Building rework is work that must be repeated or corrected because earlier information, decisions, materials, or execution did not meet the project’s requirements. The most reliable way to prevent it is to control the chain from design through handover: coordinate and verify documents, resolve known design problems before site work, manage changes formally, confirm work-package readiness, supervise installation, and make quality checks and early error reporting routine.

Not every change is waste. An approved client change can be legitimate scope growth. It becomes avoidable rework when the change is late, unclear, issued without assessing its effects, or not communicated to every affected trade.

What rework means in a building project

Rework includes demolition and replacement, correction of nonconforming installation, redesign after construction has started, and repeated work caused by conflicting or incomplete information. The trigger may be upstream (a defective detail), procedural (an uncontrolled revision), or on site (work that does not comply with the approved specification).

The causes interact rather than appearing in isolation. An incomplete design can reach construction because disciplines did not coordinate. The resulting site error may then be allowed to continue because supervision or quality-control checks are weak. Treating only the final defect fixes the symptom; prevention requires controls at each handoff.

Evidence comes from different countries, project types, years, and definitions of rework. A recent survey is useful for identifying current concerns, but its rankings should not be read as universal probabilities.

How common causes show up in the evidence

Design defects and incomplete information

Design problems recur across the literature. A 2005 survey of construction work in Surabaya identified defective designs, design changes, and coordination problems among design documents as influential causes. Its respondents also favored better communication and coordination and solving design problems before construction begins. The 2005 Civil Engineering Dimension study supports an upstream response: make drawings, specifications, and interfaces buildable and internally consistent before release.

In practice, a design-development review should check discipline interfaces, dimensions, levels, penetrations, access for installation and maintenance, and whether the written specification agrees with the drawings. The purpose is not to guarantee that no change will ever occur; it is to find high-consequence conflicts while they are still inexpensive to resolve.

Late client or end-user changes

A 2000 Australian study of two projects identified client or end-user changes as primary causes, alongside errors or omissions in contract documents. Love, Irani and Edwards’ case study shows why a change-control process matters even when the client has a legitimate reason for changing the scope.

Before authorizing a change, the project team should define the requested outcome, obtain the responsible decision, identify affected drawings, specifications, procurement, installed work and programme activities, and issue one approved revision. Work should not proceed from an informal conversation or superseded sketch. If a change affects another trade, that trade needs the current information before it starts or continues.

Coordination failures between stakeholders and documents

Coordination appears in separate studies because building work depends on many parties acting on the same information. The 2005 Surabaya survey highlighted coordination among design documents; a 2026 pilot survey also ranked lack of stakeholder coordination highly. Coordination failures can include inconsistent revision status, unclear responsibility for an interface, or a decision that reaches one subcontractor but not another.

Use a controlled document register with revision, approval status, issue date and recipients. At coordination meetings, record the decision, owner and due date for each interface issue. Close the item only when the affected documents and field teams have received the approved information.

Failure to comply with specifications

The most recent cause-ranking evidence is an early-access pilot survey published on 7 October 2026. It surveyed 30 construction specialists in Egypt, Saudi Arabia, Qatar and the United Arab Emirates. Within that sample, failure to comply with specifications had a relative importance index (RII) of 0.960, the highest reported score. RII is a ranking measure within that pilot, not a percentage chance that rework will occur. Alfalah’s 2026 pilot survey should therefore be treated as current but limited evidence, not a universal league table.

Specification compliance starts before installation. The supervisor and trade foreperson should confirm the applicable specification section, approved submittals, tolerances, samples and inspection or test requirements. If the field condition conflicts with the document, stop and obtain a decision rather than improvising a permanent solution.

Design modification during construction

The same 2026 pilot gave design modification during construction an RII of 0.953. A modification may be necessary, but it creates rework risk when materials have been ordered, work is installed, or downstream trades have planned around the previous design. The control is not to prohibit all modifications; it is to assess effects before release and communicate the approved result promptly.

Weak supervision, quality control and checklist use

The pilot reported an RII of 0.927 for poor supervision and quality control and 0.927 for lack of stakeholder coordination. Ineffective use of quality-control checklists also appeared among its leading factors. The study did not test a particular checklist product or prove that buying one reduces rework. A useful checklist is instead a management aid: it names the characteristic to verify, the acceptance criterion, the responsible person, the evidence required and the action when the result fails.

Checklists work only when they are used at the right hold point. A form completed after finishes conceal the work cannot prevent an embedded-services error. Link each inspection to the sequence of work, require objective evidence where appropriate, and record nonconformances with an owner and due date.

What rework can cost—and why figures cannot be combined

Published percentages measure different things. Some count direct field rework, some include broader quality deviations, and some estimate corrections discovered after completion. Geography, project type, data quality and the point at which costs are recorded also differ.

Source and setting What was measured Reported figure Important qualification
Love, Irani and Edwards (2000), two Australian project cases Rework cost as a share of contract value 3.15% in one case; 2.40% in the other Two case studies, not an industry-wide average
American Society of Civil Engineers account (2026), exploratory contractor study Actual pre-completion field rework; then an estimate including post-completion corrections 0.38% pre-completion; 0.76% including estimated post-completion corrections Pre-completion costs were reported as undercounted by 300%; post-completion data were unavailable, and the estimate assumed post-completion costs were roughly equal to pre-completion costs
Burati, Farrington and Ledbetter (1992), nine fast-track industrial projects Deviations from requirements; design deviations as a component 12.4% of total project costs for deviations; 9.5% for design deviations Historical industrial sample; not a general building-project benchmark

The ASCE account is available at https://www.asce.org/publications-and-news/civil-engineering-source/article/2026/01/22/how-much-does-field-rework-in-construction-actually-cost. The 1992 study is indexed at https://doi.org/10.1061/%28asce%290733-9364%281992%29118%3A1%2834%29. These values should be used to design a project’s own measurement method, not to claim one normal rework percentage.

A prevention sequence that follows the work

1. Coordinate and verify design information before construction

  1. Set a design baseline. Identify the drawings, specifications, schedules, approved submittals and reference models that define the current scope.
  2. Run multidisciplinary coordination. Review structural, architectural, building-services and specialist-trade interfaces, including openings, clearances, access and sequencing.
  3. Resolve constructability issues. Assign each conflict to an owner, document the decision and update every affected sheet and specification section.
  4. Check the issue package. Remove superseded documents from active use and confirm that contractors and suppliers can access the same approved revision.

These steps address the design defects, document errors and coordination problems identified in the 2000 and 2005 studies. They are most effective before procurement and installation lock the project into a costly path.

2. Control every scope or design change

  1. Describe the change precisely. State what is requested, why it is needed and which requirement or user need it addresses.
  2. Obtain the decision. Record approval by the person with authority for scope, cost and programme.
  3. Assess consequences. Check installed work, demolition, materials, lead times, temporary works, inspections, permits, interfaces and downstream trades.
  4. Revise the information set. Update drawings, specifications, schedules, models and method statements as applicable.
  5. Brief affected participants. Communicate the approved revision to supervisors, subcontractors, suppliers and inspectors before they rely on it.
  6. Verify implementation. Confirm that the old work has been isolated or corrected and that the new requirement is reflected in the inspection record.

This process distinguishes legitimate client-driven scope evolution from avoidable repetition caused by ambiguity or late communication.

3. Confirm readiness before each work package

Use a short, package-specific readiness review rather than a generic sign-off. Confirm:

  • the current approved drawings, specifications and submittals are available at the point of work;
  • preceding work is complete and accepted, with required surveys or setting-out records;
  • materials, samples, tools, access, temporary works and competent personnel are ready;
  • the method statement addresses interfaces and known risks; and
  • inspection, testing and hold points are scheduled before the work is concealed.

If any prerequisite is missing, record the constraint and assign an owner. Starting “to keep the crew busy” can convert an information gap into demolition and replacement.

4. Supervise installation and make quality control effective

Supervision should be present where the risk is created, not only at the end of the shift. The responsible supervisor verifies dimensions, materials, workmanship and sequence against the approved information. Quality-control personnel provide independent checks where the project plan requires them.

Use checklists as prompts for observable criteria: location, level, alignment, torque, pressure, test result, finish or other requirement relevant to the package. A completed box without evidence is not proof of compliance. When a check fails, identify the affected extent, protect downstream work, correct the condition, reinspect and record the cause.

5. Encourage early reporting and organizational learning

People hide errors when reporting is punished more severely than the underlying problem. A 2022 review of rework research argues that mitigation begins with an error-mastery culture built on authentic leadership, psychological safety, an error-management orientation and resilience. The review in Engineering presents this as an organizational foundation, not a guarantee from any single programme.

Leaders can make the principle concrete by thanking people who raise a problem early, separating deliberate noncompliance from an honest mistake, and investigating system causes as well as individual actions. Record repeated-work events in a simple log: package, location, discovery point, immediate cause, contributing condition, cost or hours where known, corrective action and prevention owner.

Review the log at planned intervals. Look for patterns such as the same interface failing on multiple floors, recurring late information, or inspections that occur after concealment. Feed the lesson into design reviews, work-package plans and training.

6. Use BIM and Last Planner as supporting methods

The 2022 review discusses methods such as Building Information Modeling (BIM) and Last Planner as ways teams may benefit from an error-management culture. BIM can help visualize and coordinate information; Last Planner can improve commitment and short-term planning. Neither replaces approved documents, competent supervision, field verification or a safe process for raising errors. Treat them as complementary tools inside the controls above, not as software-only cures.

How to investigate a rework event without repeating it

  1. Make the area safe and protect evidence. Stop affected work where necessary and prevent the defect from being concealed.
  2. Define the event. Record what was expected, what was installed or decided, where and when the difference was found, and who discovered it.
  3. Trace the information path. Check the revision history, approvals, transmittals, requests for information, submittals, toolbox talks and inspection records.
  4. Separate immediate and systemic causes. “Installed incorrectly” describes the result; the investigation should also ask whether the detail was clear, the crew had the current revision, the prerequisite inspection occurred and supervision was adequate.
  5. Correct and verify. Repair the work, inspect it against the approved requirement and update affected documents or method statements.
  6. Share the lesson. Add a targeted control to the next similar package and check whether it prevents recurrence.

Measures that help a project see rework early

Choose definitions before collecting numbers. Useful project measures include the number of nonconformances by work package, hours spent correcting work, material and disposal cost, change-related demolition, defects found before concealment versus after handover, and the age of open corrective actions. Always state whether a figure is a direct cost, an estimate, a quality deviation or a post-completion correction.

Track leading indicators as well: percentage of work packages with a completed readiness review, overdue design- coordination items, inspections completed before concealment, and changes issued with documented impact assessments. These indicators do not prove that rework has been eliminated, but they reveal whether the controls intended to prevent it are operating.

A practical responsibility check

  • Client and end user: make decisions promptly, describe the required outcome and recognize the effects of late changes.
  • Design team: coordinate disciplines, resolve constructability issues and issue consistent, approved information.
  • Construction manager: maintain document control, integrate changes, plan readiness and provide supervision.
  • Trade contractors: verify the current requirements, raise ambiguities before installation and complete package-level checks.
  • Quality team: set meaningful hold points, witness or verify required tests, and make nonconformance closure evidence-based.
  • Everyone on site: stop and ask when the information does not match the condition, then record the issue early.

Rework falls when these responsibilities connect: a coordinated design reaches the field, a controlled change updates every affected party, a ready crew installs to the current requirement, and supervision catches deviations before they are buried. The evidence supports that sequence while also showing why no single percentage, checklist, software package or ranking can serve as a universal answer for every building project.
