Can you report a fake construction training certificate, and to whom?

Yes. Report a suspected fake construction certificate to the organisation that awarded or issued it. If it is connected to a CSCS card, check the card with CSCS Smart Check and report the concern through the Smart Check app, CSCSSmartCheck.co.uk or [email protected]. CITB accepts confidential reports about suspected training, assessment and test-centre dishonesty at [email protected]. Ofqual is an additional route for qualifications it regulates in England.

Which organisation should receive the report?

The correct recipient depends on what appears to be false: a card, a certificate, a training record, an assessment, or the conduct of a provider. Start with the body that can verify the credential or control the scheme. You can make more than one report where the facts indicate both a qualification problem and possible criminal fraud.

CSCS cards

Use CSCS Smart Check as an app, website or API. The service checks the validity of cards displaying the CSCS logo. The joint Ofqual, CITB and CSCS announcement in November 2025 advised checking a card and then reporting concerns. A successful check confirms the card record; it does not prove that the holder has the practical ability represented by the qualification.

CSCS specifically asks people to report when someone appears to hold a qualification they did not achieve, or when a worker may not have the skills or knowledge represented by the qualification on the card. Send the result of your check and the reason for concern to CSCS rather than trying to decide the case yourself.

CITB tests and training

For a CITB Health, Safety and Environment test or Site Safety Plus result, use CITB’s Results Checker. CITB also directs users to the Construction Training Register for worker training records. If the card belongs to another scheme, use that scheme operator’s own checker; a CSCS check is not a universal check for every construction card.

Physical warning signs

CITB’s card guidance identifies features normally found on genuine CSCS cards, including a hologram, a photograph that matches the holder, a printed name and registration number, an expiry date and clear printing. These observations can justify a check, but they cannot authenticate a document on their own. CSCS has warned that qualification documents have become more sophisticated, so a polished certificate or convincing card is not conclusive evidence.

A mismatch between a person’s demonstrated skills and the training claimed on a card is a legitimate reason to raise a concern, particularly where safety could be affected. Describe the mismatch as an observation for investigation, not as proof that the person committed an offence.

How to make a well-supported report

  1. Identify the credential. Note whether it is a CSCS card, another scheme card, a certificate, a CITB test result, a Site Safety Plus record or a qualification from a named awarding organisation.
  2. Record the issuer and identifiers. Capture the awarding organisation, training provider or test centre, certificate or registration number, holder’s name, issue and expiry dates, and the card number where shown.
  3. Verify using the proper service. Run the CSCS card through Smart Check, a CITB result through the Results Checker, or another scheme through its own official checker. Save the result or take a screenshot where permitted.
  4. Write down what you directly observed. Include the date, location, who presented the credential, what was said, and the specific reason it appeared inconsistent. Separate these facts from assumptions about intent.
  5. Preserve supporting material. Keep copies of the certificate, both sides of a card, emails, messages, invoices, attendance records, assessment paperwork and verification results. Do not alter an original file or publish personal information online.
  6. Submit through the official channel. Use CSCS Smart Check, CSCSSmartCheck.co.uk or [email protected] for CSCS concerns. Use [email protected] for confidential CITB reports about training, assessment or test-centre concerns. Contact the awarding organisation for a certificate it issued.
  7. Keep the acknowledgement. Save the report, attachments and any case or reference number. Investigators assess the evidence, not the status or motives of the person who reported it.

CITB’s specific instructions for a suspected fraudulent physical card are to retain it if possible, copy its front and back, note the holder’s name and address if possible, and ask where it was obtained. Those instructions concern a card in your possession; they do not authorise taking someone else’s certificate, identity document or other property.

Reporting a training provider or test centre

Report the particular conduct rather than making a general accusation about a business. Useful details include whether a test was supervised, whether identity was checked, whether attendance was genuine, whether answers or certificates were supplied without assessment, and whether money was requested for a qualification that could not be verified.

Send the facts to the awarding organisation and to CITB at [email protected] when the issue concerns construction training or a test centre. CSCS says awarding organisations monitor approved providers and verify qualifications. When suspicious activity is reported, CSCS can revoke cards issued through a centre. That process allows the responsible bodies to investigate the provider and any affected credentials.

If the qualification is regulated by Ofqual, contact the awarding organisation first or report the matter to Ofqual. Ofqual says it can pass a report to the relevant organisation and accepts concerns about how an awarding organisation responded to suspected fraud. Its guidance includes a checker so you can establish whether a qualification is within its remit. Ofqual’s cited route applies to regulated qualifications in England; it does not automatically cover every qualification in the UK. For qualifications awarded in Scotland, Wales or Northern Ireland, identify the awarding body and the regulator responsible in that nation.

When police or general fraud reporting is appropriate

A forged card may involve criminal fraud, identity misuse or the use of a false document. Ofqual identifies Report Fraud as a route that provides a police crime reference number and refers information to the National Fraud Intelligence Bureau. It also identifies Crimestoppers for anonymous reports. Use those routes when the facts suggest a wider fraud, financial loss, deliberate identity misuse or a need for law-enforcement involvement, while still reporting the credential to the body that can verify it.

For a suspected fraudulent card being used to enter or work on a construction site, follow the site’s access and incident procedure and tell site management about any immediate safety risk. CITB says refusing access and contacting police are matters for the site, subject to company rules; it recommends considering police contact but does not make the decision for every employer. Do not confront a worker, seize documents without authority or create a safety incident while trying to investigate.

What to do if the card is valid but the work is unsafe

A valid card only establishes that the card record passed the check. It does not guarantee current competence, supervision, experience or safe behaviour. If practical work does not match the claimed training, report that concern through the relevant CSCS or awarding-organisation channel and use the employer’s competence and safety process. The 2025 joint Ofqual, CITB and CSCS communication specifically encouraged workers to trust professional judgement even when a card is valid.

Record the task, observed behaviour, instruction given, immediate risk and any corrective action. For an urgent hazard, stop or isolate the work under your site rules and notify the supervisor or principal contractor. Keep the qualification concern and the immediate safety response as separate records so that neither issue is lost.

How confidential and anonymous reporting works

CITB accepts confidential reports at [email protected]. Ofqual, CITB and CSCS said in their 2025 communication that people can report anonymously when workplace relationships make an identified complaint difficult. An anonymous report may limit investigators’ ability to ask follow-up questions, so provide as much verifiable detail as you safely can.

Reports are assessed on the evidence supplied, not on whether the reporter is a manager, colleague, competitor or member of the public. Why reporting matters in construction

Qualification fraud can put unqualified people into safety-critical work, undermine legitimate workers and make site competence records unreliable. A 2025 survey by Ofqual, CITB and CSCS received 473 construction-sector responses between 17 and 31 October 2025. It found that 78% of respondents did not know how to report suspected qualification fraud: 45% had some idea but were unsure of the exact process, while 33% did not know how to report it at all.

The same release found that 81% strongly agreed it was important to report suspected qualification fraud, and 85% said they felt comfortable or very comfortable raising workplace concerns. It also stated that Smart Check verifies all cards displaying the CSCS logo; the release put the number of such cards at 2.3 million at the time. That figure is dated to the 2025 announcement and should not be treated as a current total without checking for an updated statement.

Ofqual’s Emma Scott said on 19 November 2025 that reporting a gap between real-life skills and the skills shown on a card helps protect everyone. CSCS chief executive Sean Kearns gave the practical instruction to check a suspected card with Smart Check and report it through the app or [email protected].

A practical decision checklist

  • Is it a CSCS-logoed card? Check Smart Check, then report to CSCS if the record or the claimed competence is concerning.
  • Is it a CITB test, Site Safety Plus result or construction training issue? Use the CITB Results Checker or Construction Training Register where relevant, then contact CITB confidentially.
  • Is it another card scheme? Use that scheme operator’s checker and reporting process.
  • Is the certificate issued by a named awarding organisation? Contact that organisation first and provide the credential details.
  • Is the qualification regulated by Ofqual? Confirm the status and jurisdiction, then contact Ofqual if the awarding body’s response is inadequate or fraud remains a concern.
  • Is there suspected financial or criminal fraud? Preserve records and consider Report Fraud, the police or anonymous Crimestoppers reporting.
  • Is anyone in immediate danger? Follow site emergency and stop-work procedures first; credential reporting comes after the immediate risk is controlled.

Common mistakes to avoid

  • Assuming a certificate is genuine because its design looks professional.
  • Using a CSCS check as proof for a card controlled by another scheme.
  • Calling a person a fraudster publicly before an authorised body investigates.
  • Confiscating a document or personal property without permission or a clear site procedure.
  • Sending an allegation without the certificate number, dates, issuer or verification result.
  • Assuming Ofqual regulates every UK qualification; its cited guidance concerns regulated qualifications in England.
  • Ignoring a safety concern because a card passes a validity check.

The safest approach is to verify, document, report through the body with authority, and let the awarding organisation, scheme operator, regulator or police determine what happened.
