A typical project moves through planning and development, design, preconstruction and approvals, procurement or bid and award, construction, commissioning and acceptance, occupancy or handover, and closeout. Design-build and construction-management projects may overlap several of these phases, while a design-bid-build project usually separates them more clearly.
The purpose of each phase is to turn an owner’s need into an approved, buildable, tested, documented asset. The most consequential decisions usually occur before workers arrive on site: scope, budget, schedule, approvals, contract strategy, risks, and procurement readiness must be aligned before physical work is authorized.

The commercial construction lifecycle at a glance
There is no mandatory number of commercial construction phases. Smartsheet describes a lifecycle of development, design, pre-construction, procurement, construction, commissioning, owner occupancy, and closeout. Public owners use compatible labels; Los Angeles, for example, lists pre-design, design, approvals where applicable, bid and award, construction, and post-construction. Scotland’s construction handbook groups the asset lifecycle into planning, development, and construction, with design, procurement, pre-construction, detailed design, construction, and commissioning nested within those broad stages.

Under design-bid-build, design is generally completed before competitive bidding and construction. Under design-build, design and construction overlap and one entity carries responsibility for both. Construction-management arrangements can release trade packages while design is still progressing. Always read the governing contract, owner’s requirements, and jurisdictional rules before treating a phase label as a legal entitlement.

Phase 1: Planning, programming and development
Planning defines the business case before design effort becomes expensive. The owner identifies users, capacity, operational processes, site or property constraints, performance goals, funding strategy, schedule objectives and measures of success. A warehouse, laboratory, office, healthcare facility and public building will have very different functional programs even if their gross areas are similar.
Feasibility and early decisions
Feasibility work tests whether the concept is affordable, approvable, buildable and useful in operation. It may examine site control, zoning, utilities, access, environmental constraints, geotechnical conditions, market or operational demand, funding availability and the consequences of delaying the work. The result should make uncertainty visible rather than hide it in a preliminary price.
Documents and the proceed gate
Useful planning outputs include a project brief or program, an initial budget and milestone schedule, a risk register, a stakeholder map and documented success criteria. The owner then makes an explicit decision to proceed, revise the concept or stop. If the project proceeds, those documents become the baseline against which design alternatives and later changes are judged.

Phase 2: Design
Architects and engineers progressively turn the program into information that can be approved, priced and built. The normal progression is concept or schematic design, design development, construction documents and specifications, followed by code and authority coordination and permit submissions. The exact names vary by practice and contract.
What design must resolve
Design reviews should test more than appearance. Each major decision needs to be checked against the owner’s requirements, budget, constructability, maintainability, energy objectives, safety, accessibility, code and operational needs. Coordination among architectural, structural, civil, mechanical, electrical, plumbing, fire-protection, technology and specialist systems reduces conflicts that otherwise become field changes.

Start commissioning requirements early
The commissioning plan and measurable performance requirements should be established during design, not invented at turnover. The owner should identify how systems will be demonstrated, what data will be recorded, who will witness tests, what constitutes a deficiency and what training operators require. Early requirements allow designers to provide access, controls, sensors, sequences and documentation needed for verification.
Phase 3: Preconstruction and approvals
Preconstruction is the bridge between design intent and an executable job. It is where the team discovers whether drawings and specifications can be converted into a safe, coordinated site operation at an achievable price and schedule. A project may spend months in preconstruction even though no permanent work has started.
Typical preconstruction work
- Complete surveys, geotechnical work, utility investigations and other site due diligence.
- Coordinate zoning, building, environmental and other permits and approvals.
- Perform constructability reviews and identify design conflicts, access problems and temporary-work needs.
- Conduct value analysis without losing required performance, code compliance or maintainability.
- Prepare detailed estimates, cost plans, cash-flow assumptions and a risk-adjusted schedule.
- Develop site logistics, phasing, traffic, temporary-utility, quality, safety and emergency plans.
- Break the work into bid or procurement packages and qualify subcontractors and suppliers.
- Identify long-lead equipment and decide whether early release or advance procurement is justified.
- Plan contractor mobilization, site controls, temporary facilities and information workflows.
The preconstruction exit gate
Before procurement or physical work is authorized, the scope should be sufficiently defined to support a reliable commercial strategy. The owner and project team need an agreed price basis, schedule, approvals path, risk allocation, procurement plan and contract documents. If major unknowns remain, the correct decision may be to investigate further or revise the design rather than shift uncertainty into expensive change orders.
Phase 4: Procurement, bidding and award
Procurement is more than the day bids are opened. ISO 10845-1 describes it as having “a planning phase,” “an acquisition phase,” and “a contract management (or contract administration) phase.” King County’s guide presents a practical sequence of pre-planning, planning, solicitation, evaluation, negotiation, execution and post-execution contract closeout.
Common procurement routes
| Approach | Price certainty at award | Speed and design overlap | Design control and owner involvement | Typical risk and trade-off |
|---|---|---|---|---|
| Open or selective competitive bidding | Can be comparatively clear when documents are complete | Usually slower than overlapping methods because bidding follows design | Owner retains substantial design control; selective bidding limits competition to qualified firms | Incomplete documents can create exclusions, qualifications and later changes |
| Negotiated procurement | Develops through scope and commercial negotiations | Can move quickly when an experienced team is engaged early | Requires active owner involvement in scope, price analysis and terms | Transparency, auditability and fair-comparison requirements may be significant, especially for public work |
| Design-build selection | Depends on the performance requirements and proposal basis | Design and construction can overlap, shortening the path to site work | Owner controls outcomes and requirements while the design-builder controls much of the solution | Changes to performance requirements or late owner decisions can be costly; allocation must be explicit |
| Construction management with trade packages | Builds as packages are procured rather than at one final bid | Early packages can proceed while later design develops | Owner remains closely involved; construction expertise enters early | Price and scope are progressively defined, so contingency and package interfaces require disciplined management |
Compare options on price certainty, speed, design flexibility, owner control, design and construction risk allocation, constructability input, change-order exposure and when trade contractors become involved. Public and private rules differ, so the solicitation method, evaluation criteria and award authority must follow the applicable contract and jurisdiction.

Procurement deliverables
A complete process commonly produces bid or proposal documents, drawings and specifications, instructions to bidders, addenda and clarifications, received bids or proposals, evaluation records, an award recommendation, executed agreements, bonds and insurance certificates, and a notice to proceed. Contract administration begins after execution: submittals, payment procedures, changes, claims, reporting and records are part of procurement’s broader lifecycle.

Phase 5: Construction execution
After authorization, the contractor mobilizes, establishes site controls, procures materials and trade work, and builds in accordance with the contract documents. The contractor is ordinarily responsible for means, methods, sequencing and trade coordination under the contract. The architect or engineer typically supports construction administration through submittal review, responses to requests for information, clarifications and site observations; that support does not automatically transfer the contractor’s execution responsibilities.
Project controls during the build
Effective controls connect field activity to the approved baseline. The team tracks schedule, cost, quality, safety, submittals, RFIs, inspections, testing, payment applications, changes and claims. Regular forecasts should identify not only what has happened but also the likely cost and completion date if current risks continue.
- Schedule: update logic, progress, critical activities, procurement dates and recovery actions.
- Cost: reconcile commitments, approved changes, pending changes, contingency and forecast final cost.
- Quality: manage submittals, inspections, test results, nonconformances and corrective work.
- Information: control drawing revisions, RFIs, field directives, meeting decisions and records.
- Commercial: document payment entitlement, extensions of time, claims, notices and change authorization.
- Safety and logistics: maintain site controls, access, temporary works and coordination among trades.
The construction phase exits when the physical work is complete enough for the contract’s acceptance process and remaining deficiencies are identified, assigned and scheduled. “Substantial completion” and “final completion” are contract-defined terms; they should not be assumed to mean the same thing on every project.
Phase 6: Commissioning, acceptance and occupancy
Commissioning is a verification process, not merely a final inspection. The U.S. Department of Health and Human Services organizes commissioning through pre-design, design, construction, acceptance and post-acceptance activities. Typical tasks include equipment startup verification, controls checks, testing-and-balancing review, deficiency tracking, as-built coordination and operations-and-maintenance training.

The U.S. General Services Administration defines Total Building Commissioning as “PBS’s process of ensuring quality delivery of building functionality in new construction and major modernizations.” In practice, the commissioning team validates and documents that building and system performance meets the owner’s design intent and requirements.
What acceptance should demonstrate
- Equipment and systems have been started, tested and documented.
- Controls, sequences, alarms, safety functions and interfaces operate as required.
- Testing and balancing results are reviewed and unresolved deficiencies are tracked.
- Required authority inspections, certificates and approvals are complete.
- Operators have received training and the information needed to run and maintain the facility.
- As-built information reflects verified installation and approved changes.
Acceptance should be tied to documented test results, corrected deficiencies, required approvals, training and the contractual definition of substantial or final completion. Occupancy or handover can then transfer control to the owner or users, subject to any agreed list of remaining minor work.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Phase 7: Closeout and handover
Closeout transfers the asset and closes the commercial relationship. It is a managed process, not a last-minute box-check after the building opens. Requirements vary by contract, lender, owner and jurisdiction, so the following is a typical checklist rather than a universal legal list.
| Closeout area | Records or actions to complete |
|---|---|
| Physical completion | Resolve punch-list items, verify corrective work and record any accepted exceptions |
| Regulatory acceptance | Obtain final inspections, certificates and approvals required by the jurisdiction |
| Asset information | Deliver as-built drawings, approved changes, equipment schedules and verified system data |
| Operations and maintenance | Provide O&M manuals, preventive-maintenance information, training records and contact details |
| Warranty and spares | Transfer equipment warranties, spare parts, keys, access credentials and warranty start dates |
| Commissioning evidence | Archive commissioning reports, startup records, test results, balancing reports and deficiency logs |
| Commercial settlement | Agree final change orders, process final payment and retainage, and obtain lien waivers or equivalent releases where required |
| Organizational learning | Record lessons learned, unresolved post-occupancy actions and responsible owners |
Los Angeles’ post-construction framework explicitly includes commissioning and startup, final change orders, contractor issues, contract closeout, lessons learned and as-built drawings. That illustrates why closeout spans technical, operational and financial work.
How delivery method changes the phase boundaries
The same project can show different labels and timing depending on its delivery method. In design-bid-build, the owner normally completes design, seeks bids and then authorizes construction. Design-build combines design and construction responsibility and may release work before every design package is complete. Construction management can procure early trade packages while later design continues. None of these methods eliminates the underlying decisions; they move when decisions are made and who carries the associated risk.

When selecting a route, document the owner’s desired level of design control, tolerance for evolving price, need for early construction input, appetite for managing interfaces and required completion date. Then align the contract’s responsibilities, contingencies, notices, approval rights and change procedures with that choice.
Frequent failure points and practical fixes
Starting field work with unresolved scope
Symptom: repeated RFIs, allowances, redesign and disputed changes. Fix: use preconstruction to close investigations, coordinate disciplines, define performance requirements and identify exclusions before authorization.
Treating procurement as a single bid event
Symptom: a signed contract exists but long-lead items, insurance, submittal procedures or contract-administration rules are unclear. Fix: manage procurement through planning, acquisition, execution and post-execution administration, with a written responsibility matrix.

Leaving commissioning until turnover
Symptom: systems are installed but controls, access, sequences or training cannot be demonstrated. Fix: set measurable requirements in design, include commissioning activities in the construction schedule and track deficiencies to closure.
Calling a building complete without records
Symptom: operators receive keys but cannot locate manuals, warranties, test data or accurate drawings. Fix: make closeout submittals, training and verified as-builts contractual deliverables with review dates before final payment.
