Can Treated Wastewater Be Used for Concrete Mixing and Curing?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Sometimes—but “treated” is not the same as “qualified.” Treated wastewater may be used as mixing water when the specific source, the combined water in the batch, the concrete performance and the project requirements comply with the governing specification. ASTM C1602/C1602M-22 permits potable and non-potable water for mixing hydraulic-cement concrete, subject to compositional and performance requirements. Curing is a separate decision: ASTM C1602 is a mixing-water specification, so approval for mixing does not automatically approve the same water for curing. Always check the contract, engineer, local rules and the water’s test results before use.

What “usable” means for treated wastewater

There is no blanket rule that all reclaimed or treated wastewater is suitable for concrete. A treatment label does not reveal the concentrations of chlorides, sulfates, alkalis, dissolved solids, organics or other substances that can affect reinforcement, durability, setting or strength. Suitability is established for a defined source and project, not for wastewater as a broad category.

The current ASTM edition identified in the ASTM catalog is ASTM C1602/C1602M-22, listed as active and last updated July 1, 2022. Its scope covers the compositional and performance requirements for water used as mixing water in hydraulic-cement concrete. The catalog states: “Potable and non-potable water is permitted to be used as mixing water in concrete.” That permission is conditional on the specification’s qualification and testing requirements.

For a construction project, the controlling hierarchy is usually the contract specification and governing code, the adopted ASTM or other standard, the design professional’s requirements, and applicable environmental and public-health rules. A source that passes a laboratory test can still be prohibited by a project document or local regulation.

How ASTM C1602 treats non-potable mixing water

The source must be identified

“Treated wastewater” can describe municipal reclaimed water, industrial process water, or water recovered from concrete production. These sources have different contaminants and different variability. Record the actual source, treatment process, collection point, storage conditions and any blending with other water. A change in source or treatment may require requalification.

Test the combined mixing water, not just the treatment plant outlet

ASTM’s definition of mixing water is broader than the water metered into a batch plant. It can include batch water, ice, water added by a truck operator, free moisture on aggregates and water carried in admixtures when that water increases the water-to-cementitious-materials ratio by more than 0.01. The water assessment therefore has to reflect the water that actually enters the concrete mixture.

For example, a reclaimed-water sample may be acceptable by itself, but the combined chloride concentration can rise after aggregate moisture, wash-water carryover or another plant water is included. Conversely, blending a non-potable source with a compliant potable source changes the combined chemistry and must be evaluated as a new mixture of waters.

Chemistry is only one part of qualification

The public ASTM description identifies concrete compressive strength and time of set as performance requirements for mixing water. A source is not adequately qualified merely because a chemical report looks acceptable. Trial concrete made with the proposed water must meet the applicable strength and setting criteria under the project’s specified materials and testing plan.

The 2022 standard preview describes initial and periodic testing, with reduced frequency permitted only after repeated compliant results and under stated conditions. The exact sampling schedule, test methods and acceptance rules are in the full standard. Obtain the current ASTM publication or have the concrete producer and testing laboratory apply the project’s specified procedures rather than relying on a summary.

Optional combined-water limits shown in the public table

A publicly accessible reproduction of ASTM C1602/C1602M-22 Table 2 lists the following optional maximum concentrations in combined mixing water. These figures are not a substitute for the authoritative standard, project specification, ACI 318 provisions or exposure-specific design requirements.

Constituent Optional maximum shown in the reproduced table Qualification
Chloride 500 ppm Prestressed concrete, bridge decks or concrete otherwise designated in the table
Chloride 1,000 ppm Specified other reinforced-concrete conditions in the table
Sulfate 3,000 ppm Optional combined-water limit shown in the reproduction
Alkalies 600 ppm Optional combined-water limit shown in the reproduction
Total solids 50,000 ppm Optional combined-water limit shown in the reproduction

These values have to be interpreted with the concrete’s reinforcement, exposure class, cementitious materials, aggregate reactivity and other design constraints. Chloride that may be tolerable in plain concrete can be unacceptable where corrosion protection is critical. Alkalis and reactive aggregate can create a different risk from the same water in a non-reactive aggregate system.

Step-by-step qualification before mixing

  1. Define the source. Identify whether the water is municipal reclaimed water, industrial process water, or recovered concrete-production water. Document treatment, storage, blending and any seasonal or operational variability.
  2. Confirm the governing documents. Check the project specification, adopted building code, structural notes, environmental permit and local water-reuse rules. Confirm which edition of ASTM C1602 or another standard is required.
  3. Map every water input. Include batch water, ice, aggregate free moisture, truck-added water and qualifying water in admixtures. Calculate the combined water used in the mixture.
  4. Use a qualified laboratory. Arrange the chemical and performance tests required by the governing specification. Ask the laboratory to report sampling date, source point, preservation, methods, detection limits and results in the units required by the project.
  5. Check applicable chemistry limits. Review chloride, sulfate, alkali and total-solids requirements, plus any project-specific limits for reinforcement, prestressing, bridge decks, durability exposure or alkali-silica reaction.
  6. Run concrete performance testing. Produce trial batches using the proposed water and the actual cementitious materials, aggregates, admixtures and proportions. Verify compressive strength and time of set against the project criteria; assess workability and finishing behavior as required by the engineer.
  7. Establish ongoing monitoring. Set the initial and periodic sampling frequency required by the standard and specification. Do not reduce testing frequency until the standard’s conditions for repeated compliance are met and documented.
  8. Obtain written acceptance. Keep the laboratory report, mix-design records, approval, source-control plan and delivery records with the project quality documentation. Written engineer or owner acceptance should identify the approved source and intended use.

Why mixing water and curing water are different decisions

ASTM C1602/C1602M-22 is titled and scoped for mixing water used in hydraulic-cement concrete. It does not, by its scope alone, create a universal reclaimed-water rule for curing. Curing water contacts the concrete surface after placement and can affect surface appearance, deposits, scaling risk and near-surface durability. Water that is acceptable inside a mix is not automatically acceptable for curing a finished surface.

Project language can combine the two uses. For example, a public-works specification from the Philippines says water for mixing or curing should be potable and clean, while allowing non-potable water or water from concrete-production operations when it meets ASTM C1602. That is an example of one jurisdiction’s project wording, not a global rule.

Before using treated wastewater for curing, verify all of the following separately:

  • The contract and curing specification expressly allow the proposed non-potable source.
  • The water’s salts, solids, color and other constituents will not stain, deposit on or damage the concrete surface.
  • The engineer accepts the source for the concrete’s exposure and finish requirements.
  • Storage, delivery and application controls prevent contamination and unintended public or worker exposure.
  • Local environmental and public-health requirements permit the use.

If the documents require potable, clean curing water and do not provide an approved exception, use compliant potable water or obtain a formal written revision before proceeding.

Do not confuse reclaimed municipal water with concrete wash water

Concrete-production water is a distinct stream. ASTM describes recovered water from concrete processes as including mixer wash water and water containing concrete ingredients. Its chemistry and regulatory status differ from treated municipal wastewater.

In England, the Environment Agency’s Regulatory Position Statement 287, published October 23, 2024, addresses storage, treatment and use of water containing concrete at construction sites. Under its stated conditions, treated concrete-containing water may be used to produce new concrete. The statement does not grant general permission for treated municipal wastewater and does not apply globally.

RPS 287 condition or scope point What it means for a project
Jurisdiction Applies in England; it is not a worldwide approval.
Permit warning The statement says it does not remove the legal requirement to obtain an environmental permit for a waste operation.
Containment Secure containment is required for the covered concrete-containing water.
Freeboard Storage must maintain 10% freeboard under the stated conditions.
Volume Maximum stated storage is 30 m³ at a single site location.
Treatment Specified physical treatment methods or pH correction are required.
Monitoring pH monitoring is part of the stated controls.
Use restriction The covered water must not be used for dust suppression.

Read the complete, current RPS before relying on it. A concrete washout system may require settling, filtration, pH control and documented containment even when the recovered water is eventually reused in concrete.

Project, safety and environmental checks

Design and durability

  • Identify whether the concrete is plain, reinforced, prestressed or part of a bridge deck or other designated element.
  • Check exposure conditions, reinforcement cover, durability class and any chloride or sulfate restrictions.
  • Consider aggregate reactivity and the alkali contribution from all ingredients.
  • Confirm that the proposed water will not alter admixture performance, air entrainment, setting or finishing.

Water-source control

  • Prevent cross-connection between reclaimed water and potable-water systems.
  • Protect tanks and lines from contamination, biological growth and sediment accumulation.
  • Control blending ratios and record every delivery or batch addition.
  • Re-test after treatment changes, unusual influent events, long storage or a change in supplier.

Regulatory and health requirements

Environmental permits, discharge rules, worker-protection measures and public-health controls vary by jurisdiction. The reviewed sources do not establish a universally applicable permit rule for treated municipal wastewater in concrete. A local regulator, owner and engineer may impose requirements that are stricter than ASTM’s material qualification framework.

Common failure modes and how to prevent them

“It is treated, so it must be safe”

Treatment removes targeted contaminants; it does not prove compliance with concrete limits or performance criteria. Require source-specific testing and trial-batch evidence.

Testing only the water truck delivers

Ignoring aggregate moisture, ice, truck-added water or qualifying admixture water can make the calculated combined water wrong. Include every contribution in the batch record.

Using a mixing approval as curing approval

Keep the uses separate in the submittal. Obtain a curing-specific acceptance based on the project documents and surface-finish risks.

Applying an England rule elsewhere

RPS 287 is an England-specific position for concrete-containing site water. It cannot be used as evidence that municipal reclaimed water is permitted in another country or state.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Relying on a single favorable test

Wastewater composition can vary. Follow the standard’s initial and periodic testing provisions, retain trend data and define what happens when a result fails.

A practical approval record

A complete submittal should identify the source and treatment process; show the combined-water calculation; attach current chemical and performance test reports; list the applicable standard edition and project clauses; state the intended use as mixing, curing or both; identify concrete class and exposure; describe storage and monitoring; and include written acceptance by the responsible engineer or owner. The record should also define hold points: no production use after a source change, failed test or unexplained chemical excursion until the required review is complete.

Decision guide

Situation Appropriate decision
Non-potable source, complete ASTM and project testing, acceptable trial-batch performance May be approved for mixing, subject to written project acceptance and continuing monitoring.
Water passes chemistry tests but no strength or setting evidence exists Do not approve yet; complete concrete performance qualification.
Mixing approval exists but curing requirements are silent or require potable water Do not assume approval extends to curing; obtain a curing-specific decision.
Concrete wash water in England Assess against the full RPS 287 conditions and permit requirements, then separately meet concrete-material requirements.
Municipal reclaimed water in an unspecified jurisdiction Check local rules and contract language first; no universal permission can be inferred.

Bottom line for contractors and engineers

Treated wastewater can be a compliant concrete mixing-water source, but only after source identification, combined-water testing, concrete performance qualification and project approval under the applicable standard. ASTM C1602/C1602M-22 provides the principal mixing-water framework identified here; it does not make every treated source acceptable and does not automatically authorize curing use. Treat curing as a separate approval, keep municipal reclaimed water distinct from concrete wash water, and verify jurisdiction-specific permits and controls before placing concrete.
