product’s tested use and the complete system details.
Why neither product fixes a leaking wall by itself
Active cracks and moving joints
A penetrating sealer follows the existing concrete and cannot span an active crack. A flexible membrane may accommodate movement only within its tested limits and only when the crack, joint or transition is prepared and reinforced as specified. Seal or inject cracks, rebuild failed joints and install the prescribed reinforcement before applying the field coating.
Defective penetrations and terminations
Pipes, bolts, drains, coping, wall-to-slab transitions and membrane edges are common water paths. ASTM C1471/C1471M-22 specifically calls for attention to penetrations and terminations. A broad coat over the field of the wall cannot compensate for an unsealed detail.
Hydrostatic pressure and drainage
A sealer slows capillary intake but does not relieve pressure behind a below-grade wall. Grade, gutters, footing drains, collection systems and discharge points must direct water away. A membrane system also needs drainage and protection so water is not forced against a vulnerable termination.

The American Concrete Institute warns that “Sealers that stop all water tend to fail after a period of time because the water collects at the barrier/concrete surface.” This explains why a vapor-permeable repellent can be preferable where the wall must dry, while a membrane requires a complete moisture-management design.
How to choose: a field decision process
- Identify the water load. Classify the exposure as rain and splash, occasional dampness, intermittent hydrostatic pressure or sustained water pressure. A rain-exposed, above-grade wall points toward a penetrating sealer; pressure exposure points toward a membrane system.
- Map every water path. Record cracks, cold joints, expansion joints, penetrations, wall-to-slab transitions, edges and low points. Treat those details as separate design items.
- Decide whether vapor must escape. If the assembly has a drying path through the exterior face, avoid an impermeable film unless the design accounts for trapped moisture. Reactive sealers are intended to repel liquid water while allowing vapor escape.
- Check movement and traffic. Moving substrates and traffic-bearing decks need an elastomeric system with documented movement, abrasion, chemical and weather performance. A basic sealer is not a crack-bridging traffic membrane.
- Confirm the substrate. Evaluate strength, soundness, profile, cleanliness and moisture. ASTM D5295/D5295M-18 identifies surface type, smoothness, cleanliness and moisture as factors affecting bonded-waterproofing performance.
- Read the product data sheet. Confirm coverage rate, allowable moisture, temperature, curing time, recoat window, surface profile and compatibility with existing coatings. Manufacturer requirements can be stricter than an ASTM minimum.
- Plan maintenance. Decide how the surface will be inspected, cleaned and recoated or repaired before choosing a system that cannot be maintained in service.
Surface preparation: the step that determines performance
Preparation differs in detail between products, but both depend on a clean, sound substrate. ASTM D5295/D5295M-18 states that waterproofing success depends on the type, smoothness and cleanliness of the concrete and recommends repairing defects that affect performance, achieving adhesion and evaluating moisture before application.
For a penetrating sealer
- Remove dirt, oil, laitance, curing compounds, efflorescence, paint and other contaminants that block absorption.
- Repair spalls and cracks that are beyond the sealer’s intended function.
- Allow repairs and new concrete to cure for the period required by the product manufacturer.
- Verify that the surface is dry or within the product’s permitted moisture range; excessive dampness can prevent penetration.
- Mask glass, metal, finished wood and plants that could be damaged by the treatment.
For a waterproofing membrane
- Remove weak concrete, fins, dust, grease, old coatings and curing residues.
- Grind or profile the surface as required for mechanical adhesion, then remove all resulting dust.
- Repair honeycombing, voids, sharp ridges and defects that could create thin spots or pinholes.
- Measure substrate moisture and follow the membrane’s limits for damp, green or saturated concrete.
- Prepare joints, penetrations, corners and terminations with the specified sealant, reinforcement or accessory before coating the field.
Do not assume that a pressure-washing pass is adequate preparation. The required profile, cleanliness and moisture condition are product-specific and should be documented before coating begins.

- Test absorption. Apply a small test area to confirm that the concrete accepts the sealer and that the appearance is acceptable. Non-porous or previously coated areas may need a different system.
- Establish weather conditions. Follow the data sheet for air and surface temperature, wind, rain, sun and drying time. Protect the application from rain until the product has cured.
- Apply at the specified coverage. Use the stated spray, roller or brush method and keep a wet edge where the instructions require one. Do not dilute unless the manufacturer permits it.
- Treat edges and details. Ensure the intended coverage reaches exposed faces, returns and compatible repaired areas, while keeping the product off masked materials.
- Allow curing and inspect. Keep the surface free of traffic and contamination for the stated period. Inspect for missed strips, runoff marks or areas that absorbed differently.
- Verify water repellency. A controlled water-drop or absorption check can confirm treatment uniformity when permitted by the product instructions. Do not treat one visual test as proof of structural waterproofing.
The California Air Resources Board reported a category requirement to “improve water repellency at least 80 percent after application” for regulated reactive penetrating sealers using specified standardized test methods (2007). That figure is a category performance requirement, not a guarantee for every retail product or every field surface.

Application sequence for an elastomeric waterproofing membrane
- Resolve water sources first. Correct drainage, active leaks, failed joints and unsuitable cracks. A membrane should not be used to conceal a moving defect that has not been engineered.
- Condition and prime the substrate. Apply the specified primer, if required, only after the concrete meets moisture, profile and cleanliness limits.
- Detail transitions. Install reinforcement, sealant, corner treatment, joint systems and penetration seals exactly as the system requires. Observe curing times between compatible materials.
- Apply the field membrane to the specified wet or dry thickness. Use a gauge or other quality-control method so the cured film is not merely visually continuous but thick enough for the tested performance.
- Respect recoat and cure windows. Applying the next coat too early can trap solvents or weaken intercoat adhesion; waiting too long may require cleaning or abrading.
- Protect the cured membrane. Backfill, paving, equipment, tools and foot traffic can puncture or abrade a membrane. Use the specified protection board, drainage layer or wearing course.
- Inspect continuity. Look for pinholes, blisters, holidays, thin edges, fish mouths, exposed reinforcement and damage at penetrations and terminations. Repair defects before the system is covered.
- Maintain drainage and access. Keep drains, outlets and inspection points clear so pressure does not build behind the membrane.
Common failure modes and corrections
| Symptom | Likely cause | Corrective approach |
|---|---|---|
| Water still enters through a crack | Active crack movement or an untreated joint bypasses the sealer or membrane | Diagnose movement, repair or inject the crack as appropriate, detail the joint and restore the coating system |
| Blisters or peeling in a membrane | Moisture, contamination, weak concrete or inadequate profile undermines adhesion | Remove unsound material, identify the moisture source, prepare to the specified profile and reapply within the system requirements |
| Dark damp areas behind a “waterproof” film | Vapor or lateral moisture is trapped at an impermeable barrier | Determine the moisture path and redesign for drainage or vapor release rather than adding another coat |
| Uneven absorption or patchy sealer appearance | Variable porosity, contaminated areas or inconsistent coverage | Clean and test the affected area, then apply only the compatible corrective treatment recommended by the manufacturer |
| Surface wears off in traffic lanes | A surface sealer was used where abrasion resistance required a traffic membrane | Specify a traffic-rated system or establish a reapplication and maintenance cycle |
| Leak at a pipe or edge | Termination or penetration was not detailed as part of the system | Expose the detail, repair the substrate and reinstate the prescribed seal, reinforcement and membrane continuity |
Exterior applications compared
Above-grade walls
For a sound, porous wall receiving ordinary rain and splash, a silane or siloxane treatment usually fits the objective: reduced absorption, little visual change and continued vapor release. If the wall retains soil or experiences pressure, use a membrane design instead.
Driveways and sidewalks
A penetrating sealer can reduce water and deicing-contaminant uptake while preserving texture. Check whether the product is suitable for the expected abrasion and slip conditions. A sealer that is worn away by traffic requires inspection and reapplication; it is not a substitute for a traffic-bearing membrane.
Bridge decks and parking structures
Moisture and chlorides can damage reinforced concrete. Surface sealing helps limit ingress, but traffic, abrasion, joints and drainage govern durability. Where a continuous wearing or waterproofing layer is specified, compare the membrane’s abrasion, chemical, weather and maintenance requirements rather than relying on the single word “waterproof.”
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Below-grade foundation walls
Start with drainage and crack diagnosis. A penetrating sealer may reduce absorption on a damp-proofed, non-pressurized wall, but it does not resist hydrostatic pressure. A below-grade membrane needs sound concrete, detailed transitions, protection and a drainage path.

Tanks and water-retaining structures
Use only a system evaluated for the specific service, including immersion or contact requirements where applicable. Neither a general exterior sealer nor an unspecified coating should be assumed suitable for water-retaining service.
Performance, maintenance and service life
A sealer’s low-profile appearance does not mean zero maintenance. FHWA guidance (FHWA-RD-01-164, 2002) explains that surface sealing reduces moisture ingress but treats only the exposed surface; slabs can still receive moisture from sides and bottom, and traffic can wear away the treatment. Schedule inspections after severe weather, winter deicing and high-traffic periods.
A membrane should be inspected for punctures, blisters, exposed edges, failed joint sealants, blocked drains and damage from subsequent work. Keep records of the product, batch, application date, weather, coverage and repairs. Recoat intervals cannot be stated universally because they depend on exposure, traffic, thickness, substrate movement and the manufacturer’s tested maintenance procedure.
Questions to answer before buying or specifying
- Is the concrete porous and uncoated, or is an existing film present?
- Where is the water coming from: face absorption, a crack, a joint, a penetration, lateral moisture or hydrostatic pressure?
- Must the surface remain vapor permeable?
- Will people, vehicles, chemicals, deicing salts or equipment abrade the surface?
- What substrate moisture and surface profile does the product permit?
- How will corners, joints, drains, penetrations and terminations be detailed?
- How will the finished work be protected and inspected?
Bottom-line selection
For sound, porous, above-grade exterior concrete exposed mainly to weather, select a penetrating silane or siloxane sealer when your goals are water repellency, contaminant resistance and vapor permeability with minimal appearance change. For below-grade or traffic-bearing work, intermittent hydrostatic pressure, movement or a requirement for a continuous barrier, select an elastomeric waterproofing membrane that is tested and detailed for that exposure. In both cases, repair defects, control drainage, verify moisture and follow the complete application system; the coating cannot compensate for a failing substrate or an unresolved water path.
