Yes. Steel made by melting recovered scrap can be used for structural sections, merchant bars and other load-bearing work when the delivered product has the required grade, properties, documentation and fabrication controls. Reclaimed beams and plates can also be used, but that is reuse, not recycling: the existing component remains intact and must be assessed for its identity, condition and suitability.
Recycled content answers where the feedstock came from. It does not replace structural design, product certification, inspection or the rules that govern a particular project.

What “recycled steel” means in a structure
Two materially different routes are often confused:
What’s actually slowing this PC down?

| Route | What happens to the steel | Evidence needed for structural use |
|---|---|---|
| Recycled-content steel | Scrap is melted in a steelmaking furnace and manufactured into a new section, bar, plate or other product. | Specified grade, product form, declared mechanical properties, supplier documentation, design checks and fabrication and execution controls. |
| Direct reuse | An existing beam, plate or other member is removed, inspected and placed in another structure without remelting it. | Identity and traceability where possible, dimensional and condition surveys, mechanical properties, weldability and checks for the proposed loading and execution requirements. |
A product can be made from scrap and still be a new, fully specified structural product. Conversely, a reclaimed beam is not “recycled” merely because it is being used again. The documentation, environmental accounting and engineering decisions are different for each route.

Can newly manufactured scrap-derived steel meet structural requirements?
Yes. A published Environmental Product Declaration (EPD) for structural sections and merchant bars declares products made from 100% steel scrap. The declaration covers grades S235 through S500 and uses production data from named European electric-arc-furnace (EAF) sites. It was issued on 6 October 2023 and states validity through 5 October 2028. Its scope is defined by the declaration and participating production sites and markets; it is not evidence that every section sold in every country has the same recycled content or environmental profile. See the IBU EPD for Structural Steel: Sections and merchant bars.
For design purposes, the relevant question is not whether the iron originally came from ore or scrap. It is whether the actual product supplied has the grade and declared properties required by the design and applicable standards. A specification might require, for example, a particular yield strength, tensile strength, toughness class, section geometry, dimensional tolerance and weldability. Those requirements must be demonstrated by the product documentation and checked through the project’s normal acceptance and quality procedures.
Checks for new scrap-derived sections and bars
- Confirm the product scope: identify the section or bar type, dimensions, grade and intended market. Do not extend an EPD’s claim to products, sites or regions outside its stated scope.
- Check the specified grade and properties: compare the design specification with the manufacturer’s declaration and inspection documents. The cited EPD covers S235–S500, but that range does not automatically apply to another supplier or product line.
- Verify traceability: retain heat, batch, test and delivery records required by the governing product and execution standards.
- Apply the ordinary design rules: check resistance, stability, connections, fire design, serviceability, fatigue where relevant and all other actions in the project brief.
- Control fabrication and erection: cutting, drilling, welding, bolting, coatings, tolerances, inspection and site acceptance remain necessary whether the feedstock was scrap or virgin material.
There is no basis for changing a structural design method solely because a compliant new product was made in an EAF from scrap. Design follows the actual material properties and the rules adopted for the project.

Can reclaimed steel beams be used structurally?
They can, but a reclaimed member is an existing component with a history that must be established. It may have experienced corrosion, local damage, unintended holes, repairs, overloads, fire or fatigue cycles. Its original markings may be missing, and its material may not correspond neatly to a current grade designation. Reuse therefore needs a specific assessment rather than a recycled-content declaration.
In Europe, SIS-CEN/TS 1090-201:2024 provides complementary provisions to EN 1090-2 for reclaimed components. The SIS page identifies the specification as valid and records approval on 24 October 2024. Its stated scope includes reclaimed components used in execution classes EXC1, EXC2 and EXC3 for structures designed for quasi-static loading and not subject to fatigue loading.
What the reuse assessment addresses
- Identity and traceability: record where the member came from, its original use if known, markings, drawings, certificates and removal history.
- Geometry: measure section size, straightness, thickness, holes, welds, distortion and any loss of cross-section.
- Condition: inspect corrosion, cracking, impact damage, fire exposure, cut ends, coating condition and alterations.
- Mechanical properties: establish the strength and toughness values needed for the proposed design, using reliable records and testing where necessary.
- Weldability: determine whether welding is permitted and what procedures, precautions and qualifications apply to the actual material.
- Proposed use: check the member for the new span, connections, loads, stability, fire situation and execution class rather than assuming its former use was equivalent.
The specification’s scope is not universal. It excludes cold-formed sections and sheeting described in EN 1090-4 and excludes mechanical fasteners. It also does not turn a reclaimed component into a generally certified product for every loading regime. Confirm the national adoption, project standards and any restrictions imposed by the authority having jurisdiction.

Is recycled steel strong enough for buildings?
“Recycled” is not a strength grade. Strength comes from the product’s chemical composition, processing, heat treatment and verified properties—not from the percentage of scrap stated in a marketing claim. A new section produced from scrap can be specified and tested to the same structural grade system used for other compliant sections. A reclaimed section may be perfectly adequate, inadequate or suitable only after strengthening; its answer depends on measured or documented properties and condition.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Ask for the current product standard, declaration of performance or equivalent conformity documents, test certificates and execution information for new products. For reused members, request the survey, test plan, assessment calculations and records showing how unknowns were resolved. If the supplier can provide only a recycled-content percentage, that is environmental information, not proof of load-bearing capacity.
How environmental claims should be evaluated
A high recycled-content number does not, by itself, prove a lower carbon footprint for a building. Compare products that perform the same structural function and use aligned declared units, life-cycle boundaries, modules, geography, manufacturing route, transport assumptions, fabrication and end-of-life scenarios. The 100% scrap figure in the EPD is meaningful within that EPD’s defined product system; it should not be compared with an unrelated headline percentage whose scope is different.

The EPD reports life-cycle modules for its defined product system. For a procurement decision, obtain a current, product-specific declaration and read the definition of recycled content, the production sites covered and the validity period. A product made near the project may have different transport impacts from an otherwise similar product shipped a long distance. Fabrication losses, coatings, connection materials and construction logistics can also affect the building result.
What ISO 14404-2:2024 does—and does not—tell you
ISO 14404-2:2024 specifies a method for calculating total annual carbon-dioxide emissions and emissions per unit of steel production for plants that produce mainly carbon steel using an EAF. It defines relevant system boundaries and material and energy flows. That makes it useful for production-route accounting, but it is not a product-ranking label and does not, by itself, establish the emissions of a particular delivered beam or an entire building. Product-level comparisons still require equivalent EPD scopes and declared units.
What procurement rules may require
Recycled-content requirements are policy-specific. A March 2026 study by the European Commission’s Joint Research Centre reports Italy’s mandatory Green Public Procurement criteria for structural uses as minimum contents of recovered material, recycled material or by-products:

- Milwaukee Ink all Fine Point Marker, Black, 4 Per Pack
- 4 per pack Features Clog Resistant Marker Tip Writes through Dusty, Wet and Oily Surfaces Durable Marker Tip for Writing on Concrete, OSB and Rough Surfaces
- Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete
- Hard hat clip- attaches for easy access
- Quick dry time with reduced smearing and marking
| Steel route or category | Minimum content reported for Italian structural-use GPP |
|---|---|
| Non-alloy EAF steel | 75% |
| Alloy EAF steel | 60% |
| Integrated-route steel | 12% |
These percentages belong to the Italian procurement framework described in the European Commission Joint Research Centre study on recycled content in steel. They are not a universal technical requirement for steel structures in Europe or elsewhere. Check the current tender, product category, definitions and evidence rules in the jurisdiction where the project is being procured.
Other public buyers use disclosure rather than a single threshold. Canada’s federal embodied-carbon standard, for example, calls for disclosure of steel emissions and, where available, recycled content supported by EPDs. Applicability and current wording must be confirmed for the specific Canadian project. In any jurisdiction, ask suppliers to identify the product covered by the percentage, the accounting definition, the evidence supporting it and the declaration’s date and validity.
What happens to steel at the end of a building’s life?
Steel can often be recovered either for direct reuse or for remelting. A European Commission study published in 2002 reported, for steel construction products in Western Europe, an average of 83% recycled at building end of life and a further 14% reused. Those figures are historical and regional, not a current global rate. They also illustrate why “recycled” and “reused” should remain separate: recycling sends material through a furnace, while reuse keeps a member in service.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteDesign choices can improve both options. Bolted, accessible connections, clear member records, standard section sizes, protection from avoidable corrosion and a documented deconstruction plan can make future reuse more feasible. Where remelting is the realistic route, keeping steel free of contaminants and segregating it from other materials supports efficient recycling.
A practical decision path for a project
- Define the route. Decide whether the proposal is new steel made from scrap, direct reuse of existing members, or a combination.
- Set the governing requirements. Identify the jurisdiction, design and execution standards, execution class, loading regime, fire requirements and procurement rules.
- Specify the structural evidence. For new steel, state grade, product form, properties, conformity documents and inspection requirements. For reclaimed steel, add identity, condition, geometry, mechanical-property and weldability requirements.
- Evaluate suppliers or the existing building. Check current certificates and EPDs for new products. For reuse, complete surveys, testing and traceability work before accepting members into the design.
- Complete the engineering checks. Design members and connections using the verified properties and account for damage, section loss, stability, fatigue exclusions or other limits that apply.
- Plan fabrication and execution. Establish welding procedures, bolting, tolerances, inspections, coatings, handling and site acceptance before work starts.
- Document environmental performance separately. Compare aligned EPDs and life-cycle assumptions, and report recycled or reused content with its definition, scope and date.
- Retain a future-use record. Keep drawings, grades, test reports, inspection results and member identifiers so later alteration or deconstruction does not begin with unknown material.
Common mistakes to avoid
- Calling a reclaimed beam “recycled steel” and applying a scrap-content claim to it.
- Treating a 100% recycled-content statement as a structural certificate.
- Assuming every EAF product has the same grade range, recycled content or carbon impact as the cited EPD.
- Comparing EPD carbon numbers with different declared units, boundaries, life-cycle modules or geographies.
- Applying Italy’s GPP percentages as though they were global design rules.
- Using a reclaimed member in a fatigue-sensitive structure without confirming that the governing reuse provisions cover that loading.
- Skipping weldability and condition assessment because the member appears visually sound.
Bottom line for designers and owners
Recycled steel is a legitimate structural-construction material when the specific product meets the required grade, properties and conformity controls. The cited 2023 EPD demonstrates a defined case of structural sections and merchant bars made from 100% scrap, covering S235–S500 at named European EAF sites. Reclaimed members are another viable strategy, but they require an engineering assessment under the applicable national rules; SIS-CEN/TS 1090-201:2024 is one European example with defined execution-class, loading and product-form limits. Treat structural suitability and environmental performance as separate questions, and require product-specific evidence for both.
