A substitute steel grade is acceptable only when it satisfies the project’s governing code, design, fabrication, service, documentation and contract requirements, and the designated authority gives written approval before the material is used. Higher yield strength alone does not prove equivalence.
The guidance below is centered on structural steel. Pressure vessels, piping, bridges, transportation equipment and machinery can follow different material lists and approval rules, so their governing documents control.

What makes a steel-grade substitution acceptable?
A proposed grade must be evaluated against the material that the drawings, specifications or purchase order require. The comparison covers more than a grade label or a single strength value. The responsible engineer must determine that the proposed product is suitable for the intended member, connection, fabrication process and service environment, then document acceptance through the project’s change or substitution procedure.
For structural buildings, the current governing specification is ANSI/AISC 360-22. AISC guidance on unlisted and substitute materials explains that other materials may be suitable for specific applications, but suitability is application-specific. That is not blanket permission to replace a listed grade.

Why a different grade is not automatically equivalent
Strength is only one design property
A higher nominal yield or tensile strength can look favorable while creating an unacceptable change elsewhere. The evaluation may need to address ductility, transverse properties, formability, soundness, notch toughness, crack sensitivity, weldability, corrosion behavior, coatings, tolerances, production effects, testing and reporting. A material that is stronger but less ductile or more crack-sensitive may not perform as the original design assumes.
Connections can be especially sensitive. Bolt-hole behavior, block shear, net-section capacity, local yielding and weld details depend on the complete material and connection design, not simply the advertised yield value. The engineer should verify every limit state affected by the proposed grade.
The standard and product form matter
“Grade” is only one part of a material identity. The designation and edition of the product standard, grade, type or class, plate/shape/forging form, thickness, delivery condition and dimensions all matter. A plate grade is not automatically interchangeable with a rolled shape or a forging made to another specification, even if the names appear similar.
Recommended Free Tools
General requirements can also be part of compliance. ASTM A6/A6M, for example, addresses chemical analysis, mechanical testing and product marking for covered rolled structural products. The project must use the edition incorporated by its contract or code; the ASTM page identifies A6/A6M-16, which may not be the edition your project adopts.
Start with the governing application and documents
Before comparing chemistry or strength, establish what rules actually apply. A building frame designed under AISC is not governed by the same material-approval process as a pressure-vessel shell or a process-piping component.

- Identify the application: building member, bridge component, pressure part, pipe, equipment frame, machine part or another service.
- Collect the controlling documents: drawings, project specifications, incorporated code and edition, material schedule, purchase order, approved submittals and inspection plan.
- Find the approval authority: this may be the engineer of record, specifying engineer, owner, code official, authorized inspector or another person named in the contract.
- Check jurisdictional rules: regulated sectors can restrict material standards or require an approved deviation, engineering assessment or notified-body review.
Do not treat structural-building guidance as a universal rule. For example, ASTM A508/A508M covers quenched-and-tempered vacuum-treated carbon and alloy steel forgings for pressure vessels and has its own testing and welding considerations. It illustrates why a sector-specific specification cannot be used as general substitution permission.
Compare the specified and proposed materials
Have the responsible engineer make a side-by-side comparison using the exact standards and product records. The following checklist captures the principal decision axes.

| Axis | What to compare | Why it matters |
|---|---|---|
| Governing requirements | Contract documents, code and edition, project material schedule, approved details and deviation procedure | The project may limit permissible standards or require formal approval before procurement or installation. |
| Material identity | Standard designation and edition, grade, type/class, product form, dimensions, thickness and heat or lot number | An informal grade name does not establish compliance with the ordered product standard. |
| Mechanical behavior | Yield and tensile strength, elongation, ductility, transverse properties and any specified toughness | Design resistance and fracture or connection behavior can change even when headline strength increases. |
| Chemistry and processing | Element limits, heat treatment, delivery condition, deoxidation practice and required tests | Chemistry and processing influence weldability, toughness, forming and consistency. |
| Fabrication and service | Welding, forming, thermal cycles, inspection, coating, corrosion, temperature and environmental exposure | A substitution can require revised procedures, consumables, preheat, inspection or durability protection. |
| Records and acceptance | Mill test report, markings, certificates, supplementary tests, traceability and written approval | The team must be able to show that the accepted material is the material incorporated into the work. |
AISC’s discussion of unlisted structural materials provides the detailed evaluation factors, including strength, ductility, transverse properties, toughness, crack sensitivity, coatings, corrosion, tolerances, testing and reporting. See Part 1 of the AISC material guidance and its discussion of substitutions in Part 3.
Step-by-step substitution procedure
1. Freeze the decision until the application is classified
Record where the steel will be used and which code, edition and contract clauses govern it. Confirm whether the proposed change affects a primary member, connection, pressure boundary, fatigue-sensitive detail or another safety-critical component.
2. Obtain complete candidate documentation
Request the exact standard designation and edition, grade, product form, dimensions, heat or lot identity, mill test report (MTR), required supplementary tests and any certification required by the purchase order. Do not evaluate from a supplier’s abbreviated quotation or a material name alone.

3. Perform the technical comparison
Compare every requirement that can affect design, fabrication or service. Check specified minimums and maximums, not just typical values. Confirm that thickness-dependent requirements, transverse tests, impact testing, delivery condition and tolerances are covered where applicable.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute4. Review fabrication consequences
Ask the welding engineer or fabricator whether the change affects the qualified welding procedure, base-metal grouping, preheat and interpass temperatures, consumables, heat input, post-weld treatment, forming limits, cutting or inspection. A pressure-vessel forging specification such as A508/A508M specifically illustrates why welding technique and approved procedures must be considered for the selected grade.
5. Submit a formal deviation
Prepare a substitution package containing the reason for the change, the specified and proposed standards, comparison tables, calculations or engineering assessment, MTRs, fabrication effects, inspection changes and proposed identification controls. Follow the contract’s submittal route rather than relying on an informal email or verbal agreement.
6. Obtain written acceptance before use
For structural steel, the engineer who specifies or approves the design evaluates whether the proposed material is suitable for the intended application. The project documents determine whether the engineer of record, owner, architect, code official or another reviewer must sign. Do not release the material for fabrication or installation until the required written acceptance is recorded.
7. Preserve identification and records
Carry the accepted grade and heat or lot information through receiving, cutting, fabrication, inspection and installation as required by the project. Retain the approval, MTR, test reports and inspection records with the quality file.

What to verify on the mill test report
The MTR should be checked against both the ordered requirement and the physical material. At minimum, verify:
- the exact product standard and edition;
- grade, type or class and product form;
- heat number or lot identification and its match to piece markings;
- thickness, size and delivery or heat-treatment condition;
- chemical results against the applicable limits;
- yield strength, tensile strength, elongation and any required transverse or impact results;
- supplementary tests, certifications and exceptions required by the order; and
- the manufacturer’s certification and laboratory or inspection details required by the governing documents.
Material identification and traceability are related but different. AISC’s fabrication FAQ explains that identification verifies the specified grade and size, while traceability connects a particular piece through the structure’s life to its MTR. The FAQ quotes the Code of Standard Practice: “The fabricator shall be able to demonstrate by written procedure and actual practice a method of material identification, visible up to the point of assembling members.” See AISC’s General Fabrication FAQ. Required piece-level traceability is not automatic; the contract documents should state it before ordering.

Welding and heat effects
Different carbon equivalents, alloying elements or delivery conditions can change preheat, consumable selection, hydrogen-control requirements and susceptibility to heat-affected-zone cracking. A qualified procedure may not cover the proposed material. Confirm qualification and inspection requirements before welding begins.
Forming, cutting and repair
Cold forming, flame straightening, thermal cutting and repair welding can produce different effects in another grade. Check permitted temperatures, bend limits, repair procedures and any restrictions on reheating or post-weld treatment.

Toughness, fatigue and temperature
If the structure sees low temperatures, impact, cyclic loading, vibration or fatigue-sensitive details, verify the exact toughness and fracture-control requirements. A nominally stronger grade can still be unsuitable if the required notch toughness or crack resistance is not demonstrated.

Who has to approve the change?
The answer comes from the governing documents, not from the supplier’s availability notice. In a structural building, the engineer of record or specifying engineer is normally responsible for deciding whether an unlisted or substitute material is suitable for the design. AISC guidance also points users to consultation with the structural engineer for significant work or design modification.
Other industries may require an owner’s engineer, pressure-equipment design authority, authorized inspector, notified body, transportation agency or jurisdictional official. If more than one approval is required, obtain all of them. A fabricator, purchasing agent or site supervisor should not self-approve a grade change simply because the replacement meets a higher strength number.
When to hold or reject the proposed material
Place the material on hold and seek a compliant alternative or design change when any of these conditions applies:
- the governing code or contract does not permit the proposed standard or grade;
- the product form, thickness range or delivery condition is outside the documented requirements;
- the MTR is missing, incomplete, contradictory or cannot be tied to the pieces received;
- required chemistry, mechanical, toughness or supplementary tests are absent or fail;
- welding, forming, coating or inspection procedures cannot be qualified for the proposed material;
- the design review identifies a change in strength, ductility, toughness, fatigue, corrosion or crack sensitivity that has not been addressed; or
- the designated reviewer will not provide written acceptance before use.
Holding the material protects the project from incorporating steel that cannot later be documented or defended. If schedule pressure is the reason for the request, treat that as a procurement problem to solve—not as evidence that the grades are equivalent.
A practical construction example
Suppose a project specifies a structural plate grade and the mill offers another grade with a higher listed yield strength. The purchasing team should not substitute it on the strength comparison alone. The engineer would first verify the product standard and edition, thickness range, chemistry, toughness, weldability, coating requirements and design assumptions. The fabricator would confirm welding and inspection procedures, while receiving personnel would verify heat markings and the MTR. Only after the designated project authority accepts the documented deviation in writing could the plate be released for fabrication.
Bottom line for contractors and project teams
A different steel grade can be used only through an equivalence and approval process. Identify the governing rules, obtain complete material records, compare design and service properties, resolve fabrication effects, preserve identification and secure written acceptance before the substitute enters the work. If any requirement or record is uncertain, keep the material out of fabrication until the responsible authority resolves it.
