Usually not when an active temporary restriction applies. A construction closure, street-maintenance notice, snow-route rule or snow-removal ban can override an ordinary overnight permit. Read the temporary sign, check your municipality’s live parking-ban information and move the vehicle before the posted start time. Do not assume parking is legal merely because a plow has passed.
The rule that applies tonight
Parking permission depends on the most specific, most recent restriction for that block and side of the street. A temporary “No Parking,” “Tow Away,” construction, street-maintenance or snow-removal sign controls over a general overnight rule. The sign may apply only to certain hours, dates, addresses or one side of the road, so read every line rather than relying on a familiar neighborhood rule.

If no temporary sign is visible, check the municipality’s current parking-ban map, address lookup, snow-route map, app, text or email alert service, or 311 line. Cities can activate a ban after ordinary signs were installed, and online status can identify a neighborhood phase or route that is not obvious from the street.
When the city has activated a restriction, park in a driveway, private garage, underground parkade, approved surface lot or another location the city specifically identifies. Leave the vehicle there until the municipality announces that the restriction has ended. A street that looks plowed or dry is not automatically released.

Why construction and snow notices override normal parking
Construction and street-maintenance closures
Construction crews need a clear work area for excavation, paving, equipment access, deliveries and utility work. Street-maintenance operations also require room for sweepers, graders, repair vehicles and snowplows. A temporary closure therefore suspends ordinary curbside permission for the hours or dates shown, even if the road remains physically open to traffic.
Saskatoon’s Bylaw No. 7200 illustrates the broad approach: a street-maintenance parking ban includes street repair, road maintenance, snow clearing and snow removal. The ban lasts for the period shown on posted signs and continues until the signs are removed. Other municipalities use different wording, but the practical lesson is the same: the temporary notice, not an old permit, determines whether the space is available.
Weather-triggered snow bans
A snow emergency or route ban is activated to let crews clear priority roads, residential streets or designated winter routes. Some bans prohibit parking all day; others apply only during overnight clearing windows. The restriction can remain active after precipitation stops, because crews may still be widening lanes, hauling snow or treating the surface.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteDesignated winter routes
Winter-route rules may apply on a recurring schedule or whenever the city declares a ban. Winnipeg, for example, says overnight restrictions on designated routes apply from 2 a.m. to 7 a.m. while the ban is active, even when it is not snowing and even when the road appears cleared. The route designation itself can matter as much as current weather.

How to read a temporary parking sign
Before leaving a vehicle overnight, inspect signs at the entrance to the block and on the same side of the street. Record the details or photograph the sign for your records.
- Identify the prohibition. Look for “No Parking,” “No Stopping,” “Tow Away,” “Snow Removal,” “Winter Route,” “Street Maintenance” or construction language. “No parking” and “no stopping” are not interchangeable; a no-stopping sign generally allows even less time to remain.
- Check the exact time window. Note the start and end times, including overnight periods that cross midnight. A sign reading 2 a.m. to 6 a.m. applies during the early morning even if evening parking was legal.
- Check dates and days. Temporary signs can apply to one date, a range, weekdays, weekends or an entire winter season. Do not infer that a sign is inactive because work was quiet on a previous night.
- Confirm the side and block limits. Arrows, address ranges and “this side of street” wording define where the restriction applies. A legal space across the road or one block away may still be subject to a different rule.
- Read exceptions carefully. A loading allowance, resident exemption or permit reference may apply only under stated conditions. If the sign says “tow away,” assume an ordinary overnight permit does not protect the vehicle unless the sign expressly says so.
- Look for an end condition. Some notices remain effective until a stated date; others continue until signs are removed or the city declares the operation complete. Treat an unremoved sign as active.
Check the municipality’s live status before you leave the car
Posted signs and city alerts work together. Use the source your municipality designates for activation and lifting information:
- Address or route lookup: Enter the exact address to see whether a construction closure, snow route or neighborhood phase is active.
- Parking-ban map: Check the map immediately before parking, because boundaries can change as crews move through phases.
- Municipal app and alerts: Push notifications, text messages and email alerts may provide the start time and required move-by deadline.
- 311: Ask whether the ban applies to your side of the block, whether permits are suspended and what time enforcement begins.
- Official lifting notice: Look for an explicit “ban lifted” or “parking allowed” announcement. A weather forecast, a neighbor’s assumption or a visible plow track is not a lifting notice.
Edmonton, for example, publishes phased-ban notices and neighborhood schedules. Calgary provides an address lookup and tells drivers to wait for the official lift. Winnipeg directs residents to its app, map, lookup and 311 service. The names and tools vary, but checking the live municipal source is the reliable step.

| Restriction type | Typical trigger | What to verify | Permit risk |
|---|---|---|---|
| Routine overnight rule | A standing nightly or seasonal parking limit | Published hours, dates and whether signs create an exception | A permit may be valid if no higher-priority ban is active |
| Construction closure | Road work, utility work, paving or equipment access | Work-zone signs, block limits, dates and tow-away language | Temporary closure commonly overrides ordinary permits |
| Street-maintenance ban | Repair, sweeping, grading or snow clearing | Posted operating period and whether the ban lasts until signs are removed | Permit validity depends on the specific municipal rule |
| Snow emergency or route ban | Forecast or actual snowfall and planned plowing | Activation phase, move-by deadline, route boundaries and lifting announcement | Many cities suspend overnight or resident permits during the ban |

What official city examples show
These examples demonstrate how widely hours, fines and permit treatment differ. They are not a universal schedule for other municipalities.
| City and source date | Restriction detail | Enforcement or consequence |
|---|---|---|
| Markham, current city page | Overnight street parking is prohibited from 2:30 a.m. to 6:00 a.m. unless signs permit it. All on-street parking is prohibited during snow clearing or winter maintenance. | Vehicles may be ticketed or towed. The cited fine for interfering with snow removal or winter maintenance is $150. |
| Providence, 2026 announcement | During a snow parking ban, parking is prohibited 24 hours a day. Overnight permit holders may not park on city streets. | Vehicles remaining beyond the stated post-ban grace period may be ticketed or towed. |
| Edmonton, 2025 information sheet and seasonal-ban page | A residential Phase 2 ban can affect a neighborhood for about 72 hours. The city provides at least 24 hours’ notice before scheduled clearing. | Vehicles not moved during the ban are subject to a stated $250 ticket and towing. |
| Calgary, current snow-route page | Vehicles on snow routes must be moved for the duration of a ban. Parking is not allowed again until the city declares the ban lifted. | Enforcement can include a $120 ticket and tow. |
| Winnipeg, snow FAQ | Active winter-route overnight restrictions run from 2 a.m. to 7 a.m., including when it is not snowing or the street appears cleared. | Remaining vehicles may be ticketed and towed. |
| St. John’s, 2026 Winter Parking guide | Some streets prohibit parking 24 hours a day from December 1 through March 31. | Vehicles violating winter bans or impeding snow clearing may be ticketed or towed. |
Does an overnight permit still work?
Do not assume it does. Markham states that all on-street parking is prohibited during snow clearing or winter maintenance. Providence says residents with overnight permits may not park on city streets during a citywide snow ban. Burnsville states that temporary overnight permits are invalid during active snow removal or street maintenance. These policies show why a permit’s normal operating hours are not enough; you must confirm whether the municipality has suspended it for the active operation.
A permit can also be limited by location. It may authorize parking on an ordinary residential block but not on a designated winter route, construction frontage, emergency corridor or signed tow-away area. Keep the permit displayed as required, but move the vehicle whenever the temporary notice removes the privilege.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Can you return after the plow passes?
Only after the city’s lifting condition is satisfied. Calgary expressly says parking cannot resume until the city announces that the ban has been lifted. Winnipeg’s route restrictions can remain applicable even when the roadway looks cleared. Crews may need to make another pass, clear windrows, remove hauled snow or treat the surface.
If the notice says the restriction lasts until signs are removed, check the physical signs. If it refers to a municipal declaration, check the official alert or map. Returning early can result in the same ticket or tow as failing to move at the start.

Ticket and towing exposure
Enforcement can include a parking ticket, relocation to a temporary area, towing to an impound facility and storage charges. The examples above range from a cited $120 Calgary ticket to a cited $250 Edmonton ticket, while Markham cites a $150 fine for interfering with snow removal or winter maintenance. Those amounts are city-specific and can change; they do not predict the charge where you live.

Extra practical costs
Even when a vehicle is not immediately towed, a ticket can be followed by a tow as clearing equipment arrives. Impound release may require identification, proof of ownership, payment of the ticket or towing fee, and daily storage charges. A vehicle blocking construction access can also delay work and create safety hazards for workers and pedestrians.
If your vehicle is already parked
- Check the sign and municipal alert immediately to determine whether the restriction is active and when enforcement starts.
- Move the vehicle before the deadline, even if snow has not begun or the street appears passable.
- If the vehicle cannot start, arrange roadside assistance or another authorized person to move it; do not assume mechanical failure creates an exemption.
- If it has been towed, contact the municipality or its designated tow service, confirm the impound location and ask what documents and payment are required.
- For a dispute, retain photographs of signs, the permit, alert timestamps, payment receipts and the exact location. Use the city’s stated review or ticket-appeal process.
When a definitive answer requires your city and sign
Because municipalities set their own hours, exemptions, notice periods and fines, no one can determine legality from the phrase “construction and snow removal” alone. The decisive facts are the municipality, exact address, side of street, wording and photograph of the sign, active dates, and whether the city has announced a ban or lift.
Until those facts are verified, use the safer assumption: an active temporary construction or snow-removal notice defeats ordinary overnight parking permission. Move the vehicle to an approved off-street or unrestricted location and wait for the municipality’s official release.
