A commercial parking lot should be managed as one coordinated civil-work project, not as a paving-only job. Confirm the survey, grades, drainage and stormwater controls first; design and verify the subgrade, base and surface as a complete pavement section; approve accessible parking, circulation, fire-lane and loading layouts; obtain every required permit and inspection; then pave, mark, document and maintain the lot.
1. Define how the property must operate during construction
Write an operating plan before mobilization. A lot that serves offices, retail, apartments, industrial users or a mixed-use site may need to remain partly open throughout the work. The plan should be approved by the owner, tenants, contractor, engineer and, where applicable, the fire authority.

- Record tenant and customer access requirements, including accessible entrances that must remain reachable.
- List delivery, pickup, waste-collection and fuel-truck schedules so paving and curing do not block essential movements.
- Identify emergency access and required fire lanes. Confirm which routes must remain open and how temporary routes will be signed.
- Map pedestrian paths, crossings, temporary barriers, lighting and accessible detours.
- Set staging areas for equipment, aggregate, asphalt, concrete, striping materials and waste without blocking storm drains or neighboring property.
- Choose a phasing sequence, daily work limits, communication method and reopening criteria for each phase.
Include a contact list and an escalation procedure for weather, utility conflicts, failed inspections or an unexpected loss of access. A phasing sketch is more useful than a verbal promise that the lot will remain “open.”
2. Survey and design the lot before selecting thickness
Have the project engineer verify the property boundary, easements, utilities, existing grades and drainage paths. The design should show finished elevations, pavement limits, curb and gutter work, accessible routes, parking geometry, loading areas, fire lanes, signs and striping.

Information the survey should establish
- Spot elevations and slopes at entrances, corners, low points, inlets, swales, sidewalks and adjoining parcels.
- Existing pavement limits, failed areas, utility covers, valve boxes, trench patches and transitions to public streets.
- Drainage structures, outlet locations, pipe sizes where known, catchment boundaries and any evidence of ponding or erosion.
- Right-of-way lines, driveway approaches, curb ramps, sidewalks and apparent encroachments.
- Locations of overhead and underground utilities, with field verification before excavation.
The engineer then produces the pavement section and grading plan. Do not copy an asphalt thickness from a generic article: traffic, axle loads, soil strength, frost or heat, drainage, construction quality and expected service conditions all affect the design.
3. Solve drainage and stormwater before paving
Water must reach approved inlets, swales, detention or infiltration facilities without ponding, eroding slopes or concentrating flow onto an adjoining property. Hard paving can slow or prevent stormwater from seeping into soil, as the Seattle Department of Construction and Inspections explains. That means drainage and stormwater review may be separate from the paving permit.
Design checks
- Confirm the finished grade sends runoff to approved controls rather than toward buildings, doorways, accessible routes or neighboring land.
- Check that inlets, trench drains, swales, curbs and outlets have capacity and remain serviceable after the final surface is placed.
- Coordinate stormwater detention, treatment, infiltration, erosion and sediment controls with the grading plan.
- Protect existing inlets during demolition and construction, while keeping them available for required flows.
- Verify transitions at public streets and sidewalks so water does not cross an accessible route or collect at a curb ramp.
- Plan for construction-phase rainfall, including stabilized entrances, stockpile protection and inspection after storms.
Why local examples cannot be used as universal specifications
Portland code requires surfaced areas to be built on “properly drained, well-compacted subgrade, that is free of organic materials.” For certain passenger-car areas, the same code gives a local example of 1.5 inches of asphalt concrete over 4 inches of crushed stone or gravel. That is a Portland, jurisdiction-specific requirement and not a safe thickness for every commercial lot. Use the governing code and the project engineer’s section for your site.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesPermeable paving may be an alternative where soil, groundwater, maintenance access and local stormwater rules support it. Portland recognizes permeable paving alternatives, while Seattle notes the infiltration consequences of hard surfaces. The approval path, underdrain design and long-term vacuum or sediment maintenance must be resolved before choosing the system.

4. Build and verify the subgrade and base
A pavement section works as a system of subgrade, subbase or aggregate base, surfacing, drainage and edge details. Caltrans organizes its pavement requirements across subbases, aggregate bases, asphalt concrete, drainage facilities and geosynthetic materials, illustrating why one layer cannot compensate indefinitely for a failed layer below it.
- Remove unsuitable material. Excavate organic soil, debris, saturated material and other material the design identifies as unsuitable. Dispose of it legally or replace it with approved fill.
- Prepare the subgrade. Shape it to the planned elevations, control moisture and compact it to the specified requirement.
- Proof-roll. Use the engineer-approved procedure to expose pumping, rutting, yielding or soft spots. Mark failures rather than burying them.
- Correct weak areas. Remove and replace failed soil, improve it with an approved stabilization method or use a geosynthetic detail where the design calls for one.
- Place the specified base. Spread aggregate or stabilized base in the required lifts, keep contamination out and maintain the designed crossfall.
- Compact and test. Obtain density or other inspection results required by the specifications and record the location, lift and test result.
- Release the next operation. Do not place asphalt or concrete until the responsible inspector or engineer accepts the prepared layer and elevations.
Require daily records for weather, material source, lift thickness, moisture or temperature controls where specified, compaction equipment, test locations, rejected work and corrective actions. Photograph concealed work and utility adjustments before covering it.
5. Select the pavement system for the actual site
Compare systems against loading, soil, climate, drainage obligations, construction disruption and maintenance—not just initial appearance. The final choice should be documented in the civil design and permit package.

| Structural loading | Can be designed for passenger vehicles or heavier traffic; required lifts and base depend on loads and subgrade. | Rigid slab design can suit defined heavy loads, turning and concentrated wheel paths when joints and reinforcement are engineered. | Must be designed for the expected loads while preserving the void structure and underlying storage or drainage layer. |
| Subgrade risk | Weak or wet subgrade can cause rutting and cracking if not corrected. | Uniform support and joint details are critical; localized settlement can crack panels or create steps. | Soil infiltration rate, groundwater, clogging risk and underdrain requirements must be established. |
| Drainage and infiltration | Usually sheds runoff to inlets, swales or other controls. | Also functions as a hard surface unless a separate permeable design is used. | Can reduce runoff or provide infiltration where local approvals and site conditions permit. |
| Accessibility and markings | Can receive standard paint after the surface is clean, dry and cured as specified. | Marking timing must account for curing and joint layout; transitions need careful grading. | Markings, symbols and accessible routes must remain legible and stable despite the surface texture. |
| Construction disruption | Often supports phased placement, but traffic must stay off until temperature and compaction requirements are met. | Requires forming, placement, finishing and curing time, with joints and access planned in advance. | Requires coordinated excavation, aggregate storage layers and protection from sediment during construction. |
| Maintenance | Plan crack, pothole, edge and drainage response, plus resealing or resurfacing decisions. | Plan joint sealing, slab repairs, faulting checks and replacement of damaged panels. | Plan routine removal of sediment and debris and inspection of infiltration performance, in addition to surface repairs. |
| Permit complexity | May involve paving, grading, stormwater, right-of-way and access permits. | Similar site permits, with additional concrete, sidewalk or joint details where applicable. | Often requires explicit stormwater or infiltration review and a maintenance agreement. |
6. Lock accessibility, circulation and safety geometry

| Car parking space | 96 inches (2440 mm) wide minimum |
| Van parking space | 132 inches (3350 mm) wide minimum, or a 96-inch van space paired with a 96-inch access aisle where the applicable standard permits that configuration |
| Access aisle | 60 inches (1525 mm) wide minimum |
| Aisle length | Full length of the spaces served |
| Signs | Required identification signs at accessible spaces, with mounting and additional designation details required by the governing standard |
| Drainage slope exception | Accessible parking and aisles must meet the applicable slope limits; the ADA Standards allow a 1:48 maximum slope where necessary for drainage |
Have the engineer dimension the accessible route from the space to the entrance, including curb ramps, landings, crosswalks and changes in level. Where the standard calls for it, measure marked spaces from the centerline of the markings. Coordinate accessible stalls with lighting, signs, wheel stops, bollards, cart returns, snow storage and drainage so a compliant rectangle is not made unusable by adjacent features.
Approve the complete circulation plan before paving finishes: one-way arrows, two-way lanes, turning paths, loading zones, pedestrian crossings, fire lanes, no-parking areas, curb markings, stop controls and sign locations.
7. Approve the striping and marking plan
Issue a scaled layout to the contractor before the final surface is placed. It should identify every stall, accessible symbol and aisle, arrow, crosswalk, fire-lane line, loading marking, curb color, stop bar and sign.

Striping quality controls
- Confirm the paint type, color, traffic rating, coverage and application method in the specification.
- Use templates for accessible symbols and other repeated markings so dimensions are consistent.
- Apply markings to a clean, dry surface at the manufacturer’s and project specification’s temperature and moisture limits.
- Verify line width, alignment, visibility and overspray control. A 2024 Village of Mukwonago project specification calls for 4-inch parking-lot striping.
- Barricade or otherwise protect the markings until the paint has dried and the specified reopening condition is met.
- Perform a walk-through in daylight and, where safety requires it, at night to check signs, visibility, conflicts and pedestrian routes.
Do not let field crews “fit in” accessible spaces after ordinary stalls are painted. The accessible layout, aisle widths and route must be set out from the approved plan.

8. Confirm permits, reviews and inspections with the authority having jurisdiction
Permit triggers vary by city, county, state and project scope. Ask the authority having jurisdiction for a written list before demolition or excavation. Separate applications may be required even when one contractor performs all the work.
| Work or condition | Potential review or permit | Questions to ask |
|---|---|---|
| Grading, excavation or elevation changes | Grading, drainage or site-development permit | Are engineered plans, erosion controls, inspections or bonds required? |
| Runoff, detention, infiltration or disturbed soil | Stormwater, erosion and sediment-control approval | Are separate calculations, notices, inspections or maintenance agreements required? |
| New or altered pavement | Paving, repair or site-work permit | Does the jurisdiction regulate resurfacing, overlays, base repair or only new construction? |
| Resealing or restriping | Maintenance or restriping permit in some cities | Are accessible-space changes, fire-lane changes or traffic-control plans reviewed? |
| Driveway approach, sidewalk, curb or gutter | Right-of-way, encroachment or public-improvement permit | Who inspects grades, restoration, traffic control and utility clearances? |
| Accessible stalls, routes or curb ramps | Building, site-accessibility or public-works review | Which edition of the ADA and local accessibility code applies? |
| Utilities or public drainage structures | Utility-owner approval or separate inspection | Are potholing, relocation, shutdown or protection plans required? |
Examples show why assumptions are risky: Dublin states that permits are required for parking-lot repair, resealing and restriping; Oakland’s PX permit scope includes paving, markings, drainage, sidewalks, curbs, gutters and ADA curb ramps; La Quinta publishes separate checklists for ADA, grading and drainage, signing and striping, stormwater, storm drains and street improvements. These examples demonstrate variation, not a national rule.
Keep permit numbers, approved drawings, inspection sign-offs, revisions and agency contacts in the project file. Schedule hold-point inspections before covering subgrade, base, drainage connections and accessible work.

Weather delays should trigger a documented decision, not rushed placement. Reopen each phase only after the engineer or inspector confirms the surface, markings, drainage and temporary controls are safe.
10. Close out the project and assign maintenance
At handover, collect the record that a future facility manager will need to operate the lot:
- As-built grades, drainage structures, outlets, utility adjustments and pavement limits.
- Final inspection approvals, permit closeouts, testing records and accepted change orders.
- Final striping and sign layout, including accessible spaces, aisles, fire lanes, loading areas and curb markings.
- Material warranties, workmanship warranties, curing or reopening records and contact details for responsible parties.
- Drainage-cleaning responsibilities, inspection access and any stormwater maintenance agreement.
- Engineer- or manufacturer-recommended seal, restripe, joint, crack, pothole and permeable-system maintenance intervals.
- A post-storm inspection procedure that checks ponding, clogged inlets, erosion, displaced covers, damaged markings and unsafe pedestrian routes.
Assign ownership for each task. A maintenance plan without a named person, trigger and response time will not protect the pavement or preserve compliance.
